A public meeting will be held at the Bream Bay Community Trust on Wednesday 26 June at 6pm to discuss the setting up of a community patrol and/or a neighbourhood watch group in Ruakaka. Constable Anthony Rodgers said he held a meeting with concerned residents on Sunday 9 June, as people were feeling anxious and there were lots of rumours flying about after an attack on a woman in her home in W Place, Ruakaka Village early on the morning of Friday 7 June. He was able to tell those present that a 17 - year - old local youth had been arrested in connection with this incident and was being held in custody. Around 30 people attended the Sunday meeting but others have since complained they were not invited.Constable Rodgers stresses that everyone is welcome to next Wednesday’s meeting. Some of those present at the Sunday meeting asked that there be more Police patrols at night in the Ruakaka Village but Constable Rodgers said, “Even if we were to drive through there 50 times a night it doesn’t mean its going to stop things happening. We need to be more responsible as a community.”He said the Ruakaka Village is a different community then Waipu and One Tree Point and people living there might not take too kindly to patrols from other places driving through and making complaints about village

Sandy Brown, a member of the Otamatea Vet Club’s Board of Directors followed me out of the club’s members meeting in Waipu two weeks ago, making threats should I publish anything said in the meeting.Nothing could have been more calculated to make me want to publicise this issue. Since most people living around here have animals and from time to time make use of the local vet centres, I believe the fate of the Otamatea Vet Club is of interest to our community. Also the vet club is a long-standing local institution. I didn’t actually have to quote from anything that was said at that meeting. There is enough discussion and general concern about what is happening with the vet club that I had a pretty good idea about what was going on anyway. It is amazing that the Otamatea Vet Club has survived for the 50 years it has been in existence. For professional people to be subject to the whims of an elected board of nine seems like a very difficult arrangement and perhaps says something about the quality of the people who have previously served on this board.The current board seems to have decided it wanted the club to operate under a different business model, one that would provide more returns to the club’s farmer members. The board appears to have overlooked the fact that successful businesses, particularly businesses that trade on the expertise of professional people, depend on good relationships based on mutual respect. Common sense really, but then, as an elderly aunt of mine commented recently, “Common sense is not all that common.” I am wondering ‘Where to from here?’ I am sure all the vet club’s members, not to mention all the non-member customers who use its services, are
wondering the same thing. Perhaps things can still be patched up but without some clever intervention the whole organization could collapse.I can see there are advantages for veterinarians to be working in a large team. There is someone to take care of the paper work, other vets to cover on weekends and holidays and colleagues to discuss cases with. But what’s to stop a collection of small private practice vet clinics working co-operatively with one another? The Otamatea Vet Centre doesn’t pay tax, which gives it a big competitive advantage over private practices. I am not quite sure what the justification for this tax free status is. Perhaps someone could explain. It doesn’t seem very fair. Despite all the above, the vets might decide (perhaps have already decided) that working under the structure of the Otamatea Vet Club is just too cumbersome and go their own way. It is interesting to read about the history of veterinary practice in New Zealand. To begin with farmers who had shown some skill and knowledge in curing ailing livestock helped out their neighbours when they had a sick animal. When professional vets, trained in the UK or elsewhere came to New Zealand around 1945, there was a marked increase in the productivity of the dairy herds they worked with. Prior to the establishment of the Otamatea Vet Club, the Maungaturoto Co-operative Dairy Company employed vets to work in this district. Vet services have for many years been a very important ingredient in successful dairy farming. Richie Guy, whose father Ernie was one of the Vet Club’s founders, is confident things will work out one way or another. “They always do. Problems come and go but things usually work out in the end”, said Richie. That’s a good thought. I am sure they will but we will just have to wait and see what form the resolution will take.

