1. Signs and Line Marking

1.1. Albert Road, Relocation of ‘No Stopping’ Sign

Council has received a request to relocate a ‘No Stopping’ sign near 173 Albert Road, Strathfield. As it is close to the Australian Catholic University and nearby schools, parking is in high demand in Albert Road during semester times. The relocation can provide an additional one (1) parking space which does not hinder with vehicles turning at the end the Albert Road cul-de-sac.

T53/09 RECOMMENDATION 1. That ‘No Stopping’ (L) sign on the northern side of Albert Road, outside 173

Albert Road be relocated west 6 metres, adjacent to the driveway of 173 Albert Road; and

2. That Council notify nearby residents of the changes .

1.2. Chalmers Road, Road Safety Council has received correspondence from a resident of Chalmers Road requesting for the erection of metal rail and reflectors around the bend at Chalmers Road near 1 Chalmers Road. The resident raised concern for pedestrians and children who could be in danger, and also for no warning signs around the road bend. Upon inspection, there are no existing warning signs of the bend. There is sufficient line marking around the corner. A single chevron delineation arrow is installed for northbound vehicles. RTA’s accident database reveals that there has been only one (1) accident at the site in the past 5 years. It is recommended that a Curve (symbolic) sign be installed, as well as the installation of Retroreflective Raised Pavement Markers (RRPM) to complement the existing centre line marking.

T54/09 RECOMMENDATION 1. That a Curve (symbolic) W1-3 sign be installed o n the western side of Chalmers

Road and on the eastern side Chalmers Road; and 2. That RRPM be installed around the existing curve centre line marking; and

3. That line marking work be carried out for the cu rve around Chalmers Road.

1.3. Edward Street, Proposed Road Closure Council has received a petition from the residents of Edward Street for a road closure of Edward Street at its intersection with Liverpool Road. The petition requests that the road be closed off for northbound vehicles, and that left turn into Edward Street, be permitted. The residents have indicated that Edward Street is being used by drivers avoiding the traffic lights at Homebush Road and Liverpool Road. Drivers also come from Maria Street into Edward Street to avoid using Coronation Parade and Water Street. Edward Street is a two way local road, with 4-tonne limit and a road width of approximately 8 metres. The road is treated with raised thresholds at its intersection with Dean Street and Liverpool Road. Lamba Sound, Lighting, & Audio Visual is located at the western corner of Edward Street and Liverpool Road. A medium density residential area is located at the eastern corner of Edward Street at its intersection with Liverpool Road. Parking occupancy is relatively light, with both sides being parked throughout the street. The northern end of the street has a higher occupancy rate due to the Lamba Audio Visual and the medium density housing area. T55/09 RECOMMENDATION 1. That the matter be deferred pending further inve stigations by Council, including

traffic count in Edward Street, and adjacent street s.

1.4. Long Street & Cross Street, Intersection Safet y Correspondence has been received regarding road safety at the intersection of Long Street and Cross Street, Strathfield South. The resident has witnessed another accident at the intersection several weeks ago. Long Street and Cross Street are local roads with relatively wide road carriageways. Both of these roads have low on-street parking occupancy, and no LATM treatments are present at both streets 100 metres within the intersection. On the western and eastern approaches to the intersection, Stop Signs are located on the side of the street, which is difficult for

motorists to see under poor conditions. The trees near the Stop Signs partially obstruct the vision. Works have been carried out by Council for the trimming of the trees to improve visibility at the site. RTA’s accident data reveals that there have been four (4) accidents at this intersection in the 5 year history of the site. All of the accidents have RUM code 10, which are cross traffic accidents. A similar accident history is evident at the intersection between Cross and High Street. While the Strathfield’s Local Area Traffic Management (LATM) study does not recommend any treatments at this intersection, it is recommended that the Council consider the site to be included in its works program for 2010/2011. T56/09 RECOMMENDATION 1. That considerations be given for inclusion in Co uncil’s 2009/2010 works program

for a Minor Intersection Sign Treatment (MIST), wit h a central ‘Stop’ Sign at the intersection between Long Street & Cross Street.

