2016 Human & Civil Rights Award Background, Description, and Criteria 2016 IACP HUMAN AND CIVIL RIGHTS AWARD BACKGROUND, DESCRIPTION, AND CRITERIA INTRODUCTION The International Association of Chiefs of Police (IACP) recognizes that the protection of civil and human rights is among the foremost responsibilities of police in democratic societies. Law enforcement officers are the most visible and largest contingent of the nation’s guardians of civil and human rights. In order to be effective, a police department and its individual officers must be seen primarily as protectors of these fundamental rights, rather than agents of social control whose main purpose is to limit individual freedoms. The effectiveness of police departments in their varied missions – from law enforcement to community service – depends on the trust and confidence of the community. Public trust, cooperation, and partnership between the police and the community are strongest when the community perceives that individual civil and human rights are respected and upheld by the police. Across the United States and around the world, law enforcement agencies are engaging in a myriad of activities – from solidly professional criminal investigations of civil rights violations to innovative police community outreach programs – to promote and protect civil rights. If there is a single element common to every police activity in the civil rights arena, it is the impact of successful police leadership on a complex, emotional, and difficult problem – maintaining public safety for all persons while preserving civil rights for each person. The prestigious IACP Human and Civil Rights Awards recognize exemplary civil rights work and the underlying law enforcement leadership that makes it possible. GOAL pg. i

2016 IACP HUMAN AND CIVIL RIGHTS AWARD

BACKGROUND, DESCRIPTION, AND CRITERIA

INTRODUCTION

The International Association of Chiefs of Police (IACP) recognizes that the protection of civil and human rights is among the foremost responsibilities of police in democratic societies. Law enforcement officers are the most visible and largest contingent of the nation’s guardians of civil and human rights. GOAL

The IACP Human and Civil Rights Award recognizes outstanding law enforcement achievements in protecting civil and human rights.

AWARD CATEGORIES

IACP Human and Civil Rights Awards are presented in the following categories: Single Agency Program Multi-Agency Team Individual Achievement Award

Although some nominations may contain elements of both categories, nomination forms must specify the category that the person submitting the application believes best captures the efforts of the nominee. Category descriptions are provided in the following eligibility section.

ELIGIBILITY

Agency Awards: If a Single Agency, the nominated program or project must have been initiated, developed, and/or managed with a significant law enforcement nexus. At least one executive (e.g. chief, sheriff, director of public safety, or other senior official with administrative oversight) within that agency must be an IACP member in good standing. If a Multi-Agency Team, it must consist of members from different law enforcement agencies that have worked together to address a civil rights crime or a civil rights related community problem. This category includes multi-agency law enforcement task forces or inter-agency task forces with a significant law enforcement nexus. A law enforcement executive within at least one of these agencies must be an IACP member in good standing.

Individual Achievement Award: The nominated individual must be an IACP member or a sworn (active or retired) law enforcement officer of a federal, state, local, or tribal law enforcement agency recognized by the IACP. An agency recognized by IACP is defined as one led by a law enforcement executive who is an IACP member in good standing.

NOMINATION PROCESS AND REGULATIONS

The nomination must be submitted by a member in good standing of the IACP. The nomination must be received by 11:59pm (EST) on Friday, September 9,

2016. The nomination must use the application form that is included with these

instructions. Nomination packages can be sent to IACP electronically or by regular mail. Please read and follow the specific submission instructions on the application form.

Adherence to the application package format and the application instructions (as the instructions apply to required information, as well as limitations on information) will be strictly enforced. The submission of additional materials as part of the nomination packet (e.g. videos, posters, pins, etc.) will likely result in disqualification from further consideration.

The nomination must be submitted in only one category. Nominations in different categories for the same body of work will likely result in the disqualification of that work from all categories.

Multiple nominations for programs and projects from agencies are permissible, but must be for clearly distinct bodies of work.

The nominations will be reviewed and award recipients selected by members of the IACP Human and Civil Rights Committee. Winners will be notified in September 2016. Award winners will be honored during the IACP Annual Conference, scheduled for October 15 – 18, 2016, in San Diego, California. The winners will be notified of the exact date and time of the Award Ceremony. Representatives of agencies receiving an Award will receive complimentary conference registration.

EVALUATION CRITERIA

The evaluation criteria used by the Human and Civil Rights Committee shall include, but is not limited to, the following considerations in each Award category. The Human and Civil Rights Committee strongly encourages you to use these EVALUATION CRITERIA as headings within the detailed description section of your application.

Single-Agency Program or Project Award The issues/problems identified. The methodology used for problem resolution. The level of community involvement. The level of partnering, participation and collaboration if a multi-agency submission. The initiative and innovation demonstrated by the program or project. The development of any quality assurance or performance metrics. The resolution of the issues/problems identified. The degree to which the program or project is permanent or can be replicated if single agency submission. The significance of the contribution to the advancement of human and civil rights. The benefits to the law enforcement profession.

Multi-Agency Team Award The issues and/or problems identified. The team methodology used for problem resolution. The level of partnering, participation, and collaboration by team members. The initiative and innovation demonstrated by the team. The resolution of problems identified. The significance of the contribution to the advancement of civil rights. The benefits to the law enforcement profession.

Individual Achievement Award The issues/problems identified. The specific contributions of the individual. The leadership demonstrated by the individual. The resolution of the issues/problems identified. The significance of the contribution to the advancement of human and civil rights. The benefits to the law enforcement profession.

6. Completion and Submission: Before submission, please verify that all relevant information is complete; that you have identified the nomination under a single category; and that the text narratives do not exceed the specified page limits.

Nominations may be submitted by e-mail, delivered by mail, or delivered by a commercial carrier (e.g. FedEx or UPS). E-mail is the preferred option. Nominations must be received by 11:59pm (EST) on Friday, September 9, 2016, to be considered eligible.

Using “Save As,” please name the file with an indication of the agency name of the nominating law enforcement executive, followed by “CRA2015”.