Public meeting called in response to home invasion attacks in Ruakaka
The Otamatea Vet Club, which runs four clinics in Waipu, Maungaturoto, Mangawhai and Ruawai, is in crisis. Five of the club’s 12 veterinary surgeons have sent in letters of resignation, as have three administrative staff and the general manager Debrah Johns, who was hired towards the end of last year. The Otamatea Vet club trades under the name The Vet Centre. It operates as an incorporated society with profits either returned to the business or passed on to members by way of reduced fees. The club was started in the early1960s by a group of farmers. Prior to this, vets working in the dairy industry in Waipu and Maungaturoto had been employed by the Maungaturoto Dairy Company. Richie Guy, whose father Ernie was one of the founding members, remembers that the split was amicable as the dairy company decided that running a veterinary practice was not part of its core business. He also remembers that setting up the Vet Club was not an easy matter and his father and the other founding members worked hard on its establishment. Other founding or early members of the vet club’s board were: Brian Leitch, Ernie Flower and Wally Slako. The structure they set up has remained in place for fifty years. Members pay an annual membership fee and elected a board of directors to a three - year term to oversee the business. From 1945 vet clubs were formed throughout New Zealand as a means of encouraging qualified veterinarians to work in the dairy industry. By employing a number of vets the clubs could offer better working conditions, providing cover for staff to take holidays and weekends away from work. Vet clubs also have the advantage over private veterinary practices of not being required to pay taxes, theoretically enabling them to keep prices for their services lower for club members.
The trouble at the Otamatea Vet Club seems to have started with an attempt by new members on the club’s board of directors to “restructure” the business with the aim of it giving a better financial return. Chief Executive Officer Graham Goodall, who had worked for the Otamatea Vet Club since 1983 resigned last year. In addition to his management role Graham had continued to work as a veterinarian. Debrah Johns, who previously was practice manager at the Bream Bay Medical Centre, was hired as General Manager. With spring calving due to begin in a month’s time. The board of directors is negotiating with three of the resigning vets, trying to entice them back into the organization and board chairman Paul Bamforth, a farmer from Ruawai has taken on the role of General Manager. The other current Otamatea Vet Club board of directors are: Craig Davy-Martin (vice chairman), Graham Hargreaves, Sandy Brown (secretary), Colleen Taylor, Ashley Cullen, Paddy Thornton, Matt Smith and Paul McCarroll. The Otamatea Vet Club’s next annual general meeting is due to be held in September.

Ruakaka or Marsden City - which name do you prefer? Should people living in the Ruakaka area be fighting to save its name? This question came up at the Ruakaka Residents and Ratepayers Association meeting last week. The association’s secretary Warren Daniel said, “We have this great big sign in the middle of our patch saying Marsden City.”Warren said in the 1980s the Ruakaka Business association took action when the Post Office was moved to the Ruakaka town centre and the Post Office wanted to call the whole area Marsden. The business association got the name changed back to Ruakaka. However, Northland Regional Council Chairman Craig Brown said, “Is it any of our business if someone decides to put a stack of containers in the middle of an empty subdivision with the words Marsden City on it.” Peter Hope commented that the name Marsden City was just the name of a subdivision such as Paradise Shores, Kohi Lakes or La Pointe. “A developer has the right to name a subdivision whatever he likes, just as he has the right to name the streets in the subdivision.”
New car restoration work shop not in Marsden City after allIt turns out that the Louis Berker’s panel - beating and classic car restoration building which is currently under construction on industrial land off One Tree Point Road is not on the land which has been earmarked by developer Oliver Scott as the new Marsden City, but on the adjacent 35 hectare Marsden Business Park. Paul Gray of GNLC Ltd. which owns this development said the Marsden Business Park is not part of the Marsden City proposal but is an industrial development and he is keen to encourage business developments such as Mr.Berkers panel beating and classic car restoration to set up there.

As I’m sure you know from the past, Most of the time I have huge respect for your reporting ability and how you dig to get the stories for us. I can only assume then that you were told by the gentleman hoping to reduce the speed on Marsden Point Road that the cur-rent speed limit is 80 kph. As I have seen you on this road on many occasions, I presumed that you would be aware of the speed limit. I’m sure someone has given you incorrect information, as there are 70 kph signs frequently posted on this road. There is a big difference in consequences traveling at 80kph, than there is at 70kph. Oops.

