Executive Summary

The 2014 Progress Report is designed to fulfil Harlow Councils statutory duty to review and assess air quality within its area, and to determine whether or not the air quality objectives are likely to be achieved. Air Quality within AQMAs Harlow Council has no Air Quality Management Areas Air Quality outside AQMAs Non-automatic monitoring has indicated no exceedences of the nitrogen dioxide annual mean air quality objective of 40µg/m3 in 2013 at relevant exposure within the Harlow Council area. This report confirms that there is no requirement to conduct a Detailed Assessment for any pollutant and the next round of reporting will be the USA which will be delivered in April 2015.

1 Introduction

1.1 Description of Local Authority Area

The District of Harlow is located in west of Essex. It is a ‘new’ town and the area forms part of the London commuter belt.

The total area covered by the Council is just over 30km2, with a population of 81,900 (ONS, 2011).The main employment in the area is service related, although there is some industry, mainly located at Templefields to the north and the Pinnacles to the northwest. The town has two railway stations (on the West Anglia main line) and is near the M11 motorway for access to London and the rest of the country. Harlow also has one of the most extensive cycle track networks in the country, connecting the town centre and industrial areas. The town centre and many of its neighbourhood shopping facilities have, in recent years, undergone major redevelopment, and many of the original town buildings and industrial units have been rebuilt. There are 34 minor industrial processes that are regulated by the Council. Most of which are located in the two main industrial areas in the town, Templefields (to the North), and the Pinnacles (to the Northwest). Traffic emissions are the most significant source of air pollution in Harlow. The main roads in the District are the M11 and the A414.

1.2 Purpose of Progress Report

This report fulfils the requirements of the Local Air Quality Management (LAQM) process as set out in Part IV of the Environment Act (1995), the Air Quality Strategy for England, Scotland, Wales and Northern Ireland 2007 and the relevant Policy and Technical Guidance documents. The LAQM process places an obligation on all local authorities to regularly review and assess air quality in their areas, and to determine whether or not the air quality objectives are likely to be achieved. Where exceedences are considered likely, the local authority must then declare an Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the measures it intends to put in place in pursuit of the objectives. Progress Reports are required in the intervening years between the three-yearly Updating and Screening Assessment reports. Their purpose is to maintain continuity in the Local Air Quality Management process. They are not intended to be as detailed as Updating and Screening Assessment Reports, or to require as much effort. However, if the Progress Report identifies the risk of exceedence of an Air Quality Objective, then the Local Authority (LA) should undertake a Detailed Assessment immediately, and not wait until the next round of Review and Assessment.

1.3 Air Quality Objectives

The air quality objectives applicable to LAQM in England are set out in the Air Quality (England) Regulations 2000 (SI 928), The Air Quality (England) (Amendment) Regulations 2002 (SI 3043), and are shown in Table 1.1. This table shows the objectives in units of microgrammes per cubic metre µg/m3 (milligrammes per cubic metre, mg/m3 for carbon monoxide) with the number of exceedences in each year that are permitted (where applicable).

2 New Monitoring Data

2.1 Summary of Monitoring Undertaken

2.1.1 Automatic Monitoring Sites

Harlow Council currently has no Automatic Monitoring Sites.

2.1.2 Non-Automatic Monitoring Sites

Harlow Council undertook monitoring at 5 NO2 diffusion tubes sites in 2013. The locations are shown in figure 2.1. Details are presented in table 2.1. Raw monthly mean data for 2013 can be found in Appendix 2.

The diffusion tubes for 2013 were supplied and analysed by Gradko International (UKAS Testing Laboratory number 2187) with a preparation method of 20% triethanolamine (TEA) in water.

The bias adjustment factor of 0.95 is used and is taken from the DEFRA national bias adjustment spreadsheet (03/14 v2) for Gradko (20% TEA in water) which is based on 24 studies.

The national bias adjustment factor has been used as there are no local co-location studies that can be used to develop a local bias adjustment factor.

2.2 Comparison of Monitoring Results with Air Quality Objectives

2.2.1 Nitrogen Dioxide (NO2) Diffusion Tube Monitoring Data

The data shown in Table 2.2 below shows that all monitoring results were within the 40 µg/m3 Air Quality Objective for Nitrogen Dioxide.

2.2.6 Summary of Compliance with AQS Objectives

Harlow Council has examined the results from monitoring in the district. Concentrations at relevant locations are below the objectives, therefore there is no need to proceed with a Detailed Assessment.

