ere we go again: More phone calls received atNAPS Headquarters and discussions at NAPSstate conventions about EAS special-exemptemployees being told they will not be paid for

working T-time. I wrote a Postal Supervisor article inNovember 2016 explaining the Postal Service policyabout how special-exempt EAS employees are to becompensated when working more than 8.5 hours in a

given day. It’s officially called “ad-ditional straight-time pay,” but it’salso known as T-time.

In my November article, I ref-erenced USPS Handbook F-401, Au-gust 2000, pages 55-56, whichstates special-exempt employeesare to receive additional straight-time pay for all hours worked inexcess of 8.5 in a day. I further ref-erenced the USPS Employee andLabor Relations Manual (ELM), Sec-tion 434.143, “Eligibility for FLSA-

Exempt EAS Additional Pay,” which reads: “FLSA spe-cial-exempt employees in EAS-18 positions and beloware eligible for EAS additional pay if authorized towork over 8.5 hours on a scheduled day or any hourson a nonscheduled day, even while on a temporary as-signment such as to an OIC position. When author-ized work exceeds 8.5 hours on a scheduled day, EASadditional pay is received for the first half hour as wellas for the authorized work over 8.5 hours.”

Unfortunately, there is a new tactic being used bysome managers to avoid paying T-time. They are try-ing to blame Postal Service Headquarters for this.These managers claim USPS Headquarters has mandat-ed no more T-time and, therefore, supervisors whowork more than 8.5 hours in a given day won’t bepaid for working those hours. Wrong! NAPS has re-ceived no official communication from Postal Head-quarters that it no longer will pay or authorize T-time.

Another tactic used by some managers is to ran-domly change a supervisor’s schedule to take a two-hour lunch when there is no operational need for sucha permanent change. The change is made only tocheat EAS employees from receiving T-time. This two-

hour lunch scam is wrong, too. In my opinion, a real postal leader never would

make up a false USPS Headquarters mandate or con-done the manipulation of an EAS employee’s schedulejust to avoid paying T-time. That is not leadership,postal or otherwise. You probably can tell I am reallygetting t’d-off about these current T-time tactics.

Let’s be honest, T-time is a cost of doing business.Some postal leaders have recognized this fact and havetaken steps to approve the time when needed. Othersmonitor T-time usage and legitimately manage to re-duce it. In some cases, there are local directives that anoffice may not use EAS T-time without prior approval.

Depending on where you work, this approval maycome from the district manager; manager, Post OfficeOperations (MPOO); or postmaster. If that is the postalleader’s instruction, then so be it. NAPS has no issuewith that directive as long as EAS employees are notdirected to work off the clock or denied payment for T-time that is legitimately earned.

Therefore, when T-time is not approved, my adviceto those respective special-exempt employees is to endyour tour at eight hours and leave the office for therest of the day. Go home, go bowling, go to DairyQueen—just go.

If special-exempt EAS employees are instructed tocontinue working past their regular schedule, theyshould swipe their timecards. If your manager is play-ing “keep away” with your timecard, then complete aPS Form 1260 for all hours worked on that given day.Give the original 1260 to your manager to enter intoTACS, but keep a copy for your records.

If you notice in your next paycheck you did notget properly paid for working those additional hours,inform your manager to make a pay adjustment. Ifthey refuse, file a grievance in accordance with ELM650 to receive your just compensation.

It is very simple. If you are not approved to workT-time, then end your tour in eight hours. However,have the professional courtesy to provide your manag-er with as much advance notice of what workload re-mains. Let your manager make the final decision ifthey want you to stay on the clock and pay you the

like to think of myself as having eclectic taste inmusic. My kids, though, call it old. Anyway, in1965, the Four Tops released a hit song titled, “TheSame Old Song.” This song came to mind recently

at a consultative meeting.I periodically peruse the USPS OIG website and

read some of the completed audits that may impact orbe of interest to NAPS members. During my latest web-

site visit, I reviewed NO-AR-18-004, Mail Processing FacilitiesStaffing. This audit had to do withthe application of the Function 1(F1) Scheduler. The objective wasto determine if USPS mail process-ing facilities are optimally staffedbased on use of the F1 Scheduler.

It was no surprise to me thatthe audit found issues with thisprogram. I could base that on theunsolicited reviews I have receivedas I traveled around the country

representing our association. I heard from some seniorleadership about how this process was failing the goalsof the USPS. New process or the same old song?

I had heard, and the USPS OIG audit confirmed,that this program was not being followed locally. Thenarrative on the local level wouldpoint to the process’s failure toadequately provide for staffingUSPS functions.

This audit report seemed topoint toward little to no imple-mentation of the F1 Schedulerresults. A more significant point

for NAPS was the audit found that, regardless if a plantused greater or fewer resources than identified in theF1 Scheduler, overtime usage still was in double dig-its—above 10 percent—and penalty overtime was usedat nearly the same levels.

Due to the poor results identified by the OIG inthe audit, NAPS felt it was necessary to engage USPSHeadquarters leadership regarding the useful purposeof this tool. At the May 23, 2018, consultative, NAPSrequested the USPS discontinue its use of flawed toolsand return to a 22:1 ratio (excluding MDO ratio) for F1mail processing plants. Knowing this ratio may nothave been perfect either, it was, I heard, considered adequate.

The response received from Headquarters leader-ship was their predictable defense of a process. Wehave heard it before when voicing concerns aboutother process issues, such as Article 8 grievances andscanning integrity.

I must admit I had not listened to that tune in awhile. Clearly, though, it was the same old song: “It’smanagement’s fault.” There was, however, a newverse: “The USPS OIG reporting is suspect.”

forum is defined as a place, meeting or medi-um where ideas and views on a particularissue can be exchanged. That definition ab-solutely describes the context of the National

Postal Forum I had the privilege of attending recentlyin San Antonio, TX. The theme of the event was “In-formed Customers,” with an emphasis from the PostalService on informed visibility and how this can help

mailers be more efficient and makemail more visible.

The Postal Service is investingheavily in technology that allowsmail to be trackable at all stages,from acceptance to delivery. Thisallows mailers to better leveragetheir mailings to customers andallows customers to be more en-gaged with the mailing and ship-ping process. This technology hasthe potential to reap huge bene-fits for the Postal Service as cus-

tomers see the value in mail and use the USPS astheir shipper of choice in the ever-expanding pack-age marketplace.

The application of these scanning processes al-ready has enveloped our workplace. This includes bun-dle visibility scans in plants to arrival and departurescans in transportation, to acceptance scanning inpost offices and delivery scansmade by postal carriers. Clearly,the future of the Postal Service liesin scanning technology—activescanning, as well as more passivescanning, using geofencing tech-nology and GPS in the future.

We have seen this revolutionunfolding and support this effort100 percent. No one wants to see amore technologically advancedPostal Service than NAPS members.We see the long-term stability ofthe Postal Service rooted in thefundamental principle that servicekeeps customers in the mail. With-out service that is driven by tech-

nology, the USPS would be left behind as a relic of abygone era. We cannot allow that to happen.

However, one piece of the scanning visibility puz-zle that was not discussed at the Postal Forum was theunchanging need for EAS employees to be hands-on inthis process. Even with all the technology driving allthe indicators, this still is a people business. Treatingpeople right, giving them the freedom to grow andtest their limits, caring about them, providing themwith opportunities for upward mobility and givingthem regular pay increases that recognize the value oftheir contributions to the USPS are essential in devel-oping the future of this company.

Even when all the technological platforms are in-stalled and the expectations are set, at the end of theday there will have to be an EAS employee who drivesthe process in the plants and the Customer Service de-livery units. Technology can get the mail to a plantfaster or to a post office more visibly, but if craft em-ployees don’t come to work or the equipment is mal-functioning, an EAS employee will make the decisionsthat eventually will get the mail home and deliveredin a timely manner.

That’s what we do. We stand in the breach to makesure service is provided, even when the best-laid planscollapse. We manage, shift, realign, rethink and followthrough until the mail finds its way to its destination.

So, let’s hope the omission of this key piece ofbundle visibility was an oversight.Personally, I think an integral partof any presentation to mailersshould illustrate that the Postal Ser-vice has an outstanding managerialworkforce that will implement thescanning process on behalf of itscustomers—no matter the obstaclesthat inevitably crop up daily.

After all, at the end of the day,that’s what we do at the U.S. PostalService. We are EAS employees andwe make it work.