Before any changes are made to the number of councils we might have, we need to make two basic changes that will improve the level of democracy and council response to the wishes of the people. These measures cannot be brought in before this year’s elections be-cause of the rules surrounding changes to electoral procedures. However, this is the best time to have them become issues in the electioneering this year. These measures will have to be brought in as soon as the new councils take office . There is a time factor in the rule book.The first measure is to replace the first past the post voting method with another more democratic form, e.g. single transferable vote. First Past the Post is out of date and is no longer used in national elections. It is inherently unfair. We already use Single Transferable
Voting for the Regional Council and the Health Board. Those who are not sure how S.T.V. works can find out by searching for S.T.V. on the computer. Councils have been remiss in informing the public on S.T.V. and need to remedy this , particularly for those without computer access.The next important change is to have a limit on the number of years, any person can hold the position of Council Member, C.E.O. , or Mayor : whether in a block or cumulatively. The rea-sons for this are the same as those that led the founders of the Constitution of the U.S.A. to limit the years any-one can be President, and why many other office posi-tions have a limit on tenure. Among other reasons, they prevent holders becoming entrenched and out of touch with the public.

Techniques developed for Ruakaka South wastewatescheme may be useful in Christchurch Some of the techniques developed while building the Ruakaka South sewerage system may be used to replace earthquake damaged systems in Christchurch.A pressure pump system was used with pump and storage tank units installed on each property. This system is cheaper to install than a gravity system, as the diameter of the pipes doesn’t need to be as large and the excavations don’t have to grade. Storage tanks on each property also reduce the risk of spills in the case of any power failure. Tony King who managed the Ruakaka project for Fulton Hogan, said the high water table present at some of the Ruakaka south area, caused problems when it came to installing the 2 metre long/ 1 metre wide tank units into the ground and then holding them in place. He said trials were conducted on two pieces of land – one with a hard sandstone base (which is present on the higher land at Ruakaka south) and another with sandy soils and high water table, to determine the best methods to use. The sandy soils caused the most problems as the water table in these areas is very near the surface. Holes dug to take the units would quickly full with water, so a steel sleeve was developed to prevent infiltration while the units were lowered into the ground, and removed once they were in place. “Then we had to find a way to keep them from popping out of the ground,” said Mr. King. A ballast system was developed, with a concrete biscuit attached to the base of the unit. The effectiveness of this ballast was tested by a crane, which applied four times the load of the water pressure. “We know they are going to stay there”, said Mr. King. Fulton Hogan staff working in Christchurch had visited the project to view these methods for themselves as in many areas of that city they are working in shifting ground prone to mud and water seepage. Mr. King said that while some of the septic tanks the work teams encountered had been well maintained others were in poor condition and likely to have been leaking into the water table. He said a total of 150 thousand work hours had been spent on the project.
The annual hand out of native trees through the Pohutukawa Coast programme is on once again. Anyone in Bream Bay who would like one or two trees or shrubs to plant on their property or for a community project should contact volunteer tree distributor Nola McCullough – 432 8332 as soon as possible as supplies are limited. Pohutukawa Coast is run by the Whangarei District Council in conjunction with the Northern Branch of the Royal Forest and Bird Protection Society. Refining NZ donated $5,000 towards the cost of growing the trees and shrubs to a good size to be ready for planting at the Tawapou Coastal Native Nursery in Tutukaka. The programme has been running for 23 years with the initial aim of ensuring pohutukawa continued to grow along the Whangarei District’s coastline. For the past three years the list of plants has been extended to include: kauri, Northland hebe, flax, kowhai, coprosma and pseudopanax lessonii. A total of 3,300 trees and shrubs will be given away through the programme this winter.

At a celebration party held at the Bream Bay Club on Wednesday 12 June, Northland Regional Manager for Fulton Hogan, Keith
Cocking handed the new piece of equipment over to Ruakaka Fire Chief Darrell Trigg.Darrell said that the fire brigade now has two defibrillators, one on each of its fire trucks.He said that the donation was a very generous one much appreciated. “Although we don’t get called on to use them every day, when you need one it is a very good thing to have.”He said that the fire brigade often gets called on to cover for the ambulance service when the Bream Bay ambulance and its crew are already engaged. Defibrillators are electrical devices used to counteract fibrillation of the heart muscle (which occurs during heart attacks) and restore normal heartbeat by applying a brief electric shock.

