Project Nature:

Implementation and Maintenance of Clinical Information Management System for Clinical Genetic Services and

the associated System Interfaces with the Laboratory Information Systems.

Job Description:

- collect and analyse user requirements, conduct systems analysis and design and participate actively in all

stages of the System Development Life Cycle (SDLC);

- conduct impact analysis

and prepare proposals;

- provide technical advice and perform assessment of implementation options;

- assure conformance to standards and project/quality requirements;

- prepare system/project documentation;

- prepare technical proposals and deliver presentations/demonstration

- assist in project management and contract administration;

- supervise and monitor the performance of contractors and subordinates;

- monitor project progress, coordinate system implementaton work and SDLC activities;

- co-ordinate and liaise with different parties concerned for project work;

- perform quality assurance of project deliverables produced by contractors;

- coordinate site preparation, procurement of hardware and software equipment, installation and delivery;

- undertake system development, enhancement, maintenance and support activities;

- assist in the planning and conduct of various levels of testing;

- coordinate testing activities, documentation and parties involved;

- conduct user training/briefing;

- coordinate system configurations and set-up, installation, deployment and production rollout;

- provide post-implementation support and coordinate system maintenance activities; and

- assist in problem resolution, change management, operation support, capacity management after system

launch.

Requirement Details:

- Degree holders or above in Computer Science or equivalent;



- At least six years of relevant post-qualification working experience in IT;

- At least two years of working experience in system analyst capacity;

- At least two years of working experience in system implementation and maintenance/support in HKSAR

Government;

- At least two years of hands-on experience in the implementation of information system(s) relating to

clinical/hospital management or laboratory information systems for Hong Kong healthcare service providers;

- At least two years of hands-on experience in the implementation of information

system(s) for the Government on Java EE Framework platform using Oracle Database 10g or above, UCM, ADF,

Adobe LiveCycle ES2 Forms, Crystal Reports and Web Services technologies including SOAP, WSDL and UDDI;

- Knowledge in HKSAR Government IT standards and methodologies such as SSADM, PRINCE, Practice Guide to

Project Management for IT Projects under an Outsourced Environment, IT Security, etc, and Government

Procurement and Tendering Procedures

- Strong analytical, problem solving,

coordination and negotiation skills; and

- Experience in project management, contract administration and vendor performance management is preferred.