Agenda Item #1NAPS brought back to the table

Agenda Item #1 from the Feb. 14consultative for an update:

NAPS requested an OCC code re-view for consideration of the Super-visor Differential Adjustment (SDA)for the following EAS positions as-signed to the Stamp Fulfillment Ser-vices Center (SFSC):

• OCC Code 2355-0011, EAS-17Supervisor, Maintenance OperationsSupport (SFS). Currently, this SFSCEAS employee supervises five PS-10ETs, 10 PS-4 Labor/custodians andone PS-7 MOS clerk.

• OCC Code 2375-0015, EAS-17Supervisor, Order Processing (SFS).Currently, this SFSC EAS employee su-pervises one PS-7 Customer Serviceclerk, one PS-6 general clerk and 17PS-6 Stamp Fulfillment Services clerks.

NAPS requested the salaries forthe EAS positions with OCC codes2355-0011 and 2375-0015 be correct-ed and updated in ELM 412.12b. Alsoasked was whether the USPS author-izes the SDA for work that has beenand is being performed by these

two EAS positions.These positions are being reviewed

by USPS Headquarters Compensation.NAPS will be informed of the Postal Ser-vice’s decision.

The Postal Service’s latest re-sponse: The Supervisor, MaintenanceOperations Support (SFS), and Supervisor,Order Processing (SFS), will be includedwithin the position group “All other Eligi-ble” of the SDA, effective May 12, 2018.Retroactive pay adjustments are not ap-plicable when positions are added to orremoved from the SDA chart.

Agenda Item #2NAPS Headquarters has been

made aware that, currently, the USPSrequires virtually everyone who man-ages other employees to take the six-module Uniformed Services Employ-ment and Reemployment Rights Act(USERRA) training. NAPS members inthe field report this course is verywell-written and prepared. However,there is far too much information tobe a practical course for managers.

This training acknowledges thecomplexity of administrating theprocess in its many instructions tocall Human Resources (HR) beforemaking any decision. The course alsowarns the participant in the firstmodule that bad decisions can incursignificant cost, embarrassment andinconvenience to the USPS. Module1 goes into a vast and scary list ofconsequences if the respondent an-swered incorrectly.

This LMS course clearly andstrongly blames EAS employees for

all the trickle-down consequences ofpoor decisions made by a non-profes-sional HR specialist. At one point, itstates that when it gets to OSC, thisagency “takes the position that apostal attorney represents the PostalService and cannot also act as privatecounsel for the manager.”

NAPS does not agree with theUSPS’ position of not representingthe agents (EAS employees) perform-ing the duties of the agency (theUSPS). Furthermore, NAPS finds thatthe tasks being requested are outsidethe professional capacity of opera-tional managers and must rest withthe administrative professionals inthe Human Resources Department.

NAPS proposes this course be re-vised or eliminated and replacedwith something that establishes theimportance of USERRA compliance.NAPS believes the course shouldfocus on educating EAS employeeson how to identify those who qualifyfor potential USERRA protection.

NAPS requests there be an ab-solute requirement to turn the ad-ministrative process of managingUSERRA compliance over to the USPSHuman Resources Department foradjudication.

Courtney Wheeler, USPS attorneyand general counsel, attended the meet-ing and addressed this item. The PostalService provides all management em-ployees USERRA training as required byfederal law. The agency’s USERRA train-ing comports with the requirements setout by the Office of Personnel Manage-ment.

The purpose of the training is tomake managers generally aware of thebasis of USERRA and advise them thatwhen they have USERRA-related issues,they should contact Human Resourcesfor guidance. The USERRA trainingclearly explains the importance of fol-lowing established protocols and identi-fies who is protected by the statute.

While OSC takes the position thatagency attorneys cannot represent man-agers in USERRA investigations, thePostal Service insists on doing so and al-ways has represented postal managers insuch matters. Contrary to NAPS’ opin-ion, the USERRA-related duties thatmust be undertaken by managers areclearly within the scope of managerialduties, are neither complex nor onerousand are like other personnel-related mat-ters for which they are responsible.

The manager’s duties are largelyfunctional in nature and require themanager to notify Human Resourceswhen an issue arises. Human Resourcesis responsible for deciding how to resolveUSERRA issues.

NAPS responded that Wheeler’sexplanation did not address the con-cerns of NAPS for the lack of supportto EAS employees acting as agents ofthe Postal Service whose responsibili-ties are not, as stated by Wheeler,largely functional in nature and arethe sole responsibility of Human Re-sources.

Agenda Item #3NAPS Headquarters was made

aware that, on Nov. 17, 2017, theUSPS began the organizationalchange process of ending contractswith the freight-forwarding companyCargo Force. The scheduled comple-tion of the organizational change isJuly 25, 2018.

Cargo Force operations receivedvolumes of containerized mail trans-port equipment from origin NDCsaround the country and consolidatedthem at one of their contracted cen-

ters into bed-loaded trips to variousCargo Force contracted facilitiesaround the country to be re-con-tainered and dispatched to the desti-nation NDC.

NAPS requested responses to thefollowing questions. Chanel Reedus,manager of Network DistributionCenter Operations, attended themeeting and provided the responses,pointing out that the Postal Servicereviews all contracts prior to expira-tion to determine the most cost-effi-cient manner once that contract ex-pires.

• What is the impact to currentNDC staffing?

Staffing will be determined site-by-site using the standard metrics pertain-ing to craft and EAS staffing.

• What is the impact to NPA dur-ing a transition from Cargo Force?

There should be no change to NPAbecause this is not new work.

• What is the projected numberof Cargo Force deck-loaded trailersreceived at NDCs during this transi-tion?

Between six to 60 mixed hybrid con-tainers, based on the number of trips.

• What mechanized equipmentwill be reconstituted to handleunder-loading deck-loaded trailers ofmail from Cargo Force?

We are in the process of reviewingnew technology.

• What additional workhours willbe given to NDCs required to unloaddeck-loaded trailers?

Workhours will be determined caseby case, based on workload.

• What adjustments will be madeto NPA scorecards to address the op-erational changes?

Line 3H on the Financial Reportdeals with parts and commerciallabor. In an example provided byfield EAS employees, the Postal Ser-vice has a warranty issue with an en-gine. The VMF pays for the replace-ment engine. On the back end, therefund for the engine goes to the fi-nance number for where the vehicleis assigned—not the VMF that paidfor the part.

This also applies to tort claims ifa vehicle is wrecked and monies arerecouped for the loss. These fundsalso go back to the finance numberwhere the unit is assigned—not tothe VMF that purchased any replace-ment parts for that vehicle.

When the VMF went under Head-quarters reorganization, the VMF tookownership of line 3H, which is com-pensable to VMFs under NPA. NAPSrequested that all funds recovered thatimpact VMFs under line 3H be re-turned to the VMF purchasing theparts and not to the finance numberof the assigned vehicle.

The money goes back to the districtand the district adjusts back to the VMF.Phong Quang said he did not makethis statement, but that it was an edi-torialization of his response.

NAPS Headquarters has had fur-ther conversation with the field onthis issue. It has been reiterated thatthis money is not going back to fleet.

NAPS requested a flowchart ofhow the trackable process of back-flowing monies to VMFs is being ac-complished. The purpose of thiswould be to educate VMF EAS em-ployees on how to track costs at thefield level to ensure NPA targets arebeing accurately reported.

Kirby Cothren, manager, Fleet Oper-ations (A), attended and addressed thisitem. Funds are returned to the servicingVMF that completes the work after the3rd of the month; this can be tracked inEnterprise Data Warehouse (EDW).

NAPS Headquarters later was pro-

vided more information:Cothren discussed that 3H consists

of parts issued to vehicles and any asso-ciated item with a repair, except USPSlabor costs. Finance numbers aremapped to associated VMFs; thus, onthe 2nd day of each month, costs associ-ated with a vehicle repair are pushed tothe appropriate VMF.

This can be viewed in line 3H by the3rd of each month and is done via anautomatic Journal Voucher entry. How-ever, Cothren also indicated that acci-dent repairs or tort claims do not neces-sarily get funneled back to 3H as there isno automatic Journal Voucher entry forthat; it requires a manual entry. Thus,an expense could be charged to a VMFfor accident repairs, yet tort claim re-funds may not be returned to that VMF.

made aware of a recent settlement inthe National Reassessment Program(NRP) in which monetary awardshave/will be made that could directlyimpact total operating expenses(TOE).

sued report number HR-AR-18-003.NAPS noted this report identifiesstaffing issues that have been raisedby NAPS over many years, yet con-tinue to be unaddressed by the USPS.

