The NDIA APG Chapter awarded scholarships to the winners of the inaugural David C. Robinson Memorial Scholarship essay contest. The good times were rolling for the NDIA members & guests at the annual Aberdeen Ironbirds ball game in 2011. Good ballpark food, libations, a team win & spectacular fireworks all made for a perfect evening. But who's that Board Member hogging the camera?!
In 2012, our “Night Out with the Ironbirds” will be held on July 28th with fireworks following the game. Ticket purchase forms are included at the back of the newsletter. Hope to see you there!

What is the Brigade?
Team 1980 The Brigade is the lone FIRST Robotics Team in Harford County, Maryland. We are headquartered at the Aberdeen High School in Aberdeen, Maryland and are neighbored by the Aberdeen Proving Ground, which is also the home of the first digital computer. Aberdeen High School houses the Science and Math Academy, a magnet program which promotes STEM education and attracts students throughout the county who are interested and have a strong ability in science and mathematics.
This is currently the team's 6th year since it began in 2006, after breaking off from another FIRST Team, Team 1719.
Our History
Team 1980 "The Brigade" has its beginnings in another FIRST Team, Team 1719 "The Umbrella Corporation". Team 1719 started as a joint effort between the Park School of Baltimore and the Science and Mathematics Academy of Aberdeen High School for the 2005-2006 season. After a successful rookie year, including a trip to the FIRST World Championship in Atlanta, Team 1719 split in two. Thus Team 1980 of the Science and Mathematics Academy of Aberdeen High School was formed. Mentors came from Black and Decker and the local military base, Aberdeen Proving Ground. Team 1980 was also fortunate enough to receive a grant from the Army Research Laboratory and resources from countless other sponsors.

RTR Technologies, LLC (RTR)
RTR Technologies, LLC (www.rtr-tech.com) is recognized as a leader in data, logistical, and workforce analysis, innovative operational test and evaluation practices, and outstanding customer service to the Federal Government and industry. We have in depth experience in air, sea, and land border design and management and have supported Department of Defense readiness and logistics planning and budgeting. Most notably, RTR continues to be an integral contractor for developing and managing proven application of simulation models for U.S. Border operations, in support of Department of Homeland Security’s mandate to intensify security aspects of U.S. Border operations.
RTR developed and maintains the Aviation Maintenance Model (AMM) a simulation model that considers the entire Naval aviation logistics system. AMM enables the user to relate weapon systems (recently Naval Aircraft) resources, maintainability, and supportability to readiness, operational availability, and combat sustainability. It accurately simulates real world conditions and projects desired alternatives. It provides the user with information to resolve complex logistics problems.
RTR Technologies, LLC (RTR) is a technical services firm, organized in Maryland, July 2003. The company’s founders, Randy Rippin, Reed Rippin, and Earl Thies are experienced managers and technical experts in the field of operations research. The principals have over 120 combined years of experience in the industry and have worked together in business for approximately 25 years. Since inception, RTR has consistently grown its business and is on the leading edge of performing operational test, data analysis; simulation based testing and analysis tasks, and independent evaluation of unique technical solutions for its customer base.
The RTR team provides subject matter expertise in the following areas:
Border and security processes and technologies including RFID and biometrics
DOD Operational Availability and Maintenance & Supportability Analysis
Manpower requirements & sensitivity studies and analysis
Independent Verification, Validation and Accreditation
DHS and DOD Operational Test and Evaluation
The RTR team facilitates data collection and analysis of U.S. Ports-Of-Entry:

