At buildout in 2030, the City’s housing stock is forecast to total 4,948 dwelling units, with a resultant population of approximately 18,347 persons. Additionally, approxi- mately 2,926,709 square feet of non-residential uses (i.e., commercial, office, institutional, and light industrial) are anticipated at buildout, with a resultant employment of approximately 6,079 jobs. According to the Dental Health Foundation, California's children experience TWICE the amount of tooth decay as their counterparts nationwide. One way to address this issue is through fluoridation of the public water supply systems. Fluoride is nature's cavity fighter. Drinking optimally fluoridated water has reduced tooth decay by about 60% in the United States since World War II. Fluoride helps fight cavities by strengthening tooth enamel so teeth become more resistant to decay, particularly in children prenatal stage through age five. Also, according to the American Dental Association, "Of the thousands of credible scientific studies on fluoridation, none has shown health problems associated with the consumption of optimally fluoridated water." The City of Artesia, as lead agency, hereby gives notice that pursuant to the authority and criteria contained in the California Environmental Quality Act (CEQA) and the CEQA Guidelines, the City of Artesia has prepared and completed the Draft Program Environmental Impact Report (EIR) for the proposed City of Artesia General Plan Update Project.

PROJECT TITLE: City of Artesia General Plan Update

PROJECT LOCATION: The City of Artesia is located in southeast Los Angeles County, 19 miles southeast of the City of Los Angeles, and 10 miles northwest of the City of Anaheim, California.

PROJECT DESCRIPTION: The City of Artesia has prepared a Draft Program EIR to evaluate the environmental impacts resulting from implementation of the proposed General Plan Update. The General Plan Update will include the following State mandated and optional elements: Community Development and Design Element (Land Use, Housing, Circulation, Community Facilities and Infrastructure); Community Resources and Wellness Element (Air Quality and Climate Change, Open Space and Conservation, Community Safety, and Noise); Community Culture and Economy Element (Cultural and Historic Resources, and Economic Development); and Sustainability Element.

The Draft EIR evaluates potential environmental impacts resulting from various revisions to the City’s General Plan, including the following among others: update of General Plan development projections to the year 2030; update of the Land Use Element, including the establishment of building intensities for all non-residential (com-mercial, industrial, and institutional) land use categories; addition of a Community Culture and Economy Element; addition of a Sustainability Element; the creation of geographically-defined land use categories (i.e., Pioneer Boule-vard Commercial, Gateway Community Commercial, South Street Commercial, and Norwalk Boulevard Commer-cial), and a mixed-use land use category (City Center Mixed-Use); and amendments to the remaining General Plan Elements to reflect the changes listed above.

The Draft Program EIR examines the potential impacts generated by the proposed General Plan in relation to the following categories: Aesthetics and Light/Glare; Air Quality and Greenhouse Gas Emissions: Cultural Resources; Geology and Soils; Hazards and Hazardous Materials; Hydrology and Water Quality; Land Use and Planning; Noise; Population, Housing, and Growth; Public Services/Parks and Recreation; Traffic and Circulation; and Utilities and Service Systems. In addition, the Draft Program EIR recommends General Plan Policies and Actions Programs, and mitigation measures to reduce project impacts to less than significant levels, where feasible.

The General Plan assumes a planning horizon of 2030. The General Plan Update would increase the City’s existing housing inventory by 338 dwelling units and non-residential floor area by approximately 416,017 square feet. The General Plan Update proposes land uses that would generate a population increase of approximately 1,253 persons and an employment increase of approximately 1,069 jobs. At buildout in 2030, the City’s housing stock is forecast to total 4,948 dwelling units, with a resultant population of approximately 18,347 persons. Additionally, approxi-mately 2,926,709 square feet of non-residential uses (i.e., commercial, office, institutional, and light industrial) are anticipated at buildout, with a resultant employment of approximately 6,079 jobs.

PUBLIC REVIEW PERIOD: The City has made this Draft Program EIR available for public review and com-ment pursuant to California Code of Regulations, Title 14, Section 15082(b). Your response must be sent as soon as possible but not later than 45 days after receipt of this notice. All comments must be submitted in writing to the address noted below. FLUORIDATION OF YOUR WATER SUPPLYThe purpose of this notice is to inform you that Park Water Company (Park), your water provider, will soon put into operation groundwater well fluoridation facilities.
