DESCRIPTION

In the past, the addition of pedestrian countdown signals and replacement of old signal infrastructure has been determined to be categorically exempt. In the coming months, the SFMTA will be working with the Planning Department to fully review the project for environmental clearance.DPW will manage the issuance and administration of the contract for construction (by competitively bid contract). SFMTA engineering staff and signal shop staff will provide traffic engineering support during construction. SFMTA staff anticipates that construction will begin in June 2015 and conclude in March 2016.

Project Name:Webster Street Pedestrian Countdown Signals (PCS)Project Location:Webster Street along a 0.7 mile stretch between McAllister and California Streets. The SFMTA will install PCS and other signal hardware at six intersections along Webster Street at California, Sutter, Eddy, Turk, Golden Gate, and McAllister. Webster and Turk Streets have been designated as WalkFirst Corridors.Scope of Work (may attach Word document): Please describe the project scope, benefits, and how the project would meet the Prop AA screening and prioritization criteria as well as other program goals (e.g., short-term project delivery to bring tangible benefits to the public quickly). Please describe how this project was prioritized.The proposed project is consistent with San Francisco Pedestrian Strategy Plan that was adopted by the Mayors Pedestrian Safety Task Force in April 2013. The task force is an interagency collaboration among the Department of Public Health, the SFMTA, the Department of Public Works, Police Department, the Planning Department, District Attorneys Office, and the San Francisco County Transportation Authority. The task force utilized accident data to determine the streets within the City with disporportionately high incidents of pedestrian collisions. The task force determined that 60% of all pedestrian incidents were occuring on 6% of City streets and designated the streets where safety improvements would make the most impact as WalkFirst Corridors. In order to improve pedestrian safety and access for all pedestrians including school children and seniors in the WalkFirst corridors, the task force has identified pedestrian count down signals as one of the most effective interventions. Comments/ConcernsThe SFMTA estimates that the total project cost for the project is $1,400,000. Typically the cost to upgrade an intersection, including the addition of countdown signals is $250,000. Given that conduits and curb ramps will be installed as part of the paving project, we estimate the cost per signal to be around $233,000. Although the proposed project shows 100% Prop AA funding for the design and construction phases, the project is indirectly leveraged by DPW's $3.9 million (general obligation bond funded) repaving project along Webster Street. The SFMTA is also using $196,000 in operating funds to pay for the design and installation of conduit that will be installed during the paving process.
