NEW DELHI Petrol in India costs more than neighbouring Pakistan and Sri Lanka but is cheaper than Bangladesh and Nepal, Oil Minister Dharmendra Pradhan said on Wednesday. Petrol price of Rs 63.16 per litre in Delhi is more than Rs 44.05 per litre rate of the fuel in Pakistan and Rs 54.75 in Sri Lanka. However, it is cheaper than Rs 76.97 per litre price in Bangladesh and Rs 68.13 a litre in Nepal. Diesel at Rs 49.57 per litre in Delhi is however cheaper than all neigh- bouring nations except Sri Lanka, where it costs Rs 44.29 for a litre, he said in a written reply to a ques- tion in Rajya Sabha. A litre of diesel in Pakistan costs Rs 51.15, Rs 54.27 in Bangladesh and Rs 54.27 in Nepal. Nepal sources all its auto fuel needs from India. India had on four occa- sions between November 2014 and January 2015 raised excise duty on petrol and diesel to take away gains coming by way of global oil prices dipping to six-year low. Cumulatively, excise duty on petrol was hiked by Rs 7.75 per litre and that on diesel by Rs 6.50 a litre. Post these duty hikes, retail price of petrol in CONTD. CBI registers PE in Delhi air-port land dealNEW DELHI

The alleged irregularities in the grant of land at con-cessional rates for operations to GMR has come underthe scanner of the CBI.

The agency has registered a Preliminary Enquiry (PE)against unknown officials of Civil Aviation Ministry,Airport Authority of India (AAI), Delhi InternationalAirports Limited (DIAL) and GMR, official sourcessaid.

Investigations have begun, they said.The PE pertains to leasing of nearly 200 acres of land

belonging to AAI to GMR group which has resulted infinancial losses to exchequer, the sources said.

When asked for comments, GMR spokesperson said"We are not aware of any such enquiry. On the contrary,both High court as well as Supreme court have upheldthe award of IGI Airport to the GMR led consortium asearly as in the year 2006."

The alleged misappropriation was brought out in areport of Comptroller and Auditor General (CAG) for2012-13 which said that DIAL paid an upfront fee of Rs150 crore to the AAI on April 29, 2006 for which thesupporting documents were not provided to the CAG.

The Board of the AAI decided in a meeting on March6, 2009 to lease out an additional 190.19 acres of landfrom the carved out assets to DIAL for aeronautical pur-pose as per the agreement of Operation Managementand Development Agreement (OMDA).

The CAG has alleged that "no negotiations in goodfaith as enjoined" by the OMDA took place and anupfront fee was used as base to calculate the price forthe additional land provided by AAI to DIAL.

This allowed AAI to lease out an additional 190.19acres at a meagre amount of Rs 6.19 crore.

OMDA allows DIAL to use five per cent of demisedland for commercial exploitation. The current value of9.50 acres (5 per cent of 190.19 acres) as per AERA?scommunication to Audit amounted to Rs 950 crore. Theearning potential for 58 years from 9.50 acres based onDIAL's own projections was Rs 6,475 crore.

The Civil Aviation Ministry had told auditor in March2012 that 190.19 acres of additional land leased out waspurely aeronautical area and cannot be used for any con-struction or commercial purpose.

However, the CAG had questioned why a privateoperator should be levied a fee which is much lowerthan that fixed by Government for its own departments.

Two days after a Delhi traffic policeman was accusedof attacking a young mother of three with a brick, anaudio conversation has surfaced on Wednesday whichgives a new twist to the whole episode.

In the audio clip, the woman, Ramandeep Kaur, canbe heard abusing Head Constable Satish Chandra andrefusing to show her scooter's registration papers anddriver license to him.

The audio reveals the head constable initially tellingthe woman that she has jumped the red signal for whichshe has to pay a penalty. When Kaur refused to pay thefine, Chandra warns her that the a 'challan' will beissued to her from court if she doesn't pay the fine.

Following the argument, the lady lost her cool andstarted hurling abuses at the traffic cop calling him aloser (tucchha).

The policeman is also heard shouting at the lady.Meanwhile, Zee Media today spoke to the head con-

stable, who defended himself by saying that his side ofthe story is still unheard.

The traffic cop told Zee Media that the lady used abu-sive language against him and tried to hit him with abrick. He claimed that Kaur was the first to throw astone at him. The cop also alleged that his bike's mud-guard broke and he got hit on his leg when she threwbrick at him.

The Delhi Police head constable was on Monday dis-missed after the news spread. He was booked under rel-atively lighter sections of the Indian Penal Code (IPC).

According to police, a case was registered againstaccused cop Satish Chandra under Section 323 (punish-ment for voluntarily causing hurt), Section 341 (punish-ment for wrongful restraint) and Section 427 (mischiefcausing damage to the amount of fifty rupees) of theIPC. The incident occurred in the posh Golf Link areaof central Delhi, following which he was arrested anddismissed from service as the incident triggered wide-spread outrage.

