The Sisterhood of CongregationB'nai Israel of Freeport organized arally and panel discussion on thegenocide taking place in Darfur inthe Sudan.

Hundreds of thousands of inno-cent people have seen their villagesdestroyed, their families raped andmurdered. It is estimated that15,000 people a month will die bymalnutrition and disease in dis-placed persons camps.

Speakers included RuthMessinger, president of theAmerican Jewish World Service,county Legislator KevanAbrahams, Rabbi Anchelle Perl ofChabad and Congregation BethShalom, Mineola, Rabbi CaraRosenthal of Congregation B'naiIsrael, Abdulbagi Abushanab, anative of Darfur, and a representa-tive of Doctors Without Borders.

Last Tuesday, May 17, the residents ofFreeport voted down the Freeport schoolbudget. The budget was defeated with1,180 against it and 1,125 in favor.

The expenditure budget was for$120,936,024, an increase of $8,163,245or an 7.24 percent increase from the 2004-2005 budget. However, owning to anincrease in state aid for Freeport schools,the tax levy would have increased by 5.99percent.

"Almost all of the state aid received is tobe used to reduce the tax levy," saidKishore Kuncham, deputy superintendentof Freeport schools.

The same budget will go up for a re-vote on June 14. Residents may vote from6 a.m. to 9 p.m. Voting will take place atAtkinson, Columbus, Bayview, Archerand Giblyn Schools and the FreeportCommunity Center.

"We are presenting the same budget-because we feel it is financially and edu-cationally responsible," said Mr.Kuncham.

"I am personally and deeply disappoint-ed for the children," said Board ofEducation member Michael Raab. "Wecould lose programs that will have effectson [high school] students' portfolios whenthey apply to college. The colleges don'tknow we're on austerity," he said.

Carmen Pineyro, president of the schoolboard, did not return our telephone callsfor comment.

Mr. Kuncham added that if the budget isdefeated a second time, the school districtwill be forced to go on an austerity budg-et. This means that the state permits thedistrict to increase its budget by "3.24percent. This cap means the district willhave to cut $3.8 million from the budget,"he said.

In the May 12 edition of The LeaderMr. Kuncham cited some of the biggestimpacts to this year's proposed budgetincluding an 11 percent increase inpensions, a 15 percent increase forhealth insurance, a 20 percent increasein utilities and a 15 percent increase in

A visit from Freeport's'sister city'

Musikverein Stadtkapelle, the officialband representing the German villageof Walldorf, entertained at theAtkinson school auditorium last weekin a performance of American showtunes, international favorites, and amedley of traditional German music,including a rousing polka.

The German band followed a shortprogram performed by the Freeport HighSchool Band. The German musiciansarrived two weeks ahead of a contingentof elected officials and other dignitariesrepresenting the village of Walldorf,Germany, Freeport's "sister city."

The visit is part of a mutual allianceforged two years ago when a delega-tion of Freeporters journeyed toWalldorf to take part in a ceremonial"partnership agreement" designed topave the way for student exchangeprograms and business developmentopportunities.

This year, Freeport is playing host tothe German delegation and has sched-uled a special ceremony to commemo-rate the partnership which wil l takeplace at the Esplanade on the NauticalMile at noon on Sunday, June 5, duringthe annual Nautical Festival.

Trustees award contracts,CDBG money

Freeport trustees awarded a $1 mil-lion contract to paint the northwestwater storage tank and passed a reso-lu t ion to approve the C o m m u n i t yDevelopment Block Grant Program31st year requests at Monday's boardmeeting.

The paint contract was awarded toM.K. Painting Inc. of Lincoln Park.Michigan, which submitted the lowestbid of $1.07 mill ion.

The block grant program request of$839.000 will be forwarded to NassauCounty in the next step to apply forfederal funds.

In other business, the board awardeda contract to replace water mains in theColony Park area to BanckcrConstruction Corp.. of Islandia in theamount of $551,595. approved a trans-fer of up to $100.000 from a contin-gency account to a village greenimprovements account for variousupkeep projects for a plannedSeptember I I . 2001 memorial, andentered into a one-year agreement withthe Police Act ivi ty League for $20.000.

Trustees adjourned to execut ivesession after their brief meeting todiscuss several personnel, real estateand legal issues. The next board meet-ing wi l l be Monday. June 6.