The Whangarei District Council recently adopted a new Dog Management Policy and Bylaw, which bans dogs completely from some sections of beach including two sections in Bream Bay. These are: sections of beach on either side of the Ruakaka Estuary (Department of Conservation markers at the edges of the wildlife reserve indicate the edges of the dog ban area of beach) and along the Ruakaka River edge to Biller Rd. and at Marsden Bay from the edge of the Marsden Point Oil Refinery, past the Marsden Cove Marina to the end of the beach. A Department of Conservation dog ban exists from south of the Tip Road entrance to the beach to the northern end of the Waipu Reserve Campground. However because of a mapping error the council bylaw does not include this particular ban. Mike Henehan, the Council’s bylaw co-ordinator says Council staff will still be enforcing the DOC rule.
Included is a dog ban along the tributary to the Ruakaka River, which runs between private land and the Department of Conservation estate at the south western edge of the Paradise Shores subdivision. A track, which in part, runs along the eastern edge of this creek is a popular dog exercise area. The no dog areas were created in response to a submission from the Department of Conservation which asked for these bans because of the high wildlife values of these areas. It had been assumed that dog bans already existed in these places but when they were tested by someone who was challenged for taking his dog into the Waipu Wildlife Refuge it was discovered they had lapsed. Sections of other beaches in the district have also been included in the dog ban bylaw. These are at: Bream Head/Ocean Beach, Matapouri, Mimiwhangata, Ngunguru, Bland Bay and Whananaki.

Greg Maddox’s driftwoodsculpture
You know when you get up the driveway of Greg Maddox’s home in Ferry Rd., Waipu that you have come to the right place. There is a driftwood hammerhead shark with shell teeth grinning at you from the front garden. Greg and his partner Sarah Archer run a busy sign writing business – Think Tank Creative Signage from their office and shed. Their clients include: the Auckland, Dunedin and Christchurch airports, and The Auckland Council, the Waipu and Matakohe museums. Greg’s driftwood creations are a sideline to this. Greg got inspired after a big storm washed up lots of driftwood at Waipu Cove three years ago. Greg collected a trailer load. More recently he and Sarah have conducted a driftwood collecting expedition around the east coast. A driftwood moa by Greg has recently taken pride of place at the entrance to the Matakohe Kauri Museum. Another of his moa is in the Auckland zoos exhibition of extinct animals. Some pukeko and kiwi have gone to a vineyard in Hawkes Bay. A fantail has gone to Blenheim and lots of weta and lizards live in private gardens.A crocodile advertised for sale on Trade Me made the “cool things to look at” list and attracted 35,000 visits. Do bits of driftwood he finds suggest what he will make from them? “Sometimes but not always”, says Greg. Greg grew up at Waipu Cove but has spent time away. He worked as a fireman in New York and while there collaborated with the artist Grace Graupe Pillard on her apple campaign. She came up with the ideas and gave them to Greg to execute. Large colourful fibreglass apples were installed at various sites around the city. Some have become permanent fixtures.

“It’s pretty cool to visit New York and see some of my work still around”, said Greg.To bring this story back to Waipu, Greg is running a Tartan Taniwha competition as a Tartan week (or fortnight) in Waipu activity. Taniwha with a tartan theme can be made form anything you happen to have lying around and will be judged at the Waipu Cove Surf Lifesaving Club at 12noon on Sunday 14 July. See programme of Tartan week activities on page 11.

Waipu Rugby home dayWaipu Rugby had a home day on Saturday 8 June, hosting a full compliment of Mid-Western teams and an under 19 team from Whangarei Boys High School. The day began with a game between two Waipu nursery grade teams – Waipu Black and Waipu Gold playing ripper rugby, with the gold team members turning their shirts inside out to prevent confusion. JB 1 (5,6 and 7 year olds) and JB 2 ( 8 and 9 year olds) teams then took to the field. The JB 1s are playing their first year of tackle rugby. The nursery grades play what is called “ripper rugby” pulling coloured ties from the waists of the opponents in place of making tackles. Coach Mutch Urlich said he is very pleased with the way the teams are shaping up, and although the try tally favoured the two Mid -Western teams, in these younger teams “it is more about participation and making sure all the players have a good run around.” The JB3 (10 and 11 year old team) produced the score of the day, beating Mid-Western 90 to 5. Coach Mike Bartlett said his team “played really, really well and played as a team.” The JB5 – (under 12s team) had a thrilling game, getting away to an early lead but falling off a bit in the first part of the second half when Mid-Western scored try after try. With just a few minutes to go, Waipu was down five points when Chayse Babbington scored a try. This was converted by Cam Gordon to bring the final score to Waipu 36, Mid-Western 34. The junior games were followed by morning tea in the clubhouse for all the players and their support crews.

