Obama seeks to build unity with SenateDemocrats in election year

WASHINGTON, 16 Jan President Barack Obamasought to build a unitedfront with Democratic sena-tors on Wednesday, invitingthem to the White House to
chat about shared goalsheading into midterm elec-tions in which Republicanswill try to exploit Obamaswoes to pick up seats. Oba-ma urged senators to holdoff on a proposed Iran sanc-tions bill that many sup-port and which he hasvowed to veto. The White
House has said the legisla-tion would derail an inter-national deal to curb Iransnuclear programme.
But the discussion onsanctions was a small part
of a meeting with a decid-edly upbeat tone, a Sen-ate aide said, speaking onbackground. Obama, notknown for his tendency toschmooze, sat on a stoolwith a microphone inthe ornate East Room ofthe White House, givingbrief remarks before tak-
ing questions from sena-tors for about 90 minutes. The group discussed theirshared goals for 2014, andthe president expressed his
desire to continue to worktogether to advance a num-ber of our priorities forthe year to strengthen oureconomy, create jobs andbuild the middle class, theWhite House said in a briefstatement about the closed-door session.
The meeting comes asObamas favorability rat-ings continue to languishafter the botched launchof his signature Obamac-are healthcare reforms lastyear. Criticism of the roughstart has ebbed after theWhite House led frantic ef-forts to x the website usedto sign up for health insur-ance. But the fallout fromthat and continuing attacksby Republicans on the Af-fordable Care Act has madeDemocrats nervous aboutthe midterm elections. Agroup of 16 Senate Demo-crats will be defending
their seats in November, and Republicans are aim-ing to gain six seats to try totake control of the 100-seatchamber.
At a Republican brief-ing on Tuesday, ofcials
told reporters they areintent on centering theircampaign around Obamasweak approval numbers andthe problems with Obamac-are - factors they are con-dent will help them gain
seats. Conservative activ-ists have backed a $2.5 mil-lion television ad campaignagainst three Democraticsenators over Obamacare, including North CarolinaSenator Kay Hagan. Re-publicans have also soughtto highlight examples of di-
visions between Obama andDemocratic lawmakers. Forexample, they publicizedthat Hagan chose to stay inWashington on Wednesdayinstead of traveling to herhome state of North Caro-lina with Obama, who wasthere to talk about manufac-turing.Reuters

BEIJING, 16 Jan Chi-na called on IMF membernations on Wednesday to
stick to a commitment togive emerging marketsmore power at the globallender after US lawmakersset back historic reformsthat would give develop-ing countries a greater say.The remarks by ChineseForeign Ministry spokes-man Hong Lei were an indi-rect criticism of the UnitedStates, the biggest and mostpowerful IMF member, where lawmakers failed onMonday to agree on fund-ing measures needed for thereforms to move forward,
though Hong did not men-tion the United States byname.
The US Congress mustsign off on the IMF fundingto complete 2010 reformsthat would make China theIMFs third-largest mem-ber and revamp the IMFboard to reduce the domi-
nance of Western Europe. The changes would alsogive greater say to nations
such as Brazil and Indiato reect their growing
economic heft. The IMFquotas reform is an impor-tant decision made by theorganization, Hong said ata daily news brieng. The
relevant organizationsmembers should earnestlyimplement the decision, and honor and enhance thevoice and representation ofdeveloping countries withinthe IMF.
Speaking at the Na-tional Press Club in Wash-ington, IMF Managing
Director Christine Lagardesaid it was disconcertingthe IMF funding was notincluded in a spending billapproved by the US Con-gress on Monday. I verymuch hope its a questionof timing and not a deci-sion to exclude the IMF,Lagarde said. I hope that
sensible and common sensejudgment will prevail, she said, adding that she
believed the United Stateswas still committed to sup-porting the Fund.
The reform of the vot-ing shares, known as quo-tas, cannot proceed withoutthe United States, whichholds the only controllingshare of IMF votes.
After putting off the re-
quest in 2012 because of theUS presidential election, the US Treasury has sought
to tuck the provision intoseveral bills since March. The administrations re-quests, however, have beenmet with scepticism fromsome Republicans, who seethem as tantamount to ap-proving fresh funding in atight budget environment.

