FROM THE CEO’S DESK - 7 MARCH 2019

This has been a week of reflection. It has been

filled with such deep sorrow about the tragedy in

New Zealand while discovering a new found

appreciation for what we have on Cocos. Our

caring community serves as a model for harmony

and mutual respect. Our love and thoughts are with

everyone impacted by this tragedy in New Zealand

and in the international Muslim Community.

Minngu ini menjadi minggu untuk renungan. Ia

telah penuh dengan kesedihan dengan apa yang

telah berlaku di New Zealand dengan masa yang

sama mendapatkan penghargaan baru dengan apa

yang kita ada Cocos. Masyarakat penyayang kami

menjadi sebagai contoh keharmoniaan dan saling

menghormati. Kesayangan dan peringatan kami

berada dengan semua yang terlibat oleh tragedy di

New Zealand dan masyarakat Muslim diseluruh

dunia.

MAJU PULU KITA / ADVANCE OUR ISLANDS:

The working group looking at prioritizing the 60

projects that emerged from the masterplanning will

be meeting on Wednesday 20 March. This is a

mammoth task and we are grateful to those people

who have volunteered to assist us with this

process. Once they have finalized their

prioritisation, the masterplan will be made available

to the community for review and input.

MAJU PULU KITA / ADVANCE OUR ISLANDS:

Working group akan adakan meeting hari Rabo 20

March untuk memprioritaskan 60 project yang

dihasilkan dari masterplanning. Ini adalah tugas

yang sangat besar dan kami sangat berterima kasi

kepada semua yang sudi voluntir untuk membantu

kami dengan proses ini. Apabila tugas ini suda

selesai, masterplan akan disediakan kepada

masyarakat untuk memberi pandangan.

DIRECTION ISLAND RESORT PROPOSAL: Public

submissions closed on Tuesday 12 March and we

received a total of 18 submissions. A table of

submissions, which protects the anonymity of

people who made submissions, will be provided to

the proponent for response and to the Community

Reference Group. The 25 people registered for the

Community Reference Group to will be meeting on

Saturday 30 March to discuss the proposal in-

depth. We thank those members of the community

who are giving up their time to participate in this

important process. We also acknowledge the

independent technical experts in the areas of

Economic Development, Tourism, Environment,

Infrastructure and Culture for giving their time to

advise this group.

DIRECTION ISLAND RESORT PROPOSAL: Surat

pendangan ditutup pada Selasa 12 March dan kami

menerima jumlah 18 surat. Daftaran surat

pandangan, yang tidak dinyatakan dengan nama

orang yang memasukkan surat itu, akan diberikan

kepada proponent-nya untuk menjawab dan

kepada Community Reference Group. 25 orang

yang telah rejista untuk Community Reference

Group akan bertemu pada hari Sabtu 30 March

untuk membincangkan cadangan ini dengan lebih

dalam. Kami berterima kasih kepada memba dari

masyarakat yang memberikan masa mereka untuk

menghadiri dalam proses penting ini. Kami juga

ingin mengakui ahli-ahli teknikal dalam bahgian

Economic Development, Tourism, Environment,

Infrastructure and Culture untuk memberikan masa

mereka untuk menasihati kumpulan ini.

HOME ISLAND RETAIL CENTRE: Many in the

community will be disappointed to learn that we

were unsuccessful in our application for funding to

build a new retail centre on Home Island. We will

look at other options to take to Council regarding

the future of this important centre.

KEDAI HOME ISLAND: Ramai dimasyarakat akan

merasa kecewa bila mengetahui yang kami tidak

berhasil dalam permohonan duit bantuan untuk

membangunkan kedai baru di Home Island. Kami

akan mencari cara lain untuk mengemukakan

kepada Council mengenai kepentingan masa

depan kedai ini.

CONGRATULATIONS IBRAHIM MACRAE AND

RAZALIE ZAINIEL: Ibrahim has achieved his

Certificate 4 in Planning and Razalie has completed

his Certificate 4 in Regulatory Services. Both team

members are to be congratulated for their

dedication and hard work – please let know that we

are very proud of them next time you see either of

them. We, as a Shire and Community, will definitely

benefit from having more skilled and qualified

people on Cocos. Well done Ibrahim and Razalie.

