Freeport trustees approvetax certiorari bond

by Jim Golding

Village trustees voted Monday toauthorize the sale of $1 million inmunicipal bonds to pay "certain tax

^certiorari judgments."The action brought several questions

from resident Kenneth Bagatelle relat-ing to the interest rate the villagewould be paying, the number of yearsit would take to pay off the bonds andwhy funds were not placed in the cur-rent budget to pay the cost of the judg-ments.

Mayor William F. Glacken, appar-ently annoyed that Mr. Bagatelle raisedhis questions, at first responded, "Youknow the answer to that," but Mr.Bagatelle persisted.

The mayor then asked TreasurerVilma Lancaster for the figures. Shereplied the percentage rate would be4.5 percent for a 15-year period.

The mayor responded that the fundswere not included in the budgetbecause the tax rate would be muchhigher than the current 5.5 percent.

Block Grant resolutionBoard members also approved a res-

olution for the 32nd Program Year ofthe Community Development BlockGrant Program, to begin in September.

The total amount of funds requestedis $828,000. Mayor Glacken read a list

of the organizations whose requestswere approved as part of the applica-tion, but the list was not made avail-able to The Leader.

Law proposed banning BB,paint ball gun sales to minorsOften portrayed as harmless toys, the

reality is BB and paint ball guns cancause severe injury and even death.

That is why Nassau CountyLegislator Dave Denenberg (D-Merrick) recently proposed a local lawwhich would prohibit the sale of BBand paint ball guns to minors andrequire that retailers post notification ofthe law in a conspicuous place and storethe guns behind the counter in a lockedcase.

"In light of recent news eventsinvolving the hospitalization of twoyoungsters shot in the eye and abdomenand massive property damage in nearby

communities, I believe we have to keepthese potentially dangerous weaponsout of the hands of minors," saidLegislator Denenberg. "It is my hopethat by putting these additional safe-guards in place we can reduce the num-ber of injuries and senseless propertydamage."

The U.S. Consumer Product SafetyCommission (CPSC) reports approxi-mately four deaths per year are causedby BB guns or pellet rifles.

Legislator Joseph Scannell CD-Baldwin), chairman of the Public SafetyCommittee, said studies have shown

An honorable nameLast week, the Hempstead Town Board voted to declare

the Norman J. Levy Park and Preserve located on the for-mer Merrick landfill "forever wild", and this weekSupervisor Kate Murray marked the end of Earth Dayweek by signing the resolution sponsored byCouncilwoman Angie Cullhrand unveiling a commemora-tive sign.

Also on hand was Merokian Jay Pitti, who first came upwith the idea for converting the landfill into a preservewhen he experienced the magic of the view while deliver-ing yard waste to the summit. His Overlook Preserve andSanctuary Committee Co-Chair Betsy Gulotta and mem-bers Marian Fraker Gutin, Paul Laursen, Scott Ogilvie andkayakers Gabrielle Fehling and Pat Nafis were also there.

Helen Dickinson, who inspired the Merrie MerrickNative American statue that welcomes visitors to the pre-serve, would not have missed it for the world.

Town Sanitation Commissioner Richard Ronan andDeputy Mike McConnell, who shepherded the project frominfancy to fruition, have created a showplace that will be amodel for the new city Freshkills preserve. Besides naturetrails, the restored Meadow Brook, hilltop ponds and a dia-mond terrapin nesting area, the facility includes a 500-footfishing pier, exercise stations and a kayak and canoelaunch. Thousands of schoolchildren spent, their week offfrom school discovering it.

The town has been able to make $1 million in improve-ments to the 52-acre Levy Preserve using existing staff andspending only $50,000. Other town preserves includingone at Oceanside and a new one at Lido Beach, where sev-eral seals have been rescued and rehabilitated, are also atestimony to the vision of town leaders.

