Handbook. We feel that the information in this Handbook will make your service withus proceed more smoothly. We hope that your service will be satisfying and rewarding;and as a result, the young people with whom you work will derive greater educationbenefits.
By allowing instruction to proceed without interruption due to teacher absences, yourrole is important to fulfilling the district vision of providing an integrated educationalprogram of quality, equity, challenge and innovation to every student. Preface
The purpose of this handbook is to help you and Carrollton-Farmers Branch ISDunderstand the requirements, policies, and procedures for substitute teachers.
The Carrollton-Farmers Branch ISD, its Board of Education, and professional staffconsider substitute teaching an important part of our total school program. Substituteteachers help sustain a high standard of teaching in our school system by insuringcontinuous quality instruction for all children and youth. Substitute teachers shouldface challenging situations each day with personal dedication and sincere, conscientiouseffort.
We welcome substitute teachers to our professional family and treat them withconsideration, courtesy, and respect.

To be a Substitute Teacher
You must apply to be a substitute teacher. Place on file
A Substitute Teacher online application via TEAMS at cfbisd.edu
You must be invited to a Substitute Orientation. Invites go out to those whomeet the Highest Qualifications based on their application.
Once you attend an orientation, you must complete all requirements tohave your name placed in the Substitute Management System.Substitute Teachers must be registered with the SMS.
Turn in all Orientation paperwork including the following to thepersonnel office to complete your Substitute Personnel File.
Official University Transcript showing at least 60 college Hourscompleted.
Tuberculosis Skin Test results not older than 12 months fromfirst day of Orientation unless there has been no break in service.
Copy of Social Security Card
Copy of Drivers License
Keep the Personnel Office informed of any changes in your telephone
number, address, qualifications, or availability.

Using the Substitute Management System to
Receive Calls
The Carrollton-Farmers Branch Independent School District uses the SubstituteManagement System (SMS) which utilizes both the phone and the internet to assignsubstitutes to teacher absences. The SMS is accessed by the public telephone and theinternet, address is https://sems.cfbisd.edu
Using SMS to Accept Regular Assignments
1. Answer your telephone personally to accept your assignment.2. Note your assignmentname of school, subject, name of absent teacher, and job
number.3. SMS makes calls for substitute teachers as shown below:
Day of the Week Time Assignment
Weekdays 4:30 p.m. to 9:30 p.m. Next day
Weekdays 5:30 a.m. to 12:00 p.m* Same day
Weekends and holidays 4:30 p.m. to 9:30 p.m. Next day
*SMS may call up to 12 p.m for an assignment that day.
You may call the SMS or use the internet to review substitute jobs at any time. SMS isavailable 24 hours a day.
Note: If you must be late for an assignment, call the campus and inform the substitutedesignee about the circumstances.
Using SMS to Notify Schools You Are
Unavailable for a Single Assignment
To notify SMS you are unavailable for a single assignment,
1. Call the SMS or go to the website as soon as possible to dispatch another substitute.2. Notify the Substitute Office so we may contact the school about the opening.3. Cancel the assignment before the computer call-out times end to allow time to fillthe position.*

*If less than one (1) hour remains prior to the designated start time for the assignment,you must call the campus and/or Substitute Help Desk because the SMS wont let youcancel online.
Using SMS to Notify Schools When You Are
Unavailable for a Period of Time
To notify SMS you are unavailable for a period of time,
1. Call the System or go to the website immediately to modify the dates you are unableto work so you will not receive calls.
Using SMS to Accept Late Assignments
Late requests for substitute services are something a principal cannot control.
Principals will call the SMS or go to the website immediately when they know theyneed a substitute. Principals may call the SMS or go to the website after classes havestarted for the day. The system will call or show openings online until 11:30 a.m. theday of the absence.
If you receive a call after school has started,
1. Accept the job.2. Contact the school to indicate the time you will arrive.
Checking In and Out of Substitute AssignmentsTo check in for an assignment,
Report immediately to the main office for specific instructions or requests.
To check out of an assignment,
Check with the campus administrator or the substitute designee at the close of the dayto sign any appropriate paperwork.
Note: SMS dispatches you for a specific job. SMS automatically releases you and putsyour name back into the active substitute file at the end of each job. If a school needsyou for an additional, partial, and/or full day(s), the campus administrator or thesubstitute designee must contact the SMS to request you and provide you with the jobnumber.