STAFF HEALTH AND WELL-BEING FORUM: All

staff participated in a half-day health and well-being

forum last Thursday. Topics covered included

hidden sugar in drinks, manual handling and

posture, the impact of drug use, emotional health

and well-being. It was a fun way to communicate

some serious health messages and to get the office

and depot teams together for some team building.

A big shout out to Wendy Tempest, Annie Gray and

Narelle Whatley for their wonderful contributions to

the success of this forum.

biasa kepada kejayaan forum ini.

funding to develop a whole of Island CV that aims

to showcase the skills in our labour force and in our

local businesses to secure local employment and

business benefits from major projects such as the

Runway Upgrade. If you want to be included in the

supply information on your experience and

qualifications. Local businesses are also

encouraged to let us know if they would like to

PUBLIC TOILETS – WEST ISLAND: Noting that

the issue of public toilets on West Island is a

recurring complaint, I am pleased to advise that

have signed an agreement with the Cocos Club to

keep the toilets open 24/7 until 30 June 2019 to

provide an interim solution until a longer term

solution can be considered.

JAMBAN UMUM – PULU PANJANG: Dengan

mengingati perkara jamban umum di Pulu

Panjangan adalah komplenan yang berterusan,

saya bersenang hati yang telah menyain

persetujuan dengan Cocos Club untuk menetapkan

jamban terbuka 24jam/7hari hingga 30 June 2019

untuk memberi penyelesaian sementara hingga

penyelesaian jangka panjang dipertimbangkan.

CYLCONE: THANKS Sincere thanks to the

Territory Controller, Anna Swain, the Emergency

Management Committee and volunteers for their

efforts to ensure the community was kept safe and

well-informed about what was happening while

Cyclone Savannah was in the vicinity.

And a massive thanks also to the Shire Works

Crew for their prompt clean up to ensure the

Islands were neat and tidy as soon as possible.

VISIT FROM MILITARY: We were delighted to

host a visit from Air Commodore Richard Owen,

Commander of the Joint Task Force 661 for the

Indo Pacific Endeavour 2019. Air Commodore

Owen arrived on Cocos Island at the airport in

spectacular fashion in an MRH90 helicopter on

Sunday morning with a number of officers from the

defence force. Our own RAAF officers, Andrew

Porter and Shan Summers, were excellent

ambassadors for Cocos.

PELAWATAN OLEH MILITARY: Kami sangat

STAFFING UPDATES: I am really pleased to

advise that we have had some staffing

reassignments. Ibrahim MacRae, formerly the

Executive Support Officer has had his role

redefined as the Governance and Risk Coordinator.

Ibrahim will be looking after compliance, OSH and

areas of risk. Luluk Sloan is assuming responsibility

for Asset and Property Management and Isa

Minkom will be moving into the role of Community

Development Coordinator. Luluk’s Asset and

Property Management role will ensure we take a

more proactive and planned management and

maintenance of our houses and other properties.

Isa will take on the coordination of the Community

Development area to ensure a more holistic

approach to Community Development.

Congratulations to our new Coordinators who have

worked hard to demonstrate their capabilities and

their commitment. We know they will be successful

in their new roles.

WORKS UPDATE:

We are pleased to be taking advantage of the low

tides to install the concrete mats at the boat ramps

on Home Island this week. These mats should

make launching and retrieving boats much easier

and safer.

The concrete footing has now been removed and the ground has been rehabilitated.