Like the late State Senator Norman Levy, from whom thepreserve got its name, they have listened to the people andkept an eye on the future. The senator, one of Mr. Pitti'searliest supporters, was also one of Long Island's mostbeloved public officials. For his funeral procession, fire-fighters stood at attention at every bridge over the SouthernState Parkway between Merrick and his final resting place. The love of his life, Joy Levy also was his secret weaponkeeping him attuned to the will and needs of the voters. Itis fitting, then that the Levy name will live on forever atthe preserve and so right that the town board has seen fit toensure that future generations will enjoy and learn fromthis magical place with its spectacular views and abundantwildlife.

Remembering Lee SparacoLocal Freeport'business owner Lee

Sparaco, President of Sparaco's GlassCo., died on March 10 after a brief ill-ness at home surrounded by his familyand friends.

As a resident since 1969, he adoptedFreeport as his hometown and devel-oped many long-term relationships withcustomers, neighbors and other businessowners during his 30-plus years here asa glazier.

For the past couple of years, heenjoyed tremendous success as aRealtor working with his wife Carol ather Freeport office, Sparaco-LiebermanRealty. The following is the tributegiven to him by his son Stephen:

"Anything is possible," according tomy father. Three simple words thatdefined him as a person made him oneof life's most precious gifts to me. Ithink it was Albert Einstein who oncesaid,- "Imagination is more importantthen knowledge." Just like my father, adreamer in the most imaginative ofways.

There was no challenge too difficult, whether he was repairing something, lis-tening to someone's problems or finding:the time to help someone. His persever-ence would never allow him to settle forthe status quo. When others threw uptheir hands in despair, Lee Sparaco was

Sabrina Geraci-Yee is ExchangeClub Student of the Year!

Ferrufino wins Exchange A.C.E. Award

1 by Diane DurdaUerGuidance Counselor

This is the point in an academic yearwhen a senior is straddling two worlds -that of the high school student and the col-lege freshman. The requirements of senioryear are still to be met. There are stillexams to pass, projects to complete andhomework to hand in. The actual receipt ofthe high school diploma must be attained.

However, the exciting world of the col-lege freshman is coming closer with eachpassing day. Acceptance letters, financialaid packages and scrutinizing course offer-ing books now become part of the dailyroutine. The thrill of what lies ahead cannot be ignored. This is the exhilaratingtime in which Sabrina Geraci-Yee findsherself.

Sabrina's drive for academic excellencehas been evident throughout her schoolcareer. Sabrina has always had an academ-ically demanding schedule. This patternwas established while she was a student atDodd Junior High School, where Sabrinabegan taking high school math and sciencecourses.

Once Sabrina was a member of theClass of 2006 at Freeport High School, honors and AP classes became a regularpart of her schedule. This dedication to herstudies has earned Sabrina the position of

valedictorian, ranked first, in a class of 389students, with a grade point average of106.978.

Sabrina's love of science was apparentfrom the moment she set foot in the door atFreeport High School. When Sabrinawanted to pursue a science research proj-ect, she sought out a colleague of her moth-er's in order to best serve her needs. This isa typical example of the drive and focusthat Sabrina exhibits when it comes to heracademics. Sabrina has a goal that sheplans to achieve and will find the resourcesnecessary in order to meet her goal.

In addition to academic excellence,Sabrina is well known for her dedicationoutside of the classroom as well. Sabrinahas been an enthusiastic member of theschool community in a variety of ways. She has been a student government leaderfor the Class of 2006 for three of the lastfour years.

Sabrina has been a strong presence inthe Peer Leaders program, serving as itspresident this year. Athletics has not beenignored by Sabrina either. She has playedVarsity Softball for the last three years, serving as a starting pitcher for two ofthose years. Sabrina was also a member ofthe Varsity Swim Team for the last threeyears, and two of those years she was acounty finalist.

Sandra Ferrufino began high school atWord of Life, a Christian academy. Shewas an exemplary student. During theninth grade she had the best grades andit became the impetus of her motivationto be a great student.

She was encouraged by success^ Herinitial reaction to coming to Freeportwas lukewarm. She feared this schoolwould not value her work as much asher last school had. But then she beganhanging around the wrong people andwent off course. She thought she couldbe independent from her parents and herresponsibilities.