In this report, the USPS acknowl-edged to the OIG that:

“During the audit, they (theUSPS) could not provide the criteriathey use to assess staffing levels orany supporting documentation that

they assess staffing levels with anyregularity.”

Industry standards related toworkers’ compensation caseloadmanagement indicate that a regularcaseload consists of between 100 to125 cases. Additionally, a review con-ducted by a Washington state JointLegislative Audit & Review Commit-tee found the best practice for thistype of unit to be a caseload of 105cases.

The OIG noted that the currentcaseload for USPS HRM specialists isbetween 431 and 580 cases, withoutthe USPS knowing, having or beingable to provide the criteria they useto assess staffing levels.

NAPS has stated on numerous oc-casions that the current staffing, aswell as the pay levels for HRM spe-cialists, continue to deteriorate. Thispoint now is supported by this OIG

report. The caseload cited for HRMspecialists by the audit team is an un-manageable burden on these EASemployees that only can be ad-dressed with increased staffing.

NAPS requested that the staffinglevels for all HRM units follow the in-dustry standards cited in OIG reportnumber HR-AR-18-003.

Roger Collado said Headquarters In-jury Compensation has acquired man-agement of the Periodic Rolls (PR) fromdistrict Health and Resource Manage-ment (HRM). OWCP has taken backmanagement of the third-party compo-nent cases previously done by districtHRM. Additional assessments of HRMstaffing at the district level are beinghandled as part of the overall reviewswithin the Future-Ready HR initiative.

NAPS noted the Postal Servicedoes not fully agree with the recom-mendations in the OIG report.

T-time needed to finish the work. Ifnot, then they made the business de-cision to accept responsibility and re-sults for the remaining work to becompleted. Do not let your managerhold you accountable for their deci-sions.

Remember, additional straight-time pay is paid for all hours workedby special-exempt employees. “Allhours worked” include supervising,administrative work, waiting for thelast carrier to return to the office,driving mail to the plant or partici-pating in teleconferences, to namejust a few examples.

Also remember, you are not anindentured servant to the Postal Ser-vice. Do not let your manager treatyou like one. You should be treatedas a respected member of the postalleadership team and paid according-ly. If your manager knows they can-

not guilt-trip, intimidate, trick orbully you into staying after 8.5 hourswithout compensating you, they ei-ther will instruct you to go home ortell you to continue working and payyou accordingly.

If you are instructed to stay, it isyour responsibility to accurately re-port your workhours. If you do notaccurately report the additionalhours worked, you will not be prop-erly paid. You also are doing yourselfand the USPS a disservice by not ac-curately reporting what it takes to getthe work done. It is your manager’sresponsibility to ensure you get prop-erly paid for working those addition-al hours.

Do not be intimidated or afraidof requesting the additional straight-time pay you have been instructed towork. You earned it. As a special-exempt employee, if you are not onthe clock, you should not be workingon the postal computer, driving a

postal vehicle, participating in apostal teleconference or doing anyother postal-related work. Plus, youshould not put yourself in a situationwhere you are charged with falsifyingyour workhours by not properly re-porting all hours worked.

NAPS Headquarters will not toler-ate—and neither should our mem-bers—the abuse of power and intimi-dating tactics by some postal leadersto avoid paying T-time that legiti-mately has been worked. As long asEAS employees are being deniedcompensation they have rightfullyearned, NAPS will not give up on thisissue. We will continue to inform ourmembers of their rights with regardto USPS pay policies.

Furthermore, I will not give upon providing you with an ice creamflavor-of-the-month recommenda-tion. My July 2018 recommendationis triple chocolate truffle!

Before the start of the conven-tion, Hayes Cherry hosted a repre-sentative training seminar conduct-ed by Glenn Smith, NAPS Disc-

iplinary Defense Fundprovider (DDF). Thetraining was informativeand well-prepared, withgood feedback from at-tendees. We also wel-comed back to the stateSierra Coastal Branch 244President Mary Burkhard.

On Monday morning,the opening ceremony and Presenta-tion of Colors were conducted byNAPS veteran volunteers. NAPS andthe Auxiliary held a memorial ser-vice to honor those members whodied in the past year.

Larry Munoz, USPS Pacific Areavice president, was unable to attend,but he sent his key managers: LarryBelair, Pacific Area manager, Opera-

tions Support; Shawn West, PacificArea manager, In-Plant Support;Bridget Carroll, Pacific Area Market-ing manager; and Sean Andrews,manager of the Los Angeles NDC.The postal leaders shared updatedinformation on new technology,programs and USPS goals that needthe participation and support of ourEAS employees. Romana Franco, Pa-cific Area engagement ambassador,and Erica Russell-Luke, Great Lakesambassador, conducted a lively andupbeat engagement presentation.

After the postal presentations,President Marilyn Jones determineda quorum of branches was present;she called the roll and gaveled theconvention to order. The conventionrules were read and approved; com-mittees to review the resolutionswere confirmed. The RegistrationCommittee certified all attendees.There were more than 32 resolutionsto be voted on addressing legisla-tion, Constitution & Bylaws, work-ing conditions, compensation, post-masters and formal resolutions.

The committees met, presentedtheir results to the delegations and,after objections, met with objectors.The resolutions were re-read and,after lively debate, the resolutionswere voted on by convention dele-gates.

The seven first-timers were eagerto join in the convention activities.Their task was to meet as manybranch lead delegates and nationalofficers as possible, introduce them-selves and get the delegates to signtheir convention book. MarshaDanzy, in conjunction with the Aux-iliary, set a SPAC goal of $5,000. The

first-timers were able to exceed thatgoal by $200!

Los Angeles Branch 39 Vice Presi-dent Sam Booth was in charge of theGreetings Committee’s presentation.Sam recruited all the first-timers andmost of the Auxiliary and nationalofficers. Sam, who is very creative,presented a parody of the recent“Black Panther” movie. His themeinvolved two brothers—one a goodmanager, the other a bad manager—at the Wakanda Post Office. Thegood brother goes on detail andleaves the bad brother to destroymorale and give all the supervisorsdiscipline.

In the parody, Chuck Mulidoreand I were the NAPS elders (represen-tatives) who came in and saved theabused and bullied EAS employees,brought back the good brother andbanished the mean brother from thepost office. The moral of the skit wasto treat everyone fairly and with dig-

nity and respect. We had a lot offun and some very creative playerscame up with impromptu cos-tumes to get into the theme.

The Auxiliary hosted a greatlunch. The host branch offered awine tasting and a great closing ban-quet with dancing, as well as a funphoto booth so attendees could takepictures.

This year’s convention was shortbecause it was not an election year.The 2019 convention will be a bi-state convention hosted by HonoluluBranch 214, Chuck Lum, president.

Arizona State TrainingRocky Mountain Area Vice Presi-

dent Myrna Pashinski and ArizonaState Branch 903 President JuanLuna sponsored the May 12 trainingseminar. NAPS Secretary/TreasurerChuck Mulidore and I were speciallyinvited NAPS national officers to at-tend this one-day training.

The postal guest was Gail Hen-drix, acting Arizona District manag-er. She spent the entire day provid-ing updated information andanswering attendees’ questions. DanBethel, a representative from DillardFinancial Solutions, offered informa-tion on retirement planning.

Chuck provided updated infor-mation from NAPS Headquartersand responded to attendees’ ques-tions and comments. Chuck and Ialso joined the training discussions.

Training focused on debt collec-tion procedures of the ELM 450 and650 process, including questions andanswers. Juan and Myrna led thetraining and discussion. They re-viewed in detail the proceduresNAPS members need to follow totake advantage of NAPS representa-tion when notified of owing a postal

debt and responding to corrective oradverse actions as outlined in Chap-ter 650 of the ELM.

Hendrix’ remarks were well-re-ceived. She shared updated informa-tion on Informed Visibility, which isdesigned to help supervisors andmanagers track mail through theprocessing and delivery system. Sheshared there are significant softwareupgrades available to support maildelivery. The MDD scanners will beupgraded over time to perform morein-depth scanning, she said. Thefocus is on bundle, package and pas-sive (mail tracking as it moves onthe equipment) scanning.

Hendrix was asked how the workenvironment can be improved. Sheresponded: “The main thing is themain thing.” There are three thingsin the workplace with which she

deals: rumors, anonymous tips andwhat comes to her directly. “Weneed to work on the power of rela-tionships,” she stressed. “We need tobuild a business relationship and beable to deal with our issues aswins/losses/ties (what-abouts).”