The community newspaper - the glue thathelps hold a community together,

and the spur that helps keep it moving forward.

The last note of "Taps"Do. you know the words to "Taps"? The song played at the

end of the day in military camps, Scouting and other campsgoes like this:

"Day is done.Gone the sun.

From the lake, from the hil l ,from the sky.

All is well. Safely rest.God is nigh."

It is also traditionally played at military funerals, as a thankyou for service well done. Last week, the familiar strains ofthe song resounded in a continuous wave along almost 50miles of'upstate highways, ending in the town of Bath, toremind us how few buglers are left to participate in militaryfunerals, both because many are away at war, and because somany veterans of wars past are passing away. In fact, the U.S.military has an approved tape to be played at funerals whena military presence is not available.

At local Memorial Day parades, we also notice the dwin-dling numbers of veterans. Fire departments now often runthe parades, and community groups like the Scouts, sportsassociations and civic associations, who share our Americanvalues, swell the ranks. Unfortunately active military person-nel cannot participate, because they are away at war. Butthey, perhaps more than anyone else, can appreciate the sac-rifices of those we remember on Memorial Day.

We pray for the day when mankind will have outgrownwars.

CATALYSTS, NOT MIRACLEWORKERS ...Several weeks ago, wewrote about some changes in leadershipwhich have already taken place inBaldwin and those which will occur inthe near future.

Since then, I have attended severalcommunity events and the question thatcomes immediately to mind is, "Where iseveryone?"

I wonder if people are laboring underthe misunderstanding that we advertisedfor miracle workers. Do too many resi-dents have extremely unrealistic expecta-tions about what one or two, or even threeor four, new community leaders canaccomplish?

Why were so few people at the recentBaldwin Community Association meet-ing on illegal housing? It's not as thoughthe problem isn't real and people aren'tcomplaining about it.

Why were relatively few people at thePTA's Candidates Forum to see for them-selves the five candidates running forboth school and library boards? Boardmembers and trustees are the people whomake the financial decisions that account

for 60 percent of our property taxes.And earlier this year, why were there

such a small number of people at thePTA's legislative forum? Why do so fewpeople attend the meetings sponsored byCouncilman Anthony Santino which dealwith town issues and those hosted bycounty Legislator Joseph Scannell thatconsider county concerns?

Why were only a handful of peopleparticipating in the Big Sweep? Why domonthly meetings of so many communi-ty organizations have so few people inattendance no matter if they are held dur-ing the daytime or evening?

A change of leadership alone will notbring about the changes that people saythey want to see. A leader can have all thecharisma in the world, all the peopleskills, all the "reaching out" skills, but itis all for nought if there is no communityresponse. There is just so much impactthat a leader's "trickle down" style ofleadership can create.

There is hardly a meeting I attendwhere someone doesn't talk about theneed for better communication. I wonderwhat form of communication they are

thinking exists that is not already beingtried. Do they believe that there is someelectronic, print, or verbal means of com-munication that is being withheld fromthe Baldwin community?

Do they think that there is some way inwhich the school district's "BaldwinBeat" or the library's "Piper" can be writ-ten or distributed that will make a differ-ence? Is there some magic night of theweek when it will suddenly be more con-venient for people to attend meetings? Atime of the year when a community eventwill get a big turnout?

People say that they want communityevents to foster togetherness - we alreadyhave them. Every group in town sponsorsnumerous activities - picnics, holidayentertainment festivals, clean-ups, carni-vals, parades or programs. Where are theattendees, and most especially, where arethe helpers?

How about attending the ceremoniesat Silver Lake Park that conclude theMemorial Day Parade and honoringthose whose sacrifices have helped ourcountry remain free? Or is it easier to justattach a ribbon to a car?

Do you want the community to lookbetter? Then show up for the next BigSweep or plant some flowers at theBeautiful Baldwin Foundation'sMarigold Plant-in on June 4.

Do you want the community to thrive?Then go to the movies in Baldwin. Checkout a local restaurant. Use a Baldwinbusiness for your household needs.

And do you want Baldwin's test scoresto rise? Then let's honor academic suc-cess the way we honor success in otherendeavors. Let's support respect forteachers and learning. Let's make sureour kids do their homework, attend class-es, and participate in school activities.