The matter came to light after a video surfaced onMonday showing a scuffle breaking out between thewoman and Chandra. The mobile clip shows the ladyhurling a stone at the policeman's bike, while the errantcop is seen attacking back the woman with a brick. Thevideo clip clearly showed the lady getting hit on herback. At the time of incident, the women's three daugh-ters including her four-month infant were with her.

Man shot dead by bike-borneassailants in DelhiNEW DELHI

A 35-year-old man was shot and then his throat slit bytwo bike-borne assailants in South-East Delhi's Jaitpurarea here Tuesday evening.

The incident took place around 6.15 pm when the vic-tim, identified as Roshan, was returning to hisFaridabad home.

The victim is said to be the president of Gareeb AadmiParty from ward No. 202 of Badarpur and posters withhis pictures were found on walls in the area.

"When he reached Jaitpur area, two men who wereriding separate motorcycles waylaid him and shot him.Once Roshan collapsed, one of the accused got off hisbike and slit his throat to ensure that he is dead," said apolice officer.

Both the accused managed to flee from the spot andare yet to be identified by the police.

Kejriwal will address auto-rickshawdrivers at a public meeting in Burarito hear their grievances and demandson Sunday.

It will be his first public meeting aschief minister with auto rickshawdrivers who stood by Aam AdmiParty (AAP) during assembly elec-tion.

Kejriwal will hear the grievancesof the drivers and the demands raisedby them. Unions representing auto-rickshaw drivers in the city have beendemanding redressal of a number ofissues, including annual charges ofmaintaining GPS, increase in autofare and alleged harassment by trafficpolice.

"We have taken several measuresfor auto drivers, including curtailingof special powers of Delhi TrafficPolice to impound auto rickshaws

and taxis in cases of minor trafficviolations," a senior officersaid.

Government will also revive auto-complaint helpline number 011-42400400.

"As far as the issue of refusal topassenger by auto rickshaw driversare concerned, government is form-

ing a policy, wherein, if an auto driv-er while returning home in theevening puts up a placard on the autoinforming about the direction, thedriver would not be charged forrefusal," official said.

Government is also planning toease driving license renewal policyfor auto rickshaw drivers.

released its consolidatedFDI policy, the Delhi gov-ernment on Wednesday saidit will not allow entry of for-eign direct investment in thecapital's retail sector, sayingthat it will be detrimental tothe interests of traders in thecity.

In the latest edition of theannual FDI document, thecentral government hasretained the previous UPAdispensation's decisionallowing foreign retailers toopen multi-brand stores with51 per cent ownership.

Speaking to reporters atDelhi Secretariat here,Deputy Chief MinisterManish Sisodia said, "Wewill not allow entry of FDIin retail sector in the nation-al capital."

A senior official said thatthe stand of the Delhi gov-ernment, which was commu-nicated to the Department ofIndustrial Policy andPromotion (DIPP) of theUnion Commerce and

Industry Ministry, onJanuary 14, 2014, remainsunchanged.

In an official statement,the Delhi government saidthat it is of the view that thenational capital at this junc-ture is not ready to disturbthe character of its retailtrade.

"Entry of FDI in the retailsector will be detrimental tothe interests of traders andwill lead to unemployment,"the government said in itsofficial statement.

The city government alsosaid that Chief MinisterArvind Kejriwal's January2014 decision to withdrawthe approval granted by theprevious Sheila Dikshit-ledstate government remainsunchanged.

Justice Rajiv Shakdheralso directed Delhi MetroRail Corporation (DMRC)to provide all basic ameni-ties, including public toi-lets, to the residents of thearea and to build a wallaround their ongoing con-struction site to preventchildren from gettinginjured.

The court ordered that

its directions be compliedwith in four weeks andlisted the matter for hear-ing on July 9.

It also asked DMRCwhy it cannot engage thepeople of the area to workfor them on daily wageson the construction beingcarried out there.

It issued the directionsafter perusing the reportsubmitted by the localcommissioner, advocateJasmeet Singh who wasappointed by the court toinspect the area.

Bapu, in jail for nearly twoyears over charges of rape,turned to sarcasm today whenasked about an attack on a keywitness against him - the sixthtill now and the third this year.

"Duniyaan mein sabhi hamlemain hi karwata hoon (I amresponsible for all the attacks inthis world)," he quipped whilebeing taking to court inRajasthan's Jodhpur.

The 74-year-old guru hasbeen in a Jodhpur jail sinceAugust 2013, over allegationsof raping a 16-year-old school-girl at his ashram earlier thatyear. Two months later he,along with his son Narayan Sai,were booked for the alleged

rape of two sisters at theirashram in Gujarat's Surat.

In the time that they havebeen in jail, six witnesses havebeen attacked and two have

died. The most recent attacktook place yesterday. MahendraChawla, a former assistant toAsaram's son, was shot at inPanipat in Haryana by two

masked men who came on abike when he was alone athome. He tried to jump off thebalcony but was shot twice inthe back. His security officer,who had joined only a monthback, had taken a break at thetime. The 32-year-old hadworked for Narayan Saibetween 2001 and 2005 andhad agreed to testify againsthim in the Surat rape case. He isstable after a surgery to extracttwo bullets from his body. InJanuary this year, Akhil Gupta,the cook and aide of Asaram,was killed on his way homefrom work in Uttar Pradesh.Last year, Asaram's physicianAmrut Prajapati was shot deadin Gujarat. Three others havesurvived attacks on them.