Understanding Substitute Teacher Salaries
The daily rate of pay is $70 per day for the first 25 cumulative days worked. Afull day is considered to be four or more hours. If less than four hours are
worked, the sub will be paid for a half day. The daily rate will be $100 per day for all Teacher Positions beginning with the
26th cumulative day and will stay at that rate for the remainder of 2011-2012.
Recently (Since 2006) former certified CFB teachers will receive $100 per daybeginning with the first day of employment as a substitute.
Substitutes are eligible for $100 a day if they attend an eight hour substituteteacher training class offered by Region 10 Education Service Center. Cost forthis training is $75 to be paid by the substitute. Once the substitute submits acertificate of completion to the substitute office, the rate of pay starts at $100 aday and will remain at that rate for the duration of the school year.
o This pay rate will last for two years at which time, the substitute will be
required to take a refresher course in order to continue the rate of $100per day. Additional information regarding substitute training offered byRegion 10 is available through the district substitute office.
For Long-Term classroom teacher assignments:A long-term assignment shall be defined as an assignment that will last a minimum of16 consecutive days or more. The rate of pay will begin at $70 per day and will changeto $100/day on the 16
thday of the same assignment. If the substitute holds a current
Texas teaching certificate in the field they have been assigned in a long-term position,the rate of pay will begin at $100 per day.
Note: Every effort is made to place a substitute who is certified in the subject area in along-term teaching assignment. Campus Administration has final say regarding Long-Term Assignments.
Once the long-term assignment has concluded, the rate of pay will stay at $100 per dayfor the remainder of the 2011-2012 school year regardless of whether 25 cumulativedays have been met.
Understanding Substitute Aide Salaries
Only certain classroom aide positions are approved to get a substitute when the regularaide is absent. The daily rate of pay for a substitute classroom aide is $70 per day.The rate of pay remains $70 regardless of the number of days worked in an aideposition.

Understanding Paycheck Distribution
Your paycheck will be mailed monthly to your home address on the day prior to pay
day. You may not pick up your check in the district on pay day. Substitutes have theoption of selecting direct deposit. Details in regard to automatic deposit will be givenat substitute orientations or by contacting the substitute office.If Direct Deposit is selected, the substitutes check stub will be available through theTEAMS Employee self serve at

Information on how to retrieve this information will be provided by the substitute officeonce the I.D. Badge is made.
Note: Notify Dee Canada (972) 968-6155 should you have changes in your address.
Understanding Medicare Contributions
Beginning on April 1, 1986, all new employees of the Carrollton-Farmers BranchIndependent School district are required by law to contribute 1.45% of their grosssalary to Medicare. The district makes a matching 1.45% contribution for each eligibleemployee. This deduction will provide Medicare benefits for the employee uponreaching age 65. Note: This is not a deduction for Social Security benefits.
Understanding 457(b) Alternative PlanContributions
Effective August 1, 2004, all Carrollton-Farmers Branch ISD employees not eligible toparticipate in TRS will participate in the 457(b) FICA Alternative Plan and Trust in lieuof Social Security. The ESC Region 10 457(b) FICA Alternative Plan satisfies federalrequirements and provides substantial cost savings compared to Social Security. Note:The District does not deduct Social Security contributions for eligible members ofTeacher Retirement System. Substitute teachers retired from the Teacher RetirementSystem of Texas are not eligible to contribute to Social Security.
457(b) Deferred Compensation Plan
A 457(b) deferred compensation plan through ESC Region 10 457 Cooperative andMaster Plan is available for all employees. Like the 403(b) plan, participatingemployees sign a salary reduction agreement giving the District the authority to makethe pre-tax salary reduction. Funds deducted through the 457(b) plan are overseen by

the Region 10 Investment Advisory Committee. Go to www.region10rams.org toobtain information about the plan. Plan password is carro457.