As changes occur, we must look at thenew leaders who will be coming toBaldwin as catalysts, not miracle work-ers. A catalyst causes activity among twoor more persons or forces. A miracle, onthe other hand, is attributed to no knownnatural or human power.

With those definitions in mind, let usmake it our business to be available to beenergized by our new catalysts. Ofcourse, any miracles, while not necessar-ily counted on, are always welcomed.

The numbers changed slightly afteraffidavit ballots were verified but theresults stayed the same in the BaldwinSchool and Library districts budget voteand election of candidates.

An affidavit ballot is cast when a per-son says that he or she is registered foreither general elections or for the schooldistrict's elections, but their names arenot listed on the registration rolls thatare available at the election site.

District Clerk Jacquie Ackerman saidthat of the 146 affidavit ballots (not 143as first thought), 132 were certified asverified and countable. Fourteen werenot valid. She praised the NassauCounty Board of Elections for beingvery cooperative and understanding andfor their promptness in responding to thedistrict's requests for verification.

Ms. Ackerman noted that the addi-

tional valid ballots changed the numbersin every category slightly but not theoutcome. She also pointed out that noteveryone who cast ballots voted in everycategory.

With all ballots counted, the schoolbudget passed by 1,415 to 1,121. Thelibrary budget passed by 1,399 to 1,004.For'school board, Jerome Lass received500 votes, Anne Hannon received 1,492votes and Sarah Rafalowitz received269 votes.

It was in the library candidate catego-ry, however, where significant changecould have occurred. The original differ-ence between the candidates was 96votes and so, depending on how thosecasting affidavit ballots voted, it waspossible, though not probable, that theoriginal outcome could change.

Are there really six additional "mostlysunny days" in Oceanside than inBaldwin? Can anyone really know withany degree of certainty how many resi-dents carpool? Are health care costs signif-icantly different in communities that abuteach other? These are the kinds of ques-tions prompted by a quick reading of theMultiple Listing Services (MLS) neighbor-hood details of Baldwin and Oceanside.But the greater question is why Baldwin islisted as an "Inner City" neighborhoodwhile Oceanside is deemed "CityNeighborhood?"

Local Realtors brought their concernsabout these listings to the May 17 Chamberof Commerce meeting where they askedfellow business colleagues to write lettersof protest.

Eric Mahler of Mahler Realty and SusanGreen of Baldwin Realty, both residents as'well as local Realtors, said that their com-plaints at a recent meeting of the MultipleListing Service "fell on deaf ears." Nowthey are asking people to write letters ofprotest, in care of their realty offices, andare promising to deliver them to the MLSoffices.

On what basis does MLS categorizeneighborhoods? Ms. Green noted that inmost categories, Oceanside and Baldwin

are identical. She questioned, however, theaccuracy of certain statistics, most espe-cially the median cost of houses inBaldwin which were listed at $223,400. "Ifthat were the case," she said "we'd all bebuying them as investment properties." If"density" is a telling criteria, how doesMLS determine the statistic and how doesit differentiate between a community likeBaldwin which has virtually no densecommercial areas and one like Oceansidewhich has large business and industrialsections such as Oil City which are lesssuburban in nature?

Ms. Green also noted that the neighbor-hood profiles do not list categories such asracial diversity or ethnicity. Several of theChamber members wondered, therefore, ifthe neighborhood categories were somekind of code. In terms of crime, Baldwin'sproperty crime risk index is lower thanOceanside's and the violent crime riskindex is the same.

Interestingly, some of the catgories con-firm what the Chamber of Commerce'sprofessional survey found, which is thatBaldwin has a "young, smart, and rich"population. The median household incomeof Baldwin is listed as $83,325 whereasOceanside's is $82,532. The number ofhigh school and college graduates inBaldwin exceed that of Oceanside' withonly the number of graduate degrees show-

ing the miniscule difference of 16.8 percentin Baldwin versus" 17 percent in Oceanside.The unemployment rate of 3.2 percent isthe same in both communities. The medianage in Baldwin is 37.8 versus 39.2 inOceanside.

Calls to the MLS by The Leader werenot returned.