Hendrix said the focus should beon breaking the cycle of dysfunc-tions and looking at business issues:What is the business case? She alsoshared that when we have a concernor issue, we need to talk to the right

Dear Secretary Mnuchin, Director Mulvaney and Director Pon:

The National Association of Postal Supervisors appreciates the opportunity to providethese comments to the Task Force on the United States Postal System. These comments sup-plement our representatives’ discussion with Task Force staff on May 21, 2018.

The U.S. Postal Service continues to face significant financial and operational chal-lenges, caused and exacerbated by changing technologies and shifting customer needs. Wideconsensus exists that the long-term future of the Postal Service is threatened due to declin-ing mail volume, increasing delivery points and revenues insufficient to sustain operationsand statutory expectations. Clearly, the USPS business model is broken and requires fixing.

Valid legislative fixes are available through pending House and Senate bills (H.R. 756and S. 2629) that improve the business model of the Postal Service and meet the changingdemands of postal customers. They address important concerns, including service standards,needed innovation, and improved operations—the same issues discussed during our May 21

NAPS has pledged to provide its views and perspective to the Task Force onthe United States Postal System regarding the operational front line of the

agency. In that effort, NAPS sent the following letter on May 29.

meeting with your staff. These bills are the product of extensive, bipartisan oversight andcompromise and deserve prompt passage to create a sustainable and efficient postal system.In the same fashion, the proposed changes in postage rate-making by the Postal RegulatoryCommission represent a responsible path forward and should be encouraged to move ahead.Action now in these areas would provide for immediate relief and permit Congress next yearto focus more clearly on the long-term future of the Postal Service and the potential redefin-ition of the universal service obligation.

The uniformity of the USO obligation and its relationship to pricing adjustments in theletter and package markets require careful attention. Uniform, affordable and prompt mailservice to all urban, suburban and rural areas should remain consistent attributes of theUSO. Similarly, the mailbox and letter monopolies should be preserved for the very reasonsthat have sustained their existence through the years. The mailbox monopoly assures the se-curity and sanctity of the mail. Its contribution to consumer confidence in the mail systemand the prevention of mail theft is indispensable. Similarly, the letter monopoly provides asafety net for sufficient letter volume in the mail system—a situation warranted even moretoday.

Postal supervisors and managers believe passionately in the historic and constitutionalmission of the Postal Service, but they are becoming increasingly disenchanted and disen-gaged in their job performance, as revealed by Gallup-conducted “Postal Pulse” surveys overthe past several years, along with those conducted by the National Association of Postal Su-pervisors. These studies reveal heightened dissatisfaction by Postal Service supervisors andmangers over workforce management practices, including the pay-for-performance systemthat is the sole source for pay adjustments for the 45,000 supervisors and mangers coveredby the USPS Executive and Administrative Schedule. Responsible improvements in theseareas, along with realignment of the Title 39 pay consultation process between supervisor as-sociations and the Postal Service, would measurably improve productivity and the USPS’ fi-nancial bottom line. In addition, annual pay adjustments by the Postal Service to assure pri-vate-sector pay comparability would preserve USPS compliance with existing statutoryobligations.

Looking ahead, uniform, affordable mail service to all American households and busi-nesses is critical to the preservation of the Postal Service and the pathway to making Ameri-ca great. Equally so, the preservation of America’s postal institution as a governmental enter-prise is critical to its identity as a public service. The Postal Service, throughout its 240-yearspan, has demonstrated the capacity to evolve to better satisfy America’s changing needs.Harnessing that spirit of innovation in ways that benefit every city, town and village in ournation should be the guiding hallmark of the task force’s inquiry and recommendations.

he spring 2018 ExecutiveBoard meeting was called toorder at 8 a.m. on March 14by Chairman of the Board

and Southern Region Vice PresidentTim Ford. New York Area Vice Presi-dent Jimmy Warden gave the invoca-tion; Southeast Area Vice PresidentBob Quinlan led the Pledge of Alle-giance. Pioneer Area Vice PresidentTim Needham and Illini Area VicePresident Luz Moreno were named ser-geants-at-arms. Executive Vice Presi-dent Ivan D. Butts conducted the rollcall of officers; all board members werepresent, except Secretary/TreasurerChuck Mulidore, absent for the morn-ing session to attend to family needsfollowing the death of his mother.

President Brian Wagner wel-comed board members and thankedthem for their commitment and ded-ication to represent NAPS not just atboard meetings, but throughout theirNAPS terms. He also thanked Buttsand Mulidore for their ongoing lead-ership and counsel. He said the NAPSboard would be hearing from Post-master General Megan Brennan,Chief Information Officer KristenSeaver and Vice President of LaborRelations Doug Tulino.

Wagner asked board members tokeep their questions nationally basedand make sure any issue they bringup already has been through the dis-trict and area levels. NAPS’ new DDFprovider Al Lum also would addressthe board. “Our goal is to promotethe welfare of NAPS and our mem-bers by being productive and respect-

ful of each other’s opinions and finaldecisions we make as an ExecutiveBoard during this meeting,” he said.“Let’s stay focused on the agenda andcontinue to improve our NAPS or-ganization with positive actions thatwill make our members’ future evenbetter.”

Butts said it was good to seeeveryone and commented on thesuccessful Legislative Training Semi-nar just concluded. He said he wouldbe providing a SPAC update duringthe board meeting, but wanted topoint out that the Executive Boardgift card raffle set an example. “If wecan keep leading the way,” he said,“our members will continue to fol-low.” There are many legislative is-sues still to be addressed, he pointedout, stressing it’s important to givemembers concise answers.

Mulidore arrived in time for theafternoon session on March 14. Hethanked the board and all NAPSmembers for their sympathy andcompassion for his family followingthe loss of his mother.

MINK Area Vice President BartGreen made a motion, seconded byQuinlan, to adopt the board agendaand program. The motion passed ona voice vote. Central Region VicePresident Craig Johnson made a mo-tion, seconded by Michiana AreaVice President Kevin Trayer, to sus-pend the reading of the previousboard minutes submitted by Muli-dore. The motion passed on a voicevote. Warden made a motion, sec-onded by Needham, to accept the

minutes of the previous board meet-ing as presented. The motion passedon a voice vote.

Ford welcomed board membersand explained the meeting rules andprotocol. He said NAPS is a familyand, even when members disagreeon issues, they always come togetherat the end of the day, just as a familydoes.

Mulidore presented the NAPS financial report. As of Feb. 1, 2018, NAPS investments totaled$14,577,882.12. On June 1, 2017,NAPS investments totaled$13,700,686.15—a 2018 fiscal year-to-date increase of $877,195.97 or 6.4 percent.

Total NAPS assets at the end of its Quarter 2 (Nov. 30, 2017) were$18,737,497.24. Quarter 2 “Revenuesless Expenses” was $482,635.33. Thiswas reflected in the secretary/treasur-er’s financial report published in theMarch 2018 Postal Supervisor.

As of March 1, 2018, the NAPSGeneral Fund, consisting of its PNCchecking and PNC money market accounts, was $29,123.73 and$2,580.57, respectively, totaling$31,704.30. The Signature FCUchecking account balance on March1, 2018, was $210,489; the SignatureFCU money market account was$79,064 for a total of $289,553. Thegrand total in all accounts as ofMarch 1, 2018, was $321,257.30.

circle logo, as well as the modern-looking logo used at LTS. This is an ef-fort by NAPS to have control overwho or what entities use the logos.NAPS still is waiting to hear from thecommissioner of Patents and Trade-marks to issue the Notice of Al-lowance—the final step in the process.Part of this process was to updateNAPS Property, Inc. (NPA) registrationin the state of Delaware, whichlapsed, and soon will be transferred toVirginia, and to register NAPS as anentity in the state of Virginia, whichhas occurred.

As of March 1, 2018, the NAPSbuilding was 90 percent leased. Theformer Ladas and Parry space on thelobby level now is occupied by LRBunder a long-term lease. The third-floor office, formerly occupied byMarstel-Day, has been vacant sinceJan. 1, 2018. On March 31, 2018AACP will vacate the second floor.NAPS is not receiving regular ownerdistributions through FY18 due toprojected maintenance, tenant im-provements, commissions and po-tential lost revenue through unre-newed leases. NPI currently has$385,875 set aside through May 31,2018, to cover these costs, with an additional $202,000 requiredthrough the end of FY19, if neces-sary.

As of March 1, 2018, NAPS Head-quarters social media results were asfollows:

• NAPSHQ2U was discontinuedJanuary 2018.

