1. Why are you running for the APS Board?

I am running for the board in order to change the direction of APS. Nearly onestudent in two fails to graduate and even many graduates are unprepared for furthereducation or meaningful employment.

My goal is to close the achievement gap for every student.

I am running for the board to give teachers (all stakeholders) a seat at the tablewhere decisions are made; drawing on their combined hundred thousand years of teaching experience.

I am running to create meaningful standards of conduct and competence, and toprovide real accountability to those standards. I will fight to restore the role modelingclause to employee standards of conduct, the clause which reads;

In no case shall the standards of conduct for an adult,be lower than the standards of conduct for students.

I am running to begin discussion of other models for education with far more promisethan continuing with the cemetery seating the NCLB Act compels.

I am running to initiate a survey of APS employees; an opportunity to commentcandidly, forthrightly and honestly on inefficiencies and ineffectiveness, without fear of retribution or retaliation. I am running to give their complaints, the due process theydeserve.

I am running to address the issues of chronically disruptive students.

I am running to give more than 300 whistle blowers, due process of their complaints.

I am running to expose the corruption in the APS Police Department, and anywhereelse it can be found. I am running to begin an immediate and impartial evaluation of standards and accountability in the leadership of the APS. I will insist that theethically redacted results be surrendered immediately to public knowledge.

I am running to initiate annual impartial audits of administrative and managementpractices and to make the Superintendents contract reflect the findings of thoseaudits.

2. List your three main qualifications.

a. my intention to establish clear standards of conduct and competence andprovide honest accountability to those standards for everyone fromstudent to school board president.

b. My intention to establish for stakeholders, a seat at the table wheredecisions are made.

c. 25 years of teaching experience

I provide stakeholders with a seat at the table where decisions are made.That seat will be created by means of transparency limited only by the law.That seat will introduce and institutionalize clear and unequivocal standardsof conduct and competence. It will create honest accountability to thosestandards by means of an impartial system powerful enough to hold eventhe most powerful, accountable for their conduct and competencewithin their public service.

As a candidate and school board member,I promise to answer any legitimate questionabout the public interests, or about my public service,candidly, forthrightly and honestly.

Or I will resign.

3. List the schools you attended: elementary, secondary and colleges or universities.

Bandelier Elementary,Wilson Junior High,Highland High, New Mexico Military InstituteUniversity of New Mexico

4. List the schools your children attend or have attended.

My son and daughter attended a number of APS Schools.

5. As a new candidate for the APS Board, a past member, or as a current member,what are your top three priorities?

1. Transparency limited only by an ethical determination of the law.

2. Honest and inescapable accountability to meaningful standards of conduct andcompetence.

3. Meaningful participation in the decision making process, for all stakeholders.

6. In your view, what are the major accomplishments of the APS Board over the lastfour years?

I wish I could list a number of positive accomplishments. I cannot in good consciencepoint to any, that even begin to mitigate what they have not accomplished;

They have not brought administrative and executive role modeling of the APS StudentStandards of Conduct to the table for an open and honest discussion.

They have not provided accountability for the APS senior administrators who wereinvolved in felony criminal misconduct in the APS Police Department. Nor have theysurrendered that evidence to the District Attorney despite the expiration of statutes of limitation on criminal misconduct.

They have not provided due process to more than 300 whistleblower complaintsagainst administrators and board members.

They have not provided a seat at the table for teachers and other stakeholders.

They have not managed to mitigate the damage done to students by their compliancewith NCLB.

They have not managed to accredit, certify, or certificate their publicly funded privatepolice force. They did manage to arm them.

7. What would you consider to be significant issues and challenges facing our schooldistrict?

Establishing transparency in public service and in the public interests, limited only bythe law.

Establishing real accountability to meaningful standards of conduct and competencefor everyone from student to school board president.

Offering meaningful participation to all stakeholders, in decision making that affectstheir interests.

Delivering students from “cemetery seating” in favor of a model that encouragesstudent to investigate their own interests at their own speed.

8. In the event legislation is passed that is detrimental to public education, will youwork with us in mitigating its effect on APS? Please explain.

The goal must be to spend every penny as effectively and as efficiently as is possible.The best guarantee for making those decisions fairly and well, is to make them at atable where all stakeholders have a seat.

The most I will promise to any constituent or their cause, is that I will advocate for atable where they will have a seat equal to all others.

9. Describe your views on collective bargaining for APS employees. What experience,if any, have you had with collective bargaining?

I participated in collective bargaining as a member of ATF’s executive council.

I believe that all stakeholders deserve a seat at a round table.No one of us is as smarter, more experienced, more well educated, or more dedicated

than all of us.

10. What is your philosophy on public education?

I believe that is it the birthright of every child to attend a neighborhood school, and inthat school, receive all the help they will accept, in an effort to reach their potentialeducationally and as decent and productive human beings.

11. Will you support a process in which the employees, through their unions, areincluded in the deliberations on budget development and potential cuts to the budget?

Please explain your answer.

As stated, it is my intention to offer meaningful participation to any and allstakeholders during any decision making that affects their interests.

12. Do you understand the role that the Educational Assistants have in a classroom?Will you support a 3-Tier Pay System for Educational Assistants that values andrespects the work that they do?

I believe that I understand the role and the value of educational assistants, havingworked side by side with them for decades.

I support putting any issue on the table for open and honest discussion. I would liketo hear that discussion before coming to a conclusion.

13. The Albuquerque Secretarial and Clerical Assoc. (ASCA) is interested in creating aCareer Ladder Program for Secretaries, Clerks and Bookkeepers on the “B” SalarySchedule. This concept would provide options for career growth and development withcommensurate pay for increased training and education. Do you support this concept?

Again, I support the open and honest discussion of any legitimate proposal.I promise that I will do everything within my power as a board member,to enable that discussion.

14. Do you support the splitting of APS into smaller districts? Explain why or why not.

The only argument I’ve heard in support of a split is that splitting will create a schooldistrict that is more responsive to stakeholders.

The premise is specious. The leadership of a one room school house can be just asunresponsive to stakeholders at the superintendent of a 100,000 student district.

Small is not the answer, honest accountability to a standard of conduct that requiresdue process for stakeholders, is.

15. Do you support the development and continuation of charter schools? Explainyour answer.

I think every school in the APS should be a “charter school” in terms of meeting theindividual needs of individual students. If neighborhood schools accommodated theneeds of students, there would be no need to seek help elsewhere. With theexception of a very few esoteric pursuits, I think most interests could be

accommodated through increased flexibility locally. APS’ rigidity in “appropriatecurriculum” and standardization is stifling students and teachers. And it is driving theneed for charter schools.

16. Please list community or business organizations you belong to or that aresupporting your candidacy?

None, my appeal is to grassroots support.

Optional: Please include any additional information, a biography or a résumé.

There is a compelling need to begin an immediate impartial audit of administrative

standards and accountability. Auditors must be charged with finding corruption,incompetence, and the practices that enable them. Their ethically redacted reportmust be surrendered to public knowledge.

Stakeholders cannot participate meaningfully in decision making about theadministration of the APS if they are not privy to the truth, the whole truth, andnothing but the ethically redacted truth about the administration of their power, theirtrust and their treasure.