403(b) Tax Sheltered AnnuitiesA 403(b) plan is available for District employees. Employee contributions are madewith pre-tax dollars in an investment account of your choice from a certified listthrough Teacher Retirement System (TRS). A listing of eligible companies can befound on the TRS website at www.trs.state.tx.us.
New federal regulations were effective 9-25-07 regarding transfers of 403(b) fundsbetween investment vendors. Please contact the Benefits Office at 972-968-6119 if youhave questions.
Understanding Employment After Retirement
If you have retired from teaching under the Teacher Retirement System (TRS), youmust notify Dee Canada when you are hired as a substitute teacher. TRS retirees maywork as substitutes at no more than the daily substitute pay rate for an unlimitednumber of days during a school year. Payroll will be notified of the TRS retirees sothat the days worked can be reported to TRS.

Understanding Duty Hours
Substitutes work for four hours (half day) or eight hours (full day) as requested andperform the classroom duties of the regular teacher.
Report to the main office at the beginning of the day for specific instructions orrequests, and report to the office again at the end of the day to sign the payroll sheet.Note: Campuses may ask you to cover additional classes during your planning periodwhen you substitute teach.
Understanding Releasing Children
Direct any outsider to the principals office.
Important!!! Never release children from the classroom without official notice andapproval from the building principal or the school office.
Maintaining School Property
Substitute teachers, like regular classroom teachers, are legally and morally chargedwith maintaining school property, as well as the welfare of the children.
Maintaining Professional Confidence
Keep confidential any information about the school (pupils, teachers, parents,principals, and other employees) which might be conveyed while substituting.
Maintaining Discipline
Maintain effective order and control at all times. Refer any unusual disciplinaryproblems to the building principal or other designated administrators.Important!!! Never administer corporal punishment.
Understanding Board Policies
The Carrollton-Farmers Branch Independent School District prohibits sexualharassment by employees. For complete information, see Board Policy DHC (local)which is available in the Personnel Office, the Substitute Office, and/or from anybuilding principal or supervisor.
The Carrollton-Farmers Branch Independent School District provides that employeesmay initiate complaints through a formal grievance procedure. See Board Policies

Understanding Policies for Wireless
Communications Devices and Electronic Media
Limit your use of wireless communication devices (including pagers and cellularphones) to non-teaching time. The district highly discourages substitutes bringingpersonal laptops with them on the day of assignment. The district is not responsiblefor loss or damage of personal equipment.
l If use of electronic media interferes with your duties as an employee, you aresubject to dismissal.
l Electronic media includes all forms of social media, such as Text Messaging,IM, e-mail, blogs, chat rooms
Understanding Policies for Solicitations
It is not appropriate for substitutes to sell products to students or teachers.
Understanding Policies for Criminal History
Procedure
All Substitutes will be required to obtain a Fingerprint Background Check prior tobeginning their substitute employment.
Once your fingerprints have been submitted, the District will subscribe to yourfingerprint record and will receive updates as your criminal history changes.

Substitutes do not have CFB Technology access capabilities unless approved by thecampus administration.

Understanding the Responsibilities of Substitute
Teachers
Be aware of your responsibilities when you arrive for your assignment, when youare in your classroom, and when you leave for the day.
When you arrive for your assignment
1. Report to the substitute designee or campus administrator promptly to sign in.Substitutes are expected to report and leave at the same time as the regular
classroom teachers as shown in the following table:

2. Inquire about special directions and activities planned for the day, as well as aboutthe regular classroom teachers special duties for the day upon checking in.
3. Introduce yourself to the classroom teachers whose classrooms are next door and/oracross the hall.
4. Acquaint yourself with fire and safety drill regulations and assigned exits. Eachschool has a specific campus crisis plan. Ask an administrator to see a copy.