• Facebook “friends” were 1,802.• NAPS has 463 Twitter followers.• The NAPS webpage had 3,588

users in January 2018 and 3,418 inFebruary; approximately 5 percent of this traffic was linked to socialmedia.

As of the January 2018 DCO (re-flecting DCO membership throughPP1 and PP2) NAPS had 27,076 mem-bers (25,738 active and 1,338 associ-ates; 95 percent and 5 percent, re-spectively). Total membership from ayear ago (PP1 and PP2 2017) was26,659 (25,295 active and 1,364 asso-ciate)—an overall total SPLY increaseof 417 members or 1.56 percent.

As of the January 2018 DCO, thetotal number of active EAS non-members was 9,806. This number isbased on the USPS payroll files ofnon-member EAS employees who arecoded non-postmasters. Based oncurrent membership totals, there areapproximately 27.6 percent non-members. NAPS continues to encour-age membership growth by provid-ing sponsors of new members a $25NAPS check.

Local and state branches contin-ue to receive their NAPS Non-Mem-ber and Change Summary reports,along with their DCO and Mail re-ports on a monthly basis.

Al Lum of Labor Relations AdminGroup (LRAG) provided an update tothe proposed changes in the ELM 450by the USPS. The board also askedabout data analysis of DDF cases.Lum said he currently has a staff offive representatives: three attorneysand two former labor relations advo-cates. All came from Scialla Associ-ates. He is actively seeking to expandthe staff to handle DDF cases. As ofJan. 1, 2018, there were 31 cases: 17MSPB, three ELM 650 and 11 debtcollection.

Pacific Area Vice President HayesCherry asked what system Lum usesto receive information. He can acceptcases via mail, fax or email. Buttssuggested meeting with Lum to pro-vide a checklist for members to send

DDF information to him. LRAG’s re-ports are good and NAPS can build alibrary with the final cases Lumsends to NAPS after a case has beenfinalized. This would help membersunderstand cases and how to preparefor a case. Lum is taking advantage oftechnology to generate the dataNAPS needs.

Texas Area Vice President JaimeElizondo asked about the philosophyregarding how DDF advocates handletheir cases. The advocates know theyhave expense limits and also knowthey must contact the member if thecost is going above the limits. Elizon-do said in some cases members havefelt pressured to take a settlementrather than going to the MSPB. Lumresponded that if a member wants topush forward with a case, the advo-cate should listen to the member.

Rocky Mountain Area Vice Presi-dent Myrna Pashinski asked for abreakdown of the 31 cases receivedso far: MSPB—clock ring falsificationsand credit card misuse; TACS ring is-sues of moving carriers off the street

Lum also commented on USPScredit cards. If employees use a USPScredit card for personal use, it is simi-lar to a person taking a postal vehicleto move furniture.

Butts, SPAC Manager Katie Mad-docks and Legislative Counsel BruceMoyer provided updates on SPACand legislation. Butts commendedMaddocks and Moyer for their dedi-cated work promoting NAPS’ legisla-tive efforts—at LTS and year-round.Delegates gave very positive com-ments about the recent LTS. SPACcontributions at LTS totaled$33,586.83, which included in-kinddonations. The dates for the 2019LTS are March 10-13.

NAPS Auxiliary President PatriciaJackson-Kelley and Secretary BonitaAtkins addressed the board. Kelleysaid the Auxiliary had some difficul-ties this past year, but has recoveredby finally getting all financial recordsand funds accounted for. She said shecontinues to make efforts to ensurethere is transparency for all Auxiliarymembers and NAPS Headquarters.The Auxiliary appreciates being ableto provide a column each issue forThe Postal Supervisor.

The Auxiliary collected $27,771for SPAC at LTS. This does not includein-kind donations. The Auxiliary alsoraised more than $1,400 from sellingJo Geter’s fudge and $300 sellingcookies from Hawaii. The Auxiliaryexpressed thanks to Maddocks andJovan Duncan for their efforts, as wellas Sheri Davies of ConferenceDirect.

Also, special thanks were ex-pressed to Auxiliary Western RegionVice President Lee Leopold, PacificArea Vice President May Nazarenoand the entire California member-ship for their support. Kelley said ithad been a challenging year makingappointments for LTS; however,things worked out. As always, theAuxiliary thanks NAPS for its sup-port.

Wagner thanked the Auxiliary forall its efforts. He said he wants theAuxiliary to attend the delegate ori-entation at this year’s national con-vention to help promote the Auxil-iary. Butts thanked the Auxiliaryleaders for their service to NAPS. Sev-eral other board members alsothanked the Auxiliary for its hardwork and service to NAPS at the na-tional, state and local levels.

Sheri Davies provided an updateon the 2018 LTS, planning for the2018 National Convention and anupdate on the 2022 National Con-vention site selection process. At the2018 LTS, $13,925 was collected forsponsorship—an increase of $3,425from the previous year.

Under old business, the boarddiscussed the Dillard Financial Solu-tions contract approved at the fall2017 Executive Board meeting.

Under new business, conventionseating by region for the 2018 Na-tional Convention was drawn.

The board observed a moment ofsilence for 17 seconds for the 17 chil-dren killed in the Florida schoolshooting. Elizondo asked everyone toremember the bombings earlier thisyear in Austin, TX, and pointed outthat no packages came from theUSPS. Service talks on how to handlethis bombing situation were provid-ed to employees.

Kristen Seaver, USPS chief infor-mation officer, addressed the board.She talked about how to bring intechnology and invest for the futurebased on limited funding. She saidtechnology is across all functions ofthe USPS; about 1,700 employeeswork in functions under the chief information officer.

Seaver explained the networkmust run in order for the Postal Ser-vice to operate daily and work totransform and grow the business andsecure the network. She offered ex-amples of people, processes andproducts:

1. Automated Package Verifica-tion—the CIO team designed a state-of-the-art platform to identify short-paid packages and charge the mailerfor the short-paid postage. In FY17,$73 million was deferred; $39 mil-lion so far in FY18.

2. Parcel Return Process—de-signed to simplify the process forUSPS customers and employees.

3. Enterprise Payment System—allows for an easier-flowing paymentsystem.

4. Centralized Help Desk—to re-duce customer waiting, improve reso-lution and improve the customer ex-perience.

Doug Tulino, USPS vice presidentof Labor Relations, said the big issueis service, which impacts NPA, per-formance and revenue—all functionsof the organization. He said this yearwill bring two rounds of collectivebargaining: rural carriers and theAPWU. Following are his responsesto questions posed by board mem-bers:

necessary to staff properly, but at the90 percent level.

2. EAS T-time—there may need tobe a policy to address use of manda-tory T-time for EAS employees. PostalHeadquarters will look at this; Tulinoencouraged NAPS to provide infor-mation.

3. EAS employees required to callin to telecons on non-scheduled daysor at 6 a.m. or 6 p.m.—this may needto be addressed locally before bring-ing instances to USPS Headquarters.

4. Continuing to work on theSWCs process; there has been datacollection/testing in the NortheastArea; should staff at the seven-daylevel.

5. No actual timeline for a personto be on emergency placement; how-ever, it is dependent on the charge,the level of investigation and thetype of activity.

6. Responding to a comment thatthe Postal Service does care aboutpeople and the organization, Tulinoresponded it is difficult to balancepay with the financials of the USPS.But, he added, while the leadershipof the organization puts people first,from NAPS’ perspective that is not always communicated to the field.

7. ELM 650 mediation frequentlyis denied after corrective action hasbeen issued; the term “egregious”often is used as justification for thedenial. Tulino said the USPS agrees tolook at this issue.

8. Laterals and downgrades—thisissue is being looked at by PostalHeadquarters.

9. Issues of supervisors deliveringthe mail, EAS employees are being re-quired to deliver mail in some areas.EAS employees being disciplined forWTIL failures; documentation is

available that these are not proper.The Postal Service still is a great

organization, Tulino stressed. He saidissues that arise continually are beinglooked at by the USPS.

Postmaster General Megan Bren-nan addressed the NAPS board. Shethanked board members and NAPSfor helping advance the Postal Ser-vice’s public policy issues on CapitolHill. She stressed the agency must re-main viable as a public institution.“We must improve service,” she stat-ed. “It’s not all weather-related. Keepservice foundational and at the cen-ter of all we do.”

Brennan offered that in order toimprove NPA, it’s necessary to keepmanaging the business and do thebest for customers. She pointed outthat volume is down 1.9 billionpieces. FedEx and UPS are buildingvolume back into their networks, tak-ing back from the USPS she said.Also, Amazon is shifting volumefrom the USPS as it builds volumedensity in its own network.

