Annual Meeting – January 21, 2012

Unapproved MINUTES

[Secretary’s Note: Names appearing the first time in these minutes will also include the delegate’s congregation and location. When the same name appears subsequently, it will not include congregation. Motions made, seconded and carried appear in bold print.]

WELCOME – 10:00 a.m. - Chairman Steve Kolden, (Our Savior’s Menomonie) welcomed the delegates and visitors, and thanked them for their effort to be present, considering the cold and fresh weather. OPENING DEVOTIONS – Interim Executive Director Rev. Craig Corbin greeted the delegates, shared a short essay “Why the World Needs Camp;” led the song “Lord, I Lift Your Name on High” and concluded his devotions with prayer. QUORUM – The Chair estimated over 80 delegates were present at the beginning of the meeting, and declared that the quorum of 39 delegates for conducting business has been met. INTRODUCTIONS – Chairman Kolden introduced the Board members, and noted they could all be found wearing bright blue polo shirts with Luther Park-Luther Woods logo. Ten of the 11 Board members were present; Rev. Bert Schultz (Hope Lutheran, Ladysmith) was excused due to jury duty which was meeting even on Saturday due to a heavy docket. Introductions included Jon Schack, Luther Park Site Director, and Diana Thompson Development Secretary/Registrar, with words of special gratitude to Diana for producing the very comprehensive Annual Report. APPROVAL OF AGENDA – there were no additions or changes. APPROVAL OF MINUTES OF 2011 ANNUAL MEETING. – The Chair gave a few moments for delegates to review the minutes. It was also noted that the Annual meeting minutes, and regular Board minutes are posted on the Web-site. Moved by Eileen Christopherson (Big Elk Creek Lutheran, Elk Mound) and seconded by Arlan Bergquist (Our Saviour’s, Chippewa Falls) to approve and accept the minutes of the Annual Meeting of January 22, 2011. REPORTS

A. Board of Directors ~ Steve Kolden, President, lifted up Brianna Kunkel with words of thanks for her service to Luther Park as Program Director. Brianna resigned at the end of 2011, and is being married this afternoon. Steve referred to his written report (page 7) noting that Board discussion keeps being focused around programming for Luther Park. Kolden added that the Corporation continues to take “baby steps” toward greater financial stability. A Strategic Plan is continually being developed. The delegates were informed that the Board members log a considerable number of hours in monthly

2

meetings, business retreats, and executive committee interfacing events with Luther Point Executive Committee.

B. Interim Executive Director, Rev. Craig Corbin (page 8) ~ felt that his report this year

was more philosophical in scope than a “nuts-and-bolts” accounting. Also recognized Doug Erickson, retired from grounds-keeping. A search is underway for a Program person. Thanks were offered up for congregation participation and support during the 80 years of Luther Park ministry. And in this 80th year, Corbin challenged the delegates to foster a “Building Year” spirit for the good of the Camp.

C. Site Director Jonathan Schack ~ directed our attention to the Annual Report cover which bears the logo for the 80th Anniversary Year. A recent logo contest brought forth a number of designs. The design submitted by the Confirmation youth of New Hope Church, Sand Creek was selected. Kelly Esterby (New Hope, Sand Creek) converted the design to computerized version. Carolyn Dahl (New Hope, Sand Creek) accepted a commendation certificate on behalf of the confirmation youth. Schack expressed gratitude to dedicated volunteers for completing numerous projects

and contributing to programming. His written report (page 9) noted the aging of many of the facilities, and he urged this matter be addressed for the sake of a safe and hospitable camping ministry environment. The “Adopt-a-Room” initiative was lifted up, as well as the Wish List which is regularly posted and updated on both the Web-site and in the Newsletters.

CAMP TRIVIA INTERLUDE – Chairman Steve Kolden promised to interrupt our business meeting from time to time with a “Trivia Game” to heighten awareness of the Camp facilities (aging and otherwise) and to award camp apparel as prizes. First Trivia Question – How many operating furnaces are on the Luther Park main campus? – Answer – 19.

D. Program Committee ~ Rev. Ben Ahles-Iverson (Taylor Parish, Taylor) reiterated words of gratitude for the work Brianna Kunkel did for program development, and in working with Program Committee for fitting the national camping curriculum to Luther Park’s specific needs. (Report on page 10)

E. Property Committee ~Dale Kringle (Our Savior’s [Campia], Rice Lake) directed the

delegates to his written report on page 11, with no additions. Committee member Tom Wagener (Immanuel, Strum) announced that the Camp has two pontoon boats and one boat lift for sale, and interested parties should contact the camp office.

F. Finance Committee ~ Brenda Thalacker, Board Treasurer (First, Eau Claire) referenced page 12, where she emphasized the chart, adding that the staff have superbly managed the finances again this year. Accordingly, no additional financing has been needed this year. On this 80th anniversary year, Brenda continues to encourage youth and adults to attend camp. An alternate level of support for congregations or delegates would be to consider “Adopting- a- Camper(ship).” It was further noted that congregation support did slip in 2011, and the delegates were urged to have their local congregations renew their support for Luther Park.

3

Page 6: 2012 Annual Report of Luther Park Bible Camp

CAMP TRIVIA INTERLUDE – How many working, flushable toilets are on site? – 49

G. Other Written Reports ~ These are prepared to complete the picture of the ministry of Luther Park Bible Camp. There were no questions from their floor about these additional written reports.

H. The Audit Report for 2010 was singled out for attention. It is printed in its entirety on green pages 1-9; no questions.

UNFINISHED BUSINESS – there was none OPEN QUESTIONS – Rev. Barb Koch (New Hope, Sand Creek) requested clarification about the amount of debt the Camp is carrying. Delegates were directed to page F-3, and in particular to the two categories: “Long Term Liabilities” and “Due to (from).” Current indebtedness is very close to $552,000. NEW BUSINESS

A. Endowment Fund Committee member Election. As a point of information, the Committee currently consists of Arlan Bergquist, Steve Nelson (Modena, Mondovi), Brenda Thalacker, and Arvin Solsaa (Our Savior’s, Menomonie). Steve Nelson must rotate off the Committee.

Chairman Steve Kolden called for Nominations or Volunteers for one position. Stan Buchanan (Bethany Rice Lake) volunteered. The Chair declared the nominations closed, and Stan Buchanan was appointed by acclamation.