TELANGANARahul Gandhi isn't due in

Telangana till Friday tovisit families of farmerswho have committed sui-cide, but he's already help-ing them - inadvertently.

The state governmentsent representatives onTuesday to meet with someof the families who havebeen shortlisted for housecalls by Mr Gandhi in thedrought-struck area ofAdilabad, over 200 kilo-metres from Hyderabad.

"One lakh rupees is onbehalf of the government,

50,000 rupees to settle out-standing loans and Rs10,000 is from my side,"said Indrakaran Reddy, aminister from Adilabad,after visiting the home ofBondla Linganna, whokilled himself earlier thisyear. The family of anotherfarmer, V. Rajeswar, wasalso handed Rs 10,000.

Mr Gandhi is scheduledto visit five villages in thearea - each of them hasseen a farmer suicide in thelast year.

"We are happy that atleast by announcing Rahul

ji's visit, the families aregetting some sort of finan-cial help which can easetheir problems," saidSridhar Babu, former min-ister and Congress leader.

The verdict applies tothe frequent ads that areplaced by the centre andstate governments topublicize schemes."Photos have the poten-tial of developing per-sonality cult," said thetop court, clarifying thatparty symbols and flagscannot be used in ads.

who consumed poisonous fruit lastweek in an apparent suicide pactwere not harassed by their seniors asthey had alleged in a suicide note, theSports Authority of India (SAI) hassaid in its report to the government.

The report says there is no concreteevidence of ragging and no com-plaint of any misbehavior by coach-es. It also absolves its own officialsof any role.

The four girls, all champion row-ers, had alleged harassment and tor-ture by their seniors in a joint note.Their families had supported theirclaim.

One of the girls died on May 6 andthree are recovering in hospital; themother of a teen who survived saysshe has no faith in the investigationso far. "If investigations continue inthis manner, we will be forced tocommit suicide collectively," shesaid, demanding a CBI probe.

The girls' seniors had had allegedthat they had been admonished bytheir warden for drinking beer in the

hostel and were afraid that everyonewould find out.

The report by SAI director generalInjeti Sriniwas appears to corroboratethis version and says that the girlswere reprimanded by their hostelwarden for some lapse. "It seems likea one-off incident," he says, addingthat "specialized investigators" arerequired to examine whether raggingpushed the girls over the edge.

In Parliament today, the govern-ment described the incident as"shocking and tragic" and said urgentaction would be taken on the SAIreport to prevent suchtragedies.

Rajesh Reddy, 22, was drivinghis BMW last week when it wasallegedly hit by another car in theheart of the city. The police saysMr Reddy then snatched the keysof the other car, an Etios, from itsdriver. The police complaint saysthat the driver was forced into thebackseat while Mr Reddyslammed on the gas and droverashly to ensure the car would bedamaged. It was found near a treethat it Mr Reddy had allegedlyhit. After being arrested, the stu-dent was granted bail.

Mr Reddy is being tried in a

local court on charges of drivingdrunk in 2013 and speeding in hisAudi when he hit an auto. Oneperson was killed in that accident,which outraged the city afterCCTV footage established howMr Reddy came tearing down thestreet.

Mr Reddy's father is an indus-trialist. He said that the new roadrage case against him is fabricatedand denied that he took the otherdriver hostage in the Etios.Instead, he said, his BMW wasmistakenly driven away by afriend after the fender-bender, andthat Mr Reddy and the driver ofthe Etios agreed to leave the spottogether. The student denied caus-ing any damage to the Etios in anact of revenge. He said the carwas already dented.

Her conviction inSeptember last year meantMs Jayalalithaa was dis-qualified as a lawmaker

Sharma, meanwhile, deniedthat any international expertswere engaged by ASI for under-taking restoration work at themonument, which has been des-ignated as a UNESCO WorldHeritage Site.

"Conservation work at TajMahal is attended to regularlyby the ASI. Wherever necessary,advice from reputed governmentagencies in the country is takenfor better care of the monu-ment," he said.

Taking a cue from a pending case in the SupremeCourt the BJP government is all set to formalise apolicy for granting citizenship to Hindu immigrants