The Postal Service is working toslow product diversion through com-petitive pricing and technology totrack mail through the system; therewas $100 million of controllable in-come through February.

Regarding public policy, thePostal Service has had meetings withcongressional leaders to advancepostal reform legislation. “Withoutlegislative and regulatory reform,”she said, “not enough can be done toincrease the long-term viability ofthe Postal Service through manage-ment actions alone.”

Also, the Postal Service is bestserved when there is a fully constitut-ed Board of Governors. She refer-enced recent natural disasters andpointed out the USPS matters to

communities all over the country.Following are responses to questionsfrom board members:

1. There was a 38 percent increasein Parcel Select volume in FY17.

2. Pushing Priority volume intoSunday is good for business and ittakes pressure off Monday.

3. Regarding filling EAS vacan-cies, there is a 7 percent EAS vacancyrate. Filling these positions can re-duce supervisor extra hours, sevendays-a-week coverage and improveperformance.

4. It’s important to continue topress the urgency of postal reform.

5. Have customer inquiries into“lost or missing” parcels tied intoparcel-sorting machines; leverage thetechnology to improve customer ex-perience. Will make recommenda-tions to engineering to advance this.

6. Work continues on the next-generation vehicles; about 12,000“off the shelf” vehicles probably willbe deployed this year—such as Pro-Master vehicles—until new vehiclescan be deployed.

7. MDDs have shelter-in-placeprovisions for serious events.

Brennan said the USPS values thework NAPS members perform everyday and it’s important to continue toelevate workplace issues.

The March consultative meetingwas held in conjunction with theboard meeting (see the June 2018 issuefor the report).

Constitution and Bylaws Com-mittee—The board reviewed and dis-cussed resolutions to be presented atthe 2018 National Convention.

study March 2017 through Septem-ber 2017. After review, it was decidedto conduct a further review at six ofthe 36 test sites.

Specifically, the review wouldhave someone shadow a supervisorand document their activities fromthe time they begin their day to theactual end of their day. This wouldoccur on specific days during Febru-ary 2018. The review of each supervi-sor would occur four days—Saturday,Sunday, Monday and Wednesday.

The reason to conduct a furtherreview is because it was determinedby data previously collected duringthe test study period in 2017 thateven though all offices/stations per-form the same tasks, the workloadinvolved in completing the tasksgreatly differed. For example, someoffices/stations averaged maybe twoECC complaints a day, where othersaveraged 20. Although the two of-fices/stations completed the sametask (ECCs), the workload greatly dif-fered.

Average time factors were devel-oped from the observations conduct-ed in February 2018 for specific tasks.Multi-floor operations, hours of oper-ation and Sunday operations also arebeing considered. There will be ameeting in April to try and deter-mine having the time factors con-verted into credit points for theSWCs calculation.

Training Committee—Plans areto produce a 15-minute video onstaying out of trouble using real ex-amples and add it to the NAPS web-site with a link that takes a memberdirectly to a training tab. Guidelinesalso are planned for training branchvice presidents; there is a deadline ofMay 15 to have these materials ready.

dent—I have crossed the country vis-iting branches and encouraging ourmembers to dig deeply into theirpockets to give to SPAC so our Na-tional Legislative Team—led by BruceMoyer, Katie Maddocks and me—gains greater access to legislators.While the resident officers have beenbusy with pay talks, we still have tofocus on our other assigned tasks atNAPS Headquarters.

The Legislative Training Seminar(LTS) is under my purview. We had agreat turnout at this year’s LTS andlook forward to an ambitious SPACyear. We received donated gifts andgift cards for the Auxiliary SPAC auc-tion and the NAPS gift card raffle. Wemet our goal to exceed last year’s LTSSPAC total of $30,000. This year, weraised $34,234 for SPAC!

Our NAPS board Legislative Com-mittee is committed to encouragingmore NAPS members and retirees tojoin our “Drive for 5” continuouscontributor campaign. We want tomake it convenient for members toeasily contribute to SPAC and overtime through payroll deductions orOPM, if retired. Thanks to the boardmembers for giving $100 to supportour SPAC gift card raffle and leadingby example to show our commit-ment to SPAC!

I developed a new “Drive for 5”SPAC pin and hope to see many newmembers signing up for this benefitand wearing the new pin. Now thatthis year’s LTS is completed, we willfocus on the NAPS national conven-tion in August.

Jimmy Warden, New York Areavice president—11 congressional of-ficials, representing districts in thefive boroughs of the New York area,

wrote a letter regarding concernswith postal issues to Postmaster Gen-eral Megan Brennan. The concernsincluded late and non-delivery ofmail, long lines in the lobbies andcollection box “fishing.” All 11 elect-ed officials are Democrats.

A respective district manager whomet with some of the elected officialssaid specifics were not given. Theelected officials did not wish to givespecifics; they feared their con-stituents would become targets ofreprisal. In this one respective dis-trict, there are approximately 3,000collection boxes. The initiative toretrofit the boxes in order to elimi-nate “fishing” is underway; 500boxes already have been completed.

This district also has arranged fora quarterly meeting with members ofthe congressional offices to discuss is-sues and follow up on previous ac-tions taken. Sen. Charles Schumerhas held press conferences in front ofpost offices, as well, to address maildelivery in other parts of New York.

In reference to SPAC initiatives,Branch 202 held a cigar night andraised $425. At training seminars, weno longer have 50/50 raffles becausewe can raise more money for SPACwith prizes raffled off that were do-nated as in-kind gifts. For the upcom-ing New York State convention, giftswill be donated and raffled to raisemoney for SPAC. All branches at-tending LTS have been encouraged todonate an in-kind gift to the SPACraffle table.

Marilyn Walton, Western Re-gion vice president—Since our lastboard meeting in the fall, I have at-tended numerous SPAC fundraisersconducted by many of the NAPSbranches. I have attended pre- andpost-holiday events and am pleased

I attended Rep. John Garamendi’s(D-3rd CA) annual crab feed in Va-caville, CA, sponsored by NAPS. Ourgroup had an opportunity to spendquality time with Garamendi andtalk about postal/federal issues. NAPSCalifornia Bay Area Branch 127 at-tended several town hall meetingswith the following representatives:Jerry McNerney, (D-9th CA), EricSwalwell, (D-15th CA) and Mark DeSaulnier (D-11th CA).

I, along with my fellow Califor-nia Postal Legislative Coalition mem-bers, coordinated the 20th AnnualCalifornia Coalition event in Sacra-mento. Both postal management as-sociations, all postal unions andNARFE were represented. ChuckMulidore was the keynote speaker.We hosted over 100 attendees at thisevent.

The California Coalition is work-ing on supporting postal/federal-friendly candidates in the upcoming2018 mid-term elections. We arespecifically targeting seven Californiaincumbent House representativeswho have not been supportive ofpostal/federal employees and retirees.The coalition still is promoting a Cal-ifornia Assembly bill that would fundpostal workers to assist authoritiesduring national disasters, such asfloods, fires and earthquakes.

I was pleased to see the increasein NAPS members signing up for our“Drive for 5.” This is the best way toensure that our NAPS Headquarterslegislative representatives gain accessto promote our national agenda. Ialso was pleased to see so manyWestern Region NAPS members whowere supporters and contributed

$100 or more.I was able to reach the Ultimate

SPAC level in 2017 and currently amworking to achieve the same goal for2018. I asked this year’s Western Re-gion LTS delegates to pledge a mini-mum of $100 or more and pay in in-stallments if they weren’t able to givethis total at LTS.

I was happy to see the increase inWestern Region members joining our“Drive for 5.” I will continue to en-courage more members to join us!

Jaime Elizondo, Texas Area vicepresident—Since the fall board meet-ing, I have reviewed the legislativeinformation from Bruce Moyer andforwarded emails to my Texas group.I elaborated on certain points to gar-ner support for our efforts.

I continue to be on email lists forour Texas senators and continuallyreview their positions on nationaltopics affecting NAPS. I have sentthem personal emails on my posi-tions—mirroring that of NAPS—re-garding legislative issues. I havepushed support for postal reform leg-islation with my congressman, aswell.

I attended several branch installa-tions and meetings since our previ-ous board meeting. I attended theFort Worth SPAC fundraiser where Isupported Executive Vice PresidentIvan Butts as he talked to the groupabout SPAC.

I continue to use every opportu-nity to discuss the political climatewe face with our current elected offi-cials. I also ensure I talk about theNAPS legislative agenda. I ask forcontinued SPAC support and men-tion the ease of signing up for “Drivefor 5.”