B. Election of Board Members. Chairman Kolden directed the delegates to pages 13-

14 of the Annual Report for the notice of nominees for Board of Directors. They are: Cheri Sorenson (Bethany, Rice Lake) Cluster 1 lay-person Rev. Joel Olsen (Our Saviour’s, Chippewa Falls) Cluster 2 clergy Steve Kolden, Cluster 3 lay-person Rev. Ben Ahles-Iverson, Cluster 4 clergy

Kolden called for Nominations from the floor, especially pointing out that the Cluster 3 clergy position has been vacant for several months, and no nominee was presented for this position. A second and third call for nomination was issued. Moved by Rev. D. J. Rasner (English Lutheran [Bateman], Chippewa Falls) and seconded by Gloria Wagener (Immanuel, Strum) to close nominations, and to instruct the secretary to cast a unanimous ballot for the slate as presented. Carried. NOTE: A little later in the meeting, the name of Pastor Alan Buresh (University Lutheran, Eau Claire) was offered as a volunteer to fill the Cluster 3 clergy slot. He had been contacted by phone, and agreed to serve. He will be appointed by the Board to this position.

TRIVIA INTERLUDE – How many soap dispensers (needing to be filled) are on site? – 40

4

Page 7: 2012 Annual Report of Luther Park Bible Camp

C. Nominating Committee. The Chair announced that the Nominating Committee is composed of four Board members whose terms are expiring, as well as one additional individual from each cluster. Board members whose terms will expire in 2013 are:

Dale Kringle, Chris Kamrath (Central, Chippewa Falls), Brenda Thalacker and Tom Wagener. Delegates volunteering for the Nominating Committee included: Cluster 1 - Rev. Dale Chelsey (Good Shepherd, Ashland) Cluster 2 – Arlan Bergquist Cluster 3 – Andrea Gapko (University Lutheran, Eau Claire) Cluster 4 – no volunteers

It was moved by Rev. Mike Wollman (Shepherd of the Hills, Elk Mound) and seconded by Bill Neverdahl (Christ Lutheran, Menomonie) to accept the Nominating Committee as presented and volunteered, and to allow the Board to find a volunteer for Cluster 4. Carried.

CAMP TRIVIA INTERLUDE – How many door-handles and door-knob-sets can be found on the camp property? – 216

D. Proposed Budget. Treasurer Brenda Thalacker and Interim Executive Director Rev. Craig Corbin presented the budget, as found on page F-10 of the Annual Report. A few clarifying questions were entertained.

Moved by Darren Falk (Christ Lutheran, Menomonie) and seconded by Stan Buchanan to adopt the 2012 Budget as presented. Carried (there were no opposing votes).

E. Advocates and Ambassadors. The Chair made an oral announcement regarding the Advocates and Ambassadors programs, as vehicles to connect local congregations with the Camp, and to enhance support and recruitment for Luther Park.

F. Constitution. The Chair pointed out that this meeting will constitute the first

reading of the proposed Constitution. An earlier meeting for the same purpose did not have a quorum; that meeting was considered an informational presentation of the proposed document. After this meeting, if the Constitution is tentatively approved, a second meeting at least 60 days hence will be needed for the second reading of the Constitution, at which time it can be declared approved. By-laws are available on the tables for reference only; they will need to be approved after the proposed Constitution is fully accepted.

The Chair offered the microphone to Board member Tom Wagener to present the proposed Constitution. Tom made the helpful observation that a constitution defines “who you are”, whereas the by-laws describe “how your organization works.” That said, the proposed Constitution was presented chapter-by-chapter. Changes were made on-line as they were offered and accepted from the floor. Chapter 1 – no comments Chapter 2.01 – suggested to omit “as found in Chapter 2 of the ELCA Constitution” (redundant).

Chapter 2.02 – suggested to restore “as stewards of God’s creation” after the word “adults” in the last line.

Chapter 3.01 – “Christian” has been inserted before the word “congregations” in the first line.

5

Page 8: 2012 Annual Report of Luther Park Bible Camp

Chapter 3.01.01 – questioned the purpose of the “Covenant;” answer – to create a sense of ownership in the camp.

Chapter 3.02.b – it was noted that there is no criteria in this section for removing member congregations.

Chapter 4 – no comments Chapter 5 – correction: Duties and responsibilities of the Camp Director will not

be specified in the by-laws, but rather in the job description. Chapter 6 – no comment Chapter 7.01 – suggest adding “postmarked and” to “mailed” here and in similar

wording throughout this chapter Chapter 7.01 – note that this provision moves the Annual meeting from January to

October. Chapter 7.02 – no comments Chapter 7.03 – language regarding mailing to follow after C7.01 Chapter 7.04 – no comments Chapter 7.05 – no comments Chapter 7.06 – no comments Chapter 7.07 – no comments Chapter 7.08 – no comments Chapter 8.01 – wording about “sent to each member congregation” shall follow

wording of C7.01 (postmarked and mailed.) Chapter 9.03 – suggest adding “postmarked and mailed” after “shall be” in first line. Remove “Annual” and place period after “considered.” Delete last two lines of paragraph. Chapter 10 – no comments Chapter 11 – no comments Chapter 12 – no comments The Chair reclaimed the microphone and entertained a motion for approval of the proposed Constitution. Moved by Louise Voss (Evangelical Lutheran, Black River Falls) and seconded by Robert Forsythe (Christ Lutheran Arcadia) to approve the first reading of the amended Constitution as presented today. As this motion requires a 2/3 favorable vote for passage, the chair asked for a show of hands. The chair declared the motion carried, through it was not unanimous. LUNCH – the assembly broke for lunch provided by the Camp kitchen staff; the singing of the traditional table prayer was led by Craig Corbin. NEW BUSINESS continued

G. Sale of Property. The Chair informed the constituency that the Board recommendations regarding each piece of property under consideration would be presented orally and then questions would be entertained. After all presentations are made, motions would be accepted for disposition of camp properties.