Proposed Local Law

The Shire of Cocos (Keeling) Islands proposes to adopt the following local law –

1. Shire of Cocos (Keeling) Islands Local Law 2019;

Purpose – for the management of meetings of the local government

Effect – to repeal the existing Standing Orders Local Law, and provide for the conduct of Council, committee and electors meetings

A copy of the proposed local laws may be inspected at or obtained from –

the Shire Office on Home Island during standard business hours or on West Island Tues and Thurs 12noon to 3pm

Art Exhibition at Home Island Shire Chambers

CONDITIONS OF ENTRY AND SALE :

1. The entry fee must be lodged with the entry form. Under 16yrs - $5 per item. Adults : $10 per item.

2. All entry forms and fees must be received by 4.00pm on Monday 1st April – Lisa @ Health Centre or Home Island Shire

Office.

3. Art Works must be delivered to the Shire Chambers no later than 4pm Wednesday April 3rd, 2019.

4. All artworks must be the original work of the artist.

5. Artworks must be suitably framed and/or ready to hang. Sculptures must be free standing. Resin art acceptable as is if “Not

for sale”; Art for sale must however comply with above please.

6. All entries shall be clearly marked on the back with the exhibitor’s name, title, medium and sale price. Labels are attached to

entry form.

7. All mediums welcome – 2D & 3D.

8. Each artist may submit up to 4 entries. Youth (Under 16yrs) may submit up to 2 entries.

9. The Exhibition Committee reserves the right not to exhibit art deemed inappropriate.

10. Sold art works may only be collected at the completion of the exhibition.

11. The Exhibition Committee will take all reasonable care with all submitted works, but shall not be responsible for the loss of

or damage to any works while in the custody of the Exhibition.

12. Payment of Art can be made via cash or via EFTPOS to Shire account, however works may not be collected until payment has been received.

13. The Exhibition Committee reserves the right to photograph works for promotional purposes.

14. Entrants who have their works sold will be contacted following the completion of the Exhibition for their payouts.

5. Kesenian mesti di frame dan/atau siap untuk digantung. Seni ukiran mesti boleh diberdirikan sendiri. “Resin art” diterima

sedemikian kalua “Tidak untuk dijual” ; Kesenian untuk dijual mesti turuti dengan apa tersebut diatas.

6. Semua kesenian yang dimasokkan akan ditandakan dibelakangnya dengan nama artis, judulnya, media dan harga jualan.

Label dimelengketkan ke form yang dimasokkan.

7. Semua media dipersilahkan – 2D & 3D.

8. Sediap artis boleh memasukkan hingga 4 barang. Remaja (Dibawa 16 tahun) boleh memasukkan hingga 2 barang.

9. Komiti Pertunjukkan memegang hak untuk tidak menunjukkan kesenian yang di anggap tidak sesuai.

West Island – Thursday, 4 April

Virgin Australia Regional Airlines (VARA) will be visiting the Cocos (Keeling) Islands on 3 and 4 April 2019 to discuss the provision of air services to the IOTs.

The eagle people have been seeing on West Island and South Island is a Western Osprey. It catches large mullet to

eat so you see it cruising above shallow water at low tides. Another one was on Cocos for two months in 2015. They

come from Sumatra and are larger than the Ospreys you see commonly around Australian beaches.

Cocos Police would like to remind members of the community that all boats fitted with an engine must be registered (Previously only over 6hp). This includes Personal Water Craft (Jetski’s). Registration of boats is now administered by WA Transport.

In addition to this, a recreational skipper’s ticket (RST) is required to be held by the person operating a boat (Including jetski’s) where they are fitted with an engine over 6hp.

Below is list of safety equipment required for operation around Cocos (Keeling) Islands.

VHF Radio – A VHF radio should be carried onboard a boat at all times around the Cocos Islands.

Flares – The minimum flare requirement is two red handheld and two orange handheld flares. Two Para-chute flares can be carried in lieu of red handheld flares.

Bilge Pump/Bailer – A bilge pump is required to be fitted to all boats over 7 metres in length. For boats under 7 metres in length, a bailer (bucket) and length of rope is sufficient.

EPIRB – An EPIRB is required to be carried on boats going further than 2 nautical miles from shore. EPIRB’s should be individually registered with AMSA. If you have an EPIRB that belonged to another per-son you should check that it is now registered to you and your boat.

Lifejackets – Enough lifejackets are required to be carried onboard the vessel to enable every person onboard to have access to a lifejacket.