Benghazi attack at US

The attack at the US Consu-late in Benghazi could havebeen prevented, according to
a report released by the Sen-ate Intelligence Committeeon Wednesday.
The report says therewas a signicant strategicwarning about the possibil-
ity of an attack in the monthsleading up to it, which killedfour Americans including
US Ambassador to LibyaChristopher Stevens on 11
Sept, 2012.Despite the clearly de-
teriorating security situationin Benghazi and requests for
additional security resources, few signicant improve-ments were made by the
State Department to the se-curity posture of the Tempo-
rary Mission Facility, notesthe report.
There were no military
assets positioned in a placewhere they could have savedthe Americans killed in the
attack, the report nds, add-ing that the military attempt-ed to move some assets, but
only an unmanned drone wasable to make it in time.
The Senate Intelligence
Committee worked on a bi-partisan basis to investigate
the various allegations that
have come out since the at-tack and to get to the truthabout the attack, Senator Di-
anne Feinstein, chairwomanof the committee, said in astatement. I hope this re-
port will put to rest many ofthe conspiracy theories andpolitical accusations about
what happened in Benghazi, she added. Feinstein toldreporters Wednesday that the
report proves that the StateDepartment needs to do a
better job in assessing risks.A number of the rec-
ommendations in the re-port are consistent with the
work the State Departmenthas taken to improve diplo-matic security, White House

responsible for the deaths offour Americans, Carney said.US agencies should more

Nuclear power unpredictable,Fukushima engineer warns in TaiwanTAIPEI, 16 Jan A Jap-
anese engineer who helped
build part of the Fukushima
Daiichi No 4 reactor said in
Taiwan on Wednesday that
the safety of nuclear power
plants is unpredictable, urg-
ing Taiwan to ditch atomic
energy for renewable re-
sources.
Mitsuhiko Tanaka,
who arrived in Taiwan on
Tuesday with a delegation
of Japanese parliamentar-
ians for a six-day visit, told
a press conference in Taipei
that the Chernobyl nuclear
meltdown in 1986 changed
his views on nuclear power.
Nuclear accidents are
bound to happen someday,
only that we dont know
when they will happen, he
said. Tanaka, who helpedbuild part of No 4 reactor
of the Fukushima Daiichi
plant while working at Hi-
tachi Ltd in 1974, quit the
company in 1977 and be-
came a writer. He chroni-
cled a manufacturing defect
in the steel vessel installed
at No 4 reactor and the sub-
sequent cover-up in a book
he published in 1990.
He also went to the
Japans Ministry of Inter-
national Trade and Industry
in 1988 to report the cover-
up, but the government
refused to investigate and
Hitachi denied his accusa-
tions. Little did he know
that the manufacturing de-
fect would resurface dec-
ades later after a powerful
earthquake hit the plant on
11 March, 2011, triggering
a tsunami that disabled its
cooling systems and caused
Japans worst-ever nuclear
accident.Reactor 4 was shut
for maintenance during the
crisis but was hit by explo-
sions and a re that spread
from adjacent units.
At the press confer-
ence, House of Representa-
tives member Taro Kono
also voiced his strong op-
position to the nuclear in-
dustry.
Urging Taiwans gov-
ernment to make informa-
tion open to the public,
Kono expressed regret over
the refusal of Taiwan Pow-
er Co, the operator of the is-
lands three nuclear power
plants, to let the delega-
tion from Japan visit one of
them.
Kono campaigned in
2009 to become president of
Japans Liberal Democratic
Party, a position once held
by his father Yohei Kono,
but he lost the bid. He said
his colleagues urged himduring the campaign to re-
frain from opposing nuclear
energy.