6

Page 9: 2012 Annual Report of Luther Park Bible Camp

A general question about proceeds of property sale; answer it would be used to pay down debt. Re: the Camp House (former Director’s House). Question of value: Kay Moen-Urseth (New Hope, Sand Creek) indicated the current market value is about $125,000. Moved by Rev. D. J. Rasner and seconded by Elton Christopherson (Big Elk Creek Lutheran, Elk Mound) to authorize the Board to begin the sale of the Camp House on the most favorable terms. The chair asked for a raising of hands. The chair declared the motion carried by more than 2/3 favorable votes. A paper ballot was called for. The results were Yes (to sell) – 56, and No (don’t sell) – 6. Motion carried. Re: Luther Woods property. Large photos and maps of the area were available. Questions and comments centered on the value of the property to the ongoing program of the Camp, optimum size of parcel to be sold, usefulness of county forest land adjacent to Luther Woods program site. Moved by Rev. Dale Chesley and seconded by Andrea Gapko to sell up to 200 acres of Luther Woods. Call for the question: Forrest Nutter (Chimney Rock Lutheran, Strum) seconded by ________________________________. Vote was by a show of hands, and the Chair determined that the vote passed by more than the 2/3 required votes. A request was made for a paper ballot. Results were Yes (to sell) – 46; and No (don ‘t sell) – 16. Carried. Re: Farm Center property. Comments were made about keeping as much of the Chetek site (including Farm Center) intact for future development. Moved by Kathy Peterson (Hope Lutheran, Ladysmith) and seconded by Bill Neverdahl (Christ Lutheran, Menomonie) to not sell any portion of the farm property at this time. Carried, on a voice vote.

NEXT ANNUAL MEETING – The Chair announced that, depending on the approval of the second reading of the proposed Constitution, the next annual meeting may be held in October of 2012, or the second reading failing or not taken, in January 2013. PRAYER FOR BRIANNA KUNKEL, BRIDE – Chairman Steve Kolden noted that the time was about 2:17 p.m., and that Brianna Kunkel was about to be married, off-site, at 2:30. Believing that Brianna would be a nervous bride, and desirous of the prayers of the Luther Park fellowship Kolden asked Rev. Joel Olsen, secretary of the Board, to offer prayers on Brianna’s behalf, before the assembly. CALL FOR ADJOURNMENT (2:20 p.m.) Moved by Kathy Peterson and seconded by Rev. D. J. Rasner to adjourn the January 2012 Annual Meeting of the Luther Park Bible Camp Corporation. Voice vote. Motion carried. The Assembled delegates joined hands for praying the Lord’s Prayer.

7

Page 10: 2012 Annual Report of Luther Park Bible Camp

Respectfully Submitted, Rev. Joel Olsen, recording secretary SUGGESTIONS for subsequent annual meetings Roll call of congregations present – time consuming perhaps, but in light of new system of Covenants returned, would have an idea of who is present, and voting Endowment Fund Committee, (and its By-laws?) should be listed somewhere in Annual Report. Ought they to provide a written report, as well? Need to have blank ballots on hand, in case a delegate asks for a written ballot on any matter.

Annual Report of the Luther Park Board of Directors

I would like to start with a sincere Thank You from the Board to everyone who has supported the ministry of Luther Park this past year. Through your time, prayers and gifts, Luther Park is a place where children and their families can grow in Christ through Holy Play. God’s ministry is evident in the way God works through the people connected with our camp. Below are a few noteworthy items:

The sale of the former camp director house: This sale helped us reduce our debt and has proven to lessen the burden of property upkeep.

Financial Stability: Through the sale of property and debt reduction gifts our financial situation continues to improve. Finances have been a consistent issue for the board since my time on the Board. The reduction of our long term debt and reduced spending in the short term has given us great hope for the future.

The separation from the Mutual Management Agreement with Luther Point: This summer, Luther Park Board of Directors decided in unanimous fashion to separate from the current MM Agreement with Luther Point, effective December 31, 2012. This will end the sharing of year-round staff between camps. We do, however, intend to continue working with Luther Point’s board to find ways our ministries can share resources, including summer and retreat programming.

Celebrating Craig Corbin’s service to Luther Park as our Interim Executive Director: We would like to acknowledge the work of Rev. Craig Corbin for his service the past three years. Craig has done an admirable job serving as our camp’s Interim Executive Director. During his term we have reduced our debt and helped increase our organization and effectiveness in many areas. Craig voluntarily agreed to serve Luther Park three years ago, and it is my belief that Luther Park is in many ways better today than we were three years ago, thanks in part to Craig’s leadership.

While this is a time of transition, it is also a time of hope and faith in what God has in store for our

camp. At this present time we are in the midst of recruiting for Luther Park’s next Executive Ministry Director. Applications are due by Friday, October 19th. Our first session of interviews is on Saturday, November 3rd with the final interviews taking place on Saturday, November 10th. You are all welcome to attend this last portion of the process. There will be an open forum portion for the interviewee where members of the constituency are encouraged to ask questions of the final three applicants. We ask that constituents share their written thoughts on a form for the Board to review before coming to their final decision.

I want to end by thanking the board that I have worked with this year for their incredible dedication. The positive news and vision for the camp is a result of their passionate service to Luther Park. I also understand first hand from my years as a camper and counselor here that without commitment of a year round and summer staff there would be no ministry at Luther Park. Thank you to each of you for making this place special to so many people.

God’s abundant blessings, Chris Kamrath, 2012 LPBD President

Page 12: 2012 Annual Report of Luther Park Bible Camp

DIRECTOR’S REPORT 2012 Interim Executive Director, Rev. Craig M. Corbin

As my time with the Luther Park ministry comes to a close, my thoughts and prayers are with the camp

Board of Directors as they discern who the new Executive Ministry Director will be. The tasks before the Board of Directors and the new Executive Ministry Director are going to be challenging and potentially exciting at the same time.

The transition period will be one that will require patience and persistence. I say patience because there will be a lot for the new Executive Ministry Director (EMD) to learn. Much of his / her time will be spent getting to know the ministry setting, you, the constituent congregations and pastors and all the day-to-day operations of the camp. There will be new year-round staff to hire and preparations for summer, staff recruiting at college campuses, familiarity with Federal and State Law / Code, congregational visits, donor development and relationship building, and so much more. My hope is that you will continue to be patient with the Camp Board and the new Executive Ministry Director. My sense is things are not going to just simply become good again or that the ministry is going to dramatically turn around just because you will have a new EMD. There is a lot of work ahead for the Board and the new EMD.

