History of Delphos Fire & Rescue

Few local residents remember the oldfire engine house located where the presenthire station is. Few remember the rubberbuckets used to put out fires. Nor will any -one remember the hand pumper responsiblefor many blisters or the transition to horse-drawn equipment.

Having a fire department was not takenfor granted in the mid 1800s. The City ofDelphos was striving to make itself a desir-able place of residence and business. The

community experienced a disastrous fire onMay 3, 1872 Black Friday. This causedsteps to be taken in the direction of provid-ing adequate fire fighting apparatus. Thecitizens of Delphos determined that never

again would they be in a position of help-lessness should the fire fiend attack.

Delphos has been an organized munici-pality since March 3, 1851. The only fire-fighting equipment consisted of buckets, water taken from the canal, the creeks, orfrom wells and citizens serving as volun-teers. The city fathers recognized that abucket brigade afforded small protectionagainst fire in a growing community. Stepswere taken on April 25, 1857, to rem-

edy the situation by purchase six fire lad-ders for $72. Practically nothing more was

added until after Black Friday. Forty-fivestructures fell prey to the flames at a costof $150,000. Most of them were located

between Second and Third streets, and theMiami-Erie Canal and Washington Street.

Hand pump eraPublic demand for better fire protec-

tion resulted in official action. A fire-house was built in 1872 for $250. A handpumper with 500 feet of hose was pur-chased from the City of Xenia. That sameyear, the Washington Fire Engine and HoseCompany was formed by John Walsh Sr.This was the first organized firefighting

unit for the municipality. On Feb. 14, 1873,a hose reel was purchased and the city builtseven fire cisterns at 250 barrels each andlocated them around town.

The citys first steam fire engine was

brought to Delphos in 1874 and a secondsteamer was purchased in 1880. That sameyear, an up-to-date hook and ladder truckand equipment was purchased.

In 1883, a new steamer was purchasedand the older steam pumper was turned inas part payment. After city hall was builtin 1888, the separate firefighting units wereunited and became the Delphos VolunteerFire Department. Each group continued toelect its own officers until they disbanded

in 1898 and reorganized the same year. Thedepartment adopted a constitution and by-laws that were placed under the command

Motorized departmentThe Delphos Department became motor-

ized in 1916 by the purchase of a com-

bination hose and chemical truck. Thisserved well until 1929 when a bigger truckwas purchased that was equipped with a500-gallon per minute pumper and chemi-cal tanks. Later, the chemical tanks wereremoved and the truck converted into atriple combination, equipped to carry 400gallons of water in its booster tank.

In May 1930, the department was furthermodernized with the purchase of a fully-equipped 1,000-gallon per minute triplecombination pumper. There were four full-time firefighters, two on each shift. Onesubstitute and two part-time men wereadded for night service. There were also 15volunteers on call at all times. These fire-fighters were led by Chief Nick Hummer.

In 1950, the Delphos Fire Departmentpurchased a new two-stage 500-gallon perminute truck with a water tank capacity of500 gallons. With this pumper, the 1929truck became a backup.

In the summer of 1953, the DelphosCommunity Fire Protection Associationwas formed. It intended to purchase a tanktruck to be used for transporting water to

rural fires. In early summer 1954, it pur-chased a Dodge chassis with a 1,500-gallontank that was donated to the Delphos FireDepartment.

On Jan. 1, 1960, city council authorizedthe departments manpower to be increasedfrom 15 to 20 volunteer firefighters. It alsoraised their pay to $3 for the first hour and$2 per hour thereafter.

In 1962, a 1,000-gallon per minutepumper with a 300-gallon tank was pur-chased. The 1930 truck became the backupand the 1929 pumper is now housed at theFire Truck Museum near the Canal parkinglot on Second street.

In early 1964, the Community FireProtection Association began looking intoreplacing the 1954 truck. In July, a 1964International chassis and a new water tankwith a capacity of 2,000 gallons was pur-chased.

On Feb. 1, 1967, city council autho-rized the manpower of the Delphos FireDepartment be increased to five full-timemen and one part-time man. The full-timedepartment consisted of a chief, two cap-tains and two firefighters. The total man-power was up to five full-time firefighters, one part-time firefighter and two nightfirefighters, with 20 volunteer firefighterson call at all times.

In April 1972, a new 1,250-gallon perminute pumper with a 750-gallon watertank was purchased. A 1974 Internationalchassis and 2,000-gallon water tank witha 250-gallon per minute pump were alsopurchased. This truck replaced the 1964tank truck.

In 1978, the department bought a four-wheel drive truck to use as a mini-pumper.With its small 200-gallon water tank andpump, its primary role was to respond totrash fires, field fires and use of the portablegenerator to light incident scenes at night.

In June 1981, city council increased

the number of full-time firefighters to sixmen and made the chiefs position a full-time job. The volunteer firefighter ranksincreased from 20 to 25 positions.

In 1982, a Ford chassis and custom builtpumper equipped with a 1,250-gallon perminute pump and 750-gallon water tankreplaced the 1962 pumper, which was keptin reserve.

In 1990, a heavy rescue unit was put intoservice. In times of financial shortage, thefire department is known for its thriftiness. The department refurbished a 1977 ambu-

lance, turning it into a heavy rescue vehiclewith equipment such as extrication tools, airbags and hazardous material items. It is also

used when making mutual aid responseswith surrounding departments. Six SCBAsare onboard for just such responses. Theuseful vehicle was made possible by thehard work of the firefighters and at a mini -mal cost to the city.

In 1994, all full-time firefighters hadbecome certified as EMT-As, allowing afirst-responder program to be instituted.

The response time for emergency care wascut in half or better. This also helped cutdown the on scene time, which meanspatients arrive at hospitals sooner. Thewater-rescue division was also formed thatyear. It comprised of 20-plus members, 10

of which are certified SCUBA divers donatetheir time to train for any related emergen-cy. Through many donations, contributionsand the Delphos Fire Association, an inflat

    -

able boat and 25-horse power motor werepurchased for emergencies.

An era endsAfter 50 years of service, Ralph Skid

Wrocklage retired in January 1996. Thisbrought the position of Sleeper at theDelphos Fire Department to a close. Asleeper was someone who for six nights aweek would report to the station at 10 p.m.and remain there until 6:30 a.m. the nextday. Shortly after Wrocklages retirement,

    the position was eliminated.

The current available number of vol-unteers firefighters is at 30 which wasincreased in 2005 from 28. The full timestaff consists of 7 personnel.

    The current fire department apparatusconsists of the following: 1997 E-OneCyclone II Custom 1,500 GPM Pumperw/preplumbed Class A & Class B FoamSystems, a 1983 1,000 GPM Ford/BoyerPumper, an International 2002 truck with2,000 gal. tank, a 2008 American LaFrance,a 1250 GPM pump with 2,500 gallon watertank, a 2002 E-One Typhoon 18 Non-Walkin Heavy Rescue, a 2002 Chevrolet
