Tips from the Tax CollectorIt’s tax time again and I’d like to remind you to please write a contact phone number on your check! Unlisted phone numbers make it diffi cult to reach you if there is a question or problem with your check.
Please note that for your protection, we are not able to change the name printed on your tax notice. The name on the tax bill comes from the York County deed database. If you’d like to change your name due to marriage, etc. it must be changed at the Recorder of Deeds offi ce. The only exception is we can remove a deceased spouse’s name from the bill at the surviving spouses’ request.
Many of you have not registered your homes in the Homestead / Farmstead Tax rebate program which can reduce your school taxes. Forms for the program will be mailed to all unapproved residential parcels by the Central York School District this fall. Forms are also available on the district website at www.cysd.k12.pa.us. or the York County website at www.york-county.org.

A Note from the Public Works DepartmentIn order to provide you with services such as street sweeping, snow plowing, anti-skid material application trash collection, emergency protection such as fi re, medical and police, it is important to keep all roads, streets, sanitary sewer and storm water easements clear of trees and shrubbery.
Trees and shrubs must be trimmed in back of the paved cartway of the street, and branches cannot hang any lower than 15 feet above the road surface.

Because stormwater runoff is generated from dispersed land surfaces–pavements, yards, driveways, and roofs–efforts to control stormwater pollution must consider individual, household, and public behaviors and activities that can generate pollution from these surfaces. These common individual behaviors have the potential to generate stormwater pollution:
• littering• disposing of trash and recyclables• disposing of pet-waste• applying lawn-chemicals• washing cars• changing motor-oil on impervious driveways• household behaviors like disposing leftover paint

Flu Shots Offered for Township Residents
Drive-thru fl u shot clinicSunday – October 25, 200910am – 2pm
The York County Area Agency on Aging (YCAAA), in partnership with Wellspan Health, York City Bureau of Health, and Manchester Township Department of Fire Services will hold a drive-thru fl u shot clinic at the Manchester Township Municipal Services Complex, 3200 Farmtrail Road, York, PA 17406.
The clinic will offer fl u shots to York County residents 9 years of age or older. Pneumonia shots will also be offered to eligible adults.
During the “ Roll In – Roll Up – Roll Out” Clinic, participants will roll down the car window, complete the necessary paperwork, roll up their sleeve, and receive their vaccine without getting out of their vehicle.
Pre-registration can be downloaded from the “News and Events”: page of YYCAAA’s website, www.ycaaa.org. There is a charge for the fl u shot. The fee amount, along with additional information can be obtained by calling the information line at 771-9001.
Those with Medicare Part B and some Medicare Advantage Plans will have the cost of the shot covered by their insurance. The Medicare card or Medicare Advantage card must be shown at the clinic. The following insurances will NOT be accepted at the clinics: Employee Health Insurance, Medigap or Supplemental Insurance, and Private Health Insurance. Individuals with this insurance will be asked to pay the fee and get reimbursed by the covered health insurance.
Note: These shots are NOT for the H1N1 virus.

Dumping Is Illegal . . .Since 1990, the PA CleanWays network has performed over 914 illegal dump cleanups.
If you lay every tire fl at on the ground that PA CleanWays has collected, they would span from Pittsburgh to Erie and 50 miles out into Lake Erie!
For nearly two decades, the PA CleanWays grassroots network has been cleaning dumpsites and littered areas across the state of Pennsylvania. Along with its other programming, such as recycling and special collection events, PA CleanWays and its chapters and affi liates have removed over 10,580 tons of trash and recycled 2,170 tons of scrap metal from Pennsylvania’s hillsides, local roads, and streams. PA CleanWays has also collected or removed 383,434 tires and 25,336 appliances. More than 353 segments of local roads, parks/pathways, and waterways have been adopted through the PA CleanWays adoption program. PA CleanWays has organized and planted more than 22,000 trees on public lands through its beautifi cation program. In total, more than 45,000 volunteers have dedicated nearly 195,000 volunteer hours to PA CleanWays programming.

HELP-Buffers The Codorus Creek Watershed Association will cost-share (up to 100%) with landowners of small, headwater streams to plant streamside riparian buffers. Streamside vegetative buffers help streams by fi ltering runoff pollutants, remove nutrients from groundwater, help shade and keep water cool for trout, and provide valuable wildlife habitat, in-stream and out. New Faces, New Places…Garth Ericson began on June 6th as Manchester Township’s Recreation Director. Mr. Ericson, a York native and graduate of Central York High School, comes to us from Robert Morris University where he obtained his bachelor’s degree in Sport Management and, later, worked as the University’s Director of Intramural and Club Sports.
Tim James has accepted a promotion to become the township’s Assistant Township Manager. Previously, Mr. James worked as Recreation Director for Manchester Township for 10 years.