To her mother this radical change inbehavior warranted a stricter hand.Sandra had more supervision inside andoutside of school. Sandra knows her10th grade year could have been better. Her grades dropped in courses in whichshe could have easily scored higher. That was a depressing, yet enlighteningmoment. She knew she was not going tofool around with her education anylonger.

Sandra decided to launch into herstudies and participate in as much asshe could. Her favorite activity is theInteract Club. She even smiles when

charities and people who are ill or suf-fering. The group is tight knit, unitedand helpful to each other. She has awhole other set of friends nowl TheFreeport community and high schoolare also very important to Sandra. Shedoes not understand how, for example,"three kids' antics" will bring down thereputation of this school. Why does thenews not focus on our science fair, ath-letics and other positive activities thatare done?

She .also believes new students to theschool, often from foreign countries, are compared to students who havebeen studying at Freeport all of highschool. They may also contribute tolowering what should be decent testscores on state assessments. To Sandra, this is not an accurate representation ofour student body's abilities.

The A.C.E. Award is an appropriateand suitable honor for someone likeSandra. She has grown into a matureand self aware young woman. She wantsto maintain a sense of independencewhile continuing to practice self-disci-pline. It is a pleasure to nominate Sandrafor this prestigious award. As we sendher off to New York University and shepursues dentistry, we are excited to wit-ness the great strides Sandra has made.We wish her good fortune on the pathshe is about to take.she speaks of it. The Xearningby Eileen Dever

"Children are into learning!" saysKaren Moss, certified elementaryteacher and owner/director of "TheLearning Place," in Baldwin. "If Ihear a first grader say they do notlike to read, I know there is a prob-lem."

This educator is a success in theworld of tutoring because she hassuccessfully turned kids on to read-ing and a love of books. TheLearning Place is her newest readingreadiness center, just opened onMilburn Avenue, a stone's throwfrom busy Atlantic Avenue,Baldwin. Two other ReadingImprovement Centers are in EastIslip and Centereach, Long Island.

Ms. Moss went into private prac-tice after teaching in elementaryschool and earning her Masters inRemedial Reading and an AdvancedCertificate in Language Arts In1991, her late husband Richard, aCPA with his own accounting firm, encouraged her to do what shelonged for - to have her own tutor-ing school.

"I walked into my first ReadingImprovement Center in East Islip, inbusiness since 1965, and saw a wallof books. "I knew this was where Ibelonged. I love reading!"

In 2000, Ms. Moss took over asecond reading center in Centereach."I have an excellent staff of educa-tors, all certified teachers," she says."Students develop a wonderful rela-tionship with their teachers sincethey learn on a one-to-one basis, and

always with the same teacher."The Learning 'Place in Baldwin

has a cheerful look, painted a sunnyyellow with lilac-colored cubicles.Lessons are very private, onlyteacher and student working togeth-er.

Children from three years old andup may be registered. After an eval-uation that identifies strengthens andweaknesses in reading readiness,Director, Karen Moss, formulates aprogram of phonics, vocabulary, comprehension and writing.

She says that some of the youngerstudents may be resistant in thebeginning of tutoring but when the(reading) light goes on children areso pleased with themselves - so con-fident in school - that improvementis evident in all subjects.

The Learning Place offers help inmany areas, not just remedial read-ing. Tutoring may be for a shortterm, for a particular reason, forexample: taking a special exam . '

College students may need help inwriting skills. A candidate for a newposition may need improvement inother skills or a brush-up for a civilservice exam. Tutors also teachstudy skills and test-taking skills indifferent subjects - math, languagearts, and EASL.

Karen Moss has seen the changesin learning techniques in schools."Schools go through changes -phonics was dominant, then thewhole language arrived.Kindergarten was for play. Now weprepare youngsters for theKindergarten screening. We step in

"0P

(WCD

to fill the gapsfor kids."

The LearningPlace is openseven days aweek and willaccommodatepeople's sched-ules. Helpingadults withcomprehension, reading andwriting haschanged lives, and Karen Mosshas remarkablestories andthank you let-ters to prove it.

