    TRIUMVIRATE

    The Nor th American Forum on Integration (NAFI), in col laboration with ITESM-Campus Quertaro, invites you to Quertaro, declared a World Heritage Site by UNESCO, for theTriumvirate 2010. This 5th edition will gather a hundred university students from Mexico, the United States and Canada to participate, from May 30th to June 4th, 2010, in an interna-tional negotiation exercise in which they will simulate a parliamentary meeting between North American political actors. The legislators will debate themes of a political, economic

    and environmental nature, while lobbyists will attempt to inuence the legislators decisions, and the TrilatHerald journalist team will analyze the evolution of the debates.

    SELECTION CRITERIA

    Each participating university can send a delegation of eight students and an accompanying professor. The selection process

    is at the universitys discretion but should respect the following criteria established by NAFI. Delegates must :

    Be graduate or undergraduate students (except for freshmen undergraduates);

    Understand and speak English or/and Spanish;

    Have an interest in North American integration issues.

    OBJECTIVES

    To bring future Canadian, American and Mexican leaders together in order to experience and take part in aninternational negotiation exercise.

    To allow participants to familiarize themselves with the functioning of democratic institutions as well as NorthAmerican political, economic, environmental and social realities.

    To develop the participants sense of belonging to North America.

    To increase intercultural exchanges and promote the creation of academia networks.

    To inform the current decision makers of the priorities and concerns of North American youth.

    LEGISLATORS

    Legislators have to face the challenge of representing acountry other than their own, which greatly contrib-utes to the development of k nowledge. They representeither a federal or state level legislator, which requiresthe participants to research the strengths and weak-nesses of the entity they are representing. During vedays, they must debate and vote in plenary sessionsand legislative commissions on resolutions that werepreviously assigned to them. Daily national caucusesallow the legislators to dene their strategies. Legisla-

    tors are also encouraged to take part in the pressconferences in order to share their points of view withthe media. A nal lobbying session allows them toconsolidate alliances and close deals, a few hoursbefore the nal vote. At the end of the week, partici-pants fully comprehend the challenges related tointernational negotiations and better understandNorth American cooperation realities.

    JOURNALISTS

    A team of journalist prints out a daily newspaper duringthe simulation. The TrilatHerald covers the develop-ments and evolution of the debates, the press confer-ences, and interviews with conference speakers, legisla-tors and lobbyists. The newspaper is distributed to theparticipants and the partner organizations of the Trium-virate. It is also available on NAFIs website.

    GETTING READY: PARTICIPANTS HANDBOOK

    In the ve months leading up to the simulation, the NAFI sends the participants impor-tant information such as their role and legislative commission, as well as work documentssuch as the Triumvirates Constitution, the Commissions Guide, the Participants hand-book and the Legislators Guide. The delegates must absolutely READ these documents inorder to be informed of the simulations functioning and developments. They must alsosubmit a paper on the theme they have been assigned two months before the simulation.The 5th edition will take place in English and Spanish. The legislative commissions wil ltake place in one of the two previously mentioned languages. Simultaneous interpreta-

    tion will be available during plenary sessions. Ocial documentation originating fromNAFI will be available in English, Spanish and French.

    The Triumvirate oers its participants the oppor-tunity to meet distinguished North Americanpolitical and academic leaders. In the three rsteditions, conference speakers, such as formerCanadian Ambassador Raymond Chrtien, Inter-American Development Bank President LuisAlberto Moreno, and Dr. Robert A. Pastor, Vice-Director of the American University, helped

    participants better understand North Americanissues.

    LOBBYISTS

    Lobbyists will have to ensure that the amendmentsto the resolutions respect the interests of theorganization they represent as well as the con-dential mandate which will be assigned to them byNAFI. Each lobbyist will have to present a memoirwithin one parliamentary commission; commenton the commissions work during caucus meetings;take part in the press conferences, and publish anopen letter in the TrilatHerald. The legislators willseek lobbyists support for the adoption of theresolutions.

    SCHEDULEA Triumvirate is an alliance of three entities which each

    exert a power. It refers to a governing body led by threeentities, here represented by the three North Americancountries.

    The number three represents also the three govern-mental powers: legislature, judiciary and executive.

    The rhombuses point towards one another, referring tothe increasing co-operation between the countriesthrough the strengthening of North Americandialogue.

    The side by side position refers to the equality between

    the three countries.

    The quartets of rhombuses which each form a greaterrhombus represent the American and Mexican states aswell as the Canadian provinces and territories and alsothe four North American spheres of activities: environ-mental, economic, political and social.

    The graphic simplicity of the logo reects the straight-forwardness, which all North American institutionsmust have.

    PARTICIPATION FEES

    Each university can send a delegation of a maximum of 8 students and one accompanying professor (if so desired). Thedeadline for university and student registration is March 5 , 2010.An individual partic ipation fee of 1075$USD (tax incl.) applies to each delegate. The fee includes 5 hotel nights, 5 breakfasts,5 lunch conferences and all activities included in the ocial program. Group fee for delegations of more than 6 people areavailable.

    Transportation fees to and from Queretaro as well as dinner are at the delegates expense. Eac h participant must havemedical and traveling insurance. Participants must ll a registration form available at www.na-na.org in the section Triumvirate 2010 - Register .

    The Triumvirate was created and is organized by theNorth American Forum on Integration (NAFI). NAFI, anon-prot organization, is devoted to developingNorth American dialogue and networks. Created in2002, NAFI aims to build awareness on the issuesraised by North American integration and the impor-tance of the challenges at hand. The past events have

    taken place at Ottawa, Mxico DF, Washington DC ,and Montreal .
