During the 2008 election cycle, voters will elect a newpresident. In the commonwealth, we will cast ballots formembers of the General Assembly and the threestatewide row offices: attorney general, auditor general,and treasurer. It out-lines significant election-related dates and deadlines through-out the year. By utilizing this reference, all candidates foroffice will be able to track important ballot access and cam-paign finance dates and deadlines.

JANUARY 7 Last day for a presidential candidate to notifythe SECRETARY OF THE COMMONWEALTH thathe/she is a candidate for the nomination of President of theUnited States and that he/she authorizes delegates (if partyrules provide for committed delegates) to pledge their sup-port for him/her.

JANUARY 22 Last day for each county board of elections totransmit to the SECRETARY OF THE COMMON-WEALTH a list of the organizations which qualify aspolitical parties within the county pursuant to Section801(b) of the Pennsylvania Election Code, 25 P.S. Section2831 (b).

JANUARY 22 Last day for the SECRETARY OF THECOMMONWEALTH to transmit to each county board ofelections a list of the organizations which qualify as polit-ical parties within the State pursuant to Section 801(a) ofthe Election Code, 25 P.S. Section 2831 (a).

JANUARY 22 Last day for the chairmen of State Committeesof political parties to forward to the SECRETARY OFTHE COMMONWEALTH and to the respective countyboards of elections a written notice setting forth the num-ber of the members of the State Committee and the numberof Delegates and Alternate delegates to be elected at thesaid primary in each county or in any district or part of adistrict within each county.

JANUARY 22 Last day for the SECRETARY OF THECOMMONWEALTH to send to the county boards ofelections a written notice designating the public offices forwhich candidates are to be nominated at the ensuing pri-mary and for which nominations candidates are required tofile nomination petitions in the office of the SECRETARYOF THE COMMONWEALTH.

JANUARY 22 First legal day to circulate and FILE nomina-tion petitions.

JANUARY 29 Not earlier than this day nor later than Febru-ary 5, the county boards of elections shall begin to publishin newspapers the names of all public offices for whichnominations are to be made and the names of all partyoffices for which candidates are to be elected at the ensu-ing primary.

JANUARY 31 Last day for all candidates and all politicalcommittees and lobbyists to file annual expense reports inthe office of the SECRETARY OF THE COMMON-WEALTH or the county boards of elections. Such reportsshall be complete as of December 31, 2007.

FEBRUARY 12 Last day to circulate and FILE nominationpetitions.

FEBRUARY 12 Last day for STATE-LEVEL PUBLICOFFICE CANDIDATES to FILE “Statements of Finan-cial Interests” with the State Ethics Commission, Room309 Finance Building, P.O. Box 11470, Harrisburg, PA17108-1470. A copy of the “Statement” must also beappended to the nomination petition. Last day for candi-dates for county or local-level public office to file the“Statement” with the governing authority of the politicalsubdivisions in which they are candidates. A copy of the“Statement” must also be appended to the nomination peti-tion.

FEBRUARY 13 First legal day to circulate and FILE nomi-nation papers nominating independent candidates of polit-ical bodies or candidates of minor political parties.

FEBRUARY 15 Last day for any business entity which wasawarded non-bid contracts from the Commonwealth or itspolitical subdivisions during 2007 to report to the SECRE-TARY OF THE COMMONWEALTH an itemized list ofall political contributions made during 2007 by (1) anyofficer, director, associate, partner, limited partner, individ-ual owner or member of their immediate family when thecontribution exceeded an aggregate of one thousand dol-lars ($1,000) by any individual; or (2) any employee ormembers of his or her immediate family when the contri-bution exceeded an aggregate of one thousand dollars($1,000).

FEBRUARY 19 Last day to file OBJECTIONS to nomina-tion petitions.

FEBRUARY 20 Day for casting of lots in the Office of theSECRETARY OF THE COMMONWEALTH for posi-tion of names upon the primary ballot.

FEBRUARY 22 Last day that may be fixed by the Court ofCommon Pleas or the Commonwealth Court for hearingson objections that have been filed to nomination petitions.

FEBRUARY 27 Last day, if possible, for the Court of Com-mon Pleas or the Commonwealth Court to render decisionsin cases involving objections to nomination petitions.

FEBRUARY 27 Last day for candidates who have filed nom-ination petitions for the primary election to withdraw.

MARCH 3 Last day for the SECRETARY OF THE COM-MONWEALTH to transmit to the county boards of elec-tions a list of all candidates who filed nomination petitionswith the Secretary and who are not known to have with-drawn or been disqualified.

MARCH 3 Not later than this day, the county boards of elec-tions must commence to deliver or mail to qualified elec-tors listed below, who have included with the absentee bal-lot application a statement that the elector is unable to voteduring the regular absentee balloting period by reason ofliving or performing military service in an extremelyremote or isolated area of the world, an official absenteeballot or special write-in absentee ballot if the officialabsentee ballot is not yet printed.