A volunteer in Ischool organi-zations and the Rotary, she hasserved as Director of School andVocational Services for Islip'sRotary and was honored with thePaul Harris Award for outstandingeducational service to those in need.

"I am not in this business formoney. I look forward to every day.It is a very fulfilling career," shesays.

Referrals are a big part of thistutoring practice. Families returnfrom one generation to the next toKaren Moss for help and guidance.

FreeportNassau County District Attorney

Kathleen Rice has announced thatNYPD Internal Affairs DetectiveLeroy Nelson, 47, was arrested andcharged with two counts of Offering aFalse Instrument for Filing in the FirstDegree, Scheme to Defraud in the FirstDegree, and two counts of Filing aFalse Return. Mr. Nelson surrenderedto the district attorney's office.

It is alleged that beginning in 2001,Mr. Nelson participated in a -schemewith two other individuals, one of whom

. owed the state Department of Taxationover $200,000 in taxes. In order to helpthe tax delinquent "hide" property fromthe state authorities, Mr. Nelson becamethe "straw" buyer and owner of a houselocated on Miller Avenue, Freeport, where the tax delinquent lived and isbelieved to still be living.

Mr. Nelson thus became the titledowner of the property. He lived there fora mere six months before moving out.At the same time, in 2003, despite thefact that title to the Freeport house wasin his name, Mr. Nelson filed for bank-ruptcy in the Eastern District of NewYork, stating that he owned no real.property, thereby making a false state-ment to the bankruptcy court.

Despite having the title to the housein his name, and declaring mortgageinterest as a deduction on his yearlystate income tax returns, the mortgagepayments on the Freeport house werepaid by Mr. Nelson's co-conspirators.Mr, Nelson's tax filings for the year2002 include deductions for mortgageinterest in the amount of $14,980 and$14,642 for the year 2003. that, at close range, BBs and pelletsfired from these air-powered guns cancause tissue damage and severe injuries, especially to the abdomen, chest, eyeand head of children.

In an informal survey done amongretailers who carry the guns, it wasfound that several major sporting goodsstores displayed the guns where minorscould have access to them, saidLegislator Denenberg."The recent increase in popularity of

pellet and BB type handguns posemany problems for the law enforce-ment community. The public should beaware that these items are not legal inthe hands of persons under 16 and canpose a significant safety risk to othersas well. Among everyone's greatest fear isthat of public speaking. Toastmasters,a world-wide organization that trainsits members in public speaking, has alocal chapter in Freeport. Meeting thefirst and third Mondays from 7 to 9p.m. of each month at the FreeportLibrary, its members overcome theirfears of speaking before an audience.

After completing 10 speeches overwhatever length of time one is com-fortable with, members receive theirCertified Toastmasters certificates. Abooklet outlining different types ofspeeches and objectives along withindividual evaluation is part of the pro-gram. Advanced programs are avail-able after completion of a CTM.

A typical program is run by a meet-ing's designated Toastmaster for theevening and gets member partipicantsto reduce fears of speaking before anaudience with a Smile, Thought of the

Day, Lexicologist (word of the day),three individual speeches of generallyfrom 5-7 minutes each,, evaluations ofthe speeches and an evaluation of themeeting itself by both guests and themeeting's General Evaluator.

There also is a portion of the meet-ing that allows for impromptu speak-ing to questions from the Table Topicsmaster; This is kind of a 20 questionsformat that allows those who were noton the evening's program to participateand overcome their fears. Responsesto a table topics question can be asbrief as under a minute to two minutes. There are no wrong answers.

Dues are $30 every six months, and newmembers pay an additional $20 .to getinstructional materials mailed to themfrom Toastmasters headquarters inCalifornia. Guests are welcome to come toattend meetings to evaluate before joining.

Sabrina has been a member of theFreeport High School music program sinceher freshman year, not in one element ofmusic, but two. Sabrina has used her saxo-phone talent as a key member of both theWind Ensemble and Sinfonietta perform-ance groups. Additionally, Sabrina hasbeen a significant part of Freeport HighSchool's outstanding choral program, per-forming in a variety of vocal groups, including the Select Chorale.