Financials continue to be a significant concern for the camp ministry. Yes, some wonderful estate gifts have been given and the camp house property was sold. This has made it possible for the camp to reduce its long term debt by nearly $300,000 over the past three years. The camp still has long term debt of $320,000 (FLC Foundation / Camp Endowment). The Annual Fund is significantly behind where the camp was one year ago at this time. Current shortfalls to the Annual Fund include the following as of 10/11/12:

Individual Support---Down $24,000 Church Support------Down $14,600 Thrivent Choice------Down $10,937

Summer Camp------Down $22,367 Retreat Revenue----Down $3,800 Canteen / Craft------Down $7,200

Total shortfall to the Annual Fund from one year ago is $82,904.00. This is not a sustainable trend.

Congregational ownership and stewardship responsibility to the camp ministry is paramount. This means several things: 1) Camper participation during summer camp needs to increase 2) Retreats from member congregations needs to be encouraged 3) Recharge participation with elementary age youth needs to be encouraged 4) Congregational benevolence support needs to increase (putting some teeth behind benevolent support, $1.75 per baptized member) with membership comes responsibility!!! 5) Volunteerism from the association members 6) Estate Planning to leave a Legacy for future generations 7) Special Funding for Capital projects 8) Ownership, Ownership, Ownership!!!

As mentioned last January, there is no doubt Luther Park (and many other camps) are facing some uncertain times in many respects. Most of us are not immune to these uncertain times and many of us are “in the same boat”.

I also think this is a great opportunity for Luther Park to think outside the box and to do some dreaming about where this ministry is heading in the years ahead. I see this as a time of renewed energy and creativity. In this 80th year of ministry in this place, let us be reminded again, just as our early church fathers and mothers trusted in God’s grace and means to make it possible for this ministry to come into existence, it is time for you to believe God’s creative hands are still shaping this ministry.

A special word of thanks to the faithful staff who continue to serve here at camp: Jon Schack, Diana Thompson, Heidi and Peter Johnson, Ryan Hennessey, Steve and Lisa Schneider and Shannon Gamble. It has been a privilege to share this time of mutual ministry with them.

Thank you to the congregations who have continued to support the camp faithfully with your benevolent support. As mentioned in January, this ministry truly is a treasure and God’s unspeakable gift of grace is what continues to sustain it. My request to you is that you continue to uplift this ministry in your thoughts and prayers. Continue to be patient and understanding as the camp Board of Directors and the new Executive Ministry Director and staff work through the process of being faithful to the camp’s mission. Grace and Peace, Rev. Craig M. Corbin, Interim Executive Director

SITE DIRECTOR’S REPORT 2012

It was a special honor and a humbling opportunity to be part of the planning and implementation of our recent 80th Anniversary Celebration (the alumni reunion and commemorative worship service). Among our many guests were campers dating back to the 1930’s, the first full-time Camp Director, Pr. Frank Brocker (director from 1965-1971), and alumni and campers spanning the decades.

The 80th Anniversary was such a wonderful reminder of the “cloud of witnesses” that makes up Luther Park – past, present, and moving forward into the future. The weekend festivities and celebration was a fun reminder of God’s faithfulness in providing Luther Park’s future generations of leadership; to see the alumni’s young children at the reunion, knowing that many of these children will be the next generation of Luther Park, both as campers and eventually summer staff and future leaders, just like their parents.

God has touched thousands of lives over the past eight decades of Bible Camp at Luther Park, and I am confident that He who began a good work through Luther Park’s ministry will faithfully sustain it through Jesus Christ our Lord.

The history of the first 80 years of Luther Park is a precious gift, and something that we continue to build upon in many ways, even as we move forward to the next generations of campers and staff. We continue to be good stewards of the grounds purchased in 1932, the Chapel, built in 1934 (remodeled in 1979), as well as the many other buildings built over the years. We re-roofed the “costume cabin” (an original log cabin from the 1930’s, located outside the Dining Hall) during one of our spring Work Weekends, and have plans to professionally restore the structure this spring in order to maintain an important piece of Luther Park’s heritage.

For me, as an avid Boundary Waters canoe tripper, and past canoe guide, a quote from Douglas Wood’s book, entitled Paddle Whispers, aptly describes the amazing impact of Luther Park’s camping ministry, and what this holy place is all about. I’m sure many of you can relate:

Sometimes … at the end of a stormy day, or in the middle of a big lake … there is an island. Round and whole, magical and serene, small enough to comprehend but large enough to accommodate the spirit, it is a tiny mirror of the cosmos. An island. It can be a place, it can be an idea, or even a hope. But for a short while, at least, it is somewhere to rest, to renew the joy of being, to gather strength for the journey (pg. 43). ‘But what,’ badgers a relentless voice, ‘exactly are you doing out here? What are you accomplishing? What are you getting out of it?’ … It’s a stupid question, what are you going to do with your life. Setting out to do something with your life is like sitting down to eat a moose. Nobody ever did anything successfully with their life. Instead they did something with their day. Each day. Sunrise is birth. Sleep is death. Each day is your life. Let the moose run. Eat some blueberries (pg. 49).

So often we judiciously plan for the future of this ministry, and yet we know full well that the ministry is often about day-to-day Christian service to those that are in our midst, at that very moment in time. Each day brings a wonderful opportunity for ministry at Luther Park!

Luther Park and Luther Woods provide a wonderful place apart, a place where FAITH is nurtured through Holy Play. I encourage you to utilize the retreat facilities available at Luther Park, whether it be attending a camp-sponsored retreat, or renting the camp’s facilities for your own church’s retreat, family reunion, or youth group event. There are many openings in the camp’s retreat calendar and the cost of meals and lodging is surprisingly affordable.

As Craig emphasized in his report, Luther Park is your camp, and with ownership comes great responsibility – we’d love to help get you “plugged in” to Luther Park, to help you serve the ministry with your skills and gifts. Here are some examples of Luther Park’s volunteer needs: office work, grounds, shingling, installation of ceiling tiles in the Chapel fireside room, skilled labor for a day (plumber, electrician, carpenter, mechanic, etc.), splitting and stacking firewood, and deep cleaning projects, just to name a few examples.