In other business, the chamber discussedits upcoming Carnival on the weekend ofJune 16-June 19 at the LIRR station. Thisis the second and last carnival of the yearfor the Chamber, which receives a flat feefrom the carnival operators. The moniesare used to fund Chamber activities.

On Sunday, July 17, the Chamber willhost its annual picnic at Baldwin Park tothank residents for their support of localbusinesses and to encourage pride inBaldwin. There will be free food and enter-tainment and all are invited to attend.

President Doris Duffy announced thatSenator Dean Skelos has agreed toextend deadlines for the reimbursementgrants he facilitated for the Chamber.Since the Chamber has a small treasuryand monies must first be laid out beforethe reimbursment, it is more difficult forthe Chamber to undertake large or expen-

sive projects. Using funding receivedfrom the 2003 summer softball game aswell as some of the grant money, theChamber has already expanded its web-site, funded the remainder of its ClassicCan project, developed marketing materi-als and enhanced the marketing of busi-ness properties.

It expects to use some of the grantmoney to further its marketing initia-tives with Franchise Help, a companywhich.match.es franchises with commu-nities, repair banners, and continue tomaintain its website. (Baldwin cham-ber.com) They are also researching aprogrammable sign which can beplaced near the LIRR to announce com-munity events.

Ms Duffy noted that the Chamber hasbeen communicating with countyLegislator Joseph Scannell to "see howwe can help" regarding the refurbishingand relocating of Nunley's carousel inBaldwin. In speaking to The Leader, Ms.Duffy reiterated comments made byBaldwin Community Association offi-cers at a recent meeting. They stressedthat they did not want the funding for the

FreeportA Freeport njan was arrested on

Thursday, May 19, at 5:58 p.m. for arobbery that occurred in Freeport onMay 19 at 5:04 p.m.

Detectives report that a man armedwith a black handgun approached amale victim, 23, who was standingordering at an ice cream truck onPearsall Avenue. The robber ordered thevictim not to move, then jumped intothe victim's red 1994 BMW that wasleft running behind the ice creani truck.The robber fled the scene in the victim'sBMW westbonud on Pearsall Avenue tosouthbound Pennsylvania. FirstPrecinct police officers responded andput an alarm out on the stolen vehicleand a description pf the subject.

On Thursday, May 19, at 5:54 p.m.Bureau of Special Operations PoliceOfficers Geoffrey Breitkopf, Carl Feil,and Hector Rentas, operating radio motorpatrol 977, observed the. vehicle west-bound on the Southern State Parkwayapproaching the Merrick Avenue exit(Exit 24). The police officers turned on thelights and sirens and attempted to executea traffic stop. The suspect refused to pullover and exited the Southern StateParkway to northbound on MerrickAvenue. The suspect still refused to pullover and proceeded eastbound onProspect Avenue to northbound onBellmore Avenue (East Meadow). Thesuspect lost control of the vehicle andspun around, facing radio motor patrol car977. The suspect then intentionallyrammed the BMW into the front of thepatrol car 977 causing substantial damage.Police Officers Breitkopf, Feil, and Rentaswere able to exit the patrol car and placethe suspect under arrest. Police OfficersBreitkopf, Feil, and Rentag observed andrecovered a black ParaOrdinance semi-automatic pistol (unloaded) in the driver'sside door pocket.

There were no injuries as a result ofthe collision. The BMW was impound-ed.

The suspect, Donald Neale, 25, ofWest Merrick Road, was charged withRobbery, Criminal Use of a Firearm,and Criminal Mischief. He was trans-ported to Nassau University MedicalCenter for evaluation for fit for confine-ment.

Baldwin •Three suspects were arrested for anassault that occurred on Monday, May16, at 6:28 p.m. in Baldwin.

According to detectives, three girlswere walking southbound on GrandAve. when an SUV slowed down andoccupants fired a paint ball gun at thevictims. One 14-year-old victim was

shot in the bead causing a cut, the sec-ond victim, a 15-year-old, was shot inher left eye, causing temporary loss ofvision. Aided were transport to SouthNassau Communities Hospital wherethey were treated and released.

On May 20 detectives arrestedJamaal Roche, 18, of Wilson Street,Baldwin, a 1 7-year-old male resident ofRonald Court, Baldwin, and a 17-year-old male resident of Maryland Avenue,Freeport, and charged them with twocounts of Assault.