from Bangladesh while it will continue its battle to rid Indiaof ‘infiltrators’ from that country. This reduction of a com-plex history of migration across India’s eastern border intothis loaded formulation was articulated repeatedly by PrimeMinister Narendra Modi during the run-up to the 2014 LokSabha election. In a speech made in Assam in February2014, for instance, he said: “We have a responsibilitytowards Hindus harassed in other countries. Where willthey go? We will have to accommodate them here.” Inanother speech made later the same month in West Bengalthe target was a different type of immigrant. “Those who aretaking away jobs here have to leave. The priority is jobs forthe youth of this country. That is our first responsibility,” hesaid. More recently, BJP president Amit Shah has made thegranting of citizenship to Hindu immigrants, and the expul-sion of illegals, a key poll promise as the BJP gears up forthe Assam Assembly elections. These statements are under-scored by a broader ideological position, as mentioned inthe BJP election manifesto, that India should be the naturalhome for persecuted Hindus who could seek refuge here.This has overtones of exclusionary doctrines like the Law ofReturn in Israel that gives Jews the right to live and seek cit-izenship there. During the NDA’s last stint in power anamendment to the Citizenship Act was effected in 2003 thatmade it easier for Hindus who had come from Pakistan andwere residing in Gujarat and Rajasthan to be given citizen-ship. Attempting something similar for eastern India, how-ever, will prove more problematic. Since the Supreme Courtcase covers the period from 1971 the government will haveto specify a time period during which it feels that Hindusand other minorities faced persecution in Bangladesh.Depending on which period is chosen this could complicateties with Bangladesh as that would amount to casting asper-sions on its ability to protect minorities. Given that this is agood moment in the confidence-building process betweenthe two countries, with India just having passed the LandBoundary Agreement, such a partisan move could rock theboat again. Rather than make these calculations it wouldhave been infinitely better if India had a national policy onrefugees or was a signatory to the 1951 refugee conventionunder which signatories are obliged not to send refugeesback to where they have a well-founded fear of persecution.In the absence of a coherent policy such issues will contin-ue to be decided in an ad hoc manner, driven by ideologi-cal-political considerations.

The uneventful visit of theAfghanistan President AshrafGhani to New Delhi last

month has further strengthened thewidespread belief that India is losingstrategic influence and geopoliticalstanding as far as its northwesternfrontier is concerned, especially Iranand Afghanistan. Just a year ago, dur-ing the Karzai presidency, India wasthe “most favoured nation” inAfghanistan. Today, there is a percep-tible change in the new Afghan gov-ernment’s attitude towards India. Forinstance, no major agreements weresigned during Mr. Ghani’s visit andthe India-Afghanistan StrategicPartnership Agreement of 2011, hard-ly figured in the agenda.

Indeed, India’s new northwesternstrategic environment, in which therelegation of the Indo-Afghan strate-gic partnership is merely one ele-ment, is undergoing a grand geopolit-ical transformation, but New Delhiseems to be clueless about how toengage with it. Moreover, it is worri-some that while the most formidablechallenges to India’s national securi-ty invariably originate from its north-western frontiers, both historicallyand presently, the focus of theBharatiya Janata Party-led govern-ment has primarily been on the glob-al stage and the country’s southernand eastern neighbours.

Regional power vacuum

The most important element of thenew strategic landscape in SouthernAsia is the ongoing withdrawal of theUnited States from Afghanistan andthe resultant power vacuum, as wellas the subsequent rebalancing offorces in the region. China has begunthe process of filling the post-American power vacuum, albeitwithout military involvement for themoment. The withdrawal by the U.S.and the attendant strategic uncertain-ty could also provide a favourableenvironment for forces like theTaliban and the Islamic State (IS) to

enhance their influence in the region.This clearly worries Kabul. Given theAmerican withdrawal and India’sunwillingness to involve itself mili-tarily in Afghanistan, Mr. Ghani isleft with no choice but to engage bothPakistan and China. Moreover, herealises that Beijing is perhaps theonly actor today that has some trac-tion in Islamabad.

It is this that has led to a flurry ofactivity among the three countries.On the one hand, China is enhancingits influence in the region with theunveiling of its innovative ‘New SilkRoad’ strategy and by offering eco-nomic and developmental assistanceto Pakistan, while on the otherBeijing is also increasingly engagedin regional “conflict management”initiatives by mediating betweenKabul and the Taliban, and organis-ing trilateral strategic engagementswith Afghanistan and Pakistan. InNovember 2014, for instance, repre-sentatives of the Taliban from itsDoha-based office met in Beijing fortalks. In February this year, China’sDeputy Foreign Minister, LiuJianchao, Pakistan’s ForeignSecretary Aizaz Chaudhry, and theAfghan Deputy Foreign Minister,Hekmat Karzai, met in Kabul for theinaugural round of a new trilateralstrategic dialogue.

New Delhi has been disappointing-ly quiet in the face of these strategi-cally significant developments,unable and unwilling to contributetowards stabilising the region.

Af-Pak rapprochement

The second significant componentis the newfound warmth betweenKabul and Islamabad. Abandoningthe trend of public spats, they arenow on a path of cooperation andfriendship, or so it seems.Immediately after assuming office,Mr. Ghani signalled a desire for rec-onciliation with Islamabad andRawalpindi. In his September 2014“five-circle” foreign policy speech,

not only did he place Pakistan in thefirst circle of countries that are mostimportant to Afghanistan (with Indiain the fourth circle), but also took theunprecedented step of visiting thePakistan Army’s headquarters inRawalpindi, a gesture signifying thedeep policy changes under way inKabul.

“ Given the American withdrawaland India’s unwillingness to involveitself militarily in Afghanistan,Ashraf Ghani is left with no choicebut to engage both Pakistan andChina, moreover because Beijing isperhaps the only actor today that hassome traction in Islamabad.”