Another way you can bless the ministry of Luther Park is through in-kind donations; perhaps you have something on the camp’s wish list sitting unused in your garage or attic, or have an interest in purchasing something specific for the camp. To view the camp’s current wish list, visit www.lutherpark.org, and click on the “Donate and Volunteer” tab.

Donations to the Annual Fund are the backbone of the camp’s day-to-day operations, and we are extremely grateful for your generous support. However, if you wish to make a designated donation for a specific project / equipment need, the following are a few items that are beyond the scope of the camp’s Annual Fund: boat house (for storing paddles and life jackets down by the canoe landing), a new pool fence, plow truck and/or utility tractor and attachments, and shingles and roofing materials.

Without the faithful support of congregations, volunteers, donors, the year-round staff, summer staff, and the Board of Directors, this ministry would fail to be successful. May God continue to work in and through the ministry of Luther Park Bible Camp to further God’s Kingdom! And to God alone be the glory – Soli Deo gloria!

Luther Park 2012 Program Committee Report

I would like to begin this report with thanksgiving to God for the ways in which God has

blessed us at Luther Park Bible Camp.  Literally, thousands of people have come here to

meet and be strengthened and renewed by Jesus.  Thanks be to God!  We come as young

children, mature adults and everything in between.  We come as staff, board members,

campers, parents, chaperones, visitors, pastors and community members.  The Holy Spirit

calls us out of our day‐to‐day routine in order come to a part of God’s Creation where we

too are reminded that we are a part of God’s creation. Indeed, we are not just a part of

Creation but also a part of God’s beloved family.  Here at Luther Park and Luther Woods we

are encouraged to sing and worship with joy and thanksgiving for all that God, our Father, is

doing in Christ and in our lives.  God is at work in Christ, reconciling all of creation to Him.

What a wonderful blessing.  I also want to thank each and every one of you for being a part

of this special ministry.

Next year we plan to work at growing our ministry together.  Some of the areas we

would like to highlight include: providing opportunities for elementary age children to stay

in cabins; expanding the ages for Night Owls (stay up late and worship and play under the

stars) and Drummin’ and Strummin’ (learning drums and guitar while you worship and play);

and growing in our most popular areas.  At times in the past, our Vacation Bible School and

Family Camp opportunities have had to turn people away.  We want to grow these.  They

are great ways to share and grow faith in Christ.  If you have ever been turned away due to

one of these programs being filled to capacity, please, try us again.  We want to grow our

partnership in the Gospel in ways that are most beneficial to you, our brothers and sisters in

Christ. Please let us know if you have other ways in which we can do this together.

Property Committee Annual Report 2012

This past year witnessed many projects taking place at the Camp and Luther Woods, from replacing

faucets to major rebuilding projects at the A‐frame and nature center. Our Property Manager, Peter

Johnson, with the help of Steve, Adam, and Jon (Luther Park staff) and a long list of volunteers, assessed

the needs of the camp facilities and took care of numerous items needing attention. We made progress

on the many roofs: shingles on the costume cabin, nature center, half of the Quonset shed, and a steel

roof on the barn.

A group from Our Saviour’s Lutheran, Chippewa Falls took on the task of completely rebuilding the

south end of the Wood’s A‐frame. Their work looks fantastic. Hopefully next year, the north end can be

addressed. Many volunteers spent their weekends replacing rafters, roof decking, fascia and shingles on

the nature center. The building even sports a fresh coat of paint. Also at the work weekends, over 62

people built picnic tables, cleaned cabins, washed windows, split firewood, painted, raked, planted

flowers, and rebuilt the kitchen mechanical room wall. A big thanks to all who helped.

Other highlights include paint in Shalom Center bedrooms; an ice machine, new electrical panel and

circuits in the kitchen. The pool bathhouse had some minor upgrades; the swimming pool pumps were

replaced, and it passed the health inspection.

Our fire protection is in full compliance, furnace cleaning is on a three year rotation and equipment

and vehicles are now on a maintenance schedule. Even our vast number of toilets didn’t escape

attention!

Luther Park relies on not only donations of valuable labor and dollars, but our needs list is always

long. This year a few of the donations included a riding lawn mower, weed trimmer, chain saw, pool lift

and cover, clothes washer, Covenant furniture, table saw, ceiling tiles for the Chapel fireside room and a

1999 minivan. For 2013, we are in need of roof work on the Quonset shed, dining hall and pool house;

Shalom exterior doors, new pool fence, and fireside room flooring  to name a few.

There has been interest from several congregations on the Covenant Center adopt‐a‐room, but

frankly, the needs for this building are great. As we transition into 2013, a complete needs analysis of

Covenant must be formulated. Stay tuned for developments.

Like Jesus feeding the multitudes with a few fish and loaves of bread, the property staff has to be

commended for keeping our camp looking and operating great with minimal financial resources. Thanks

for a job well done.

Luther Park Property Committee,

Tom Wagener Dale Kringle  Jon Schack,    Site Director – staff representative

Finance Committee Report for 2012

Thank you for your continued partnership and ownership in the Luther Park ministry. The Finance Committee, along with the Board, has been diligently working on figuring out how to make Luther Park self-supporting. We know the camp must receive direct support from each member congregation because the summer camper registration fees do not cover the costs of the camp alone. Once again, congregational support is down. This is the second year in a row for declining support from the congregations. This has made the last couple of years a challenge.

Last year we mentioned the suggested base formula of $2.00 per baptized member

to be considered when determining your congregational support to the camp. To help with cash flow issues at Luther Park, ideally each congregation should try to give their financial support throughout the year (monthly or quarterly). We do appreciate receiving your donations any time, but the bulk of our expenses are in the summer months; we end up carrying accounts payable, which are difficult to pay off until (if even by then) December.

On the flip side, we’re happy to report we did receive an estate gift designated for

debt reduction. This estate gift allowed the camp to pay off some of the loan amount owed to First Lutheran Foundation, Eau Claire. From an amortization perspective, this will help our annual budget by reducing the number of debt payments over the years.

Your financial support of Luther Park is vital to the health and wellbeing of this

ministry. Your financial support will continue to be vital as we discontinue the mutual ministry agreement with Luther Point. We will need to pay for a full-time Executive Ministry Director versus our current expense of a shared Executive Director. The Board knows this position will be critical to the financial well-being and ongoing existence of Luther Park.

