Strategic Priorities – MTSF [2014-19]

DSD priorities [2015-2020 MTSF] are:

•Reforming the social welfare sector and services to deliver better results.

•Improve the provision of Early Childhood Development. All children should enjoy services and benefits aimed at facilitating access to nutrition, health care, education, social care and safety.

•Deepening social assistance and extending the scope for social security.

•Strengthening community development interventions.

•Improving household food and nutrition security.

•Establishing social protection systems to strengthen coordination, integration, planning, monitoring and evaluation of services.

•Improve the lives of people with disabilities

• Youth development remains a strategic focus for government

• The DSD will contribute to the development of young people through leadership camps and skills development through our social work bursary programme.

DSD issues emanating from SONA“Building a caring, effective and responsive state will continue to be prioritised. In the 2014 SoNA, I said we would continue to advance and improve the lives of people with disabilities. In December last year, Cabinet released the draft National Disability Rights Policy for public comment”.

Rights of persons with disabilities•The programme promote the empowerment and rights of persons with disabilities through the development and implementation of legislation, policies and programmes

• Efforts to ensure relevant and accessible skills development programmes for people with disabilities, coupled with equal opportunities for their productive and gainful employment, will be prioritised.

• Advocacy Programmes on disability will be intensified with the aim of having more informed and responsive services to children and people with disabilities and strengthened NGO sector.

• The department will develop care services that will provide relief to parents of children with disabilities thereby reducing unintended abuse and neglect of children with disabilities.

• Partnerships will be strengthened to facilitate increased access to socio-economic opportunities for persons with disabilities, including partnerships with disability organisations, parents organisations, SETAs and employment agencies and municipalities

Social Assistance •Urgently finalise policy discussions on a comprehensive social protection policy that ensures no needy South African falls through the social security net.

• Deepening social assistance and extending the scope for social security through

• An effective and efficient social security system that protects poor and vulnerable people against income poverty by 2019

Early Child Development (ECD):Plays a critical role in the foundation of human development and is a priority of government and the Department is leading and facilitating this work will all concerned stakeholders. Improve the provision of early -Childhood Development Services for children from Conception to School going Age.

The Department will endeavours to ensure the effective implementation of the ECD policy and programme in the country. The planned targets in upcoming years includes among others: •Capacity building on the ECD Policy in provinces •Monitor the implementation of the ECD Policy •Approval of the DSD HR Plan for ECD•Cost ECD HR Plan for the Sector•Facilitate the implementation of the DSD HR Plan for ECD•Increase number of children accessing ECD programmes by 10% (129 955.90)•Increase number of children accessing ECD programmes by 15% (194 933.85)•Capacity building on the comprehensive ECD programme in provinces•Legislative ECD provisioning aligned

Isibindi Model (ECD):This initiative is aimed at improving living conditions of children.

• The Department will continue to train community-based child and youth care workers in communities.

• The Department will also mmonitor the implementation of Isibindi Model in the provinces

DSD issues emanating from SONA“We have to continue working harder together to fight crime and to create safer communities. We are making progress in fighting crimes against women and children. The South African Police Service (SAPS) Family Violence, Child Protection and Sexual Offences Investigation Unit has secured 659 life sentences against perpetrators of crimes against women and children”

SONA Social Protection: Contributes to other Outcomes, eg

Gender-based Violence

•We continue to implement programme remove barriers to women empowerment •Improve coordination of public works programmes between different departments•The department facilitates the inter-departmental and inter-governmental work to intensify efforts to mitigate violence against women and children

• An Integrated National Programme of Action aimed at addressing violence against women and children is being implemented

• We are strengthening our Victim Empowerment Programme as well as prevention efforts.

• Increase the number of people accessing command centre services by 20% by 2017

• A 356 Days of Activism against women and children abuse programme was recently launched

DSD issues emanating from SONA:“I announced a target of six million work opportunities over five years last year for the programme. We have thus far created more than 850 000 work opportunities. This means that we are poised to meet the annual target of one million job opportunities”.

SONA Social Protection: Contributes to other Outcomes, eg

Build an inclusive economy that creates jobs•Massively expand public works programmes to create six million work opportunities, many of long duration, with 80% of new participants being unemployed youth.•Improve coordination of public works programmes between different departments

• Sub Outcome for Outcome 4: Public employment schemes provides short term relief for the unemployed and build community solidarity and agency

• EPWP Phase 3 incl Community Works Programme implemented

• It is expected that through the programme at least 2 million work opportunities will be created per annum by 2019.

• A target of 1 038 000 work opportunities has been set for the EPWP Social Sector

DSD issues emanating from SONA:“We had also made a commitment in last year’s SoNA to revitalise distressed mining towns and a lot of progress has been made.

SONA DSD contribution to revitalisation of mining towns

• Government also continues to provide social development support within mining communities. Other support includes technical expertise with regard to Integrated Development Plans and the development of Special Economic Zones

• DSD, NDA and SASSA continue to assist mining communities through provision of:o Psychosocial support serviceso Social relief of distress including

school uniforms for destitute children

o Early Childhood Development Services

o Household profiling and provision of food and nutrition security

o Supporting income generation initiatives

DSD issues emanating from SONA:“Small business is big business. Government will set-aside 30% of appropriate categories of State procurement for purchasing from SMMEs, cooperatives as well as township and rural enterprises”

SONA DSD contribution in promoting SMMEs

• DSD plays a critical role in the implementation of Household Food and Nutrition Strategy. This will also contribute immensely in the revitalisation of rural and township economies through procurement from local producers

• Studies have shown that more than 80% of the social grants money is spend on basic food stuffs. R120b p.a. cash transfers therefore serves a buying power which stimulates demand in the economy.

• Govt programmes which include SRD and Food & Nutrition Security programmes (CNDCs, Foodbanks, etc)

• DSD, SASSA & NDA are promoting social co-operatives and purchasing from these local producers when implementing their programmes.

DSD issues emanating from SONA:“We will continue to promote healthy lifestyles and to urge citizens to refrain from smoking and the abuse of alcohol and drugs.”

SONA DSD contribution in fighting alcohol and substance abuse

A five year plan (POA) was developed in response to resolutions of the 2nd Biennial Anti Substance Abuse Summit that took place in 2011.This is the second year of implementation of the POAOn yearly basis an action plan is developed to implement targets for that particular year and provide quarterly reports to the IMC

Focus areas:•Development of policy, review and alignment of liquor legislation•Education and awareness on substance abuse•Promoting equal access to resources across South Africa•Policies and legislation with regards to drugs and organized crime•Review of institutional mechanisms to prevent and manage alcohol and drug use in the country (separate presentation)

Population matters•The programme supports, monitors, evaluates and build capacity on the implementation of the White Paper on Population Policy for South Africa.

• Social Cluster undertook a comprehensive review to evaluate progress with the implementation of the White Paper on Population Policy for South Africa (1998) and the Programme of Action of the International Conference on Population and Development (1994)

• Identify population policy challenges and priorities for the current term of government.

• Table the review in Cabinet.