I continue to sincerely sing thepraises of the Auxiliary and show my

support for the Texas State Auxil-iary—verbally and monetarily. I al-ready have donated several hundreddollars’ worth of gift items for theTexas State Convention SPAC raffle.Texas raised a significant amount ofmoney last year via the SPAC raffle. Ihope to help surpass that amountthis year. I am a President’s UltimateSPAC donor for 2017 and exceededthe $1,000-plus donation level.

Kevin Trayer, Michiana Areavice president—In the MichianaArea and Central Region, we contin-ue to encourage NAPS members tojoin the “Drive for 5.” The CentralRegion collected over $5,000 in a dayand a half at its recent training sym-posium.

It’s time for candidates to belooking for SPAC money. We need tomake sure they are in support of ourmembers’ needs before contributingto their campaigns.

It’s clear we still need to do moremessaging about SPAC. At manylarge meetings, a lot of members stilldo not know what it means or whywe are collecting.

Louis Atkins, immediate pastnational president—I have writtento all the Louisiana senators and rep-resentatives, expressing NAPS’ viewson Congress attempting to reducebenefits for retirees in recent pro-posed budgets. Only Cedric Rich-mond, a Democrat from District 2,has expressed support for our views.Others have said they will look at ourpositions, but I am not convinced!

I have attended many NAPSevents and have been pleased to seethat most branches conduct SPACfundraisers. I currently am preparingto go up on Capitol Hill to help de-liver NAPS’ message directly to ourlegislators.

Bob Quinlan, Southeast Areavice president—I have visited mycongressman, Rep. Daniel Webster(R), to affirm the importance ofpostal reform. Florida and Georgiafinished #1 in the country for thearea and #1 for Florida in total con-tributions in the country. We striveto be #1 and always challenge otherstates to raise the bar!

At every branch meeting and thestate convention, members sell 50-50raffle tickets, which helps our fund-raising for the entire year. We alsohave a silent auction at the state con-vention to which our members do-nate items. In 2017, Florida raisedover $34,000. Let’s keep raising thebar!

Ethics Committee—No report.Postmaster Committee—Several

Executive Board members are post-masters. They continually seek waysto express to postmasters that NAPSvalues their membership and partici-pation.

Membership Committee—Exec-utive Board members continue toseek ways to increase members, espe-cially at NSP classes and USPS careerawareness conferences.

PFP Advisory Committee—Wecontinue to provide information tothe board as 2018 PFP results are re-leased monthly, as well as preparingfor 2019 goals.

Duties and ResponsibilitiesCommittee—We’ve been examiningand updating the D&R Guide forboard members; no changes for thisboard meeting.

Stacey Herndon, PNC Invest-ments, updated the board on NAPSinvestments portfolio and invest-ment strategies. The 2017 YTD returnwas 13.26 percent. PNC is looking atmore volatility in 2018, but not a re-

cession. Regarding the tax reformbill, it’s estimated that all the benefitsof tax reform already were in themarkets. PNC does not believe tax re-form will extend the business cycle.While it will drive some return in2018, don’t look for tremendous in-creases in GDP, Herndon counseled.Many companies are giving one-timebonuses, but that will not drive themarket long-term via tax reform.

Per PNC’s outlook and projec-tions for the next few years, Herndonsaid equity return projections arecoming down; 10 to 12 percent re-turns are not expected. PNC is adjust-ing estimates downward. The marketshould be looking at 5 to 7 percentreturns on a 10-year projection, witha 3 percent annual return.

Herndon was asked how this willimpact NAPS’ portfolio. She said PNCis not projecting a recession. She alsowas asked if NAPS’ investments areinconsistent with what NAPS is advo-cating in legislation regarding theTSP. Herndon said NAPS investmentsare not inconsistent in the invest-ment strategy to drive more return inthe TSP.

Bruce Moyer addressed the boardas NAPS legal counsel. He said thelogo trademark application is takingmuch longer than expected andNAPS is working with outside coun-sel on this. Approval by the PatentTrade Office is expected soon.

A complaint was filed with theNLRB regarding NAPS. NAPS filed itsresponse, stating there was no juris-diction. The complaints ultimatelywere withdrawn by the complainant.

A complaint was filed in districtcourt claiming NAPS failed to ade-quately represent a member in aMSPB complaint. NAPS is awaitingfinal action by the court to dismiss

the member’s last complaint, whichis a breach of contract.

n the House and Senate postal re-form bills, H.R. 756 and S. 2629,

there is a call for a chief innovationofficer to develop and imple-ment postal and non-postalproducts and services inorder to maximize revenue.

Following this call forgreater sources of income,multiple pieces of legislationintroduced in both congres-sional chambers would allowfor greater use of the postal systemand post offices—not only increasingthe revenue of USPS, but also addingto the national economy.

Rep. Cedric Richmond (D-LA) took on this task of innovation withhis “Providing Opportunities for Sav-ings, Transactions, and Lending(POSTAL) Act of 2017,” H.R. 3617.This bill allows for expanding basic financial services in existing post of-fices. Services could include small-dollar loans, international moneytransfers and checking and savings accounts.

Sen. Kirsten Gillibrand (D-NY) in-troduced similar legislation, S. 2755,

noting that not only would a postalbanking system help financially un-derserved citizens, but also would cutdown predatory lending—generatingearnings for the Postal Service and im-proving individuals’ and households’financial stability.

Also recognizing theneed for and benefit of in-novating services, Rep. Jack-ie Speier (D-CA) introducedlegislation that would endthe ban on shipping alcoholthrough the postal system.As wineries, breweries andother producers are allowed

to ship their goods through private car-riers, the USPS is at a distinct disadvan-tage due to outdated Prohibition Eraregulations. The “USPS Shipping EquityAct,” H.R. 4024, would put the USPS ina competitive wine and beer shippingmarket and could generate $50 millionin revenue.

There is no question the PostalService needs supplemental sources ofincome. These pieces of legislationlook outside the box to expand servic-es. As the average postal customer’sdemands are changing, calls fromelected officials offer a means tothoughtfully grow revenue and helpcreate a sustainable Postal Service.

The acting DM also suggestedthat EAS employees need to beproactive. “Make sure you are ad-dressing a problem regarding whathappened today and what you planto do to make a change,” she said.

“Also, we all need to work on stan-dardizing processes to support suc-cess. Make sure everyone knows theprocesses.”

Hendrix said you can work hardon the wrong thing. “Don’t try to fixeverything at once,” she stressed.“Work on one or two things, thenmove to the next thing after achiev-ing some success. Use the LSSprocesses, tools and techniques. Ifyou still are struggling, call someonewho is more successful and ask what

they are doing. Share your successesso we all can be successful!” Hermessage was very positive and moti-vational.

What does it mean to take initiativeand be an assertive self-starter?

We all have worked with col-leagues who are willing to take theinitiative to develop an idea. Theseemployees always seem to assertthemselves at the right time. Often,we see them gain momentum, helppeers and accomplish amazingthings that lead to favorable out-comes. When you take initiative andact professionally, you help your or-ganization grow and succeed. It allleads to increased results.

Try these four steps to take moreinitiative and become a self-starter:

1. Accept challenges and align toyour organization’s plans. See and un-derstand what your organization re-wards and recognizes. Work to makeyour organization succeed and workto make important contributionsthat will add value in importantareas. Act when opportunities arise.

2. See and shape your vision for ca-reer and personal success. Some mean-ingful advice I heard in my under-graduate program was “Your life is awork of art, so paint your picture.”See your vision, the possibilities,goals, plans and processes you needto set in place to achieve that vision.Reflect on it and act; don’t procrasti-nate. Keep moving toward your vi-sion and goals.

3. Positive self-expectancy—expectto win. Having positive self-ex-pectancy means you are confidentyou have all the skills and knowl-edge necessary to complete a task.When self-expectancy is high, youexpect to win and have a positiveoutlook when you take on a newchallenge or initiative. Display a“will-do” and “can-do” attitude.

4. Don’t worry about failure.Michael Jordan once said, “I’ve failedover and over and over again in my

life. That is why I succeed.” AuthorJack Canfield tells us, “Don’t worryabout failures; worry about thechances you miss when you don’teven try.” Writer Mary Anne Rad-macher said, “The jump is so fright-ening between where I am and whereI want to be. Because of all I may be-come, I will close my eyes and leap!”