Final 2009 Yard Waste CollectionManchester Township will be providing the FINAL Yard Waste Recycling Collection for 2009. Items will need to be placed at the curb side by 6:00 am.
Saturday- October 24, 2009
“Yard Waste” materials are defi ned as tree trimmings, shrubbery and any other organic landscaping vegetation, excluding grass clippings.
Materials should be packaged as follows:• Place items in either Biodegradable Kraft bags or tied in
easily handled bundles.• Bundles should be no longer than (4) feet in length.• Bundles should not weigh more than 30 lbs. each.• Branches should not exceed 6 inches in diameter.
The following items should NOT be placed out for Yard Waste Collection:
• Grass clippings• Leaf Waste (Note: Manchester Township provides
this service)• Dirt or Stones• Fruits and/or Vegetables• Any material in a Plastic Bag

Nuisance Ordinance In 2007, the Board of Supervisors adopted an ordinance to prohibit obstructions that create a nuisance within and adjacent to public streets. Here are some reminders of certain obstructions:
The placement of any of the following within the cartway or right-of-way of any public street within Manchester Township
Sports equipment – basketball goal, nets whether permanent or temporary Skateboarding ramps, bicycle rampsUnattached trailers, whether legally licensed or notUnlicensed, un-inspected or inoperable motor vehiclesLandscaping materials
Snow - The throwing, pushing, blowing, placing or plowing of snow from private property into or onto a cartway of any street is also prohibited. Also, do not pile snow more than three feet (3’) high within the clear sight triangle of any intersection of any street.
Smoke Testing Sewer Lines Notice
Manchester Township Public Works Department periodically conducts smoke tests of the sanitary sewer lines. Testing is conducted Monday through Friday from 7:00 a.m. to 3:30 p.m.
Smoke should not enter premises unless a leak is present. This smoke is non-toxic, non-corrosive, and will not leave a stain. If smoke enters a home, it will soon dissipate. Opening doors and windows will help. Any presence of smoke within the house should be reported to the township offi ce at 764-4646. Avoid unnecessary exposure to the smoke. The smoke is relatively harmless, but all smoke is temporary and quickly disappears after exposure has ceased.

Sewer Backup ClaimsUnder the Pennsylvania Governmental Immunity Statue, Manchester Township has limited legal responsibility for sewer and water backups. You should contact your homeowners or commercial insurance agent to make sure you carry coverage for sewer and water backups under your homeowners or commercial property policy. Some homeowners policies do not include this coverage automatically. We recommend that you purchase this valuable coverage.
Rent-A-KidThis program provides an opportunity for middle and high school students, in grades 7 through 12, to assist senior citizens in completing routine light-duty household chores, yard work, mowing lawns and shoveling snow. The goal of the Rent-A-Kid program is not only to get an important job done, but also to foster friendships between senior citizens and teenagers. Senior citizens, age 60 and older, in need of assistance with chores can call the Rent-A-Kid coordinator who will provide names and phone numbers for teenagers in their area. It is the responsibility of the senior citizen to contact the teenager and discuss the job to be done, when it is to be done, the rate of pay for the job, and any other arrangements that need to be made. Recommended pay rate is $5 per hour. However, depending on the type of work and the ability of the senior citizen to pay, the teenager may negotiate a more satisfactory rate of pay.
Teenagers interested in the Rent-A-Kid program should contact their school guidance counselor or call the Coordinator at YCAAA for an application at 771-9103. Applications can also be downloaded from the website:

Mail Box PolicyManchester TownshipIS NOT RESPONSIBLEfor mailboxes damaged during snow removal since they arelocated in the street right-of-way
Snow RemovalIt’s nearly that time of year again. Time to get out the snow shovel and de-icer and get ready for whatever Winter may bring. In an effort to expedite the snow removal from the street we ask that you PLEASE remove your vehicle from the street during a storm. This will enable the Public Works Department to clear the streets and get you on the way in a reasonable amount of time.
The Public Works Department has 11 trucks equipped with snow plows to take care of the township streets and state roadways as listed. We will do our best to clear your streets, so please be patient and remember we have probably worked many hours before you have to start shoveling.

Helpful Hint:When shoveling out the mouth of your driveway, deposit snow to the right or “downstream.” This will help to avoid the redepositing of the snow in your driveway when the plow comes to your street. Remember it is impossible to not have snow pushed into your driveway. Please do not throw the snow from your property into the street.

of related injuries.• Unattended cooking is the leading cause of cooking fi res. • U.S. fi re departments responded to 146,400 home structure fi res involving cooking equipment
in 2005. These fi res caused 480 civilian fi re deaths, 4,690 civilian fi re injuries and $876 million in direct property damage.
• Twelve percent of the fi res occurred when something that could catch fi re was too close to the equipment.
Heating• In 2006, heating equipment was involved in an estimated 64,100 reported home structure fi res,
540 civilian deaths, 1,400 civilian injuries, and $943 million in direct property damage.• In 2006 heating equipment fi res accounted for 16% of all reported home fi res (second behind
cooking) and 21% of home fi re deaths.• More than half of all heating related fi re deaths in 2003-2006 resulted from fi res in December,
January, and February.• Space heaters result in far more fi res and losses than central heating devices and have higher
risks relative to usage.• Fixed or portable space heaters were involved in 4% of the home fi res and 17% of the home fi re deaths.
• Most of the space heater fi res were caused by the space heater being too close to things that could burn.
Smoke Alarms• Smoke alarms play a vital role in reducing deaths and injuries from fi re and have contributed to
the almost 50% decrease in fi re deaths since the late 1970s. Properly installed and maintained smoke alarms save lives and protect against injury and loss due to fi re.
• A 2004 U.S. telephone survey found that 96% of U.S. households had at least one smoke alarm, yet in 2003-2006, no smoke alarms sounded in only half of the reported home fi res.
• Almost two-thirds (63%) of reported home fi re deaths in 2003-2006 resulted from fi res in homes with no smoke alarms or no working smoke alarms.
• Two-thirds of the fi re deaths occurred in homes with no working smoke alarms.• In one out of every fi ve homes equipped with at least one smoke alarm installed, not a single
one was working.
When smoke alarms fail it is most often because of missing, disconnected or dead batteries. Nuisance activations were the leading cause of disabled smoke alarms.