1.5. The Crescent, request for 1 Hour Parking

St Dominic’s Parish Flemington located at the corner of Hornsey Road and The Crescent has requested Council for changes in parking outside of the parish church in The Crescent. The Church holds Mass in the church every day of the week, where approximately 40 people attend from 9.00am, finishing about 9.50am. Existing parking around the church has been illustrated in the attached diagram.

1/2P Parking, 7:30am-6:00pm is currently in place on the south side of The Crescent, between Hornsey Road and Henley Road. There are 1 Hour Parking in place on the northern side of The Crescent between Hornsey Road and Henley Road. To minimise interruptions to the existing shops east of the church, it is recommended that the six (6) shopfront parking spaces at The Crescent, between Hornsey Road and Henley Road, be retained as 1/2P, 7:30am-6:00pm Parking. The existing 1/2P, 7:30am-6:00pm parking spaces south of The Crescent, between Hornsey Road and Henley Road be signposted as 1P 7:00am-6:00pm. The two (2) unrestricted spaces should remain unrestricted. T57/09 RECOMMENDATION 1. That the existing shopfront parking at The Cresc ent, between Hornsey Road and

Henley Road retain the existing 1/2P, 7:30am-6:00pm as per plan TC0709-01; and 2. That the existing 1/2P 7:30am-6pm parking spaces south of The Crescent

between Hornsey Road and Henley Road be signposted as 1P 7:30am-6:00pm as per plan TC0709-01.

1.6. William Street, Request for Parking Restrictio ns Correspondence has been received from a resident requesting for parking restrictions around the cul-de-sac end of William Street, Strathfield South.

Wiilliam Street is a residential no through road of length of approximately 150 metres. The residents have reported vehicles regularly parked around the cul-de-sac, and have caused confusion amongst residents whether vehicles are allowed to legally park in the cul-de-sac. Vehicles that are parked in the cul-de-sac are shown to be parked perpendicular to the kerb which prohibit residents from making a full U-turn at the end of the cul-de-sac. It is proposed that ‘No Parking’ signs be placed at the cul-de-sac to prevent vehicles from parking in these spaces. T58/09 RECOMMENDATION 1. That ‘No Parking’ Signs be installed around the cul-de-sac in William Street; and 2. That residents of William Street be advised of t he changes.

3.1. Augusta Street, Cave Road, & Myrna Road, Road Safety Correspondence has been received from a resident concerning the road safety of Augusta Street, Myrna Road and Cave Road intersection, Strathfield. An extract of the letter is as follows:

That intersection is where the Cooks River bike path begins, so there is a great deal of bike and pedestrian traffic. It also is where cars turn to approach and leave the Cave Rd shops, and is also heavily travelled by cars using Cave Rd and Hedges Ave to enter and exit the Hume Hwy. Visibility is often poor there, because of heavy on-street parking, as well as a curve in the road where Augusta and Myrna meet. Currently, there is just a “give way” sign for cars turning off Cave Road; there are no stop signs at all. Cars travel extremely fast down Myrna, and from Cave Road onto Myrna and Augusta.

The Bay to Bay Bike Path crosses near the Augusta Street, Myrna Road and Cave Road intersection. The Bike Path is shared between cyclists, elderly pedestrians, parents with prams and children. Traffic Counts have been carried out in 2005 and 2008 for Cave Road, Myrna Road, and Hedges Avenue. A summary of the data collected is tabulated below.

