There will be no coop-erative effort for at least two years for Highland to join Canton in soccer and Canton to join Highland in football.

The Canton board ap-proved the measure 6-0-1 on Dec. 12. with board member Joe Jorgenson abstaining. Two days lat-er, and the day before the extended deadline of Mis-souri State High School Activities Association (MSHSAA), the issue fell at the Lewis County C-1 Board, when a motion re-ceived no second.

“They (C-1 board) think it will be a good thing, but they are not ready to move forward,” said C-1 Superintendent Jackie Ebeling. “Finan-cially, things are still up in the air with state revenue. Enrollment is down, and the board wasn’t ready to start something that may need more money.”

“We’re very disap-pointed. We put in a lot of time and effort in this. I feel we wasted our time – our administrators, our board and our community that took the survey,” said Canton Superintendent Andy Anderson.

surveys of both districts all showed around 80 per-cent approval of the co-op effort for the two sports.

“In this day and age, it’s almost a miracle to get 80 percent of the people to agree on anything,” An-derson said.

Canton Secondary Principal Jesse Uhlmeyer said it will be at least two years before this can be approached again, because the district schedule is set every two years, based on enrollment figures.

Uhlmeyer said the MSHSAA rule takes in ac-count school districts can grow or get smaller, so ad-justments can be made.

Uhlmeyer said Canton was close to forming a sub-group of the Can-Will Booster Club of district parents. That group will not be necessary.

“It’s a great idea, a great concept,” Ebeling said of the co-op plan. “I think it was primarily a financial decision, and transporta-tion and logistics.”

“The number that mat-tered to me the most, maybe even more than the cost, was 230. That’s the number of kids in grades six through 12 in our dis-trict that said it (the co-op plan) would be a positive thing. I was fighting for the kids,” Uhlmeyer said.

The possibility of Canton and Highland combining efforts in two sports ends. The Highland school board was not ready to move forward with the plan due to lower enrollments and financial concerns. It will be at least two years before the issue can be addressed again.

The Alliance Art Gallery featured artist Da-rin Dykstra on Dec. 17. Dykstra is originally from Canton, Mo., but now lives in the Repub-lic of Malta. His paintings capture the beauty, the warmth and the history of this charming European island.

Dykstra is primarily a self-taught artist, finding value in his early art lessons from Ju-nior High and High School. There he learned about composition, perspective, and color. He has continued learning through art instruction books and DVD’s that are now widely avail-able.

Alliance Art Gallery is located at 112 N Main St, Hannibal, Mo. Call 573) 221-2275 for more information.

Population changes in Missouri have led to widespread redistricting for State Senators and Representatives.

It even affects the area represented by Lewis County’s legislators.

First District State Rep-resentative Craig Redmon said the change would take away the northern half of Marion County from him, and in turn give basically all of Adair County, except Kirksville.

“They try to get 36,000 to 37,000 population in each district,” he said

“I’ll miss Marion County. I enjoyed work-ing with them,” Redmon said, adding they are still in his district for this leg-islative session.

Redmon said the re-districting committee and the lower level judicial of-ficials involved drew 55 incumbents together.

“They didn’t discrimi-nate by party,” Redmond said.

Redmon doesn’t expect a lawsuit to develop over the new House of Repre-sentative district map, but said the Senate map is an-other story.

Redistricting plans will change current representation areas

– both Democrats and Re-publicans – that will be pitted against each other.”

As an example, he told of current Representatives Democrat Tom Snively in the current Eighth Dsitrict and Republican Lindell Schumake in the current Sixth District that will vie for the same post due to redistricting.

“I hate to see those choices (for their constitu-ents),” Redmon said.

Eighteenth District State Senator Brian Mun-zlinger of Williamstown, agreed the new Senate map is a mess

“I wouldn’t say it is a done deal. I hear there will be a court challenge and it will likely go to the Supreme Court,” Mun-zlinger said.

“There is nothing con-stitutionally wrong with my (new) district, but you’ll have another dis-trict with two senators in the same district. That’s double representation, when people in the fringe won’t have representa-tion. You can’t get a more blatant constitutional is-sue that that,” Munzlinger said.

His current district in-cludes seven state repre-sentatives and the coun-ties of Ralls, Pike, and

Audrain. His new district would be home to 10 state representatives, and in-stead of those three coun-ties, would have Sullivan, Mercer, Grundy, Linn, Macon, and Randolph County.

“It would be a differ-ent travel pattern for me,” Munzlinger said.