Pakistan has also been makingefforts to strengthen its relationshipwith Afghanistan; its Army and theintelligence chiefs have already visit-ed Kabul to discuss joint counter-ter-rorism measures and to enhance thefight against terror. More important-ly, given Chinese concerns about ter-rorism and its increasing influence onits borderlands, the Af-Pak rap-prochement will most likely besuperintended by China.

While this in itself need not con-cern New Delhi, Islamabad is deeplysuspicious of any cooperationbetween India and Afghanistan.Therefore, the worry in New Delhithat the Af-Pak rapprochement couldhave zero-sum implications for Indiais indeed a legitimate one.

The third major driver is the main-streaming of radical Islamist terror-ism in the form of the rise of the ISand the resurgence of the Taliban.While the West Asian region is cur-rently the hotbed of Islamist terror-ism, the Southern Asian region wouldnot only be a potential target of suchforces but also a fertile breedingground. There are already reports ofgrowing support for the IS in theregion and its focus there.

The IS has reportedly made someinroads into Pakistan and somePakistan-based terror outfits have

offered their allegiance to the organi-sation. While there may not be anyideological unity among them, the IShas the dangerous potential of pro-viding a “wave of the future call” tothe disparate terror outfits in theregion. The IS has also been makingrecruitments from India; the speechby its leader Abu Bakr al-Baghdadi,in July last year specifically referredto the “atrocities against Muslims inKashmir”.

For India in particular, the potentialresurgence of the Taliban and the riseof the IS have dangerous implica-tions. The belief, in this context, thatby merely strengthening its borders,India would be able to survive thescourge of terrorism is a mistakenone.

Iran as game changer

The fourth major variable is themainstreaming of Iran into the con-temporary international system.Israel and Saudi Arabia have notmade peace with the idea of a nor-malised Tehran-West relationship,and the nuclear deal between P5+1and Iran is still being finalised. Yet,Iran is potentially the new gamechanger in West Asian geopolitics. Astrong, self-confident and interna-tionally mainstreamed Tehran couldhelp stabilise the region, and theworld is increasingly cognisant ofthat: Australian Foreign MinisterJulie Bishop made a smart move byvisiting Tehran last month. Westerncompanies are already courtingTehran to advance their businessinterests.

The question is whether Indiawould be favoured by Iran as it hasnot been a supporter of Tehran in therecent past. New Delhi’s votesagainst Tehran at the InternationalAtomic Energy Agency (IAEA) stillremains a blot. Given the huge strate-gic stakes New Delhi has in Iran, itshould have been playing a proactiverole by facilitating Iran’s main-streaming, or at the least maintained

an “independent” Iran policy. It isindeed encouraging that New Delhihas reached out to Tehran by inking aMemorandum of Understanding todevelop the Chabahar port whichcould be India’s gateway toAfghanistan and Central Asia. Indiadid the right thing to ignore the unso-licited advice of the U.S. UnderSecretary, Wendy Sherman, who toldNew Delhi to “wait for a final nucleardeal between Tehran and world pow-ers before actively engaging withTehran”.

Southern Asian realignment

The last variable is the Chineseability to realign the balance ofpower equations in the South, Westand Central Asian regions, and themanner in which it would go aboutdoing so. The U.S. may or may not beon the decline, but its standing andinfluence in the Southern Asianregion certainly is. The country thatis increasingly willing and able totake the responsibility of being theregional balancer is China. This isevident in the flurry of high-level vis-its between China and countries inthese regions to discuss developmentassistance, trade, arms sales and tech-nical assistance.

India’s engagement with Chinafocusses on bilateral trade and borderincursions. While they are important,it is also important to engage China atthe broader regional level in the larg-er Southern Asian region.

Explaining the non-strategy

One of the major reasons why Indiais unable to devise prudent and time-ly strategies to engage the northwest-ern region is due to its obsession withgreat power diplomacy. New Delhitakes great pride in engaging thegreat powers of the international sys-tem and this is often done at theexpense of engaging its northwesternneighbourhood. With the relativelysmall corps of diplomats that it has,New Delhi can only do so much.

Hence, if much of the attention isdiverted to great power diplomacy,there would be no space for impor-tant neighbours in connection withthe government’s strategic agenda. Acursory comparison of the BJP gov-ernment’s engagement with the U.S.and other great powers with sayAfghanistan, Iran or Pakistan, wouldclarify the point being made.

Second, Indian diplomacy seems tobe trapped in compulsive bilateralismwherein it is unable to think beyondbilaterally engaging the neighbours,or the great powers. While there hasbeen engagement with Beijing on avariety of bilateral issues, India hasnot been able to join forces withChina and other neighbours in fight-ing terror, stabilising Afghanistan,addressing the IS threat or evenmainstreaming Iran. Why, forinstance, does New Delhi not find ituseful to join the regional fora aimedat stabilising Afghanistan or even ini-tiate such a forum with like-mindedcountries?

