    . . m.-BUILDINGS.

    The tender of James Nation and Co. for building the Wilson Hall, for the sum of £36,707 lOs. 6d., was accepted. The dimensions of the hall are ;

    Length, 140 feet. Breadth, 47 fe~t. Height of walls, 45 feet. Height to apex of roof, 84 feet.

    Satisfactory progress in the building has been made by the contractors and it is anticipated that the hall will be :qnished within the contract time of two years a~d a haIr:

    . The improvements in the buildings with respect to drainage and ventilation WhICh were commenced last year have been completed.

    The Council have once more Qccasion to urge on the Government the absolute necessity of erecting a substantial fen ce around the University grounds. The Council have no funds available for such a purpose, and the present fence is too old to admit of repair.·' .

    . Some of the' Professors who live in the University have represented to the Council that their houses are not sufficiently commodious: The Council took into their consideration the question of residence, and referred the matter to a .Committee; who reported that the house accommodation deemed sufficient for unmarried men was originally provided for four Professors. That one of the Professors having been allowed to live outside the University an allowance of £100 per annum has been made to him, and he has surrendered possession of his house. Of this, some apart~ ments have been appropriated to the use of the Registrar and his staff, others are employed as a combination room, a robing room, and a room for the lecturers in attendance. These arrangements must be regarded as merely temporary, because the accommodation for the purposes named is insufficient and inconvenient.

    To the fifth Professor an allowance for rent in lieu of a house is also made. For the sixth, as well as for the Registrar, neither a house nor an equivalent has been provided. .

    The Comqtittee further reported that it is desirable that the Professors should live within the University, and it is· indispensable that the President of the Professorial Board should be in residence during his year of office-especially during the terms. Also that the representations respecting the existing house accommodation are wen founded. This report having been adopted, a deputation from the Council waited on the Acting Chief Secretary and the Treasurer and represented the urgent wants of the institution. The deputation was graciously receited, and the applicants were informed that a recommendation would be subnlitted to the Government that a sum of £5,000 be placed on the Estimates of this year as an instalment towards carrying out the object, and that a further sum might be placed on the Estimates of the following year to complete the admittedly necessary arrangements.

    IV.-THE MATRICULATION EXAMINATION.

    The Council have· had during the past year under consideration the subject of the improvement of the mode of conducting the Matriculation Examination. A Committee was appointed to enquire into and.report upon the means by which the needful reforms could most advantageously be carried into effect. A report was draw'll up embodying their views, but in ordm' that the subject might be thoroughly investigated it was thought advisable to invite the Prof~ss?rial J?~ard to confer with the CommIttee.

    Conferences have been held, and It IS anticIpated that the final report of the Committee will be brought before the Council at an early date.

    V.-RESIGNATIONS AND ELECTIONS.

    Since the last Annual Report the vacancy in the Council, which.was occasioned by the death of the late John Pearson Rowe, Esq., has been filled 'by the election of Alexander Mon-ison, Esq., M.A., LL.D.

    Another vacancy has occurred by the resignation of Sir Francis Murphy, one of the first appointed members of the Council. This vacancy has been filled by the election of John Madden, Esq., LL.D.

    Leave of .absence was granted to Dr. Martin last year, and Thomas Rowan, Esq., M.n., 'was appointed his locum tenens to the end of the year. .

    The death of Dr. Martin occasioned a vacancy, which was filled by the appointment of Dr. Jamieson as Lecturer on Obstetric Medicine.

    John Simeon Elkington, Esq., M.A., and scholar of this University, who has held the position of Lecturer on History and Political Economy for the last three years, has been appointed to the Professorship of History and Political Economy. This chair was vacated five years ago by Dr. Hearn, on his acceptance of the appointment of Dean of the Faculty of Law. In consequence of want of funds to support the chair the Council has been unable to fill up the vacancy unti:l now.

    The Council relieved Professor Strong, at his own request, of the duty of examining in English for the Matriculation Examination, and they appointed Henry Venables, Esq., B.A., in his place.

    VI.-" THE ARGUS" SCHOLARSHIP.

    Eight years ago the liberality of an anonymous donor enabled Dr.' Hearn to offer to the University the sum of £1,000 for the purpose of founding a Scholarship for the promotion of knowledge in Engineering. The gift was accepted and the Scholarship established. Since the date of the last Report the names of the donors have been made known to the Council; they are Messrs. "Wilson .and Mackinnon of The Argus. The death of Mr. Edward Wilson removed the restriction subject to which the gift was originally bestowed. Dr. Hearn having intimated that it was the wish of the donors that the name of the foundation should be changed .to that of " The Arlfus Scholarship," the Council, acquiescing in such request, have caused the following notice to be' posted at the University:- . ..

    "Whereas a scholarship called the Engineering Scholarship has been founded within the University of Melbourne, and whereas provision has been made under the statute establishing the said scholarship for changing the designation of the scholarship upon the written request of the representative of the donor, and whereas W. E. Hearn, Esq., LL.D., the said representative of the donor, has requested, in accordance with the terms of the statute, that the scholarship should in' future be known as The Argus Scholarship, it is ordered by the Council of the University that the scholarship shall henceforth be designated The Argus Scholarship.

    VII-ALTERATIONS IN STATUTES AND REGULATIONS.

    Regulations for the course of study for degrees in surgery have been passed by the University, and allowed by your Excellency. u,

    Several gentlemen took advantage' of these regulations, and obtained, at the last annual commencement, the degree of Bachelor of Surgery.

    An alteration in the Statutes has been made, enabling an students to take advantage of the privilege, hitherto enjoyed by law students only, of paying their fees by the term instead of in one sum in advance for the whole academic year.

    With the exception of the addition already mentioned, the only change in the Regulations during the past year has been a permission to the students of the first year to select the senior division of'the classical course in place of the junior. The object of the alteration is twofold-the first being to enable the more capable students to enter at once upon a course of study considerably in advance of the ordinary first year work, the further object being to relieve the pressure upon the limited space of the classical lecture room, and t() equalize, as far as possible, the number in each of the classes under the Professor of Classics.

    VIII.-ELECTION OF OFFICERS. ..

    At the annual meeting of the Council, held on the 5th of May 1879, the Honorable Sir Redmond Barry, K.C.M.G., was elected to the office of Chancellor for the ensuing year; Anthony Colling Brownless, Esq., M.D., was elected to the office of Vice-Chancellor for the ensuing year.