Challenge Voyage – 29th May - 4th JuneSeryerus Miller and Cruz Flavell represented Bream Bay College against 5 other chosen schools, in the Tall Ships Tai Tokerau Challenge. They were more than a match for the other schools on the physical challenges and
until the last day when they were pipped at the post by Huanui College in the bread-making contest. The crays were all too small and the dolphins were very cool. Year 10 Social Studies trip to the Auckland Museum and Sky Tower 47 Year 10 students armed with 65 questions to answer de-scended upon the New Zealanders at War section in the Auckland War Memorial Museum. This trip illustrated in all manner of ways their current study on this topic. There they entered a labyrinth of twisting hallways, trenches, and saw vehicles, weapons, mannequins, and an assortment of paraphernalia bringing life to these tragic yet exciting times in our involvement from the Boer War in 1890 to present day Peacekeeping around the world. Some of the poignant snapshots remembered from this trip were: a soldier writing about how much he had enjoyed the war and what would he do now it was over? A mother

were all such good looking men too.The students have learned that the days of ‘where Britain goes we will,’ followed by the thousands of our men sent off to Europe, is over and that now we try and play our part in world affairs by other means than war. As Heath Kewene said about the visit, “The knowledge of all the wars and the large collection of exhibits were amaz-ing and we learned so much.”So that visit was about memories. Then we were off to Sky Tower for now where we saw and entertained many tourists, saw one bungee jumper hurtling through the air, looked out over great views of Auckland, took lots of photographs and got back on the bus for home. Fame and screaming struck our girls near the Television Studios.’ Is it One Direction?’ I called. ‘No.’ ‘Is it Moorhouse?’ ‘ No’ ‘Then who is it?’ ‘It’s Simon Dallow’ they cried. Ah…….. youth.

In defence of development levies Paul Dell of the Whangarei District Council’s Group Manager District Living was guest speaker at the Ruakaka Ratepayers Annual General Meeting held on Tuesday 11 June. He spoke in favour of development contributions, which are levied by the Council on new subdivisions. Mr. Dell said he had recently installed a $20,000 wastewater treatment system on his 2,000 square metre block. “When someone says they have had to pay a development contribution to Council of $20,000 to pay for the sewerage system I say ‘lucky you.”“We (the Council) are no different from Fonterra. If you have a sheep farm and you turn it into a dairy farm you have to buy into the collective. “You have already paid for a lot of infrastructure. When new people turn up develo-pent contributions are a way of getting them to pay their share.The new Ruakaka south sewerage scheme cost $14 million. If we didn’t have devel-opment contributions ratepayers would be paying for all of this.” Craig Brown chairman of the Northland Regional Council and developer of a rural lifestyel subdivision in Brooks Road, Waipu asked what about the situation where the developer puts all the infrastructure in himself. Mr. Dell said, “That’s fine. It will still cost him a lot of money.”Spencer Cummings commented, We have had all this development in Ruakaka but we don’t have the people to support it.” Warren Daniel asked if the Council should be giving rates relief to companies which bring employment to the district. Mr. Dell said this was tried on the West Coast and a lot of businesses which set up there didn’t last the distance and the people of that district were left with the debt for setting up facilities to support those businesses.

Sonia said she enjoyed working in Waipu for the six years she ran the salon previously and only left to have a family. Now her chil-dren are older, she feels she can take on the task of running her own business once again.

The Waipu Lions Club held its AGM at the Waipu RSA on Wednesday 5 June and appointed its new committee. Peter Blanch, immediate pat president, was given the new role of Membership Chairman. The job of Almoner, which involves looking after the well-being of club members went to Vern Marriot. Rod Lindop is Bulletin Editor, Lion Tamer is Peter Shepherd. This job involves looking after all the flags and collecting the fines. Tail Twister (in charge of thinking up reasons to fine members) is John
Finlayson, Treasurer is Chantelle Murray, Secretary – Ron Lawrence, Vice President Andrew Roke and President – Mike King. Mike has been Secretary for several terms but has up until now resisted suggestions he become Club President. The meeting was presided over by Alistair Banks who is regional chairman looking after 15 clubs in the Whangarei and Dargaville area, with Waipu the southernmost of these.