There would be no change in legislative boundaries until January

1, 2013, after the next election for Representa-tives. Senators are on four-year terms, and there is the possibility some senators will have to file for one district while serv-ing another.

“When you move one thing (in the legisla-tive districts), it dominos everything else,” Mun-zlinger said.

You know someone has written them, but whom? They are nameless people who probably have made a pretty penny in the tech-nology business. Their claim to fame? They wrote the notes for the tone when a cell phone is turned on, or some other function.

Just how did that hap-pen? Did the boss of Techno-Phone Talk come to an employee drumming out a beat with a pencil on his desk and say “Hank, you’re into music. I want you to write me a six-sec-ond song, so we can use it when people turn their cell phones on. When you get done with that, write an-other six-second song for when they turn it off.”

Then the boss probably gives four or five more phone-functions, each of which need a separate tune.

Or maybe the company advertised: “Wanted, em-ployee for short duration to compose short duration cell phone tone. Please call 555-555-1345.

How long does the phone tune composer need? “Rats, I must short-en it. That’s an eight-sec-ond song.” Does he/she spend hours trying to find

For decades, there have been rivalries between those who make up the Canton R-V School Dis-trict and those who make up the Lewis County C-1 school district.

The schools had a great opportunity to push bet-ter relations, with the talk of sports cooperatives. It would have given High-land an opportunity to play on an established soccer team, and for the guys, they are cur-rent district champions, and it would have given Canton an opportunity to play long desired football and boosted the Highland football depth.

True there are some costs, in the plan, and yes, someone from the other school might beat out a player of the home school in one of the sports. That happens in sports. The

How did you make a name for yourself

the write combination of notes for the allotted time, or did he/she just stumble on it. If the composer just stumbled on the tune, was his pay reduced, since af-ter all, it only took six sec-onds?

When the phone is bought, there probably is nothing crediting the artist. He/she remains in anonminity.

Imagine the composer at a dinner party. He is surrounded by a bunch of uppity-dressed people. “What do you do for a liv-ing?” he is asked. “I write songs”

“Any tunes I know?” The people ask. He says “It’s the tune on your cell-phone. I got paid big bucks for it.”

“But it’s only six sec-ond long,” the other guests proclaim.

“That’s the final ver-sion. My original com-position was 45 seconds long.”

Everyone at the party is dumfounded. They have been putting in real work, long hours to make it big, and Yo-yo here writes a six-second song and becomes a millionaire. Where, they wonder, can they find such a job?

idea was wildly popular in students and commu-nity memebrs from both school districts.

Each district has an active booster club that surely could have helped with some of the sports related costs. There may have been some other op-tions for the other costs. Perhaps some were con-sidered.

But the plan won’t hap-pen this year. It may never happen.

With a weak history of the schools joining other efforts, who knows when there will be such a will-ing public spirit to address the issue again.

Opportunity knocked, and may never visit again.

McCaskill Wins Five-Month Delay in Postal Closings

Less than one week after U.S. Senator Claire Mc-Caskill called for a five-month delay in postal facility closures, the U.S. Postal Service has agreed to put any potential closures on hold until May 15 to allow time to implement cost-saving reforms.

“Folks in communities across Missouri rely on the Postal Service for everything from life-saving prescrip-tions to veterans’ benefits,” McCaskill said. “I’m glad that we have convinced the Postal Service to put the brakes on closing any post offices for six months so that we have time to enact reforms for the long-term health of the postal service and protect communities. I’ll re-main devoted to ensuring the Postal Service acts with full transparency and fairness as they make decisions that impact services in Missouri.”

McCaskill had joined a request to Senate leaders last week, asking them to approve legislative language pre-venting the Postal Service from closing any post offices or area mail processing facilities for at least six months, allowing more time for Congress to “enact reforms nec-essary” to potentially save those facilities.

“Because the People Must Know.”

Tell elected officials to keep public notices

in your newspaper, where you’ll see them.State law requires government entities at all levels, from water districts to city councils and school boards, to place notices of many of their activities in a legal newspaper. This is a legal newspaper.

Every year in the Missouri legislature — claiming tax money could be saved — bills are introduced to remove these notices from newspapers and place them on the internet.

But, maintaining a website is not free. Nor is access to it. Where is the savings?

And what is public accountability worth? Notices printed in a newspaper can’t be hacked, and proof of notice given is obvious for all to see, without having to search on the internet.

Public notices on the internet simply do not fulfill their intended functions: To inform the public and provide accountability for public officials.

Tell ALL of your elected officials you want public notices to stay in the newspaper, where you’ll see them.