(The preceding includes qualified registered electors whowill be absent from the Commonwealth or municipality ofresidence by reason of occupation, business or duties; per-sons unable to go to the polls because of illness or physi-cal disability; persons observing a religious holiday; coun-ty employees with duties on election day relating to theconduct of the election; persons employed by the State orFederal government and their spouses or dependents whoare within the territorial limits of the United States or theDistrict of Columbia but absent from their municipality ofresidence. All other qualified absentee electors may applyat any time.)

MARCH 7 As soon as possible after the ballots are printed andin no event later than this day, the county boards of elec-tions must begin to deliver or mail all absentee ballots orspecial write-in ballots for the primary election to all qual-ified electors listed as follows.

MARCH 11 Last day for candidates for statewide offices andtreasurers of political committees and lobbyists which haveexpended money for the purpose of influencing the nomi-nation of such candidates to file campaign expense reportsor statements due by the Sixth Tuesday before the primaryelection in the Office of the SECRETARY OF THECOMMONWEALTH. Such reports shall be complete asof March 3.

NOTE: Postmarks are acceptable as proof of timely filingwhere the report is postmarked by the U.S. Postal Serviceno later than the day prior to the filing deadline.

MARCH 24 Last day to REGISTER before the primary elec-tion.

NOTE: To be processed for the ensuing election a voterregistration application must be received as follows:

* Voter registration applications submitted to the Pennsyl-vania Department of Transportation in conjunction with anapplication for or renewal of a motor vehicle driver’slicense must be received by the Department of Transporta-tion not later than the deadline to register.

* Voter Registration Mail Applications must be postmarkedno later than the deadline to register. In the case of miss-ing or illegible postmarks, the Voter Registration MailApplication must be received no later than five days afterthe deadline to register.

* Voter registration applications submitted to offices inPennsylvania that provide public assistance, to the countyclerk of Orphan’s Court, including the Marriage LicenseBureau, offices in Pennsylvania that provide State-fundedprograms primarily engaged in providing services to per-sons with disabilities and armed forces recruitment cen-ters, must be submitted to the office not later than the dead-line to register.

* All other voter registration applications must be receivedby the deadline to register.

MARCH 24 Last day to change party enrollment or non-par-tisan enrollment before the primary election.

APRIL 7 Last day before the primary election for any personto file a petition with the county registration commissionappealing against rejection of registration.

APRIL 8 As soon as possible after ballots are printed and inno event later than this day, the county boards of electionsmust begin to deliver or mail all absentee ballots for theprimary election.

APRIL 11 Last day for all candidates and treasurers of politi-cal committees and lobbyists which have expended moneyfor the purpose of influencing the nomination of candidatesto file campaign expense reports or statements due by theSecond Friday before the primary in the Office of the SEC-RETARY OF THE COMMONWEALTH and/or thecounty boards of elections, as the case may be. Suchreports shall be complete as of April 7.

NOTE: Postmarks are acceptable as proof of timely filingwhere the report is postmarked by the U.S. Postal Serviceno later than the day prior to the filing deadline.

APRIL 12 Not earlier than this day nor later than April 19, thecounty boards of elections shall publish in newspapers anotice of the date and hours of voting for any special elec-tions, the names of offices to be elected and the names ofthe candidates at such special elections, the texts andexplanations of Constitutional Amendments and otherquestions to be voted upon, and the places at which suchelections are to be held in the various election districts.

APRIL 14 Last day before the primary election on which anelector, who suffered a physical disability which requiresthe elector to have assistance in voting, may personallymake application to the appropriate county registrationcommission to have such fact entered on the elector’s reg-istration card.

NOTE: If the disability is not recorded on the elector’s reg-istration card, the elector may receive assistance if theelector completes a declaration in the polling place.

APRIL 14 Not later than this day, the county boards of elec-tions must prepare and submit a report to the SECRE-TARY OF THE COMMONWEALTH containing astatement of the total number of electors registered in eachelection district, together with a breakdown of registrationby each political party or other designation.

APRIL 15 Last day before the primary election on which offi-cial applications for civilian absentee ballots from certainpersons listed as follows may be received by the countyboards of elections.