As employees, it’s important toremain flexible and adaptable. Per-form to the best of your ability andalign to your organization’s leader-ship, strategies, systems, structureand culture. Going forward, think ofyourself as a leader and a personwho takes initiative. See yourselfbeing highly motivated, enthusiastic,cooperative and an assertive self-starter. Give it your very best!

Remaining Mindful When Relationships End

uman relationships can be difficult, challenging and hard to understand.

You may notice this in your ownrelationships or those you seearound you. It can be hard toknow what to do when a relation-ship between co-workers ends.Not only is it difficult for the peo-ple involved in the relationship,but it can be hard for their co-workers and supervisors to knowwhat to do and say without mak-ing the situation worse.

These situations tend to trig-ger very intense emotions thatcan make it hard to maintain pro-fessionalism and calm in the

workplace. This article discussesideas for how to stay professionalat work while dealing with a bro-ken relationship, as well as how tosupport others who are trying todo this.

When a friendship or roman-tic relationship is over, we oftenfeel betrayed, burned or devastat-ed. Or maybe we are on the otherend and realize this isn’t the rightrelationship for us and are lookingfor a way out. The end of a rela-tionship is usually complicated,but much more so when the bro-ken relationship is with a co-worker. How do you get over hurtwhen you have to see the otherperson regularly? What is the bestway to deal with someone else’shurt feelings at work? The ideaof mindful separation mightbe helpful in these kinds ofsituations.

In mindful separation,we are respectful of every-one’s feelings, including ourown. We choose not to en-gage in the negativebehaviors that cankeep us entan-

gled in an increasingly hurtful sit-uation. This is true for the peopleinvolved in the broken relation-ship and everyone around them.Sounds great, but how do we dothat?

First, if you are thinking aboutdistancing yourself from a friendat work or ending a romantic rela-tionship with a co-worker, takecare in doing so. Be respectful ofwhat you shared together. Bemindful in your choice of time,place and words. Be gentle buthonest and firm about your feel-ings. Expect the other person mayexpress hurt and anger and try to

accept that reaction without gettingdefensive.

People often can see their role inproblems when they have a little dis-tance, but, generally, not when thehurt is fresh. So, listing all the com-plaints about the other person likelywill not work well. Instead, expressthe impact of certain behaviorsusing “I” statements, such as “I havebeen feeling very hurt when youcontinue to criticize me for smallthings.” It also is important to clear-ly state the relationship is over. Leav-ing any room for doubt can lead theother person to believe there is hopeand cause additional hurt and delayin healing and moving on.

If you are on the receiving end of a conversation such as the oneabove—whether a surprise to you orexpected—it still hurts. Self-compas-sion is very important. Doing yourbest to attend to your own feelingsrather than consuming yourself withwhat the other person is doing willhelp. While it is human to continueto focus on the other person, doingso steals energy away from healingand moving forward.

If you are bearing witness to thebreakdown of a relationship in yourworkplace, you may find yourselfbeing called on for support or to be areferee. It is tempting to choosesides, but do your best to resist doingthat. Everyone has their own per-spective about what happened andbrings their own experiences thatcolor how they understand whathappened. Rather than taking sides,you can offer compassion and usewords that show you care that some-one is in pain.

You can help them try to focuson their own self-care rather than onwhatever the former friend or ro-mantic partner is doing. You canlook for opportunities to makethings less awkward and lonely forpeople experiencing this. You can

encourage healthy behaviors and ex-press confidence in their ability tobe present and professional in theworkplace.

The early days after a relation-ship with a co-worker has come toan end usually are awkward and un-comfortable, to say the least. Expectthis to be true if the situation in-volves you or someone with whomyou work. It can be difficult to knowwhat to do during breaks or evenwhether to greet the other personwhen you arrive at work. Try beingcompassionate with yourself orsomeone else going through this.

Making a plan for how to handlebreaks and lunches or how you wantto greet or not greet the other personcan ease the situation a little. Limit-ing interactions with the other per-son to what is necessary for workand keeping a neutral tone often isthe best plan for dealing with en-counters at work.

The next word to the wise isabout how much we involve co-workers in the details of a broken re-lationship or how much we allowourselves to be involved with a co-worker’s broken relationship. It ishuman nature to want to share yourupset feelings with others or defendyourself when others might perceiveyou as being in the wrong. Findingsomeone in whom you can confideoutside of work is best; you also canencourage someone else to do this.

The EAP is a great resource inthis situation. You can gently suggestthis helpful resource by saying, “Hey,it might really help to talk to some-one who can offer ideas of how toget through this. The EAP is free touse and confidential.” Most of uswant support when we are experi-encing something like this; it can betempting to think that support isabout choosing sides, but it doesn’thave to be. Support can be someoneacknowledging you’re having a bad

day. It can be someone encouragingyou to take care of yourself and dis-tracting you from thinking aboutyour former friend or partner.

As time goes on, most peopleheal from hurt and move on, butsome of us struggle with it. This canbe made worse when we see signs orare told by co-workers that our for-mer friend or partner is moving on.Or we might feel tempted to makesure our former friend or partnerknows we are moving on to try toinspire jealousy or out of a sense ofrevenge. This can get ugly and makethe workplace unpleasant for every-one.

This is another good time forself-compassion and telling yourself,“Yes, the person I cared for is mov-ing on and that is what people do. Ithurts right now to know this but, atsome point when I am ready, I willmove on, too.” It also is okay to letco-workers know that, although youappreciate their concern, you don’treally want to know details aboutyour former friend or partner.

The main goal of mindful separa-tion is refocusing on our own heal-ing and well-being. It is important topull back any energy we were put-ting in the relationship that hasended and use that energy for our-selves. When we continue to talkabout our former friend or partnerand stoke our anger over and overagain or try to provoke the otherperson, we are continuing to put en-ergy into a relationship that hasended. Not only is this a waste of en-ergy, it’s painful and stops us fromengaging in the healing we need todo to move on to happier times.

ostmasters, managers and super-visors are held to the same ex-

pectations of conduct as craft em-ployees. You may be even surprisedto know that some of the rules towhich we are held accountable alsoapply to what we do outside thePostal Service.

Section 665.16 of the ELM, “Be-havior and Personal Habits,” reads:“Employees are expected to conductthemselves during and outside ofworking hours in a manner that re-flects favorably upon the Postal Ser-vice. Although it is not the policy ofthe Postal Service to interfere withthe private lives of employees, itdoes require that postal employeesbe honest, reliable, trustworthy,courteous and of good character andreputation.”

With that in mind, let’s talkabout the internet! Most membershave social media accounts, such asFacebook and Twitter, in which theylist being employed by the USPS.Some even include titles such asPostmaster, Manager or Supervisor.Once you do this, you now representthe USPS. Whatever you say reflectson the Postal Service—favorably orunfavorably.

If you have identified yourself asa member of management on socialmedia sites, you now speak for theUSPS. Whenever you post anything,you really need to think before youact to ensure your opinion supportsthe Postal Service in a positive man-ner. Remember, people who readyour posts can cut and paste or oth-erwise share them with millions of others; that can put you in a

difficult spot at work.What you may not think about

is that people who are not on yourfriends list also can see what youpost. You think it’s going only toyour small group, but it’s not. I haveseen posts by people who have iden-tified themselves as postal employ-ees who I can’t believe still work forus. This includes negative statementsabout the Postal Service, as well aspersonal opinions on subjects suchas politics, religion, drugs and more.Nothing is private anymore! You needto keep that in mind at all times.

As a personal example, my sonworked for a company as a managerand one day posted on Facebookhow he was upset with his boss. Hedid not identify the company heworked for in his profile, but said hewas frustrated with his boss yellingat him all the time when he haddone nothing wrong.

My son lived 1,000 miles away,so, being the supportive father, Ireplied to his post that sometimesmanagers are frustrated with otherthings and take it out on their em-ployees. If he was comfortable hehad done nothing wrong, I replied,then let it go. Much to my surprise,his boss saw my comment and myson was written up for what I wrote.My fatherly support backfired; I hadno idea that could happen. Afterthat, I now only call to offer support.

A few things to follow to helpkeep you out of trouble:

• Don’t write anything about thePostal Service unless you are sharingsomething the Postal Service alreadyhas published on social media.

• Don’t comment on anyoneelse’s opinions about the Postal Ser-

vice or any topic about which youwould not speak at work. Don’t evenhit “like.”

• Before you post your personalopinion on anything, ask yourself,“Would I say this at work?” If theanswer is “no,” don’t do it.

• Definitely keep your personalbusiness off social media. You don’tneed your employees or customersto know that much about you.