The third reason is in its unwilling-ness to have a sustained dialoguewith Pakistan. One way or another,due to geostrategic reasons, Pakistanplays a crucial role in the SouthernAsian subsystem. Given the absenceof a dialogue between the two adver-sarial sides, Islamabad will continueto harm Indian interests in the region,be it Afghanistan or with China. IfNew Delhi wishes to proactivelyengage its northwestern neighbour-hood, it needs to engage Pakistan,bilaterally and multilaterally.

Finally, New Delhi should realisethat the remedies to the region’sproblems lie within the region, andnot in the Western capitals.Therefore, Mr. Modi needs to spendmore time in the neighbourhood.New Delhi also needs to articulate a“pivot to northwest” policy.

“We take no cognisance of this report”… it is based on “limited understand-ing of India, its constitution and soci-

ety.” This is how the Ministry of ExternalAffairs reacted to the 2015 Report of theU.S. Commission for InternationalReligious Freedom released on 30thApril. A prominent politician from theBharatiya Janata Party (BJP) and belong-ing to the minority community dubbed itas a conspiracy for tarnishing the fairimage of India. The use of such unfriend-ly words for a country whose friendshipwas sought just last year by the new polit-ical dispensation with great fanfare isindeed striking.

Alarmed by the growing trend of reli-gious intolerance and anti-minority preju-dices worldwide, the United Nations hadproclaimed a Declaration on theElimination of All Forms of Intoleranceand of Discrimination Based on Religionor Belief in 1981, and a Declaration onthe Rights of Minorities in 1992. Findingthat these proclamations of the worldbody had remained ineffective, the UnitedStates decided to use its influence to con-trol the unfortunate trend through itsinternational economic-aid laws. It firstset up an Office of International ReligiousFreedom headed by an Ambassador-at-Large. The office remains intact and car-ries out its assigned mission, inter alia,through its reports describing the status ofreligious freedom in all countriesthroughout the world. Mandated by andpresented to the U.S. Congress, thesereports are public documents and aretaken into consideration by the U.S.administration in shaping the country’sforeign policy and foreign-aid programs.

Two-tier clarification

In 1998 the U.S. Senate enacted anInternational Religious Freedom Actunder which a Commission was set up tobring out its own independent and non-governmental annual reports. TheCommission began releasing its reportsthe next year and adopted a two-tier clas-sification of the countries where its probemechanism found the religious freedomsituation and condition of minorities,unsatisfactory. Tier-I under this systemincluded “CPCs” (countries of particularconcern), while Tier-II covered countrieswhich the Commission put on its “Watch

List.” The latter are the “countries wherereligious freedom conditions do not riseto the statutory level requiring CPC desig-nation but which require close monitoringdue to the nature and extent of violationsof religious freedom engaged in or toler-ated by the governments.”

Reporting on India in its first annualreport submitted during the NationalDemocratic Alliance rule in 1999 the U.S.Commission on International ReligiousFreedom (USCIRF) had observed that“animosities within and between religiouscommunities in India have roots that arecenturies old, and these tensions – attimes exacerbated by poverty, class andethnic differences — have erupted intoperiodic violence throughout the coun-try’s 51-year history.” In four consecutiveannual reports since 2001 India wasplaced on the Commission’s Tier-II WatchList. It was removed from there in 2005but returned to it in 2009. TheCommission’s annual report for 2015states that “incidents of religiously-moti-vated and communal violence reportedlyhave increased for three consecutiveyears.”

Listing some noticeable incidents ofreligious intolerance since the change ofregime at the centre in 2014 — and“based on these concerns” — the report“again places India on its Tier-II list ofcountries, where it has been since 2009.”Notably, this seven-year period coversfive years of the United ProgressiveAlliance-II rule in the country. As per theCommission’s finding, thus, religiousfreedom and minorities’ condition inIndia was far from being satisfactoryunder the previous regime too but has fur-ther aggravated since the advent of thepresent political dispensation — thoughnot to the extent of placing the country inits CPC list.

Far from inaccurate

I have been studying and commentingon the USCIRF reports right from thebeginning. Though sometimes marred byinaccuracies and misinformation, theseare not based on hearsay or street gossip.The U.S. embassies in the countries men-tioned in the report locally collect factsfrom all sections of the society includingimpartial observers and various govern-mental and non-governmental informa-

tion-providers. Their drafts are thenchecked and cross-checked by experts inthe U.S., and the final reports are not toofar from reality. Countries like Pakistanand Saudi Arabia have always beenseverely criticised in these reports yearafter year. If the chapters on such coun-tries are based on facts and ground reali-ties — which they undoubtedly are —only those on India cannot be presumed tobe based on fiction and fantasies. Look atsome of the statements about India in the2015 report. “Since the last election reli-gious minority communities have beensubjected to derogatory comments bypoliticians linked to the ruling party” — isthis utter falsehood? And, when the reportsays that “Christian communities, acrossmany denominations, report an increaseof harassment and violence in the lastyear,” can this be dismissed as sheer non-sense and untruth?