Respectfully,

Finance Committee

Brenda Thalacker Pr. Ben Ahles-Iverson Michele Ziegeweid Rev. Craig M. Corbin,

Interim Director – staff representative

The Impact of Camping Ministry

Enjoy these encouraging testimonies, written by 2012 Summer Staff, about how God is working through the ministry of Luther Park.

Why should I send my child to camp?

“Camp has the ability to reach a child unlike any other program. It is different from any program at a church and the outdoor setting is extremely beneficial when a child is developing his/her faith.”

“It’s great to see campers stepping into leadership roles (in Closing Worship) and to see how they have grown so much during the week…”

“Camp is a great place to get to know people in a Christ filled environment. Also, it is experiences that can help kids get to know who they are and how they can get to know God in a closer relationship.”

“It’s an opportunity of a life time to get exposed to so many different things, grow in your faith, make new relationships and have fun.”

“Camp is a great place to show the kids how fun believing in Christ can be.”

“Time spent and relationships with campers were most definitely the highlights of my summer; not only did I form bonds that I will never forget, but for a lot of my campers, I feel like they will never forget them either. The relationships that I was able to have with my campers are honestly what make me want to be at camp every day of the summer… and year if I could.”

“Your child will have a blast. There are many great opportunities for your child to grow in his/her faith and enjoy many activities.”

“I was very happy with the vast variety of programs. I thoroughly enjoyed the Night Owls week. It seemed that the kids really enjoyed being there and that they took part in all activities. I felt that this week was well led and that the schedule could not have been better put together. Honestly, if I was to be a camper again, I would definitely want to go to camp for that week. All the weeks that I was in camp I felt that everything was well planned and worked through.”

“Camp is a great time to learn and play with other children of God, to see His love and beauty in life and be inspired to move mountains.”

“Camp is an extremely influential experience in the faith lives for people of all ages because it is a place where everyone is surrounded by a positive Christian community.”

“You should definitely send your child to camp! Luther Park is one of the best places for your child to grow in faith and confidence! So many children arrive at Luther Park shy and scared, then leave with confidence and the ability to do the things they thought they would never do! Then you have those children that arrive at Luther Park wishing they could go home because they don’t want to be at camp thinking that it is stupid, but they get up Friday morning and don’t want to leave! And finally, some children arrive at Luther Park and become homesick. By the end of the week, these children leave Luther Park with friends and knowing that Luther Park is like a second home to them. Send your child to Luther Park! I promise you, you won’t regret it, and your child won’t regret going.”

“Camp is an experience that you will look back at years and years from now and think, ‘I wish I could have done it again or even more.’ It’s an experience that will change your life making you a better person. And you will be so thankful you went.”

26

How has camp impacted the lives of Luther Park’s counselors?

“The impact it has had on my faith has been extreme. It has helped me to learn and grow in my faith as well as nurture others in their faith. The relationships that have been formed through this faith process are unbelievable and as a college student, we only have this tiny window of time that we can do ‘crazy jobs’ before we have to go into the real world and settle down. I am taking full advantage of this little window and the opportunities available at this point in my life.”

“Being a camp counselor changed my life; there are very few other jobs that will both challenge your faith and cause you to grow immensely in it.”

“Being at Luther Park was the best thing that could have happened this past summer…Being a camp counselor is a way to understand our relationship with God at an entirely new level, and it also gives one the opportunity to help others find a relationship with God.”

“Will I be back next summer? Most likely because I loved it this summer! Also I can’t really see myself doing something other than being a camp counselor.”

“At camp your faith will grow, you will mature and grow as a person; you find a second family, make memories, and you get to have fun doing it!”

“It’s a wonderful opportunity to grow in your faith and make lifelong friends.”

“Throughout this summer, I have grown so much spiritually. I honestly would never really pray before, but now I find myself praying all the time. I also never thought I would really like the middle school aged kids, but they are now one of my favorite ages after this summer working with them. I have also made so many close friends that I’m positive will be there ‘till the end. Along with all those ways that I’ve grown this summer, I’ve also become not as shy of a person (which I’ve been trying to do for years).”

“I’ve learned how to communicate with people better, how to speak up more when I have something to share, that I can be a leader, that I can make a difference in someone’s life, and that God is always in my heart.”

“Camp is an experience that you will look back at years and years from now and think, ‘I wish I could have done it again or even more.’ It’s an experience that will change your life making you a better person. And you will be so thankful you went.”

“I definitely feel like I grew closer to God this summer and learned a lot more about Him.”

“This summer I have grown a lot in faith and relying on God and the Holy Spirit.”

“There is so much that I’ve grown in this summer it’s hard to put it into words. My faith has certainly grown, as has my ability to work with children and groups; my confidence of being up in front of people has certainly taken a turn for the better, and the confidence to be myself. Camp is one of the few places that I can be myself.”

“I learned autonomy and leadership. I grew a lot as a leader this summer and felt it was a great time to take responsibility and be a role-model for other counselors. My faith grew and I needed to rely heavily on my peers for support in times of trouble. I learned more that asking questions is the best action to make sometimes. I learned that it is very hard to remove yourself form gossip but it's the best thing to do when conversation is not uplifting anyone. I learned patience while dealing with certain staff members/counselors and I was able to again see the positive ministry that is held at Luther Park.”

“There is this magic when you see something click in your camper that brings them closer to God.”

“I will take the leadership I've learned at camp and apply it to future jobs/careers. I will take away a lot of love and support I have felt and apply it to new relationships, and use it to strengthen current relationships.”

“I especially enjoyed doing Bible study with the campers, because they were actively engaged and had lots of questions for me. I learned so much from my campers.”

27

Page 30: 2012 Annual Report of Luther Park Bible Camp

“I feel my ability to instruct grew throughout the summer as did the rest of the summer staff. My confidence in this grew 100% and I can see the differences already.”

“My knowledge about the Bible has grown, and I am less afraid now to express my opinion. My leadership skills have increased, and I’m truly amazed at how much camp has improved that. I’m an Education major so everything that I did at camp this summer is going to help me prepare for that.”

“Of course I plan on coming back. I love it here. It feels like another home for me.”