Sabrina has been a regular fixture in myoffice over the last four years. Not only to

-discuss-academic-issues,,but also to talk.about whatever may be happening in herlife. Sometimes, it's to simply sit in an out_

of the way place. I have learned thatSabrina has a terrific sense of humor, trulycares about other people and loves tolearn. I have also learned when theChinese New Year falls and what year it isthanks to an annual delivery of fortunecookies!

Sabrina Geraci-Yee is a young womanwhose drive, leadership and pursuit ofexcellence have been evident in all aspectsof her life. I have no doubt that an excitingfuture lies ahead for Sabrina as she leavesFreeport High School 'and prepares tobegin her collegic career at CornellUniversity. It is my honor to present to youSabrina Geraci-Yee, The Exchange Club'sStudent of the Year.

believe in yourself, develop good workand study habits, discover somethingyou like and stick with it, find rolemodels, and give back. "Your educa-tion needs to be at the top of your pri-ority list," Mr. Baldinger said."Learning never ends," he added. "It'sa continuing process."

A four-person panel of FreeportHigh School graduates currentlyattending college discussed "TheCollege Experience." Brennon Taylor,Michael Ngernack, Joseph King andMartine Edmond answered pre-pre-pared questions from Dodd students, such as "How do you manage yourschedule?" and "What are your plansafter college?" The alumni panel

advised students to make the most ofevery resource available to them, man-age their time well, prioritize theirstudies and take responsibility.

After the opening presentations, stu-dents and parents broke into groups totour the SUNY Old Westbury campus, and to learn about the various aspectsof the college admissions process.

Experts on hand included DanielMcCarthy of Hofstra University, whodiscussed athletic scholarships, andCarolyn Hughes of the Harvard Clubof Long Island, who explained theintricacies of applying to highly selec-tive colleges. The cost of college, howto get financial aid and scholarships, and the earning potential for collegegraduates were also discussed.

BRING BACK "THE DOC"

OSEPH CATTANO FOR SCHOOL TRUSTEE

WHY?* HIGH TAXES ARE KILLING OUR COMMUNITY. WE NEED TO PROTECT OURSMALL BUSINESS* AND SENIOR CITIZENS ASK FOR A "CAPPED BUDGET."The School Board should present an acceptable and realistic percentage increase figure to theadministration and require them to construct a budget based upon this figure. This reverses theprocess and makes the Board responsible to the community for the final total budget.

* OUR HIGH SCHOOL NEEDS TO BE SAFE. Let's face it. Regardless of what thespin-doctors may tell you, there are serious problems at the High School. Incidents of violenceare all too common. Children cannot learn if they do not feel safe. We need to mobilize ourcommunity to develop strategies to stop this nonsense. We need better security personnel andpolice school resource officers in the Junior and Senior High School. Violent offenders mustbe removed!

* NO CHALLENGERS FOR SCHOOL BOARD TRUSTEE. It is an embarrassment thatwe have not had residents coming forward to run for the Board. "No challengers" means nodiscussion, no dialogue, no airing of opinions. Last year, the incumbency of two Board mem-bers went unchallenged: That should simply not be the case in our town. Had I not come for-ward, that would have happened again. We need "term limits" on all elected trustees: I sug-gest no more than three terms. This will encourage more residents to come forward. We alsoneed to expand the Board to seven (7) members to gain more representation from our diversecommunity.

* NON-RESIDENT STUDENTS. We must make a stronger effort to identify students whoare in attendance at our schools, but should be in another district. That unfortunate situation

costs our residents and diverts money that should be spent on our children.

WE NEED AN INDEPENDENT TRUSTEE - SOMEONEWHO IS NOT INDEBTED TO SPECIAL INTERESTGROUPS.

WE NEED THE INTELLIGENCE OF THOUGHT ANDCOURAGE OF ACTION THAT DR. JOSEPH CATTANOWOULD BRING TO THE BOARD.

SCSOOI

Paid For By Dr. Joseph Cattano.
