Tim Muir Policy Analyst, Health and Social Policy Divisions at the OECD, Paris

Tim is a policy analyst at the OECD and is leading the Organisation’s work on long-term care. His work covers a number of aspects of LTC with a particular focus on social protection and dementia. Before joining the OECD, Tim worked for a number of years as a policy analyst for the UK government, mostly in the area of health and social care. His work there covered a number of policy areas, including rede-signing performance management and accountability of the National Health Systems to create the NHS Outcomes Framework and designing a new social insurance system for long-term care.

Tim travaille en tant qu’analyste de politiques à l’OCDE, dont il dirige les travaux sur les services aux personnes âgées en se focalisant sur la protection sociale et la démence. Avant d’intégrer l’OCDE, Tim a travaillé en tant qu’analyste de politiques pour le gouvernement du Royaume-Uni dans le domaine de la santé et des services sociaux, en particulier sur la reconfiguration de la gestion des performances et de la responsabilité du NHS (Service national de Santé), dans le but d’établir le Cadre de résultats du NHS, et sur un nouveau système de sécurité sociale pour les soins de longue durée.

Tim Muir ist Analyst bei der OECD, wo er die Arbeit im Bereich der Langzeitpflege leitet, mit Schwer-punkt sozialer Schutz und Betreuung von an Demenz erkrankten Menschen. Vor seiner Tätigkeit bei der OECD arbeitete Tim mehrere Jahre als Analyst für die britische Regierung im Bereich Gesundheits- und Sozialfürsorge. Dort umfasste seine Arbeit unter anderem die Neugestaltung des Leistungsmanagements und der Rechenschaftspflichtigkeit des britischen Gesundheitssystems und die Gestaltung eines neuen Sozialversicherungssystems für Langzeitpflege.

Christian Fillet is the director of social services of Bruges with three hospitals, several homes for the elderly and nearly 6,000 employees. He has been a member of the board of directors of ESN (European so-cial network) since 2005 and on 1 July 2015 he undertook its presidency. He is also a member of the board of directors of the Flemish association of social directors and teaches social affairs at the provincial administration school of Antwerp. He has received additional training in HR and finance. Christian Fillet studied Law at the University of Brussels.

Christian Fillet est directeur des services sociaux de Bruges, dotés de trois hôpitaux, de plusieurs rési-dences pour personnes âgées et employant près de 6000 personnes. Il est membre du comité exécutif du Réseau social européen ESN depuis 2005, dont il assume la présidence depuis le 1er juillet 2015. Il est également membre du comité de l’Association flamande des directeurs de services sociaux et enseignant en affaires sociales à l’école d’administration de la province d’Anvers. Il a étudié le droit à l’Université de Bruxelles et dispose d’une formation en ressources humaines et en finance.

Christian Fillet ist Leiter des Medizin- und Pflegezentrums in Brügge mit drei Krankenhäusern, mehreren Altersheimen und fast 6.000 Beschäftigten. Seit 2005 ist Fillet Mitglied des geschäftsführenden Vorstands des ESN (European Social Network) und ab dem 1. Juli 2015 übernahm er dessen Vorsitz. Er ist außer-dem Mitglied des Vorstands des flämischen Verbands der Leiter sozialer Einrichtungen und lehrt Sozialwe-sen an der Verwaltungsschule der Provinz Antwerpen. Christian Fillet hat an der Universität Brüssel Jura studiert und Ausbildung in Personal- und Finanzwesen absolviert.

A social worker by profession, Margie has worked for many years in the field of ageing, with a focus on long-term care and partnership development. She joined GERATEC as their Director of Strategic Partnerships in March 2011. She currently serves as Chairperson on the Board of Directors of IAHSA, is a member of the IFA, is the Founding Chairperson of the newly formed South African Care Forum, and is one of the founding members on the Board of Directors of CommonAge (Commonwealth Countries).

Directrice des partenariats stratégiques GERATEC, Présidente du South African Care Forum et d’IAHSA. Travailleuse sociale de profession, Margie van Zyl a une longue expérience dans l’accompagnement des personnes âgées et dans la création des partenariats. Elle a rejoint le groupe GERATEC en mars 2011 au poste de directrice des partenariats stratégiques. Actuellement, elle préside le Conseil d’administra-tion de l’Association internationale IAHSA, elle est membre de la IFA, elle est également la présidente fondatrice du Forum d’Afrique du Sud et membre fondateur du Conseil de l’association CommonAge (pays du Commonwealth).

