Dear Friends, When we heard Michelle’s words at the grand opening celebration of CWU’s Career Family Opportunity (CFO), we knew this groundbreaking program was already making a difference in its participants’ lives. Just how much of a measurable difference we learned at our year-end assessment. In their first year, 67% of CFO participants enrolled in or graduated from post- secondary education programs, and 95% completed financial literacy training and saved an average of $367. These single parents who have struggled to provide for their children are determined to achieve the program’s dual goals within five years: a job that pays enough to support their families and personal savings of $10,000. We believe they will succeed because of CFO’s unique approach, which combines mobility mentoring, links to resources and professional help, financial incentives, a matched savings plan, and peer support. The CFO concept originated in our Research and Innovation Department, which then developed its design, guided its implementation, and now measures its outcomes. Next year, we hope to broaden and deepen CFO’s impact by replicating it beyond its current South Boston site. As an organization, we strive for maximum impact not just on individual lives, but also on the causes and consequences of poverty itself. This year we published the Massachusetts Economic Independence Index (Mass. Index), which starkly reported why so many families in our state struggle to get by. A single parent with two children needs an annual income of $61,618 to meet basic living expenses. To make that salary in Massachusetts, as the “Hot Jobs 2010” companion study to the Mass. Index revealed, a worker needs two years of post-secondary education or training. And, as we have previously reported, nearly half of Massachusetts’ 3.2 million workers lack those credentials. Our Advocacy Department worked tirelessly throughout the year to provide this critical data to the legislature and succeeded in keeping budget cuts to the programs most vital to our clients—housing, adult basic education, and child care— to a minimum.