When You Are In Your Classroom
1. Review the classroom teachers daily schedule, plan book, seating charts, recordbooks, textbooks, and other needed materials.
2. Check attendance in elementary schools every morning, and check the
attendance in the middle and high schools according to each schools policy.
3. Follow the program of the regular classroom teacher as much as possible.
4. Avoid changing the seating plan or any furniture arrangement except fortemporary groupings of pupils for instruction or committee work.
5. Maintain high standards of ethics by avoiding comparisons of teacher-pupillearning situations.
6. Maintain classroom order; refer any unusual incidents to the building principal
or other designated administrators. Important!!! Never administer corporalpunishment.
7. Supervise halls and corridors at bell time; report all accidents immediately tothe principal and nurse.
8. Grade written work, if requested, that you have assigned before leaving thebuilding.

When You Leave For The Day
1. Be sure to leave your teacher an outline of what material was covered and anynecessary behavior issues. (See Appendix C for recommended form).
2. Replace all materials and equipment you used.
3. Report to the substitute designee to determine if you are needed the next day tosubstitute.
4. Sign the payroll form and any additional paperwork requested by the campus.Note: Report any problems at that time.
Note: Substitute teachers remain at school for the entire day and follow the sameschedule as the regular teacher. Schools provide all of the forms you need tocomplete each day when you substitute teach.

Understanding the Responsibilities of the
Regular Classroom Teacher
When you substitute teach, the regular classroom teacher will
1. Leave the following materials:
Syllabus with daily plans made out in sufficient detail
Weekly time schedule of classes
List of pupils names and seating charts
List of pupils in various reading groups
List of supervisory responsibilities such as days on duty at recess and bus duty
Fire drill and other emergency procedures
Important or helpful information about any child (Physical disabilities, specialneeds, etc.)
2. Leave copies of textbooks, manuals, and workbooks currently being used.
3. Leave a copy of the Classroom Evaluation form to be completed by thesubstitute.
4. File the report with the campus administrator when you return to yourclassroom. This report helps evaluate the substitute teacher.
5. Review the substitute teachers Classroom Evaluation. The campusadministrator may review the report if he/she desires.

Understanding the Responsibilities of the
Administration
When you substitute teach, the school administration will:
1. Provide the schedule of the school day and any special activities that may beplanned
2. Provide an escort to your classroom on the first day of an assignment
3. Provide building information regarding lunchroom, restroom, emergency exits,and other building information
4. Locate keys, textbooks, grade books, and folders containing the information youneed
5. Introduce you to a classroom teacher who can help when necessary
6. Explain how to ask for help with discipline when necessary, and with orderingsupplies and obtaining assistance for special needs
7. Create cooperation for you among students
8. Visit your classroom at regular intervals to show support
9. Evaluate your performance

Recording your Assignments
Keep an accurate record of the days you work so that this information will beavailable to correct any errors that may occur concerning your paycheck.
Applying for Contract Teaching
If you want to apply for a teaching position,
1. Complete an online application at www.cfbisd.edu2. Keep your application updated by accessing it through the district website.3. Contact the Applications Office at (972) 968-6161 if you have any questions
Understanding Teacher RetirementMembership eligibility employment for one-half or more of the standard workload andat a comparable rate of compensation is eligible for membership.
Persons who substitute with a valid certificate at least 90 days in a school year maypurchase one year of creditable service with TRS at the end of the school year.
Contact the Payroll department at (972) 968-6113 if you worked at least 90 days andare interested in obtaining TRS credit.
Leaving the Substitute Teaching Program
If at any time during the school year, you are no longer able to continue substituteteaching for the Carrollton-Farmers Branch ISD,
1. Notify the substitute office.2. Return you District picture ID to the substitute office when you resign.

