Chairman’s Pen

My dear fellow exporters,

The much-awaited report on Fuller Capital Account Convertibility, released by the Reserve

Bank of India has charted out a road map for transition by 2011 in a phased manner.

According to this, companies will be able to raise ECBs up to US$ 1 billion in Phase III

without permission, there will not be any ceiling on long-term or rupee-denominated ECBs

and companies will be able to invest up to four times their capital in overseas subsidiaries/JVs.

Resident Indians will be able to freely remit as much as US$ 200,000 abroad and open bank

accounts anywhere in the world, foreign individuals will invest in India stock markets, local

corporates and banks will take large foreign loans and overseas companies will do rupee

borrowings from India.

However, the currency liberalisation will come with riders.

Steel prices in China have declined by 3.9% in the recent times due to overproduction of

steel. China’s steel production maintained its rapid growth in the first six months, with

unprocessed steel output approaching 200 million tones. In a direct impact, most of the

Indian steel manufacturers including SAIL, Tata Steel, Essar Steel and JSW Steel have

announced price cuts in the range of Rs. 500 – Rs. 1,000 for hot rolled flat steel. This will

reduce the raw material cost and made engineering goods more competitive.

Yours sincerely,

(RAKESH SHAH)

The Market : It has an integrated economy and everymajor industry is represented. With theexceptions of a few import quotas and somestrategic industry ownership restrictions, there are no limitations on foreign firmsseeking to do business in the US.

Trade in goods : The total US import market in 2005 wasUS$ 1,996 billion, as against US$ 1769billion in 2004.

Balance of Trade : The trade deficit at the end of 2005 wasUS$ 723 billion as against US$ 617 billionin 2004.

Investment : FDI in the US reached US$ 1,526 billionin 2004. Although the US restricts FDI insome sectors foreign investors are generallytreated on par with domestic business. Thereare no restrictions on moving capital or profits.

Current Economic : In the third quarter of 2005, GDP growthSituation was 4.1% on the back of strong consump-

tion and government spending. The fore-cast for 2006 growth is 3.4%. However,Hurricane Katrina has increased the risk ofhigher inflation. CPI inflation increasedby 3.6% year-on-year in August 2005due to higher energy prices.

Brief Economic ReviewUS GDP growth is projected to grow at 3.7% in 2006. World GDPgrowth is projected at 3.25 per cent in 2006. Thus we have seenstrong, continuing US and world growth in spite of slow growthin Europe, modest growth in Japan, and crude oil prices whichare projected to remain high into the foreseeable future. High oiland natural gas prices will add significantly to US farm fuel andfertilizer costs in 2006.

As the US economy expanded at a healthy 3.5 per cent pace in 2005,US agricultural imports more than kept pace. Total import valuefor fiscal year 2006 is projected at US$ 63.5 billion, up US$ 2billion from US$ 61.5 billion in the November 2005 forecast. The dollar’s exchange rate has recovered closer to its 2004 levelsafter depreciating in early 2005, helping Americans’ purchasingpower remain relatively strong.

Current factors affecting current US economic conditions are -Rising petroleum costs have had a ripple affect on virtually everymarket segment. With no relief in sight, future market conditionsare uncertain. Coupled with inflation rising to a nearly four yearrecord high, the US economy is in a somewhat sluggish growthcycle. Industrial output was 4.5% at annual rate, and manufacturingindicators show expansion. Moreover, consumer confidence is at afour year high.

Long-term US interest rates continue to rise in 2006 from the near-record lows of 2004 and the first half of 2005, reflecting increasedworld credit demand and higher short-term US interest rates. TheFederal Reserve Board is expected to continue to raise short-terminterest rates to prevent future run-ups in inflation. While consumerprice index (CPI) faces inflation, largely due to higher energyand industrial commodity prices, was 3.6 per cent in 2005.

Introduction to Local Markets

Today, more than half of the electricity generated in the United Statescomes from coal. For the foreseeable future, coal will continueto be the dominant fuel used for electric power production. Thelow cost and abundance of coal is one of the primary reasons whyconsumers in the United States benefit from some of the lowestelectricity rates of any free-market economy.

