Real Results - Monumental achievements in 2008As a result of persistent REALTOR grassroots advocacy efforts and the support of REALTOR friendly law makers, two of NYSAR’stop priority bills were signed into law in 2008:

• The NYSAR-supported Commission Escrow Act – ensuring better legal protections for earned but unpaidcommissions, effective January 1, 2009.

• The measure to ban all sex offenders from holding or obtaining a real estate license, effective August 2008.

• Protecting REALTOR Livelihood

NYSAR and RPAC also made great strides defeating the following proposals that would have attacked thelivelihood of New York REALTORS across the state:

• A proposal that would have required brokers to verify zoning compliance of their listings.

• A proposal that would have required real estate agents to provide a potential purchaser of real property thatis served by a private well with educational materials provided by the NYS Department of Health.

• A proposal that would have restricted a broker’s business area to the county in which they reside orhave an office.

• A proposal that would have extended the agriculture district notice to buyers of real property located within 500 feet of the boundaryof an agricultural district.

• Opposing legislation that would require a home “loan counseling disclosure notice” be provided byreal estate brokers at the time of contract for the sale of commercial or residential property.

NEW YORK STATE HOUSING SALES, PRICE GAINSSIGNAL BUYERS TO GET OFF THE SIDELINES

Albany – April 23, 2009 – The New York State housing market posted both sales and selling pricegains for the first time in 2009 during March, providing a strong signal to those buyers waiting forthe market to “hit bottom” that they may well have already missed it.

March home sales jumped 14.1 percent in March compared to February, and the statewidemedian sales price rose 6 percent to reach its second highest level in the past 12 months, accordingto preliminary single-family sales data accumulated by the New York State Association ofREALTORS®.

“It is important to note that buyers who are waiting for the theoretical ‘bottom’ of the market havealready missed it,” said Duncan R. MacKenzie, NYSAR chief executive officer. “Prices have beenfairly stable for the past 12 months and are now expected to begin to climb slightly. The markettypically gains momentum the spring and summer months.”

“After a slow start to the year, the New York state housing market started showing signs of life inMarch as buyers began to take advantage of the favorable market conditions and federal stimuluspackage incentives,” said MacKenzie. “We believe the 2009 market will initially be driven byfirst-time buyers taking advantage of the $8,000 tax credit, historically low mortgage rates and avariety of inventory to choose from. This will, in turn, free up current homeowners who are seekingto purchase their next home.”

New York REALTORS® sold 3,903 existing single-family homes in New York State in March2009, a 14.1-percent increase compared to February 2009, but a 25.3-percent decrease compared toMarch 2008.

The March 2009 median sales price in New York State of $222,500 represents an increase of 6percent compared to the $210,000 median recorded in February 2009 and an increase of 9.9 percentcompared to the March 2008 median of $202,500.

New York’s REALTORS® sold 11,040 homes between January 1 and March 31, 2009, a decreaseof 27.1 percent from the same period in 2008. The statewide median sales price of $210,000 for thefirst quarter of 2009 represents a 4.5-percent decrease from the $220,000 median posted in the firstquarter of 2008.

• First-time buyers are eligible for an $8,000 tax credit for the purchase of a principal residencebetween January 1, 2009 and December 1, 2009. The credit does not require repayment. Buyersusing financing assistance from state and local mortgage bonds may use the credit as well. Pleasenote the sale must be closed before the deadline.

• Market conditions are great for all buyers right now with historically low mortgage rates,moderating prices and greater choices.

• There are a number of attractive and safe mortgage products available now, providingadditional reasons for buyers to get off the fence and into the market.

• Housing prices in New York State have remained fairly stable throughout the past severalmonths. Buyers waiting for the market to “hit bottom” should note that prices have stabilized andmay be starting to rise slightly.

• A NYSAR-commissioned study of homeowners found the typical homeowner has been in theirhouse for nine years. In March 2009, the statewide median sales price was $222,500 and inMarch 2000, it was $132,000. Today’s sellers will still benefit from price appreciation.

• Owning a home remains a solid investment as evidenced by a NAR research report, whichindicates that real estate has delivered the most consistent positive return over any investmentduring the last 40 years. In fact, given the leverage in purchasing a home, the average returnon a 5 percent down payment over 10 years is usually three to five times greater than stockmarket returns.

• It has never been more important than now to work with a REALTOR®, the local marketprofessional, to properly gauge local neighborhood conditions. Conditions vary widely bymarket and sometimes even from neighborhood to neighborhood.

• REALTORS® have access to the most up-to-date and comprehensive property listing and salesinformation, making them a buyer’s best resource in finding the home that is right for eachcustomer.

• All housing markets are local and the most important market conditions for consumers toconsider are those where your buyer wishes to live. Just as there is no “national” weatherforecast, there is no “national” housing market. The housing market conditions in another state,another area of the country or even another municipality within New York State have no bearingon the conditions in your local market.

• RealtyTrac ranked New York 37th in the nation in its March foreclosure report. New York hasconsistently ranked among the states with the lowest number of foreclosures. The report foundthat New York had the fewest foreclosures among the top 10 most populated states in the monthof March. Also, the state had the lowest foreclosure rates in the 2009 first quarter among the top25 most populated states.