Jetski Specific Information

Every person onboard a Jetski must wear a lifejacket at all times.

A jetski needs to carry the same safety equipment as a boat.

Freestyle riding is prohibited within 50 metres of another vessel or person in the water, and within 30 me-tres of another jetski.

Kite and Windsurfing specific information

The Department of Transport has implemented new laws in relation to kite and windsurfers. As these laws are ap-plied in Cocos Islands they may affect you.

Although operators of kite and wind surfing equipment are not required to hold a Recreational Skippers Ticket (RST), they are still considered to be the responsible skipper.

A sailboard, kite surfboard or any other similar recreational equipment used by a person during sailboarding is taken to be a vessel.

As with all skippers, they are deemed by law to be responsible for the safety of their vessel and this includes obeying the collision regulations that apply to all vessels.

Kite and windsurfers travelling more than 400 metres from shore are required to wear a lifejacket. They are also required to carry either flares or an EPIRB (Personal Locating Beacons which can be attached to a lifejacket are recommended).

Civil Aviation Safety Authority Regulation prohibit the use of kites within certain areas, which includes the eastern side of the runway. If using kites on the eastern side of the airport runway, permission is required from the Airport Manager.

Commercial Operations

Vessels operating commercially (charter operations, etc) must be in survey and hold a valid certificate of survey (unless they have an official exemption from AMSA).

Persons operating commercial vessels must hold the associated commercial qualification.

Cocos Police provide this information as a guide to boat users in the Cocos (Keeling) Islands. Police are available to discuss this information at any time.

Various brochures, notices and stickers are available at Cocos Police Station.

In the coming weeks, Police will be conducting boating safety enforcement operations to ensure compliance with the rules.

Cocos Police ingin mengingati masyarakat yang semua sekoci yang mempunyai injin mesti di rejista (Dahulunya hanya yang lebih 6hp). Ini temasuk Personal Water Craft (Jetski). Rejistresen sekoci sekarang diurusi oleh WA Transport.

Disamping itu, recreational skipper’s ticket (RST) perlu untuk dipunyai oleh orang yang membawak sekoci (temasuk jetski) bila sekoci/kolek mempunyai injin yang melebihi 6hp.

Dibawa adalah pekakas-pekakas keselamatan yang diperlukan untuk Pulu Cocos (Keeling).

Bilge Pump/Timbaan – bilge pump diperlukan untuk dipasang untuk semua sekoci yang lebih dari 7 mita panjangnya. Untuk sekoci dibawah 7 mita panjangannya, timbaan (ember) dan talinya sudah cukup.

EPIRB – Sebuah EPIRB diperlukan untuk dibawak disekoci yang pergi keluar lebih dari 2 nautical miles dari darat. EPIRB’s harus direjista dengan AMSA. Kalau kamu mempunyai EPIRB yang dimiliki oleh orang lain kamu harus periksa yang ia sekarang direjista kepada kamu dan sekoci kamu.

Lifejackets – Lifejackets yang cukup diperlukan untuk dibawak disekoci dan disediakan untuk semua orang yang berada dalam sekoci.

Keterangan Jetski

Setiap orang di jetski harus menggunakan lifejacket disetiap masa.

Jetski perlu untuk membawak pekakas keselamatan yang sama dengan sekoci.

“Freestyle riding” dilarang dalam 50 mita daripada sekoci atau orang lain yang berada di laut, dan dalam 30 mita daripada jetski lain.

Ways to Conserve Water at

Home

Use appliances only when necessary. Run your washing machine and dishwasher only

when you have a full load.

Upgrade to a front-loader washer. Compared to an efficient front loader, a top loader washer waste up to 50%

of water per load.

Soak pots and pans before washing. Give cookware time to soak instead of letting the water

run as you scrape and clean.

Don’t rinse water under running water. Save up to 750 litres of water a month by rinsing produce in a filled pot or pan instead of under running water

in the sink.

Reuse extra water that has cooled from cooking or after

rinsing dishes to water plants.