The Department’s Office of Fossil Energy is working on ways tokeep coal in America’s electricity future. The key challenge is toremove the environmental objections to the use of coal intomorrow’s power plants. New technologies being developed inthe Fossil Energy programme could virtually eliminate the sulfur, nitrogen, and mercury pollutants released when coal is burned. It may also be possible to capture greenhouse gases emitted fromcoal-fired power plants and prevent them from contributing toglobal warming concerns.

Research is also underway to increase the fuel efficiency of coal-fueled power plants. Today’s plants convert only a third of coal’senergy potential to electricity. New technologies in Energy’sFossil Energy programme could nearly double efficiency levelsin the next 10-15 years. Higher efficiencies mean even moreaffordable electricity and fewer greenhouse gases.

While coal is the nation’s major fuel for electric power, naturalgas is the fastest growing fuel. More than 90 per cent of the powerplants to be built in the next 20 years will likely be fueled bynatural gas. Natural gas is also likely to be a primary fuel fordistributed power generators – mini-power plants that would besited close to where the electricity is needed.

Energy’s Fossil Energy programme is developing natural gas-powered fuel cells for future distributed generation applications.Fuel cells use hydrogen that can be extracted from natural gasor perhaps in the future from biomass or coal.

Energy’s Office of Nuclear Energy, Science and Technologysponsors R&D programmes aimed at maintaining the operatingcapability of the nation’s existing nuclear power plants anddeveloping the next generation of nuclear technologies. Nuclearenergy is our nation’s largest source of emission-free electricity. The 103 US nuclear units supply about 20 per cent of the electri-city produced in the United States – second only to coal as a fuelsource. The Nuclear Energy programme is working to developcost-efficient technologies that further enhance nuclear safety, minimize the generation of nuclear waste, and further reduce therisk of proliferation.

The United States’ electricity infrastructure is one of the greatestengineering marvels of the 20th century. However, to meet the risingelectric power demand of the 21st century, significant improvementsin America’s electric system are necessary. Blackouts serve as apowerful reminder of the critical role electricity plays in theeveryday lives of people. The mission of the Office of ElectricityDelivery and Energy Reliability is to lead national effort tomodernize the electric grid, enhance security and reliability of theenergy infrastructure, and facilitate recovery from disruptions tothe energy supply.

In addition, the Office of Electricity Delivery and Energy Reliabilityseeks to develop new technologies for the storage of energy andthe transmission of energy that will contribute to energy efficiencyof the electric industry. For instance, the copper wires used intypical transmission lines lose a percentage of the electri-citypassing through them because of resistance, which causes the wiresto heat up. But “superconducting” materials have no resistance, andif they are used to transmit electricity in the future, very little of theelectricity will be lost.

Global Imports

In response to customer expectations, electric cooperatives (coops)across America are undertaking major initiatives to upgrade andmodernize their distribution systems. The penetration of digitalproducts into rural homes reached a level that has promptedmeasures to improve power quality. Interruption of power coulddisrupt work on personal computers and clocks and other devicesmight need resetting or re-programming. Customer demands havethus forced rural coops to strengthen maintenance procedures.

“Pole inspections and replacements as well as line rebuilds areaccelerating in the region”, notes the analyst of this study.Consequently, “Tree trimming is a far higher priority than in the pastand the adoption of automation technologies is increasing”.

However, weather changes and recent storms have completelydestroyed poles and made may coops ineffective. “In many cases, coops have decided to upgrade to new technologies such as steelpoles and high-tech conductors, rather than return to the previousinfrastructure’s status quo”, according to the analyst. “Also, theprice tag of energy IT systems such as supervisory control anddata acquisition (SCADA) and substation automation has fallen intandem with the reduction in computer hardware costs, bene-fiting the mid-size municipal and cooperative end-user markets”.These factors are expected to increase rural electric coop spending.