According to detectives, the 17-year-old female victim was walking south-bound on Milburn Avenue when therobber, an unknown man wearing aface-mask and armed with a small,black handgun, approached her anddemanded money. The victim compliedand the subject fled with cash proceedsnorthbound on Milburn Avenue.

There were no injuries reported. Therobber is described as male, black, 6',wearing all black clothing, includinggloves and a face-mask. Anyone withinformation about the robbery is askedto contact Crime Stoppers at 1 -800-244TIPS. All callers will remain anony-mous.

• ••A Baldwin youth was among threearrested for attempted assault with apaint gun on Monday, May 16, at 5:05p.m., in Uniondale.

According to detectives, it is allegedthat the defendants acted to concert tofire shots from a paintball gun at a 17-year-old victim on Jeffrey Avenue, EastMeadow, at around 3:50 p.m., as theytraveled in a suspect's car. Subsequentto a police notification, the suspectswere located in the vehicle at Chesterand Goodrich Streets, Uniondale, wherethey were subsequently placed underarrest. The paintball gun and supplieswere recovered from the vehicle.

Included in the arrests was a 16-year-old resident of Dean Drive, Baldwin,who is charged with Attempted Assaultand Menacing.

A residence on Grand Avenue wasburglarized on May 6 between 7 a.m.and 2 p.m. The loss was assorted jew-elry. Entry was gained through anopened rear window.

A residence on Schuman Place wasburglarized on May 10 at 9:40 p.m. Theloss was assorted jewelry. Entry wasgained through the front door.

general liability. These increases areoutside the control of the school districtand are mandated by the state and/orunion contracts.

Although there had been a request forby faculty for 45 new teachers, thebudget only included the hiring of 12new teachers.

"If there is an contingency budget,it will have a deep impact on the edu-cational programs," said Mr.Kuncham.

"This could hurt the future for ourkids," said Mr. Raab. "An austeritybudget means no sports, closing sum-mer school, no communi ty nightschool; it's an awful lot that will haveto go," he said.

"With a community so infested withgangs the easiest way to try and keepkids off the street is with after-schoolprograms. We need these alternativesto keep kids out of trouble. It justdoesn't make sense," said Mr. Raab.

Mr. Kuncham said an austeritybudget could also mean an increase inclass size as well. "We must protectthe core educational program but

there could be cuts to [junior] instruc-tional staff and support staff may alsolose jobs. This will have to be furtherdiscussed wi th the Superintendent[Dr. Eric Eversley].

"Cuts do not effect teacherssalaries, pension and health costs.Those [teachers] that stay st i l l gettheir increases."

Even supplies would come out ofthe budget. "Money for equipmentcomes out if there is a contingencybudget unless it is for health and safe-ty or if there is an increase in enroll-ment. Then we can have the addition-al desks and chairs," said Mr.Kuncham. .

"In order to pass the budget andkeep our programs intact .it wil l cost$1.17 per day, per household," saidMr. Kuncham. He added that a defeat-ed budget also depresses home values.

"It is truly important for the com-muni ty to understand the pros andcons of a passed or defeated budget.There is a tremendous cut in servicesand the impact on our children wil llast for many years. It will be hard torecover.'' he said.

When people quickly computed theresults using hand-held calculators, penor pencil, or in the case of the officialtallying, by an old-fashioned addingmachine, it became clear that the num-ber of affidavit ballots was. greater thanthe difference between the two candi-dates. There was dead silence and thenthe loud buzzing of conversation whenpeople realized that the library electioncould not be called.

In a phone conversation with TheLeader, Ms. Ackerman described theverification process. She said that thenext morning she typed a list of thenames and addresses of the affidavitvoters and by late morning faxed themto the Board of Elections. By the end ofthe day, the board sent back their lislindicating which of the voters were reg-istered on their rolls. Then Ms.Ackerman had to check the remainingnames and addresses against school dis-trict rolls in case the voters were onlyregistered for school elections. Onlythen could she add the votes of the veri-fied ballots to the previous totals.

At the conclusion of the voting onTuesday evening. Librarian-in-chargeCathy Overton was joyous. "Thankgoodness I can call Barbara and tell herthe-budget passed." She was referring toBarbara Hopkins, library director for 18years, who retired this winter.