“You shouldn’t work at a camp for the money … it is so much more rewarding than money when you see a child learn about the Lord.”

“Being a counselor is an opportunity to learn and grow as a community of believers, learn to play guitar, be outside, have fun, learn about Christ and mentor youth.”

“I feel that this summer I grew extremely in my faith and comfort levels. I do not think I would have been able to go in-front of people that I did not know very well and tell my personal story except for the fact that I had such wonderful staff members there to support me. In my faith, I feel that I have deepened my relationship with God as well as others in that I now feel more at ease talking to others about what it is I believe.”

“After the summer that I had, I have tried to apply my love of working with kids, enjoyment of Bible studies, and my deepened faith to my life here at college. I have joined a Bible study that meets each week … If not for camp, I probably would not have joined the Bible study … My faith took a large step this summer and now that I am back at college, I pray and do devotionals regularly with my roommate and by myself because it is so wonderful to know God and just have that time with Him.”

“This was by far the most organized I have been in my life in any sort of job that I have had. It has now carried over into school, and I am now ridiculously organized with classes and schedules and homework.”

“I learned that I can’t do it all myself. Delegation is key. I also need to take time away from work to rest both physically and spiritually.”

“Thank you for another amazing summer. I really hope to be back again; the impact that Luther Park has had on my life and the life of many others is extreme and I enjoy nothing more than being a part of the ministry Luther Park provides.”

“Although I tend to be hesitant when I am instructing my peers, I definitely grew in this area this summer and was very comfortable asking for assistance and delegating tasks. I also believe that as the past summers have progressed I have gotten better at leading Bible studies and instructing campers in different activities.”

“I have learned that we are not in this alone and my fellow staff members showed this to me each and every day when they were so very willing to do what needed to get done.”

“I felt my strengths this summer were to teach the children about God and help them grow in their own faith, help them answer questions, etc. …I also felt as if my energy was a bit contagious at times, especially when my campers and fellow staff members needed it.”

“I have learned that the bonds between people can really assist in creating a positive environment for everyone. Furthermore, I have recognized the extreme impact campers can have on me. The campers that I worked with this summer affected me more than any other summer and they truly helped me realize my purpose at camp and in the world--to share God’s love and kindness regardless of anything.”

“I plan to re-apply for the 2013 summer camp season because this is a wonderful opportunity to share my faith, grow in it and get experience teaching kids of different age groups and working with them.”

INDEPENDENT AUDITOR’S REPORT

The Board of Directors Luther Park Bible Camp, Inc. Chetek, Wisconsin We have audited the accompanying statements of Assets, Liabilities and Net Assets – Modified Cash Basis of Luther Park Bible Camp, Inc. (a nonprofit organization) as of December 31, 2011 and 2010, and the related statement of Support, Revenue and Expenses – Modified Cash Basis, Functional Expenses – Modified Cash Basis, and Cash Flows – Modified Cash for the year ended December 31, 2011 with comparative totals for the year ended December 31, 2010. These financial statements are the responsibility of the Organization’s management. Our responsibility is to express an opinion on these financial statements based on our audits. The prior year summarized comparative information has been derived from the Organization’s December 31, 2010 financial statements and, in our report dated January 5, 2012, we expressed an unqualified opinion on those financial statements. We conducted our audit in accordance with auditing standards generally accepted in the United States of America. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion. As described in note 1, these financial statements were prepared on the modified cash basis of accounting, which is a comprehensive basis of accounting other than generally accepted accounting principles. In our opinion, the financial statements referred to above present fairly, in all material respects, the financial position of Luther Park Bible Camp, Inc. as of December 31, 2011 and 2010, and the changes in its net assets and cash flows for the year then ended, on the basis of accounting described in Note 1. /s/ Currie, Pangerl & Associates, Ltd. LUTHER PARK BIBLE CAMP, INC. Notes to Financial Statements December 31, 2011 and 2010

NOTE 1 - SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES Organization Luther Park Bible Camp, Inc. (the organization) is incorporated under the Wisconsin Nonprofit Corporation Act. The Organization is comprised of an association of 130+ congregations of the Evangelical Lutheran Church in America in Northwest Wisconsin. The purpose of the Organization is to minister in a natural setting as Jesus did, reaching out and touching people of all ages with the good news of salvation. Major support sources include contributions and program service revenue from participants.

Description of Programs The programs through which the Organization provides its services are as follows:

Summer Camp Programs – Luther Park Bible Camp’s summer program includes day, half

week, and week long sessions for children in grades K-12 as well as a special week for families. The camp can accommodate 150 - 180 campers each week and offers week long canoe trips on the Namekagon and St. Croix Rivers for junior and senior high.

Groups/Retreats – Groups and families in the community as well as retreaters from any church denomination may rent the facilities on location for smaller retreats, gatherings or group meetings.

Canteen – Campers and individuals attending a retreat have a place to purchase Luther Point Bible Camp clothing, hats and other mementos as well as snacks and drinks.

Capital Projects – Capital campaigns are for updating and repairing buildings used for summer camps and retreats as well as expanding the current facilities to continue the growth of the organization.

Income Tax Status The Organization is exempt from federal and state income taxes under Section 501(c)(3) of the Internal Revenue Code and similar state income tax laws. The Organization is a non-private foundation and contributions to the Organization qualify as a charitable tax deduction by the contributor. The Organization has evaluated for uncertain tax positions and management has expressed that there are no uncertain tax positions as of December 31, 2011. The Organization has not been audited by the Internal Revenue Service or Wisconsin Department of Revenue, and accordingly the income tax returns for the past three and one-half years are open to examination. The Organization had not filed a federal form 990 prior to 2009. Basis of Accounting The Organization uses the modified cash basis of accounting, which is a comprehensive basis of accounting other than generally accepted accounting principles. Revenue and support are recognized when received rather than when earned and expenses are recognized when paid rather than when the obligation is incurred. Estimates The preparation of financial statements requires management to make estimates and assumptions that affect the reported amounts of assets and liabilities and disclosure of contingent assets and liabilities at the date of the financial statements and the reported amounts of support, revenues, and expenses during the reporting period. Actual results could differ from those estimates.

