BACKGROUND In 1992 the Town of Milton conducted a comprehensive study of
police services in Milton . Initiated by the International Chiefs ofPolice Association, the study had four phases
1. Phase One was an analysis of the operations and conditionsof the department.
2. Phase Two concentrated on analysis and evaluation of allrelevant police date and recommendations for improvement.
3. Phase Three was onsite discussion of their preliminaryfindings with the executive management of the Town ofMilton.
4. Phase Four was the implementation of the IACPsrecommendations

Organizational Cuts The 1992 study created a management team of a Chief and
two divisional commanders, each having commensurateauthority and responsibility to run the operational side of the
department and the administrative side of this agency.
Since 2010 we have been working with only one causing a
loss of revenue (grants) as well as creating a dysfunctional
style of management for the police department.

Contemporary Trends In 1992, there was no 911 in the Commonwealth of
Massachusetts. In 2013, the Milton Police logged thousandsof 911 calls from both hard line resident locations andmultiple cellular calls.
In addition, we responded to over 400 accidental misdialsand hang-ups.
Next-Gen 911 - As the world migrates to a more exclusiveuse of cellular communications Milton Control will begin toassume all cellular 911 calls for our community. This is amajor change to 911 as it exists today and will double our911 call volume.

Contemporary Trends Cont. Identity TheftsA contemporary but rapidly growing category
of crime that did not exist in 1992.
In 2013, The Milton Police investigated 50 cases of residents
affected by identity theft.
As Americans continue to rely on the internet and handheld
mobile devices, this category of larceny will increase.

Complexities of Modern Society
In 2013, the Milton Police Department is faced with
increasing calls for individuals with mental illness, as well
as elders who face issues from Alzheimer's to hoarding.
In 1992, there was no need for a School Resource Officer
to patrol the corridors and classrooms of our schools. The safety and security of the school population in Milton
is a necessary and daily responsibility for the Police
Department. It is costly and draining on police services.

SCHOOL SAFETY & SECURITY
The safety and protection of the many school systems
within Milton requires an inordinate amount of
resources, planning and manpower.
Our collaboration with the school administrations is
constant.

Lone Wolf The greatest threat to American society today is the individual
who without notice is able to arm himself heavily and deploy intoa school or place of work.
The sole intention of the Lone Wolf is to kill as many people aspossible.
150% increase in Lone Wolf mass killings in the past year.
The M.P.D. has invested huge dollars in changing the mindset of
school administrators and staff. This includes site hardeningstrategic planning and hundreds of hours training staff andstudents.
The Attorney General of the U.S. views this category of assaultsand the dozens of school related shootings as a major priorityfor Law Enforcement.

ONGOING TRENDS IN CRIMINAL ACTIVITY
PROPERTY CRIMESOur community expends significant patroland investigative resources on;
-House Burglaries,-Car Breaks
Much of this surge in activity is due to thedown turn in our economy. Other crimes aredirectly linked to an alarming increase in theuse of prescription drug, and heroin useamong young adults in Milton and the SouthShore.

PAWN SHOPS
More and more pawn shopsare popping up in the area.
Pawn shops are still notcomputerized which makes itdifficult for Law Enforcementto track items to suspects.
Most computers, TV's, andelectronic devices can be soldon street corners and bars for
quick cash.

Boston Fatal
Shooting has Ties to
Milton, Decker St.
BOSTON - The Boston Police Department has released the identities of three people killed in shootings
during a 12 hour periodon Sunday and Monday of this week.Julien Printemps, 22, of Charlestown, was shot and killed shortly before 10:00 p.m. on January 26.
Boston police are still actively investigating this case.
The unidentified male and female that were shot near 92 Rosewood Street during the pre-dawn hours of
January 26 has been identified as Clarence McGregor, 25, of Dorchester and Teasia Montgomery, 28, of
Medford.
Montgomery was transported to Brigham & Women's Hospital where she later died while McGregor was
transported to Boston Medical Center where he also later died.
Police believe these shootings are related and part of an escalation of tensions between Boston street
gangs.
The spike in murders and shootings to start the year, all but one involving people under 30, has local
officials moving to suppress gang activity. Boston Mayor Martin J. Walsh met with police officials as well
as youth workers and ministers.
To date there have been 8 murders and 13 non-fatal shootings compared to the same time frame in 2013
when there 2 gun-related fatalities and 15 shootings according to the Boston mayor's office.
"We cannot become complacent to the death of any young person in our City; we need to stop theseevents from happening in the first place," said Boston Mayor Martin J. Walsh