In the past, unfavourable USCIRFreports were silently ignored by the rulersof the day — they never took them seri-ously and never took any remedial meas-ures. Vocal “rejection” of the latest reportby the present government was also, tosay the least, unnecessary. These reportsare submitted to the U.S. governmentwhich will not disbelieve them simplydue to the knee-jerk reaction of any par-ticular country. Instead of taking offence,should we not work towards a harmo-nious society? I would urge the govern-ment to set up a small committee of apo-litical and impartial scholars to dispas-sionately study the chapters on India in allthe 17 annual reports of USCIRF thathave been brought out so far and presentits concrete findings to the people of India— exposing falsities wherever found butaffirming the truth, if any. On the basis ofits report the government can initiate allpossible measures to save our countryfrom any such infamy in future.

I hold no brief for the U.S. Commissionand do not claim that its modalities forprocuring necessary information arealways foolproof. Also, its reports some-times reveal an unjustifiable selectivity.The situation of religious minorities inIndia is surely not ideal by any standard,but religious intolerance is not confined toIndia and other third-world countries; itindeed seems to be the order of the day inthe so-called “developed” world as well.Caricaturing chosen faiths, their founders

and holy books has become a favouritepastime of some people in the westerncountries, and their volatile activities areignored or even defended in the name offreedom of speech and expression. Thedisturbing rise of hate speech, angryprotests, and wild accusations directedagainst the religious “other” in the U.S.itself is assuming alarming proportions.This unfortunate development too meritsa serious consideration by the country’spowers that be. A leading nation thataspires, very laudably, to combat religiousintolerance and discrimination around theworld through the medium of its foreignpolicies and economic aid programs mustalso devise means to put its own house inorder. If this is not done, countries criti-cised by the U.S. Commission would notbe too wrong in telling it “Physician, healthyself.”

Agreements to...of "traditional medicine which will

During PM Modi's three-day visit to China,an agreement to expand cooperation intourism field is also expected to be signed bycreating an institutional mechanism.

According to eye-witnesses, eight motor-cycle-borne gunmen donning police uni-forms stopped the bus, entered it and andshot the passengers in the head.

The bus was carrying over 60 passengersof the minority community near SafooraChowk in Karachi.

The passengers, including men, womenand children, were travelling to their place ofworship near Aysha Manzil, police said.

The gunmen had reportedly used 9 mm pis-tol to attack the bus, which belonged to Al-Azhar Garden Colony, an Ismaili communityhousing project in Karachi.

Pakistan Prime Minister Nawaz Sharif andPresident Mamnoon Hussain has condemnedthe attack. Sharif has sought a report from theInterior Ministry on the incident.

The attack came a day after Sharif's Kabulvisit where he said that enemies ofAfghanistan are also enemies of Pakistan.

"It was a targeted attack," Sindh PoliceInspector General Ghulam Haider Jamalitold reporters.

Chief of Army Staff (COAS) GeneralRaheel Sharif cancelled his visit to Sri Lankato rush to Karachi after the attack.

Meanwhile, Prime Minister NarendraModi took to Twitter to condemn the incidentand tweeted. “We stand firmly with the peo-ple of Pakistan in this hour of grief. I wish allthose injured a quick recovery.”

Tehreek-e-Insaf chief Imran Khan took toTwitter to condemn the attack and tweeted,“Stunned & grieved at most condemnableterror attack in Karachi on ordinary citizensof Pak belonging to a most peaceful commu-nity.”

Sindh Chief Minister Syed Qaim Ali Shahtermed it a "terrorist attack" and said the cul-prits will be arrested and justice will be done.He announced Rs 500,000 compensation forthe dead and free treatment for the injured.

Besides a new definition of adolescent hasbeen introduced in the Child Labour(Prohibition and Regulation) Act andemployment of adolescents (14 to 18 years ofage) has been prohibited in hazardous occu-pations and processes.

"These provisions would go a long way inprotecting adolescents from the employmentnot suitable to their age," it said.

The statement said that in case of firstoffence of employing any child or adolescentin contravention of the law, penalty would beimprisonment for a term not less than sixmonths but which may extend to two years.

Besides they could be fined an amount notless than Rs 20,000 which may extend to Rs50,000. They could also be penalised withboth imprisonment and monetary fine.

Earlier, penalty for employing any child incontravention of the law was imprisonmentfor a term not less than three months, whichcould extend to one year.

The monetary penalty for the same was afine not less than Rs 10000, which couldextend to Rs 20,000 either alone or with theimprisonment.

In case of a second or subsequent offenceof employing any child or adolescent in con-travention of the law, the minimum imprison-ment would be one year which may extend tothree years now.

Earlier, penalty for second or subsequentoffence of employing any child in contraven-tion of the law was imprisonment for a mini-mum term of six months which may extendto two years.

Besides, the offence of employing anychild or adolescent in contravention of thelaw by an employer has been made cognis-able which allows police to arrest without awarrant.

Government believes that this provisionwould act as a deterrent against the offenceof employing a child or adolescent in contra-vention of the law.

In the principal Act, the same punishmentwas provided for parents or guardians forpermitting a child to work in contravention ofthe Act, as prescribed for the employer of thechild.

However, taking a "realistic view" of thesocio-economic conditions of the parents,there would be no punishment in case of afirst offence by them and in case of a secondand subsequent offence, the penalty would bea fine which may extend to Rs 10,000, thestatement said.

