Playing Surface – Rules 1-17 and 2-5.1

• Exception to the rules change policy.

• Perception from coaches, media, general public that there is a safety concern with some decals.

• Decals remain legal on playing floor.

• Permitted locations only.

• Host institution/facility were sent guidelines/best practices when determining if decals would be used.

• Floor must be similar throughout.

• Home management responsibility.

• Expectations of game officials.

Sportsmanship/Bench DecorumRule 10-5.2 and Appendix III

• Rules committee believes MOST coaches adhere to bench decorum rules.

• Coaches should be allowed to react spontaneously to calls/non-calls, as long as reaction does not exceed limits expressed in the guidelines.

• Intent is to provide a realistic set of guidelines that ALL officials will enforce.

Egregious Conduct: No warning required

• Questioning the integrity of an official.Examples: “You’re cheating us” or repeatedly

referencing foul differential.

• Language that is profane, vulgar or threatening.

• Prolonged negative responses to calls.

Egregious Conduct

• Hostile or aggressive actions. Examples: Taking off/throwing jacket; running toward official in threatening manner.

• Continual criticism of the same incident (after warning).

Spontaneous Reactions

• Must be inside the coaching box.

• May not be prolonged.

• Must not be profane, vulgar or threatening.

Spontaneous Reactions

• Officials have some discretion in these situations. Must consider the following:

-- Are the reactions happening more than once on similar calls/plays?

-- Are the complaints public or between the coach/official?

-- Is the coach attacking the official personally?

Penalty Enforcement – Double/Simultaneous Fouls

• Partially omitted from 2011-12 rules book.• Penalty possibilities:

-- Point of Interruption: no foul shots.-- One flagrant personal foul: 1. Shoot common FTs if rules require (e.g., bonus, shooting foul) with no players in lane. 2. Shoot FTs for flagrant foul, then resume at POI to non-offending team.

• Previous Interpretation.

• New Interpretation.

1. Game with monitor.

a. Time put back on the game clock.

b. Game has not ended.

c. Goal shall count.