Marie-Claire Boslowsky is the UK and Ireland Sales and Marketing Vice President for SCA Hygiene Products – Incontinence Care, a corporate organization supplying incontinence care solution in over a hundred countries around the world. Marie-Claire has more than 15 years’ experience in Incontinence Care from both a retail and healthcare perspective in France and the UK. Marie-Claire’s focus for the last five years has been to develop a partnership approach with customers to promote continence and provide incontinence care solutions.

Marie-Claire Boslowsky est présidente-adjointe des ventes et du marketing au Royaume-Uni et en Irlande de l’entreprise SCA Hygiene Products. Elle est forte de plusieurs années d’expérience dans le domaine de l’incontinence concernant à la fois le volet distribution vente au détail et la dimension soin de santé en France et au Royaume-Uni. Elle s’est consacrée ces cinq dernières années à l’élaboration d’une approche de partenariat avec les clients afin de promouvoir la continence et d’offrir des solutions répondant aux situations d’incontinence.

Richard WalkerSenior Research Associate, Blue Brain Project, EPFL, Lausanne

Richard is a senior Research Associate EPFL’s Blue Brain Project. Originally trained as a political scientist and economist (UK), Richard was active for many years in industrial research and development, primar-ily in the IT industry. In 2000 he founded his own company, Xiwrite Srl, a research consultancy, which he managed till he joined Blue Brain in 2009. He has been actively involved in research in Artificial Neuronal Networks, artificial intelligence and evolutionary robotics. His current research focuses on the relationship between the human brain and the evolution of human culture.

Richard Walker est attaché de recherche du projet Blue Brain de l’EPFL de Lausanne. Après une formation de chercheur en sciences politiques et d’économiste (UK), il a travaillé dans la recherche et le dévelop-pement industriel. En 2000, il a fondé sa propre entreprise XiwriteSrl (conseil en recherche), en 2009, il rejoignît le projet Blue Brain. Il a participé aux recherches dans les domaines des réseaux neuronaux arti-ficiels, de l’intelligence artificielle, et de la robotique évolutive. Ses recherches actuelles sont consacrées à la relation entre le cerveau humain et l’évolution de la culture humaine.

Pauline Coti-Bertrand is President of the PAGE Group of the Canton of Vaud, experts in alimentation and elderly nutrition since 1999. She led numerous consultations in hospitals, rehabilitation centres, care homes and at home. Teaching and research on elderly nutrition, hospital and community undernutrition, interdisciplinary work and ethics are her professional interests.

Pauline Coti-Bertrand est Présidente du Groupe PAGE du canton Vaud, experts en alimentation-nutrition de la personne âgée depuis 1999. Elle dirigeait de nombreuses activités de consultation à l’hôpital, en centres de réadaptation, en EMS et à domicile. William FreiMinister for Relations with the European Parliament at the Mission of Switzerland to the European Union in Brussels

Since joining the Swiss Federal Department of Foreign Affairs in 1981, William Frei has exercised sev-eral important functions and gained rich experience in the world of diplomacy. Among other positions he has served as Attaché to the Swiss Mission to the United Nations in Geneva and Minister of the Swiss Delegation to the OECD. Between 2006 and 2010, he was Swiss Consul General in Shanghai. Since 2010 he has acted as Minister for Relations with the European Parliament at the Mission of Switzerland to the European Union in Brussels.

Depuis son entrée au Département fédéral des affaires étrangères en 1981, William Frei a exercé plu-sieurs fonctions importantes et a une expérience riche dans le monde diplomatique. Il était, entre autres, l’Attaché à la Mission Suisse auprès des Nations unies à Genève et Ministre de la Délégation Suisse auprès de l’OCDE. Entre 2006 et 2010, il était Consul général de la Suisse à Shanghai. Depuis 2010 il est Ministre chargé des relations avec le Parlement européen de la Mission Suisse auprès de l’Union européenne à Bruxelles.

1981 trat William Frei in den auswärtigen Dienst und besetzte in seiner darauf folgenden Diplomaten-laufbahn eine Reihe hochrangiger Posten. Seine weitreichende Erfahrung auf diplomatischem Parket erwarb er unter anderem als Attaché der Schweizer Mission bei den Vereinten Nationen in Genf und als Gesandter der Schweizer Delegation bei der OECD. Nach seiner Tätigkeit als Generalkonsul in Shang-hai zwischen 2006 und 2010 wurde er unmittelbar zum Minister für die Beziehungen zum Europäischen Parlament der Schweizer Mission bei der EU in Brüssel ernannt.