The proposal also provides for the settingup of a Child and Adolescent LabourRehabilitation Fund for one or more districtsfor rehabilitation of children or adolescentsrescued.

Citing confidential docu-ments, Die Zeit Onlinereported on Tuesday that ofabout 220 million pieces ofmeta data gathered per day,some 1.3 billion pieces permonth go to the NSA.

The data includes rawmaterial from phone callsand text messages whichshows contact details andtimes of activity but doesnot contain content. In par-

ticular, it sends raw materi-al on foreign communica-tion in crisis regions, saidZeit Online.

In the post-Snowdenworld, end-to-endencryption (E2EE) has

been a topic of concernwith respect to variousservices that involve com-munication. WhileWhatsApp late last yearadded end-to-end encryp-tion to its messaging serv-ice, there are still a fewservices that have still donot feature the same,which makes them suscep-tible to interception.

Google at a recentReddit AUA (Ask UsAnything) session whendetailing the current statusof its role in assisting theUS government in surveil-lance, disclosed it doesencrypt Hangouts conver-sations but remainedunclear on the use of end-to-end encryption. It later,separately clarified thatHangouts does not useend-to-end encryption.

Google's RichardSalgado, Director for LawEnforcement andInformation Security, andDavid Lieber, SeniorPrivacy Policy Counsel,were representing the firmat the Reddit AUA. Duringthe AUA session,Christopher Soghoian,

Principal Technologist atthe American CivilLiberties Union, asked,"Why has Google refusedto be transparent about itsability to provide wiretapsfor Hangouts? GivenGoogle's rather impressivetrack record regarding sur-veillance transparency, thetotal secrecy regarding thecompany's surveillancecapabilities for this prod-uct is quite unusual."

Salgado replied sayingHangouts conversationsare encrypted. He said,"Hangouts are encrypted intransit, and we're continu-ing to extend and strength-en encryption across moreservices."

Google later confirmedto Motherboard thatHangouts doesn't use end-to-end encryption. WithoutE2EE, it is possible forGoogle to intercept con-versations when requestedby law enforcement agen-cies and governments.With its current implemen-tation however, of encryp-tion in transit, ISPs andtelecom operators will notbe able to intercept conver-sations. Google specifiedto Motherboard that the'Off the Record' feature

only keeps messages out ofchat history, but the mes-sages are otherwise indis-tinguishable from regular,on the record ones.

E2EE is employed toprotect communicationbetween two parties (origi-nating party and intendedrecipient) without beingintercepted or read by thirdparties, including the com-pany offering theservice.The data isencrypted by the originat-ing party, and can only bedecrypted by therecipient.

The Mountain Viewgiant in the recent pastrevealed that worldwidegovernment requests foruser data rose 150 percentover five years. The com-pany however is unclearhow many of theserequests were forHangouts.

It's worth noting thatApple's iOS 8 featuresbuilt-in encryption thatprevents the companyitself from accessing dataon the devices without theowner's consent or pass-code. Apple's iMessageand FaceTime video chatservice also feature end-to-end encryption.

The star studded batting line-up of Royal Challengers failedto deliver in the short chase asthey could only reach 84 for sixin 10 overs.

Royal Challengers, however,are still very much in con-tention for a play-off berth,having 13 points from 12games with two games remain-ing. Kings XI Punjab, alreadyout of the competition, wononly their third game of the sea-son.

Sacked England batsmanKevin Pietersen says he isabsolutely "devastated" onhearing the news that hishopes of returning to thenational side have beendashed by England andWales Cricket Board's(ECB) director of cricketAndrew Strauss.

Strauss on Tuesdayrevealed having "trustissues" with Pietersen andfor that he would not be apart of the England team inthe summer.

Anew research into thelinks between microbes,food and health has sug-

gested that drinking Belgian beerand coffee can help keep youslim.

Tim Spector's study suggestedthat while junk food kills off thegut bacteria that can help keeppeople thin, Belgian beer andcoffee can actually increasethem, the Daily Express reported.

Spector said that microbesmake up 90 per cent of livingcells in our bodies and when dis-rupted, could be a major cause ofobesity and his research alsofound sweeteners in diet fizzydrinks had unfavourable affectson metabolism that led to weightgain, while fasting drinks couldbenefit microbes and metabo-lism.

A statement from the publish- ers Weidenfeld and Nicolson, said that compared to their recent ancestors who lived outside

cities, with rich and varied dietsand without antibiotics, theyhave only a fraction of the diver-sity of species of microbes livingin their guts.

It continued that only by under-standing what makes people'sown personal microbes tick andinteract with their bodies canthey overcome the confusion ofmodern diets and nutrition toregain the correct balance of theirancestors.

The researchers said that typi-cal UK diets are not balanced inaccordance with dietary recom-mendations, with excessive con-sumption of grains and otherstarchy foods, protein-rich foods,oils, fats and sugar, coupled withparticularly low intake of fruitand vegetables. The study will bepublished in a new book called'The Diet Myth.'
