Japan's role in the world Moral Re-Armament movement'

A delegation of 44 Japanese, described as the "largest and m
representative group of leaders to leave Japan since the wathis summer attended the World Assembly for Moral Re-Arm
arrrent (MRA) at Caux, Switerland
After a three-week session and a tour of west Europe, t
delegation hopped a Philippine Air Lines plane for the U
and toured this country before returning to Japan to spre
the MRA gospel. In New York, they were personally receiv
at the United Nations headquarters; in Washington, represent
tives sat in on both houses and, in Chicago and Los Angele
American MRA members were treated to lavish receptions.
Japan is one of the newest participating nations in the worl
wide MRA movement
MRA's creed simply asks the individual to observe in his da
activities the basic tenets of honesty, purity, unselfishness a
love. It is believed that the individual's spiritual regeneratio
will affect others around him, his community and eventuahis nation and the rvorld.

No matter how unpalatable that attitude may be to anAmerican, it was a typicai Chinese reaction to our poiicyjust before the communists took control. The irattle ,s.i.rstcommunist aggression will probably be won or lost o. , tn"strength of that feeling. And there are parts of East Asiatoday where the attitude prevails and is justified.
This is especially tragic because the United States isundeniably the best-intentioned nation on the internationalscene today. In the Far East, however, where the gap be_tween our intentions and actions is sometimes enormous,the people involved are apt to lose sight of our intentions.At the same time, we Americans are often not interestedenoLlgh in Far' Eastern happenings to know what our actions
there reaily amount to.The situation has been different in Europe. We seemed
to know what needed doing there and we went ahead anddid it. Nobody could reasonably algue against the fact thatWesteln Europe is a very much stronger force against com-munism today than four or five years ago.
The European line. beyond which Soviet imperialismcannot go without provoking open war is clearly marked.That line puts the traditional democracies roughly on oneside. The nations without an estabiished democratic heri-tage are on the other side, within the Soviet sphere. Inother words, the advance o{ communism in Eu.ope stoppedjust about where it met solidly grounded democratic con-ditions. And America was able to strengthen those democ-racies to withstand the political inroads of communism.

But the problem of stopping communism in the Far Easthas been a much differ-ent matter. When World War II ended,there were no democr-acies in the Far East for the U.S. tostrengthen, except for the Philippines.
Wher:eas Western Europeans had a traditional democracyto defend against communism, Fa l Easterners had no democ-lacy and felt absolutely no desire to defend their traditions ofcolonialism and feudalism. In fact, the people of Asia cameout of the last World War in complete revolt against mostof the traditions they had known. Traditions for them gen-erally meant national humiliation, poverty or an outmodedway of life within a rigid family system-or a combinationuf all three.

If then we expected the Chinese, for example, to defenddemogr'acy against communism, it was necessary that theChinese first have a democracy to defend. Or, at least, it wasnecessary that the Chinese believe the government they weresupposed to defend offered them real hope of a change forthe better. No matter what the reasons behind it , ChiangKai-shek's government was definitely not a democtacliAnd the vast majority of the Chinese people became eon-vinced that it offered little hope of change.

So, fol both the democracies and the communistsale very basic differences between the European anEastern situations. These differences call foi one taction in Europe and an entirely different type ofin the Far East.
America's ideological war in Europe has been for drac.y. And we have been winning it. But in the Far Ehas been against communism ll,ithout being really fothing in many cases. And we have been losing it . .In
wolds, the U.S. has been fighting a positive cold wEurope and an essentially negative cold wat. in the FaWe are learning that negative wars are extremelvf icult to win.

As a result, Indonesia todavis probably the pivot of democracy,s hope in East Asia.We had just begun to apply this lesson in South Korea byforcing legally due elections and othel issues. But the Ko-rean war has, of coulse, interrupted orderly developmentsin that area.
However, America has shown no signs of applying it inIndo-China, where we seem to be in the process of ie-en-acting a China situation. And we have yet to indicate that wewill keep it in mind in dealing with Burma, Thailand andMalaya.
The people of the Far East are neither politically con-scious nor politically crganized. They lack the power tocombat dictatorships within their own countries. Butthroughout the area the passive acceptance of intolerableconditions is at an end. The cnly group giving direction tothese people-organizing them and making them politicallyconscious cf their power-is the communist group. WhileAmerica str:engthens gover-nments-in many cases govern-ments the people do not want-the communists are strength-ening people. They are doing this by political intervention.