3 New Local Developments

Harlow Council confirms that there are no new or newly identified local developments which may have an impact on Air Quality within the Local Authority area. Harlow District Council confirms that all the following have been considered:

• Road traffic sources

• Other transport sources

• Industrial sources

• Commercial and domestic sources

• New developments with fugitive or uncontrolled sources.

4 Local / Regional Air Quality Strategy

In 1995, as a result of the Government publication "Meeting the Challenge" and the aspirations of local government to undertake more local air quality work in Essex, the Essex Air Quality Consortium was formed.

Consisting of all Local Authorities in Essex, Essex County Council, the Environment Agency, London Stansted Airport and the University of Essex, the purpose of the Essex Air Quality Consortium is to promote improvements in air quality related issues.

Members of the Essex Air Quality Consortium meet on a quarterly basis to discuss common air quality issues, share experiences and best practice in carrying out their duties locally. The partnership provides assistance to all members regarding their obligations under current UK Air Quality legislation.

Air pollution does not respect Council boundaries and in Essex the Local Authorities are varied in size and population. Effective options for individual Councils can be limited so the Essex Authorities have agreed to work in partnership with each other to seek joint solutions to air pollution problems.

The Essex Air Quality Consortium has been able to represent the people of Essex at a regional and national level through Air Quality Events and Meetings. The group have been able to offer its views and comments on current air quality requirements and any future consultations being considered.

The profile of Air Quality in Essex is changing and is becoming more challenging. Due to the declaration of an increasing number of Air Quality Management Areas (AQMAs) and as a result of increased traffic growth and congestion, the Consortium is working much more closely with the Local Transport Authority in Essex County Council to seek improvements to Air Quality where possible

5 Air Quality Planning Policies

Harlow Council’s Adopted Replacement Local Plan (2006) contains a statement relating to the environmental protection of the District. In particular, Policy Statement BE 18 states that: ‘Planning permission will be granted if a development does not have the potential to contribute to significant levels of air pollution or is not sensitive to the effect of existing sources of air pollution or if adequate provision is made to mitigate against adverse effects on Air Quality.’

6 Local Transport Plans and Strategies

Harlow is covered by the Essex County Council Local Transport Plan (LTP). There are a number of general measures in the Essex LTP which are aimed at reducing the impact of road transport on Air Quality. Harlow forms part of the ‘West Essex Area’ along with neighbouring Epping Forest and Uttlesford District councils. The Council is working in partnership with the Environment, Sustainability and Highways department at Essex County Council to ensure that new traffic management schemes consider the potential impact on Air Quality.

7 Climate Change Strategies

Harlow Council recognises the importance of reducing energy usage in both its own operations and across the district. The Council is continually working towards reducing its own carbon footprint and encouraging residents and local businesses to do the same. The Council's current Carbon Management Plan covers the period to 2015/16 and includes a carbon emission reduction target of 25%. The district emissions for Harlow were measured by the Department for Energy and Climate Change until 2009. Harlow’s carbon emissions per capita up to 2009 are shown in the table below, these figures include emissions from industry and the commercial sector, domestic emissions and those from road transport.

8 Conclusions and Proposed Actions

8.1 Conclusions from New Monitoring Data

The Progress Report shows that Harlow Council is meeting the Air Quality objectives currently and is not at risk of exceeding the objectives for Nitrogen Dioxide. The Council is working in partnership with key stakeholders to ensure that the Air Quality in Harlow remains below objective limits and continues to improve. Based on the findings of this Progress Report there is no obvious need for Harlow Council to carry out any Detailed Assessment of any Air Quality issues.

8.2 Proposed Actions

Proposed actions arising from the 2014 Progress Report are as follows:

• Progress to the Updating and Screening Assessment in 2015.

QA/QC of diffusion tube monitoring The Workplace Analysis Scheme for Proficiency (WASP) is an independent analytical proficiency-testing (PT) scheme, operated by the Health and Safety Laboratory (HSL). WASP offers a number of test samples designed to test the proficiency of laboratories undertaking analysis of chemical pollutants in workplace and ambient air. One such sample is the WASP NO2 test sample type that is distributed to participants in a quarterly basis. The following table summarises laboratory performance in WASP NO2 Proficiency Testing Scheme for Rounds 120-123 which took place in 2013.
