The Westend Regional Sewage Services Commission was established in 1994 by Regulation of the Government of Alberta.

The Commission is composed of two members each from the Town Councils of Turner Valley and Black Diamond.

Commission members are appointed for four year terms.

The Commission’s operations are funded by

the Towns of Turner Valley and Black Diamond according to their proportional annual sewage flows.

The Commission does not have any staff; rather, it contracts operations staff through the Town of Black Diamond, it contracts engineering advice through the town of Turner Valley and contracts administrative services through an independent contractor. ◦ Tom Dougall is the principal operator of the

Westend facilities;

◦ Andy Pfeifer provides engineering advice; and

◦ Laurie McCreary-Burke as Secretary/Treasurer provides all administrative work for the Commission.

FACILITIES The Commission has hired MPE Engineering/Urban

Systems to assess what upgrades are necessary to meet provincial and federal standards when Westend’s licence to operate comes up for renewal in October 2015. It appears the cost of upgrades will not be less than $2 million.

Flooding in 2013 exposed a sewer main in the eastern channel of the Sheep River in Black Diamond and washed away about 1 meter of cover over the sewer main under the Sheep River in Turner Valley. Our engineers have calculated that the cost of repairing damage moving the sewer main out of the river valley to avoid potential damage from future floods will be approximately $3 million. Westend has been approved for received Disaster Recovery funds for this project.

The Westend renewed it’s three-year grazing lease with the current lessee.

The Westend initiated a weed-spraying program on the grazing lease portion of the property.

Furnaces at the Turner Valley lift station were replaced with high efficiency furnaces.