Rotavirus vaccines linked to small risk ofintussusception: studies
WASHINGTON, 16 Jan The second generationvaccines against rotavirus, the most common cause ofsevere childhood diarrhea
worldwide, are associatedwith a small increased riskof a rare intestinal disordercalled intussusception thatmay require surgery, twoUS studies suggested onTuesday.
However, the benetsof the vaccines, Mercks Ro-taTeq (RV5) and GlaxoS-mithKlines Rotarix (RV1),outweigh this possible smallrisk, according to the twopapers published online bythe New England Journal
of Medicine. Rotavirus in-fection causes an estimated527,000 deaths in childrenless than ve years of ageeach year, according to the
World Health Organization(WHO). The rst licensedrotavirus vaccine known asRotaShield, however, wasforced to withdraw in 1999,only one year after licensurein the US, because of in-creased risk of intussuscep-tion.
RotaTeq and Rotarixwere subsequently licensed, one in 2006, the other in2008. The two are now rec-ommended by the WHO forimmunization of children
worldwide. Both vaccineshave shown tremendoushealth benets. For exam-ple, before they were avail-able in the US in 2006, ro-
tavirus was responsible formore than 200,000 emer-gency room visits and 55,000 to 70,000 hospitaliza-tions of young children eachyear. Also, 20 to 60 childrendied each year. But since2006, hospitalizations andemergency room visits havedecreased by more than 80percent among immunizedchildren.
But in a seven-yearstudy of RotaTeq, research-ers from Harvard MedicalSchool and Harvard PilgrimHealth Care Institute looked
at data from 507,874 rstdoses and 1,277,556 totaldoses and found an excessrisk of 1.5 cases per 100,000recipients after the rst dose, which was roughly one tenththe risk associated with therst-generation vaccine. However, no signicant
increase in risk was seen af-ter the second or third dose.
In a ve-year of Rotar-ix, researchers from the USCentres for Disease Con-
trol and Prevention (CDC)looked at 207,955 doses, in-cluding 115,908 rst dosesand 92,047 second doses, and identied 5.3 extra cas-es of intussusception withinseven days after the admin-istration of either dose. Only0.72 cases would be ex-pected per 100,000 unvac-cinated young children. Inan accompanying editorial,Roger Glass of the Nation-al Institutes of Health andUmesh Parashar of the CDCwrote that the results of thestudies should be interpreted
with caution. What, then, is the mes-sage for the physician ornurse who administers rota-virus vaccines, and what isthe implication for vaccinepolicy in developed coun-tries? the two asked.

US asks Hua-who?BEIJING, 16 Jan
Chinas Huawei Technolo-gies Co Ltd, known morefor its telecom networking
prowess than its razor-thinsmartphones, is startingto see success in its con-sumer electronics business, though the key US marketremains elusive.
Huawei became theworlds third-biggestsmartphone manufacturerlast year, mainly due to afast-growing Chinese mar-ket. That is helping cushion
the impact of a global slow-down in network equipmentspending, which caused thecompany to miss its reve-
nue growth target last year.Consumer deviceswill also help Huawei buysome time before 4G net-work upgrades in Chinalead to more orders for tel-ecom equipment. Huaweissmartphone ventures, likeits domestic rivals ZTECorp and Lenovo GroupLtd, have so far focused onselling low- and mid-priced
handsets in emerging mar-kets.
The companies haveyet to gain a foothold in the
high-end segment of devel-oped markets such as theUnited States that offerwider margins.
Huaweis name is vir-tually unknown and un-pronounceable in theUS, the second-biggestsmartphone market, wherelawmakers have aggedChinese telecommunica-tions equipment as poten-tial security risks. Huaweiin an ideal world wouldlove to be in the US but itsprobably better for them tobe seen as eyeing up themarket than be seen as beg-
ging, said Duncan Clark, chairman of Beijing-basedtech advisory BDA.

Equality of rightsWe used to see a mango tree in blossom in
rural area when we were young. The tree gotruined as we threw the stones at the mangoes,
plunked the mangoes with a rock or climbed up
the tree to bring mangoes. Although some could
bring the mangoes, others failed. And then in-
equality happened. Mangoes were within reach
for someone while they were out of reach for an-
other.
If a faithful gardener took a responsibility to
bring the mangoes and to divide them equally,
there would be an equal share for everyone and
make them to be cheerful and happy in what-
ever situations where mangoes are within their
reach or out of reach and the mango tree would
sustain the least damage. Likewise, we can see
a similar situation in our human society. When
there arises an opportunity at a certain place,
people tries to frmly grasp it through various
ways and means. Some abuse power and other
use money to grab the opportunity, causing
a situation in which the opportunity is within
reach for some people, not for others. Inequality
will exist in the situation.
If an honest and reliable person left the op-
portunity divided equally, regardless of differ-
ences in wealth, nationality and religion, all con-
cerned would be delighted. Nobody blames and
complains to him. Even at a refreshment-giving
ceremony in a ward, the rest of dwellers will be
disappointed by a situation showing favoritismtowards one person in particular. While the
world is talking about equal rights, such behav-
iors still remain.
Now is the time when our country is moving
towards democracy. Democracy provides equal
rights. The poor are to be given equal chances to
reach a point where the rich can reach. The rich
and the poor alike have equal rights. Thus, it is
imperative to take equality of rights into consid-
eration based on the fairness whenever we are
dealing with any matters to be fair.