A Brief History of the NDIA

War broke out in Europe in 1914. When the United States entered the war in 1917, it was ill prepared in spite of nearly three years of battle in Europe. The U.S. Army Ordnance Department in 1917 faced a monumental task of building a war machine after many years of isolationist policies. The entire Ordnance Corps had 96 officers. The Chief of Ordnance, B.G. William Crozier, quickly recruited prominent civilian industrial leaders to build the giant military-industrial complex needed to equip the Allied forces and end the war.
As a lesson-learned, the U.S. military & its industrial partners agreed that some instrument was necessary to bring about a lasting bond between the military & the defense industry. All parties wanted to retain the massive knowledge learned from developing the weapons & munitions of war.
It was a logical next step to form a civilian group dedicated to industrial preparedness. The Army Ordnance Association was founded in 1919 by captains of industry, finance, and the Army Ordnance Department. The first annual meeting of the Association was held at Aberdeen Proving Ground on October 24-25, 1919. The Association established local chapters called “Posts.” The first 5 Posts were:
New York – 15 June 1922
California – 17 Oct 1923
Chicago – 3 May 1924
San Francisco – 14 May 1924
Boston – 30 June 1925
You might wonder why the first Posts originated in major cities/areas rather than industrial centers. The answer lies in the fact that building one of the world’s largest war machines from nothing required a huge inflow of cash. And these cities were the finance capitals of the country. Or, as Willie Sutton once said when asked why he robbed backs, “cuz that’s where the money is”. Aberdeen Proving Ground, known as the birthplace of the Association, formed a chapter in August 1944.
The Army Ordnance Association became the American Ordnance Association in 1948 and the American Defense Preparedness Association in 1973. The final name change, to the National Defense Industrial Association, took place in 1997.
The basic purpose of the Association has remained the same over the last 90 years: to maintain a strong industrial preparedness through professional relations between government & industry.
Today, the NDIA has 1772 corporate members & 123,704 individual members in 50 chapters across the
country. The APG Chapter provides opportunities for industry & government networking through several
professional & social meetings throughout the year.
The NDIA APG Chapter is pleased to announce a luncheon at AAI, an operating unit of Textron Systems, in Hunt Valley, Md. The event will include speakers from AAI UAS, AAI Test & Training and Textron Systems Advanced Systems. All NDIA members, friends and associates -- U.S. Citizens only please -- are invited to attend. Camera-equipped cell phones and laptops are not permitted in the facility. The cost is $16 per person. This event is an excellent opportunity to network with Government and NDIA Membership. The luncheon is planned for Tuesday, May, 01, 2012.
AAI and its indirect wholly owned subsidiaries Aerosonde Pty Ltd and ESL Defense Limited design, produce and support industry-leading aerospace and defense products and services, including unmanned aircraft and ground control technologies; high-fidelity training and simulation systems; automated aerospace test and maintenance equipment; armament systems; and logistical, engineering, supply chain and operational support services. He has been with the Department of Energy’s Pacific Northwest National Laboratory for the past 23 years researching advanced technologies to meet defense and national security needs. He has also been a Command Pilot, Top Gun, and an Air Combat Tactics Instructor with more than 3000 hours of fighter aircraft and rotor wing experience. Mr. Scharett will cover the discovery of nanomaterials and expound upon three applications of nanotechnology for future space exploration and exploitation.

The Aberdeen Proving Ground (APG) Chapter of the National Defense Industrial Association (NDIA) is pleased to announce the annual all-you-can-eat picnic buffet and Ironbirds baseball game at Ripken Stadium on Saturday, July 28th. The APG Chapter and the Central New Jersey Chapter members, family, and friends are welcomed to attend. We will be in the reserved tier left field area with excellent views of the entire field and ballpark. Cost is $40 per person and includes:
All-you-can-eat buffet: hot dogs, burgers, Italian sausage & peppers, pasta salad, chips, baked beans, slaw, cookies, brownies, watermelon, iced tea, sodas, and draft beer from 6:15 to 7:45 p.m.
Baseball ticket to the night game included, which starts at 7:05 p.m., a free Ironbirds baseball cap, and fireworks spectacular after the game
This event is a great opportunity for NDIA members from both the APG and the Central New Jersey chapters to network with members in both the government and contractor sectors.