Hedges Avenue Between Liverpool Road & cave Road (on tree) November 2005 85th Percentile Speed 34 km/h (bidirectional) Seven Day AADT 2062 vehicles (bidirectional) Myrna Road Between Glenarvon Street and Ada Avenue (house No.57) November 2005 85th Percentile Speed 61 km/h (bidirectional) Seven Day AADT 857 vehicles (bidirectional) The morning peak operating hours for Cave Road are between 8am and 9am, while the afternoon peak is between 3pm and 4pm, which occurs during weekdays. While the traffic count that was carried out in Cave Road is taken 3 years later as compared to the other counts, the figures show that most of the traffic that enter Hedges Avenue from Liverpool Road bypasses through to Cave Road, and onto Augusta Street. Cave Road, at the bridge has a two way two lane with BB centrelines. At the intersection with Augusta Street and Myrna Road, it is controlled by a ‘Give Way’ sign. The accident crash data shows two (2) accidents in the past five year history. Both accidents have been vehicle accidents related to the bend in Augusta Street. Upon inspection, TB line and BB lines near the intersection have been faded and require maintenance. Sight distances are restricted by vegetation at the intersection on the north side of Cave Road. There are existing ‘bicycle’ (symbolic) W6-6 signs at all three approaches to the intersection.

T59/09 RECOMMENDATION 1. That the intersection be remarked to improve vis ibility for drivers; and 2. That ‘No Stopping’ signs be installed on the wes t side of Augusta Street, north

and south of Cave Road, as per plan TC0709-02.

3.2. Margaret Street, Changes to ‘Kiss and Ride’ Zo ne Council staff has been monitoring the trial use of the Kiss and Ride Zone in Margaret Street, Strathfield. As Meriden School has been implementing the Kiss and Ride Zone, Council has received concerns from the parents of the Lingwood Preschool regarding the changed parking signs in Margaret Street. Lingwood Preschool is located near the Kiss and Ride Zone, and as a result requires parents to park their vehicles and walk to the preschool to pick up their child. Upon the installation of the ‘No Parking’ Kiss and Ride Zones, parents of the preschool have shown concern as they cannot park in the Kiss and Ride Zone since they must leave the car. Parents arrive between 2.30pm and 3.15pm to pickup their children. It is understood that Meriden School utilise the Kiss and Ride Zone from 3.00pm. The Kiss and Ride Zone is currently signposted to operate as a Kiss and Ride Zone from 2.30pm to 4.00pm. It is recommended that 10 minute parking be introduced from 2.30pm to 3.00pm, and the Kiss and Ride Zone be signposted as 3.00pm to 4.00pm. Both Lingwood Preschool and Meriden School have raised no objections to the proposal. T60/09 RECOMMENDATION 1. That 10 Minute Parking 2.30pm – 3.00pm be introd uced in the Kiss and Ride

Zone; and 2. That the existing Kiss and Ride Zone operating h ours be changed to 3.00pm to

4.00pm, School Days.

3.3. Margaret Street, Request for 15 Minute Parking Correspondence has been received from Santa Sabina College requesting for 15 minute parking in Margaret Street. The College reports that traffic significantly builds up in Carrington Avenue, and that a 15 minute parking zone in Margaret Street would alleviate the pressures in Carrington Avenue. Currently there are about 11 spaces of unrestricted parking at the south side of Margaret Street, west of the Boulevarde.

It is recommended that six parking spaces be signposted as 15 Minute Parking between 2.30pm and 4.00pm during school days to allow parents to park and pickup their children. It is noted that the remaining 5 spaces will remain as unrestricted parking. T61/09 RECOMMENDATION 1. That 6 (six) spaces, 15 Minute Parking 2.30pm – 4.00pm be installed in the

southern side of Margaret Street, west of The Boule varde as per plan TC0709-03. 2. That Council undertake a public notification of the changed parking conditions in

Margaret Street.

3.4. St Anne’s Catholic School, Kiss and Ride Zone Council has received a request from the principal of St Anne’s Catholic School to review the No Stopping signage at the entrance to their Kiss and Ride zone on south eastern corner of St Anne’s Square. To promote the safety of drivers and children using the Kiss and Ride zone it is proposed the No Stopping zone on the school side of the square is removed to enable legal and safe queuing. The installation of a No Stopping Zone on the outer side of the corner and the installation of a concrete median around the corner, will allow smooth traffic flow in the school zone. No residential properties will be affected by the relocation of the No Stopping Zone.