At the same time, she was a member, chairperson or negotiation partner in international institutions such as the ILO, the OECD, the EU Commission, the European Round Table of Industrialists) and Employer Organisations. After her retirement, she joined the NVOG.

Stéfanie Monod Head of the Public Health Department of the Canton of Vaud, Switzerland

Stéfanie Monod has spent much of her career working in geriatrics. In 2002 she was appointed head of clinic in the geriatrics department of the University Hospital of Lausanne, and helped develop its services in close collaboration with other service providers, care networks, home care associations and long term care homes in the Canton of Vaud. Since March 2014 she has worked as head of the Public Health Department of the Canton of Vaud.

Stéfanie Monod a consacré une importante partie de sa carrière à la gériatrie. Dès 2002, elle a occupé un poste de cheffe de clinique puis de cadre dans le service de gériatrie du CHUV et elle a contribué au développement de ce service, en étroite collaboration avec les autres services du CHUV, les réseaux de soins, les associations d’aides et de soins à domicile et les institutions de longs séjours du canton de Vaud. Depuis le 1er mars 2014, elle est cheffe du Service de la santé publique du canton de Vaud.

Stéfanie Monod hat die Geriatrie zum Schwerpunkt ihrer Karriere gemacht. Im Jahre 2002 wurde sie zur Leiterin der Abteilung für Geriatrie an der Universitätsklink in Lausanne (Schweiz) ernannt. Professor Dawn Skelton is Professor of Ageing and Health at the School of Health and Life Sciences at Glasgow Caledonian University, Scotland, UK. She leads a work package in the EU Network ProFouND (Prevention of Falls Network for Dissemination) as well as a large UK Medical Research Council Grant on determinants of Sedentary Behaviour in older adults. Dawn co-hosted the 8th World Congress on Active Ageing, August 2012 in Glasgow and is a commissioned author for the World Health Organisation and the UK’s Department of Health.

Edith MacintoshRehabilitation Consultant, Care Inspectorate Scotland

Edith Macintosh has worked as Rehabilitation Consultant in the Care Inspectorate in Scotland for almost 6 years. This is a strategic role influencing health and social care policy and providing national leader-ship for driving improvements in care, for older people living in care homes or requiring social care services. She has led the development of several educational solutions in Scotland in areas such as falls prevention, person centered care and promoting physical activity. Edith is an Occupational Therapist with many years experience in the NHS in Scotland as a clinician and service manager.

Aad Koster CEO of ACTIZ, Dutch association for residential and home care organizations and infant and child health clinics, president of EAHSA, Netherlands

Aad Koster studied Economy at the University of Amsterdam. From 1980 till 1990 he was employed at the Netherlands Institute for Working Dutch Care Federation. Since 1994 he has been working at the National Association for Home Care (the predecessor of Z-org) where he held the position of head Employer’s Affairs. Between July 2005 and July 2006 he was director of Z-org. Since then he is CEO of ActiZ, organisation of entrepreneurs in care. ActiZ is a merger between Z-org and Arcares. In July 2015 Aad Koster was elected as a new President of the European association EAHSA.

Aad Koster a étudié l’économie à l’Université d’Amsterdam. Boris KoprivnikarMinister for Public Administration of Slovenia

Boris Koprivnikar graduated from the Faculty for Organizational Sciences at the University of Maribor (SI) in 1991. His work experiences include building informatics solutions for logistics and education, intro-ducing new technological solutions for the blind and visually impaired, leading a major social institution. He was President of the Association of Social Institutions in Slovenia between 1997 and 2014. He has been member of the Executive Board of the E.D.E. since 2004 and its Vice President between January 2013 and April 2015. In September 2014 he became Minister for Public Administration of Slovenia.

Boris Koprivnikar, diplômé des sciences organisationnelles de l’Université de Maribor, a une riche expé-rience professionnelle dans les services sociaux (solutions informatiques pour l’enseignement, solutions technologiques pour les personnes aveugles et malvoyantes, direction d’une grande institution sociale). Entre 1997 et 2014, il fut président de l’Association slovène des institutions sociales. Il a été membre du Bureau Exécutif de l’E.D.E., son vice-président entre janvier 2013 et avril 2015. Il a été nommé ministre slovène de l’Administration publique en septembre 2014.

