community service by local high school students. Since

inception, this program has recognized community service

contributions by nearly 400 students throughout

our county.

The successes of 2007 clearly indicate the power of people

working together. United Way will be more directly emphasizing

that power in 2008 as we launch our new brand – LIVE UNITED.

Independent action is important, however by working together on

important issues, we can move bigger mountains, change more

lives, inspire greater hope and create better opportunities for

thousands of people right here in Pierce County.

County a better place to live.

As we conclude 2007, you can be proud of your investments

made through United Way of Pierce County. This past year we

continued to move more aggressively toward systemic change

in key human service areas like early childhood development

and housing. In addition, we sustained our mission of making

measurable improvements in the lives of people in our

community.

In 2007, the Bill and Melinda Gates Foundation awarded $1

million to United Way of Pierce County to help increase the

number of affordable housing units in our community. By

partnering with the City of Tacoma, an additional $500,000

from the Tacoma Community Redevelopment Authority was

leveraged to create the Housing Trust Fund Demonstration

Project.

The Housing Trust Fund Demonstration Project presented its

first award to Habitat for Humanity for two affordable housing

projects. These projects will make homeownership a reality for

low-income families.

On an equally important front, United Way of Pierce County

convened a group of local partners to strategize the best way to

make sure kids 0-5 years of age in our community are gettingmake sure kids 0-5 years of age in our community are getting

good developmental care. This is vitally important to ensure

young children enter school ready to learn and succeed. This

group, named the Pierce County Early Learning Consortium,

quickly got to work developing a business plan that addresses

early learning in a systemic way and includes nonprofit

partners, local government, for-profit partners, parents and

other caregivers.

Over the last year, United Way also partnered with healthcare

providers throughout the area to increase dental care for

thousands of low-income children, advocated for adding a

mental health component to public benefits and helped improve

healthcare access for rural communities in east

Pierce County.

Thanks to your charitable contributions, United Way funded

more than 120 vital programs throughout Pierce County

administered by high quality nonprofit partners. You fed,

sheltered, taught, mentored, stabilized and cared for thousands

of people in our community.

Your commitment to teaching future generations about your

passion for giving back is gaining momentum. United Way of

Pierce County awarded 113 varsity letters for extraordinary

The Bill and Melinda Gates Foundation awarded $1 million to United Way of Pierce County to help solve the affordable

housing crisis in Pierce County. Especially for the many Pierce County families making less than $40,000 a year, housing

of any kind is becoming almost impossible to find and afford.

United Way partnered with the City of Tacoma by combining the Gates’ award with $500,000 from the Tacoma Community

Redevelopment Authority (TCRA) to create the Housing Trust Fund Demonstration Project. This collaboration provides

a leveraging opportunity for local developers to access foundation and grant monies that will increase the potential for

building affordable housing units.

The Fund made its first award of $200,000 to Habitat for Humanity for their Reynolds Park and Larabee Terrace affordable

housing projects. While the total cost of these projects is over $4 million, this demonstration of local support will allow the

leveraging of critical state monies. These projects will make home ownership a reality for 28 families making 25-50% of

the Area Median Income. These families will put in more than 500 hours of labor each in helping to build their own homes

and the homes of their neighbors.

Both Reynolds Park and Larabee Terrace will use a family friendly cul-de-sac design with street lights, sidewalks and a

playground.

Ask any kindergarten teacher and you will hear that development prior to entering school

is essential to a child’s success in the classroom. Research says that the same holds true

for success later in life. Early learning is critical. In Pierce County, more than half of our

children start school without the necessary social and emotional skills needed to thrive. We

must change that.

To get started, United Way of Pierce County and a team of local partners collaborated to

tackle the issue and the Pierce County Early Learning Consortium was born. In 2007, the

Consortium developed a business plan to not only get our young kids ready to learn but to

secure the financial support needed to sustain the effort. Helping parents be the first, best

and most important teacher for their children is a primary focus of the work. Child care

providers are also targeted for assistance.

To date, 13 organizations have made financial commitments totaling well over $1 million,

many of which are multi-year commitments to this vital task. Parents, child care providers,

nonprofits, businesses, educational institutions and governments have joined to improve our

early learning system.

Living confined to a wheelchair can pose many challenges. For

Dorothy, living in a home that was not wheelchair accessible

posed more challenges. Confined to a wheelchair by Muscular

Dystrophy, Dorothy was often forced to sleep in her chair

because she could not maneuver it into her bedroom.