Comments: The RTA representative suggested a relocated centreline around the corner. T62/09 RECOMMENDATION

1. That the No Stopping Zone on the school side of the corner be removed as per

plan TC0709-04; and 2. That a No Stopping Zone be signposted on the sou th western side of the

corner as per plan TC0709-04; and 3. That line marking be relocated around the corner to allow two southbound

lanes of traffic.

3.5. St Patricks College, Traffic Management On 2.30pm 16 June 2009, the Traffic Committee held a site meeting at the Kiss and Ride Zone in Fraser Street, Strathfield. (June 2009 Item 3.1, St Patricks College, Traffic Management) The meeting was scheduled in order to view traffic operations during the afternoon peak pick up times. The Committee also inspected the intersection between Fraser Street and Shortland Avenue, as well as the intersection between Marion Street and Edgar Street. At the site meeting it was found that the right turn movement from Marion Street into Edgar Street was not a significant problem. The right turn movements from Shortland into Fraser Street caused congestion for through vehicles, encouraging illegal overtaking maneuvers. Although congestions were experienced, this occurred for short periods.

Drivers queued in the Kiss and Ride Zone during the peak times in Fraser Street, as well as in Shortland Avenue, east of Fraser Street. The Committee noted that the parking problems highlighted in the original report was occurring during the first few weeks of the school term, and that the traffic movement generally improved throughout the term. T63/09 RECOMMENDATION 1. That the existing traffic management for St Patr icks College be retained; and 2. That Council continue to work with St Patricks r egarding traffic issues at the

school in a view to devise long term traffic and pa rking plans.

6.1. Coronation Parade (service road) Traffic Count Data

It was noted that Council carried out traffic data collection for Coronation Parade (service road) during Christmas 2008 and in March 2009. The traffic counts were undertaken over several weeks, and recorded the traffic data for all 24 hours. The attached results from the traffic counts are provided for the Committee’s information.

recorded in March 2009 which are 11:00am-12:00noon, and 5:00pm-6:00pm; however the traffic volumes are lower compared to December’s survey. From the data, the maximum hourly volume in Coronation Parade (service road) is well below RTA’s maximum environmental goal for a local road.

6.2. Mandemar Avenue, New Traffic Island and Bliste rs As part of Council’s section 94 works, Council has recently installed a new traffic island and blisters at the intersection between Mandemar Avenue and Marlborough Road, Homebush West.

6.3. MacKenzie Road & Bridge Road, New Traffic Isla nd and Blisters As part of Council’s section 94 works, Council has recently installed a new traffic island and blisters at the intersection between MacKenzie Road and Bridge Road, Homebush. Additional chevron alignment signs have been installed in the MacKenzie Road approach. A photo of the new traffic island and blister is attached below and is provided to the Committee for its information.

6.4. Coronation Parade (service road), Dan Murphys Carpark Council has been in discussions with the management of Dan Murphys regarding a possible parking lot located at the former SES site.

Council has undertaken a Community Survey of residents in Coronation Parade (service road) regarding the proposed road closure as discussed in item 1.2, June 2009 meeting. The submission dates for the Community Survey was in July and a report will be prepared regarding the feedback from the survey in next month’s Traffic Committee. It is anticipated that the construction of the new carpark will provide additional spaces for Dan Murphys customers and is expected to be constructed and operating by the Christmas peak trading periods in December 2009.

6.5. Strathfield Residential Parking Scheme Council will be undertaking public consultation regarding the various options available for the Residential Parking Scheme in Strathfield. A report will be prepared outlining the available options regarding the existence of the Residential Parking Scheme, and a timetable will be drafted at its next meeting in August 2009.