The head-on clash of these two methods today is inIndo-China. Interventicrn in Indo-China
on behali of theFrench has been largely ineffective because the Frenchand the government they have sponsored lack popular sup-port there. Such intervention will probably continue to Leineffective if we do not succeed in strengthening the handof the Indo-Chinese people. A government alone, after all,can not resist communism. It takes people to resist com_munism. When time is as short as it is today, these people
can be strengthened only by political intervention onbehalf.
Give people whot fhey wont
If America cannot by intervention make a peoplethe government they have-which is essentially- our ppolicy-America can by intervention make them havgovernment they want. It is a matter of forcing goments to allow greater popular participation, to carrnecessary reforms and to generally broaden their
of power. It is also a matter, where necessary, of frnations of unwanted foreign control. Only America hapower to do these things.
Would undoubtedly weoken nqiions
By doing them, America would undoubtedly wsome governments. But it would at the same time strenpeople immeasurably. By doing them, Amarica wouacting like an imperialist and would naturally be lcalled imperialistic. The only answer to that charge wbe to produce results which the people in the couinvolved can recognize as good. The people of the Farare quick to recognize genuine good honestly offered.
This, I believe, has been America's intention in the
East all along. But our actions have not often demonstrato Far Easterners. Changing our present so-called assisinto intelligent intervention, while far from an idealtion, is a hothouse method of producing supportable deracy in the Far East in keeping with the urgency otimes. It is also a way to show Asiatics that America'stentions and actions can add up to the same thinethat we honestly wish them well.

Ushij ima found a necessity for. an income somewhatsteadiel than what he was deriving flom fr.ee lance camerawolk. So, deciding to make usi: of hi s college training, Ushi-j ima opened an audit ing and accounting service in LosAngeles.
The war nipped the new enterprise in the bud.
In January of 1943, Ushijima, with his wife and baby boy,relocated to Chicago, where for the remainder of the wi rhe worked with the Office of War Information producing
army training films.
For three years after the end of the war he was withChicago's Coronet Films as a cameraman, editor and director.He left Coronet in 1948 to organize hi s ow n compan3r,Cav-alcade Productions.
Cavalcade's first film, "Against the Tide," won an awardat the world fiim festival in Chicago in igag. Other filmiproduced by Cavalcade include "Out of the Night,,' a forcefuldocumentary of Chicago's Skid Row, and ,,Lord
of All,,' areligious film in colbr, starring the former Hollyu,ood actress.Colleen Townsend.
At present, Ushijima not only produces industrial, edu-cational and religious pictures for his Cavalcade productions.

for the George W. Colburn Labolatory of Chicago, engagedin television and commercial movie work.The one-time MGM errand boy is a member of the Societv
of Motion Picture and Television Engineers. He and hisfamily make their home in suburban Park Ridge, wherethe" moved shortly after coming to Chicago.

United States, few can deny that MacArthur's administra-tion of Japan is one of the few hopeful and bright spots
in our postwar history.
General MacArthur has had one mission since V-J Day:To get some 80 million Japanese back on their political andeconomic feet in as short a time as possible. He has thrownhimself into that task with single-minded energy-and theJapanese have sensed the sincerity of his drive to that goal.
On the hopeful assumption (and le t me add that prayers
should go with that assumption) that we will manage tosecure peace in Korea, after our military victory there, Ipersonally believe that the target year for Japan is 1952when General MacArthur will be able to take Japan off theback of world charity, which is principally American help.General MacArthur himself has been fully cognizant of theIimitations of a military occupation. He knows the restrictedusefulness of running a country like Japan with soldierswho conquered it. From the outset of his administration hehas made it clear that one day Japan must again be free tomanage her own affairs and that he as head of the Occupationforces must one day go home.
During my four years at SCAP headqualters in Tokyo,MacArthur had to receive every kind of expert sent to himfrom the United States. They came to tell him what to do
and how to do it-representatives of big business, bankers,oil men, motor car manufacturels, clergymen, educators,journalists. They all beat a trail to his door. They came withhigh-powered letters from senators and congressmen. Mac-Arthur received them-and listened. He has carefully weigh-ed the continuous flow of advice, tested it against the prac-
tical needs of the people of Japan and out of the past five