From 2001 to 2012 he was president of the E.D.E. and since 2013 the E.D.E.’s Honorary President.

Wilfried Schlüter est Professeur enseignant les techniques de management et d’étude dans le secteur des soins et de la santé dans l’École Supérieure de Zwickau, médiateur spécialisé « travail et économie », formateur E-Qalin (gestion de qualité) avec une longue expérience professionnelle dans la gestion des EHPAD en tant que directeur d’établissement, mais aussi conseiller et formateur au sein d’organisations à but non lucratif actives dans le secteur des soins et de la santé. Entre 2001 et 2012, il a été Président de l’E.D.E. Depuis 2013, il est Président d’honneur de cette association.

Gerry Hallbauer, health care manager (B.Sc.) and health scientist (M.Sc.), works as a lecturer in care management at West Saxon University of Applied Sciences of Zwickau in the Faculty of Health and Health Care Management. In addition he acts as social media consultant and manager for various institutions.

Gerry Hallbauer, directeur en gestion de services de soins (B.Sc.) et diplômé en sciences sanitaires (M.Sc.) est chargé de cours de gestion des soins à la faculté des sciences sanitaires et infirmières de l’École d’enseignement supérieur de Zwickau. Il travaille en outre comme conseiller et manager de réseaux sociaux pour diverses organisations.

Holder of a law degree and graduate of the Paris Institute of Political Studies and the National School of Administration, Dominique Libault was Director of Social Security and Councillor of State from 2002 to 2011. He is currently Director of the National Centre for Advanced Social Security Studies (EN3S) in Saint-Etienne, Vice-President of the High Council for Social Protection Financing (HCFi-PS) and President of the National Committee for the care pathways for persons at risk of loss of autonomy (PAERPA).

Diplômé de l’Institut d’études politiques de Paris, licencié en droit, ancien élève de l’Ecole nationale d’administration, entre 2002 et 2011 Dominique Libault a été Directeur de la sécurité sociale et Conseil-ler d’Etat. Derzeit hat er die Leitung der Natio-nalen Hochschule für Sozialversichrung (Ecole nationale supérieure de sécurité sociale – EN3S) in Saint-Etienne inne und ist Vizepräsident des Hohen Rates für die Finanzierung der sozialen Sicherungssysteme (HCFi-PS) sowie Vorsitzender des Nationalen Ausschusses für Betreuung älterer und pflegebedürftiger Menschen (PAERPA).

Pascal PousseDirector of the Gâtine – Parthenay Gerontology Association, Vice President of the ANC CLIC (National Association of Local Information and Coordination Centres), France

Pascal Pousse has served as Director of the Gerontology Association of Gâtine (Department of Deux-Sèvres, France) since 2008 where several services (coordination services, networks, programmes, plat-forms) have been set up with the aim of coordinating the actions and participants involved in elderly care to ensure global care services. Since 2014 he has been Vice President of the ANC CLIC (National Association of Local Information and Coordination Centres) which was established to bring together the coordinators of the CLICs (Local Information and Coordination Centres for the elderly).

Pascal Pousse est Directeur de l’Association gérontologique de Gâtine depuis 2008, une structure qui a développé plusieurs dispositifs de coordination (CLIC – RESEAU – MAIA – Plateforme), avec l’objectif de coordonner l’ensemble des actions et des intervenants autour de la personne âgée de 60 ans, afin d’assurer une prise en charge globale de la personne. Il est depuis 2014 Vice-président de l’ANC CLIC (Association nationale des Coordinateurs de CLIC et de coordinations locales) qui s’est constituée pour regrouper les coordinateurs de CLIC.

Pascal Pousse leitet seit 2008 im französischen Departement Deux-Sèvres die Vereinigung für Geronto-logie in Gâtine, in der Fachkräfte verschiedener Koordinierungsstellen (CLIC – RESEAU – MAIA – Platt-formen) organisiert sind, die sich alle dasselbe Ziele gesetzt haben: die Koordinierung sämtlicher mit der Altenpflege in Zusammenhang stehenden Maßnahmen und Personen zur Sicherstellung einer umfas-senden Betreuung. Seit 2014 ist er zudem Vize-Präsident von ANC CLIC, dem nationalen Verband der CLIC-Koordinatoren und lokalen Koordinationspunkte.