Refer to Board Policies DIA and FFH located at www.cfbportal.org and click on PolicyOnline.Sexual harassment is a form of discrimination and is strictly prohibited by theCarrollton-Farmers Branch Independent School District Board Policies. The EEOC,charged by law to investigate sexual harassment claims brought to its attention, definessexual harassment as verbal or physical conduct that denigrates or shows hostility oraversion toward an employee because of his or her gender and that:
1. Has the purpose or effect of creating an intimidating, hostile, or offensiveworking environment; or
2. Has the purpose or effect of unreasonably interfering with an individuals work
performance; or3. Otherwise adversely affects an individuals employment opportunities.
Harassing conduct includes (1) epithets, slurs, negative stereotyping, or threatening,intimidating, or hostile acts that relate to gender and (2) written or graphic material thatdenigrates or shows hostility or aversion toward an individual or group because ofgender and that is placed on walls, bulletin boards, or elsewhere on District premises, oris circulated in the workplace.
Employees shall not engage in conduct constituting sexual harassment. Districtofficials or designated agents shall investigate all allegations of sexual harassment and
officials shall take prompt and appropriate disciplinary action against employees foundto engage in conduct constituting sexual harassment.
An employee/student who believes he or she has been or is being subjected to any formof sexual harassment shall bring the matter to the attention of the principal, immediatesupervisor, or Assistant Superintendent for Administration and Personnel, inaccordance with the procedures in the Districts employee complaints policy DHC andFNCJ. However, no procedure or step in that policy shall have the effect of requiring

the employee alleging harassment to present the matter to a person who is the subject ofthe complaint. Refer to Board Policy DHC (Legal) and FNCJ (Local) located atwww.cfbportal.org and click on Policy Online.
All District personnel shall recognize and respect the rights of students, as establishedby local, state, and federal law. District employees shall not engage in sexualharassment of students. Sexual harassment includes such activities as engaging in
sexually oriented conversations, telephoning students at home or elsewhere to solicitunwelcome social relationships, physical contact that would reasonably be construed assexual in nature and threatening or enticing students to engage in sexual behavior inexchange for grades or other school-related benefit.
Sexual harassment of students by employees is always a violation of law and the factthat a student sought the conduct is of no merit. In considering allegations that anemployee has sexually harassed a student, there is a presumption that the conduct isunwelcome.
Dr. Mary Hopkins, Executive Director of Personnel, must be notified immediatelywhenever employee-to-student relationships are involved in the allegations. Centraladministration will review the information relating to the alleged conduct and report tothe appropriate police department or ask the administrator to conduct an investigation.
The building principal must be notified immediately whenever employee-to-employeeallegations occur. The principal will contact Dr. Mary Hopkins who will review theinformation and report to the appropriate police department or ask the administrator toconduct an investigation.
Conducting an Investigation
The initial charge should be placed in writing and signed by the charging party. Thegoal is to get a statement with all of the pertinent information relating to the allegedconduct. The statement should include time, date, location, names of witnesses andactual words and/or actions. It is important to obtain written permission from thecharging party to use the written statement. The charging party should not discuss theallegations with other employees/students. Accurate documentation is imperative.Each step of the investigation should be documented including time, date, and place.
Sexual harassment issues should receive special attention in employee orientation and
training. Employees must learn to avoid even the appearance of impropriety.Employees are cautioned against behavior that might be misconstrued and must avoiduncomfortable situations with students/employees.
In order for any action to be considered sexual harassment, it must be unwelcome.Whenever possible, the employee must let the person know that the comments oractions are unwelcome.

Immediately inform your supervisor if you are having a problem with astudent/employee or think he or she might be misinterpreting your actions.
Avoid all unnecessary physical contact with students/employees.
Avoid being alone with individual students/employees, especially behind closeddoors.
Do not socialize with students.
Avoid engaging in flirtatious or suggestive conduct.
Do not joke in a sexual manner.
Do not write personal notes to students/employees.
Do not give gifts or money to individual students/employees.
Stop whatever you are doing if you sense discomfort from a student/employee.
Dress appropriately for the school environment.
Conduct yourself in a business-like manner.
Inform the alleged harasser that the conduct is unwelcome.