In March, 1950, Arai's first effort in spebial
technique was shown at the Fourth Great
Falls (Mont.) Salon of Photography.
To date six of Arai's pictures have been put
on exhibit. For a man who bought his first
camera only a year ago, that's good shootin'.
A PROLIFIC PHOTOGRAPHER, Arai is kept busv just cataloging proofs. In thebackground are three of his salon prints. Two on left are both prize-winners, "Retreat"and "Crossing the Bar." The other on e is slated for early exhibition.

enough to get by . I watched him as he slowly talked.
This old man hcw clearly I recalled those days in
Vancouver when he had peddled vegetables rvith his old
lebuilt Chev. In the summer, Tsutomu and I were allowed
to perch on a rack beside the truck and to accompany hinr
on his twice-weekly lounds. The smell of the fresh lettuce,cncumbers and raCishes was good .
Old Shimo u'as a widorver. Struggling to make ends meet,
he had little time with his son. Consequently, Tsutomu and
I were inseparable. Sometimes we made u'ooden swords and
imitated the swaggel and speech of the samurais in those
Japanese movies we saw at the local Bukkyo chulch.
Of course al l girls were sissies and we despised thdm.
There used to be a pletty little gill named Yuriko living
acloss from Tsutomu's place. When we played catch, she
sometimes sat on the lawn and watched. Then we would
stop playing and jeer and make faces at hel till she t'ned
We were tough.
One day I was leturning home from school when, turning
a corner, I met Yuriko and beside her a beet-faced
Tsutomu carrying her books! For a confused moment we
looked at one another. Suddenly Tsutomu flung the dis-
criminating books at Yuriko and scampered down the street.
Later on, she moved to Japan but Tsutomu and I never'
mentioned her again.
When we reached high school age, Tsutomu and his father
as we made new acquaintances and developed different in -
moved to the othet end of the city and I saw little of him
terests. Aftel Pearl Harbor, I lost contact u'ith him ai -
together.
Thus things would have remained if I had not met old
Shimo again that night.

I made it a point to visit old Shimo occasionally in his
cheerless room. We talked of the past few years. Tsutomu
had hit out for Eastern Canada soon after the outbreak of
of the war and he had landed in Tolonto. Old Shimo, like
many Isseis, had been sent to one of the road camps in the
Rockies but, soon as he was able, he had come to Toronto
only to learn that Tsutomu had moved to Montteal.
I reflected upon the plight of the older generation: The
violent upheaval of the old social system and the subse-quent break-down of family ties. Gone were those relation-
ships which had stabilized the homes of pre-evacuation days.
I was half inclined to hunt up Tsutomu and to urge him to
iome back. But I put it off. After all, he probably had his
own reasons, selfish or otherwise .
One evening, I climbed up the stails to the

Many still patronize the dives, lured by the
prospect of easy money.

Japan as a representative of LARA
(Licensed Agencies for Relief in Asia).
Reiko is the daughter of Karvasaki's old
school teacher. At that time Reiko
wistfully remarked that she would
like to study in the U.S. After his re-
turn to the States, Kawasaki took it
upon himself to find a school rvhicb
would enroll her.
After extensive inquily, he received
an enthusiastic reply from Miss Leo-
nore Goodenow, director of Scattetgood
high school. The small school was al -
ready crowded but when the students
were told that, if theY could make
r:oom for one more, a girl from JaPan
would be able to get an Amelican
education, they unanimously agreed
to take her in even if some of them
had to double up at the dorm.
Final an'angements were then made.
Early this summer, Reiko wa
clearance to come to thisto study. The case is unusual. A