(The preceding includes qualified registered electors whowill be absent from the Commonwealth or municipality ofresidence by reason of occupation, business or duties; per-sons unable to go to the polls because of illness or physi-cal disability; persons observing a religious holiday; coun-ty employees with duties on election day relating to theconduct of the election; persons employed by the State orFederal government and their spouses or dependents whoare within the territorial limits of the United States or theDistrict of Columbia but absent from their municipality ofresidence. Provided further that any of the preceding qual-ified electors who become ill or are called away from homeby business or duties, which fact was not known or couldnot reasonably be known prior to the preceding date, areentitled to execute and file an Emergency Application anytime prior to 5:00 P.M. on the Friday preceding the pri-mary. The county boards of elections will supply the forms.Qualified electors who become ill or are called away fromhome by reason of occupation, business or duties, whichfact was not known or could not reasonably be known priorto 5:00 P.M. on the Friday preceding the primary, may filea request for an absentee ballot with the appropriate courtof common pleas at any time prior to 8:00 P.M. on the dayof the primary.)

APRIL 15 From this day, the county boards of elections shallmake the Registered Absentee Voters File available forpublic inspection.

APRIL 15 From this day and until the returns are certified, thecounty boards of elections shall post the Military, Veteransand Emergency Civilian Absentee Voters’ list.

APRIL 17 Not later than this day, the county boards of elec-tions shall make available for public inspection the formsof the ballots and ballot labels which shall be used in eachelection district at the primary election.

APRIL 17 Not later than this day, the county boards of elec-tions, upon request, shall furnish without charge to eachcandidate whose name is printed on the primary electionballot three specimen ballots for the entire district in whichsuch candidate is to be voted for. (The candidate may, at hisor her own expense, have printed on different coloredpaper as many copies as he or she requires for conductinghis or her campaign.)

APRIL 17 Not later than this day, the SECRETARY OF THECOMMONWEALTH must publicly report the total num-ber of registered electors for each political party or otherdesignation in each county.

APRIL 18 All absentee ballots, except those received frommilitary and overseas electors as defined by sections1301(a) to (h) of the Pennsylvania Election Code, 25 P.S. §3146.1(a) – (h), and those received from emergency absen-tee electors who become ill or are called away from homeafter 5:00 P.M. on this day, must be received by the coun-ty boards of elections not later than 5:00 P.M. on this dayto be counted.

APRIL 19 Not earlier than this day nor later than three-quar-ters of an hour before the time set for the opening of thepolls for the primary election, the county boards of elec-tions shall deliver to the judges of election the keys whichunlock the operating mechanisms of the voting machines.

APRIL 21 Not later than this day, the county boards of elec-tions shall deliver the necessary ballots and supplies to thejudges of election.

APRIL 22 GENERAL PRIMARY: Polls shall remain opencontinuously between the hours of 7:00 A.M. and 8:00P.M.

NOTE: The Court of Common Pleas shall be in sessionfrom 7:00 A.M. to 10:00 P.M. except in judicial districtshaving only one judge, in which case the court shall be insession from 7:00 A.M. to 12 Noon; from 2:00 P.M. to 5:30P.M. and from 7:00 P.M. to 10:00 P.M.

APRIL 23 By 2:00 A.M. on this day, the judges of electionmust return to the county boards of elections all envelopes;supplies, including all uncast provisional ballots; andreturns, including all provisional ballots and absentee bal-lots cast in the election district.

NOVEMBER 26 By 12 Noon on the day after completion ofa recount or recanvass ordered by the SECRETARY OFTHE COMMONWEALTH, but no later than 12 Noon onthis day, the county boards of elections must submit to theSECRETARY OF THE COMMONWEALTH theresults of the recount or recanvass.

DECEMBER 4 Last day for all candidates and treasurers ofpolitical committees and lobbyists to file campaignexpense reports or statements due 30 days after the electionin the Office of the SECRETARY OF THE COMMON-WEALTH and/or the county boards of elections as thecase may be. Such report shall be complete as of Novem-ber 24.

NOTE: Postmarks are acceptable as proof of timely filingwhere the report is postmarked by the U.S. Postal Serviceno later than the day prior to the filing deadline.

DECEMBER 4 Not later than this day, the county boards ofelections shall file with the SECRETARY OF THECOMMONWEALTH a statement of expenses incurred inpreparing, handling, mailing, delivering, counting and stor-ing such official Military, Veterans’ and other absentee bal-lots as they are entitled by law to receive compensation forin the sum of sixty cents each.

DECEMBER 4 Last day for each county board of elections tosubmit to the Bureau of Commissions, Elections and Leg-islation a report stating the total number of votes cast ineach voting district for each candidate for any StatewideOffice, United States Representative, State Senator andState Representative.

DECEMBER 15 Presidential electors meet at the State Capi-tol, Harrisburg, Pennsylvania, at 12 Noon.

DECEMBER 15 On this day, the SECRETARY OF THECOMMONWEALTH shall select by lottery for audit ofcampaign expense reports three percent of the total numberof public offices for which candidates must file nominationpetitions or nomination papers with the SECRETARY OFTHE COMMONWEALTH.