Reporting Exceptional Performance
When a principal recognizes a substitutes exceptional performance, the principal may1. Complete a Substitute Teacher Evaluation Report (See Appendix C).2. Forward a copy to the substitute teacher and the Substitute Office.
Reporting Poor Performance
Principals may report poor performance and choose which substitutes teach at their
schools.
Understanding the Responsibilities of Principals
To report poor performance and request that a substitute not teach at their schools,principals must:
1. Call Dee Canada in the Substitute Office with all of his/her concerns.2. Follow up the verbal request by completing a Substitute Teacher Evaluation
Report (See Appendix C) and discuss the concerns with the substitute.
Note: If the Substitute Office does not receive a Substitute Teacher Evaluation Report
within ten (10) calendar days from the date the principal called Dee Canada, thesubstitute teacher may teach any assignment. The Substitute Office must review theSubstitute Teacher Evaluation Report with the substitute teacher to place the report inthe substitute teachers record.
Understanding the Responsibilities of the Substitute Office
The Substitute Office1. Contacts a substitute teacher for a conference after it receives two or more
unfavorable reports on a particular substitute.2. Places the substitute teacher on probation for the remainder of the school year.
3. Removes the substitute teacher from the substitute teachers lists if it receivesanother unfavorable report during the probationary period.
Note: The school district may remove substitute teachers from the substituteteachers list anytime a substitute teacher fails to meet the expectations of the districtor of an individual school.

Substitute Management Systems
The Carrollton-Farmers Branch Independent School District uses the SubstituteManagement System (SMS) which utilizes both the phone and the internet to assignsubstitutes to teacher absences. The SMS is accessed by the public telephone and theinternet, address is https://carrolltonfarmers.eschoolsolutions.com
SMS offers broader opportunities for substitutes while still allowing each school tomake it own choices regarding the selection of substitutes. This new system allows youto:
Specify only the schools in which you wish to work or specify schools in whichyou prefer not to work;
Request jobs for only particular days of the week;
List the subjects you are qualified to teach and other subjects you would like toteach;
Call in any or log on anytime to check on available jobs so you can plan ahead;and/or
Notify the System not to call you during a calling period or for a certain periodof time.
This is how the SMS works:
1. A principal or principals designee calls the SMS via the public telephone
system, or they can enter the job over the internet..2. An absence is reported and receives a job number.3. The SMS searches its listings and finds the appropriate substitute for this job.4. In the morning or evening call-out period, SMS places a call to the substitute.5. The substitute enters an Access ID and their PIN over the phone or on the
internet website, and a narrator reads the absence detail information.6. The substitute accepts or declines the job. (If the job is accepted, the substitute
gets the job number to use when reporting to the school.)

It is the responsibility of the principal/campus secretary to keep track of the employeesleave balances, and advise them when to complete the Long Term Absence Requestand Certification of Health Care Provider Forms. Please be sure to send a copy of allLTAR and CHCP Forms to the Payroll Department as the employees submit them.Remember to obtain the principal/supervisor signature before sending the copy toPayroll.
Payroll Reporting Information
Paychecks and Statements of Earnings for monthly paid employees are distributed onthe twentieth of the month, or the closest working day to the 20th. If the 20th falls on aSaturday, checks will be distributed on Friday. If the 20th falls on Sunday, checks willbe distributed on Monday. Please refer to the attached calendar for any exceptions dueto holidays.
Full-time employees (200 or less days) receive their first paycheck for the new schoolyear in September. Board approved raises are effective on the September paycheck.
Full-time employees (201 219 days) receive their first paycheck in August. Boardapproved raises are reflected on the September paycheck retroactive to August.
Full-time employees (220 or more days) receive their first paycheck in July. Boardapproved raises are reflected on the September paycheck retroactive to July.
Substitute teachers will receive the first paycheck for 2011-2012 on September 20,2008.
