    CONSTRUCTION OF A NEW KESC SUB-STATION AND RELOCATION OF FOUR

    GENERATORS AT THE CITY CAMPUS

    MINUTES OF MEETING

    PROGRESS REVIEW MEETING NO: 13

    Progress Review meeting was held to discuss the Progress of Works & other Contractual

    matter at the NESPAKs Site Office, IBA City Campus on January 19 , 2012 at 10:00 a.m.

    with the following participants.

    Participants:-

    Following points were discussed:

    DESCRIPTIONACTION BY

    1. Work Schedule:

    - RE-NESPAK asked the PM-Siemens regarding

    the submission of weekly work Program.

    - PM-Siemens Confirmed that the weekly work

    program for last & current weeks are submitted

    to NESPAK site office for monitoring the

    progress.

    - RE-NESPAK showed his dissatisfaction over thecurrent weekly work program indicating only 30%

    progress of Columns up to roof beam and also

    other activities of next week. He advised to PM-

    Siemens to enhance the man power & material &

    complete the mentioned activities in max. one

    week time. Otherwise work will be delayed.

    - PM-Siemens agreed on it & committed to

    achieve the target.

    Contractor-Siemens

    2. Material / Manufacturer:

    - RE-NESPAK asked the PM-Siemens about the

    Siemens reply on NESPAK comments on the

    submittal of HV Switchgear for further necessary

    action & also to avoid any further delay in

    manufacturing.

    - Executive Engineer-Siemens stated that he

    replied on HV Switchgear, yesterday January

    18, 2012 through e-mail.

    - RE-NESPAK advised to SIEMENS to submits all

    necessary documents through hard copies

    instead of e-mail.

    - Executive Engineer-Siemens agree on it.Contractor-Siemens

    3. Generator Yard:

    Approval of route for Rerouting of Cables:

    - PM-Siemens requested to Project Engineer-IBA

    regarding the formal approval for rerouting work.

    - Project Engineer-IBA re conformed that verbal

    approval has already been given by the Director

    Projects (HEC)-IBA in last meeting & which is

    recorded in minutes of meeting & should be

    consider as Clients approval.

    - RE-NESPAK reminded the PM-Siemens to

    submit the composite rate analysis of all

    additional items complete in all respect and again

    instructed to start the work immediately to avoid

    any further delay.

    - Executive Engineer-Siemens Conformed that he

    will submit rate analysis of all additional works

    after this meeting & immediate will start the work

    on rerouting of cables.

    4. KESC Sub Station:

    Slow Progress of Civil Works:

    - PM-Siemens informed that concreting of Plinth

    Beams have completed on January 18, 2012 as

    committed in last meeting.

    - RE-Nespak & Project Engineer-IBA suggested

    the PM-Siemens that further efforts are required

    to recoup the time lost.

    - PM-Siemens accepted the Shortcomings and

    committed to accelerate the progress of work asContractor-Siemens

    maximum as possible.

    5. Clients Additional requirements:

    - Project Engineer-IBA again discuss the following

    requirements:

    1. Provide access doors for transformer & LT room

    to access the LT System as & when required.

    2. A Sleeve for the supply of medium voltage feeder

    to AMAN Tower from the new Substation is

    required.

    3. An ACB of 400 A is required in the LT Room of

    the new substation for supplying load to the new

    Data centre at City campus.

    4. LT Panels may be placed some 2 feet away from

    trench on angle iron frame. During the transition

    period load cables may be connected one by one

    & these panels may be shifted.

    Following point wise decision were also taken:

    1. EA issued the Construction drawing as per client

    requirement through e-mail.

    However both Electrical Engineer and Project

    Engineer-IBA reviewed the drawing and directed

    to use the MS louvered door instead of MS

    Corrugated Sheet.

    2. Sleeves will be provided in the plinth beam of size

    2 x 6.

    3. EA-Electrical Engineer confirmed in his email that

    the use of 400A ACB in LT panel is not advisable.

    4. Siemens has submitted the shop drawing related

    to the said requirement for review and approval

    from Consultant-EA.

    6. Absence of Consultant M/s EA in Progress Review

    Meetings:

    - PM-Siemens complained that due to the

    continuous absence of EAs representative, most

    of design issues & Drawings quarries remains

    unattended.

    - RE-Nespak also emphasized upon the presence

    of EAs representative & suggested to Project

    Engineer-IBA to make sure the presence of

    Consultants representatives so that necessary

    decision pertaining to design can be taken timely

    to avoid unnecessary delay in the completion of

    Project.

    The meeting was adjourned with thanks to all participants.