Upkeep your garden. Regular pruning will help your plants to use water in the garden more

efficiently.

Take advantage of the weather. Install rain water tanks under gutter spouts to catch excess runoff after a storm; use rainwater to wash your car or

water your garden.

Reduce shower time. When every family member commits to taking shorter showers by 1 –to 2 minutes, you can conserve an estimated 2600 litres of

water per month.

Turn off water while brushing your teeth. Every member of the family can benefit from turning of the tap to prevent water waste. Using water only to rinse can save an estimated

11 litres a day.

Defrost meat in the fridge overnight. Avoid thawing meat or frozen foods under running water in the sink; plan ahead to defrost in the refrigerator or use the microwave defrost setting

instead.

EXPRESSIONS OF INTEREST

Off-shore Flare Kits/EPIRBS/Safety Equipment

The Cocos Islands Community Resource Centre will once again investigate the

possibility of purchasing flare kits for the Cocos Islands Community. We will also

be able to provide EPIRBS and personal locator beacons.

Off-shore flare kits (and other items) are a legal requirement when taking your boat

out on the water.

As flares are now classified as a Class 1 explosive, it results in additional freight

charges to send to Cocos Keeling Islands.

To obtain a semi-accurate cost to supply these flare kits to the community, we

require your expression of interest in purchasing a kit/s.

After Hours Health Services on CKI

IOTHS has 2 clinics on the Cocos (keeling) Islands; one on Home Island, and one on West

Island. Both clinics are open Monday to Friday from 8am-4pm. Outside of these hours there is a

nurse available for emergencies.

In an emergency you can call the clinic where a recorded message will give you the nurse’s

home phone number. If the nurse is out in the community you can reach them on the health

service VHF radio channel #24. This channel is a public channel where available health staff on

both islands are tuned into. If you cannot reach the nurse on your island the nurse on the other

island or the doctor will hear you.

For any emergency on island you can call VHF channel #20 or 000 for police.

Please DO NOT go to the health staffs’ private residence, or contact them via social media.

Non-urgent health queries ie: PATS, scripts, appointments, should be addressed during clinic

hours.

Mental Wellbeing.

1. Exercise regularly.

Along with weight management and physical health, exercise offers protective benefit to your mental Health. Aerobics exercises reduce symptoms of anxiety and depression. Aerobic activities

include:

Jogging

Swimming

Cycling

Walking

Gardening

Dancing

Be sure to get in 30 minutes of

moderate exercise 3 times a week.

2. Enjoy a healthy diet.

Less nutritious foods such as processed foods, fast food, and sweets can all undermine mental health. Eating a balanced and

varied diet that includes:

Bread and cereals, mostly

wholegrain

Nuts and seeds

Beans and lentils

Fruits

Lean meats, including fish

Vegetables

A nutritious diet can reduce mood swings and increase energy levels. Omega-3 found in fish and Omega-6 fatty acids found in seed and nut have also been proven boost brain

power and reduce mood swings.

3. Get enough quality sleep The Australian Sleep Health Foundation recommend adults get 7 to 8 hours of sleep each night. A regular sleep cycle is created by going to bed and waking up around the same time each day. Good sleep habits can lead to mental health improvements, making it easier to recover after illness and facing challenges less daunting. 4. Spend time with loved ones and build positive relationships. Friendship can make a big difference when it comes to mental health. Connection gives us a sense of belonging and purpose. We can connect in many ways, such as planning a weekly outing with a friend, or engaging with the wider community through volunteer work. 5. Make time to relax Relaxation has been proven to assist with mental health. Daily meditation, deep breathing, or mindfulness can help us better manage emotions. 5. Quit smoking Approximately 50% of people with a mental illness are also smokers. The toxins in cigarettes have been found to contribute to mood problems. In addition, the physical health problems caused by smoking, such as heart disease and lung disease, can lead to mood problems and mental health challenges. Quitting smoking can be a big challenge and may create a temporary downturn in mental health. Keep in mind that quitting has many benefits to mental health – these benefits can be felt after just a few weeks.