‘Feel at Home in NY’ materials available to assist members

NYSAR created the “Feel at Home in NY” program and materials to assist local boards, brokers andmembers in reinforcing the message to consumers that it is a good time to buy a home in New YorkState. The program was unveiled in early April.

NYSAR’s Feel at Home in NY webpage is available from the members’ homepage atwww.nysar.com. It is the gateway to the free resources available including a brochure, a flyer,advertisements, web banners and e-mail signature banners. The brochure, flyer and advertisementsare all designed to be co-branded by the member. They allow for the addition of a company logo andmember contact information.

A little bit of history....We are living in Rockland Countylocated in the beautiful Lower HudsonRiver Valley bound by the HudsonRiver on the East, New Jersey on theSouth and the Ramapo Mountains tothe North and West. Rockland is only30 minutes north of MidtownManhattan. It is the smallest county inNew York State outside the five bor-oughs of New York City.

Although our county consists of only176 square miles, it is rich in history,natural resources and artistic andcultural diversity. It’s no wonder whyan influx of diversified cultured peoplecontinue to move here.

After the Civil War, many prosperousNew York families were looking for acool and green place to spend thesummer. Grand View on Hudson, withits River Road, became the “place” withits assortment of beautiful riverfrontVictorian homes. No commercial storefronts were allowed which created theperfect family summer escape. Nyackwas the perfect Victorian villagewith wonderful shops and happeningrestaurants. Nyack is the largest town inRockland and has for many years beenhome to a huge number of antiqueshops. A wonderfully harmonioustown, Nyack real estate offers a wealthof outstanding antique architecturalstyles.

The very first residents of RocklandCounty were the Indians of theDelaware of Lenni Lenape nation, whowere scattered throughout the county insmall tribes. Henry Hudson is creditedas the first European to set eyes on“Rockland”. In 1609, he was anEnglishmen who sailed up the river,which eventually beared his name.He anchored in Tappan Zee andHaverstraw.

In 1686, the Duke of York, who laterbecame King James II of England,established the county system and

designated our area as Orange County.That county consisted and included allof present day Rockland County andpart of what is Orange County. Thetown of Orangetown was created in thesame year. In 1719, Haverstraw wasseparated from Orangetown and wastherefore established and permitted tohold and elect its own officers. In 1788,Haverstraw was made a town andincluded the present town ofClarkstown, Ramapo and Stony Point.In 1791, Clarkstown and Ramapobecame towns and in 1865, Stony Pointfollowed. In 1700, the DeWint Housewhich still stands, was built inTappan and later served as GeorgeWashington’s headquarters. By the1770’s, the movement to separate whatis now Rockland from greater OrangeCounty was in full swing. In February1798, this task was completed.

On July 4, 1774, the people ofOrangetown gathered in Yoast Mabie’sHouse to adopt a series of resolutionsthat contained the seeds of the greatprinciples which would be laterembodied in the Declaration ofIndependence. The fact that both theOrangetown Resolutions and theDeclaration of Independence wereadopted on July 4 was not acoincidence.

There were American fortifications atSidman’s Fort at Suffern, a blockhouseat Palisades, and larger forts at StonyPoint, Bear Mountain and FortMontgomery. Entire armies and vitalsupplies passed through Rockland ontheir way to war. The King’s Ferry inStony Point and Dobb’s Ferry inPalisades linked New York and thesouthern colonies with New England.King’s Ferry was used by Washington’sContinental Army many times, and in1781 it carried the French allies on theirway to the final battle at Yorktown. In1775, Dobbs Ferry, run by MollySneden, a Tory, carried MarthaWashington on her way toMassachusetts to visit her husband.

After seven years of war, RocklandCounty was in a very sad state. Homeshad to be rebuilt and farms neededrestoring. Large deposits of clay in theHudson River brought about thebeginning of brick manufacturing inHavestraw.

On February 23, 1798, Rocklandofficially became a county. At thattime, in the national census of 1800, thetotal population of the newly createdcounty of Rockland was 6,353. By thistime, Native Americans disappearedfrom the County.

The dawn of the 20th century saw thebeginnings of the decline of the numberof farms and the increase of industry inRockland County. The CaliforniaPerfume Company was founded inSuffern in 1897 and is known as Avontoday. By the 1920’s many artists andcelebrities were moving into thiscounty, such as, Henry Varnum Poor,the painter and muralist, MaxwellAnderson, the playwright, Kurt Weil,the composer, Edward Hopper, theworld renowned artist, Helen Hayes,the actress and Katherine Cornell andactor Burgess Meredith.

By 1950, there were less than 150farms left in Rockland. Today, there arejust a handful. In the 1950’s, homeswere built at a rate of more than athousand a year. Because the TappanZee Bridge opened in 1955, and thePalisades Interstate Parkway and theThruway were completed, more andmore people were traveling here.

Today, Rockland County has a plethoraof cultural tastes and personalities.