Page 55: 2012 Annual Report of Luther Park Bible Camp

Page 7

LUTHER PARK BIBLE CAMP, INC. Notes to Financial Statements December 31, 2011 and 2010

NOTE 1 - SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES (Continued) Investments The Organization carries investments in marketable securities with readily determinable fair values and all investments in debt securities at their fair values in the statement of financial position. Unrealized gains and losses are included in the change in net assets in the accompanying Statement of Support, Revenue, and Expenses – Modified Cash Basis. Financial Statement Presentation In accordance with professional standards, the Organization is required to report information regarding its financial position and activities according to three classes of assets:

Unrestricted – Resources over which the Board of Directors has discretionary control.

Temporarily Restricted with respect to time or purpose – Those resources subject to a donor-imposed

restriction which will be satisfied by actions of the Organization or the passage of time.

Permanently Restricted – Those resources to a donor-imposed restriction that they be maintained permanently.

Functional Allocations of Expenses The cost of providing the various programs and other activities has been summarized on a functional basis in the Statement of Support, Revenue, and Expenses – Modified Cash Basis. Accordingly, certain cost have been allocated among the programs and supporting services benefited.

Revenue Recognition Support that is temporarily restricted by the donor is reported as an increase in unrestricted net assets if the restriction expires in the reporting period in which the support is recognized. All other donor-restricted support is reported as an increase in temporarily or permanently restricted net assets, depending on the nature of the restriction. When a restriction expires (that is, when a stipulated time restriction ends or purpose restriction is accomplished), temporarily restricted net assets are reclassified to unrestricted net assets and reported in the Statement of Support, Revenue, and Expenses – Modified Cash Basis as net assets released from restrictions.

Cash and Cash Equivalents The Organization considers all short-term investments with an original maturity of three months or less to be cash equivalents. Reclassifications Certain accounts in the prior-year financial statements have been reclassified for comparative purposes to conform with the presentation in the current-year financial statements. Subsequent Events In preparing these financial statements, the Company has evaluated events and transactions for potential recognition or disclosure through October 19, 2012, the date the financial statements were available to be issued.

Page 56: 2012 Annual Report of Luther Park Bible Camp

Page 8

LUTHER PARK BIBLE CAMP, INC. Notes to Financial Statements December 31, 2011 and 2010

NOTE 1 - SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES (Continued) Donated Services No amounts have been reflected in the financial statements for donated services. The Organization generally pays for services requiring specific expertise. However, many individuals volunteer their time and perform a variety of tasks that assist the Organization, but these services do not meet the criteria for recognition as contributed services.

NOTE 2 - PROPERTY, EQUIPMENT, AND DEPRECIATION

Property and equipment are stated at cost. Expenditures from maintenance and repairs are expensed as incurred. Significant renewals and betterments (generally in excess of $1,000) are capitalized. Donations of property and equipment are recorded as support at the estimated fair value (generally in excess of $500). Such donations are reported as unrestricted support unless the donor has restricted the donated asset to a specific purpose. Depreciation is calculated over the estimated useful lives of the assets using the straight-line method over the following estimated useful lives:

Land Improvements 15-20 years Building and Improvements 9-39 years Vehicles 3-5 years Equipment 3-7 years

Depreciation for the years ended December 31, 2011 and 2010 amounted to $62,723 and $65,867, respectively.

NOTE 3 - LONG TERM DEBT

As of December 31, 2011, Luther Park Bible Camp had a $50,000 unsecured line of credit with a bank to be drawn upon as needed, with an interest rate of 5.5%. As of December 31, 2011 and 2010, there was $47,000 drawn down on this line. Long Term Debt consists of:

NOTE 1 - SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES Organization Luther Park Bible Camp, Inc. (the organization) is incorporated under the Wisconsin Nonprofit Corporation Act. The Organization is comprised of an association of 134 congregations of the Evangelical Lutheran Church in America in Northwest Wisconsin. The purpose of the Organization is to minister in a natural setting as Jesus did, reaching out and touching people of all ages with the good news of salvation. Major support sources include contributions and program service revenue from participants.

Description of Programs The programs through which the Organization provides its services are as follows:

• Summer Camp Programs – Luther Park Bible Camp’s summer program includes day, half

week, and week long sessions for children in grades K-12 as well as a special week for families. The camp can accommodate 150 - 180 campers each week and offers week long canoe trips on the Namekagon and St. Croix Rivers for junior and senior high.

• Groups/Retreats – Groups and families in the community as well as retreaters from any church denomination may rent the facilities on location for smaller retreats, gatherings or group meetings.

• Canteen – Campers and individuals attending a retreat have a place to purchase Luther Point Bible Camp clothing, hats and other mementos as well as snacks and drinks.

Income Tax Status The Organization is exempt from federal and state income taxes under Section 501(c)(3) of the Internal Revenue Code and similar state income tax laws. The Organization is a non-private foundation and contributions to the Organization qualify as a charitable tax deduction by the contributor. The Organization has evaluated for uncertain tax positions and management has expressed that there are no uncertain tax positions as of September 30, 2012. The Organization has not filed a federal form 990 prior to 2009. Investments The Organization carries investments in marketable securities with readily determinable fair values and all investments in debt securities at their fair values in the statement of financial position. Unrealized gains and losses are included in the change in net assets in the accompanying Statement of Support, Revenue, and Expenses – Modified Cash Basis.

NOTE 1 - SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES (Continued)

Financial Statement Presentation In accordance with professional standards, the Organization is required to report information regarding its financial position and activities according to three classes of assets:

• Unrestricted – Resources over which the Board of Directors has discretionary control.

• Temporarily Restricted with respect to time or purpose – Those resources subject to a donor-imposed

restriction which will be satisfied by actions of the Organization or the passage of time.

• Permanently Restricted – Those resources to a donor-imposed restriction that they be maintained permanently.

Donated Services No amounts have been reflected in the financial statements for donated services. The Organization generally pays for services requiring specific expertise. However, many individuals volunteer their time and perform a variety of tasks that assist the Organization, but these services do not meet the criteria for recognition as contributed services.

September 30, 2012 NOTE 2 - PROPERTY, EQUIPMENT, AND DEPRECIATION

Such donations are reported as unrestricted support unless the donor has restricted the donated asset to a specific purpose. Depreciation is calculated over the estimated useful lives of the assets using the straight-line method over the following estimated useful lives:
