    - DECLARATION OF CARTAGENA DE INDIAS -

    Meeting in the city of Cartagena de Indias (Colombia) on 5 August 2006, Josep BorrellFontelles, President of the European Parliament, Julio Palacios Sambrano, President of theCentral American Parliament, Senator Jorge Pizarro, alternate President of the LatinAmerican Parliament, and Senator Luis Fernando Duque, President of the Andean Parliament,

    for the purpose of signing this declaration,

    Whereas the declaration adopted by the Heads of State and Government at the Fourth EU-LAC Summit held in Vienna on 11 and 12 May 2006, and, notably, its paragraph 8, mark astep forward at the highest level in the reinforcement of the parliamentary dimension of theStrategic Biregional Partnership between the European Union and Latin America and theCaribbean.,

    Whereas this also marks the explicit recognition of the work since 1974 of the integrationparliaments on both sides of the Atlantic, in the framework of the biennial interparliamentaryconferences held since then by the independent decision of those Parliaments,

    Whereas the recognition of the proposal for the creation of the Euro-Latin AmericanParliamentary Assembly is one of the most notable achievements of the EU-LAC summit,

    Whereas this recognition and encouragement should also be viewed in the light of theundertakings made and the declarations signed at the previous summits concerning theobjective of reinforcing the parliamentary dimension of the Strategic Partnership,

    Whereas, in view of all the above, it is now the moment for the integration parliaments of theEuropean Union and Latin America to agree on a more detailed proposal for the creation ofthe Assembly, in line with the decisions of the interparliamentary meetings of Puebla(Mexico) in March 2004, Lima (Peru) in June 2005 and Bregenz (Austria) in April 2006, theresolutions of the European Parliament of 15 November 2001 and 27 April 2006, and theGuatemala Declaration of 26 June 2006,

    Decide:

    1. To approve ad referendum the attached draft Constituent Act, to be signed by thePresidents of the participating Parliaments for subsequent ratification by the plenary ofthe future Assembly;

    2. To approve ad referendum the attached draft provisional Rules of Procedure, to besubmitted for adoption by the plenary of the constituent session of the futureAssembly;

    3. To convene, accordingly, the constituent session of the European-Latin AmericanAssembly for 8 and 9 November 2006 at the European Parliament in Brussels(Belgium); this session shall be prepared and organised by the Secretariat togetherwith representatives of the Technical Working Group which will have been set up at a

    prior meeting in So Paulo (Brazil).