Dorothy is one of approximately 117,000 people in Pierce

County with a disability. It is estimated that more than 25,000

people with disabilities live under the federal poverty level here.

Dorothy sought help from the local Salvation Army, one of

many programs funded by UWPC. A caseworker helped her find

resources that could equip her chair to recline, making sleeping

more comfortable. They also helped her find an apartment suited

for her wheelchair.

Thanks to your gift through United Way of Pierce County, Dorothy

obtained help to maintain her independence.

Your gift helped 1,467 people live on their own.

Your gift helped shelter 46,204 people in Pierce County.

When the Smith family arrived at Tacoma Rescue Mission’s Family

Shelter their needs went far beyond finding a place to live. A bout

of unemployment and unmet medical needs led to marital problems

and truancy.

The Smith’s became one of the more than 200 homeless families

in transitional and emergency housing in Pierce County. During the

2007 Annual Homeless Count, nearly 300 families, including more

than 500 children were homeless in Pierce County.

Tacoma Rescue Mission’s case manager helped Mr. Smith find work

and assist his wife in getting needed surgery. The family was accepted

into transitional housing at Tyler Square and the many burdens that

were weighing on their marriage eased. The family was able to focus

on getting their kids back into school.

Tocqueville donors play a key leadership role for United Way. They not only make major gifts themselves. They also help many others see the impact we can have when we care for others in our community.

Your gift helped provide safe, permanent housing for 467 people.

Cathy was living in poverty for nearly a year. As a single mom, she

worked hard to stretch her income and support her family. But the

expenses were more than she could handle.

Single female head of households make up about 25% - more than

25,000 - of all households with children in Pierce County. The

average single female-headed household has an income deficit of

more than $8,100 a year.

Cathy turned to Intercommunity Mercy Housing for help. The

connection helped Cathy find transitional housing she could afford.

They taught her about energy conservation and helped her better

understand nutrition. They also linked her to resources that helped

her clothe and feed her children.

Thanks to your gift through United Way of Pierce County, Cathy and

her family are on the road to financial stability. Hundreds of families

just like Cathy’s were also helped right here in Pierce County.

projeCt:U This hard-working, dedicated group of young professional volunteers has supported

Pierce County for more than two years. During this time, they have organized and

hosted numerous volunteer and social events, and have consistently reached out to

hundreds of people in their 20s and 30s.

The group hosted fundraising events at Indochine, the Harmon and at a Tacoma

Rainiers baseball game. They volunteered for the Pierce County AIDS Foundation’s

annual walk, served food at My Sister’s Pantry, and planted vegetables and flowers at

L’Arche Farms.

Additionally, with the support of State Farm Insurance, the group hosted Zootastic, a

free educational fair at Point Defiance Zoo & Aquarium for Pierce County children. More

than 50 volunteers, including representatives from local police and fire departments

and members of the military, were on hand to help make this an unforgettable day for

the 1,000 attendees.

yoUth United Having fun helping others has never been easier. Youth

United offers young people opportunities to discover and

develop skills, apply their academic knowledge through

service learning projects and receive recognition for their

volunteer efforts.

In 2007, 113 youth representing 23 schools received varsity

letters in community service. This unique program, with the

highest level of participation in the country, was designed in

partnership with superintendents from across Pierce County.

County took on the Retired and Senior

Volunteer Program (RSVP). This

program engages volunteers 55 years

and older to address critical community

needs. It provides a quality volunteer

experience that both enriches the

lives of the volunteers and those they

serve. Volunteers work at more than 50

locations around the county including

schools, hospitals, senior centers, food

banks, museums and many more.

Since July 2007, 724 RSVP volunteers gave 84,153 hours valued at $1,641,825

We LIVE UNITED by coordinating opportunities for social networking and volunteering. Connecting people in their 20s and 30s promotes strong relationships which compel individuals to invest in their communities.

For the third consecutive year, United Way of Pierce County received a four-star rating from Charity Navigator. Receiving the four-star rating indicates that United Way “excels, as compared to other charities in America, in successfully managing the finances of your organization in an efficient and effective manner.”

According the Charity Navigator, “Only 9% of the charities we’ve rated have received three consecutive four-star evaluations, indicating United Way of Pierce County outperforms most charities in America.”
