1. Project overview and content of construction
1.1 Project Overview
This substation project using 2 incoming power line, power become 4loops through 4 unit of 132/6.6kV transformer, 2 of the transformer and 1
existing HV line already in used. Additional cable connection of 2 new
transformers will be link together with 2 existing transformer usingaluminum wires. New transformers will supply with the new cable,
existing cable remain unchanged.
1.2 Electrical project installation content
Main transformer, lighting and earthing protection project, steel support
beam, circuit breaker. disconnector / isolator switch, 6.6kV HV
switchgear, main protection relay, voltage and current protection relay,main cable / bus bar, bridge structure, cable laying and partly modification
of existing wiring.
2. Arrangement, schedule of construction and assurance measures2.1 Principles on arrangement of construction
To ensure the quality and safety of construction works under the premise,according to engineering characteristic, all the engineering construction
must be finished within 70 days under overall arrangement.
2.2 Factors that affect duration of electrical engineering construction
2.2.1 Construction progress
Construction department must finish the foundation before arrival
of Electrical Construction Team.2.2.2 Arrival of equipments and equipments storage yard
During arrival of electrical construction team, equipments mustalso be ready; these must including installation of majorequipments, earthing system material and tools, facilities storage.
2.3 Active with ownership, cooperation of design institution, further study ontechnical drawing before construction start.
2.4 Setup construction team, further study and learning on technical drawing
before construction start, confiding technical intentions, never self-assertion
on design modification. Good handling in safety, quality and progress.2.5 Execute strictly for every electrical construction according to standards.
3. Index of Project Quality
According to project engineering requirement, to ensure quality construction
meanwhile increasing level of technology, we will set the target for electrical
professionals as per below description:(1) 100% pass rate for Individual Project, good rate must greater than
95%.
(2) Pass on isulation of electrical power equipments.

(3) Cable laying job, secondary wiring tidiness and nice. Neat lines are
clearly marked.
(4) 100% protection device availability.
4. Installation and commissioning progress.
4.1 Lightning Protection Engineering4.1.1 Construction coordination on required earthing embedded part and
civil engineering
4.1.2 Earthing line and earthing buried depth must meet with designrequirement.
4.1.3 Using exothermic welding for connection eetween earthing
electrode, earthing line and earthing lead wire. Request familiar
welding procedure, to clean the joint before welding.4.1.4 Backfill after completing the earthing job, inclusion of stones,
bricks and other construction material, etc must be avoided during
backfill. (to report for inspection before backfill)
4.2 Installation of steel support beam
Comparison carefully on drawings, request during steel support beaminstallation according to drawing, request for smooth joint, no bubbles,
gap on welding lines.
4.3 Isolation switch installation and commissioning4.3.1 Count on all entire accessories amount, inspect accessories,
components must be no damage, deformation and corrosion.
4.3.2 Inspection on isolation switch (include earthing switch) all
conductor contact must be clean and good continuity.4.3.3 Inspection on porcelain surface cleanliness, no scratch mark, no
damage. Porcelain bushing metal part must stick firmly; inspection
on disconnector bottom rotating part must be free in rotatingflexibility, also applied with grease.
4.3.4 Supporting insulator must perpendicular to the base flat surface,
connect firmly; same up and bottom insulator support must be in astraight line and perpendicular. Same insulation support center line
must be in same perpendicular inner face.
4.3.5 All support beams for isolator must be stick firmly, manufacture
metal shim plate can applied to align the perpendicular of thesupport beams.
4.3.6 Size of isolator operating mechanism control panel box must be
meet design requirement. To operate manually many time beforemotor-driven operated, mechanism must operated normal, steady
stationary, no jam or stuck and other abnormal condition.
4.3.7 Closing period of three phase isolators must meet manufacturetechnical requirements.
4.4 Installation of CT, PT and surge arrester.

4.4.1 Centerline based review.
4.4.2 Inspection on model type, rules requirement before installation. Visual inspection
on damage, crack sign must be aware on it.
4.4.3 Lightning protection equipment terrain assembling on and hoisting installation.
4.5 Installation and commissioning of circuit breaker.4.5.1 Circuit breaker is one of the equipment for substation, self quality and installation
quality will affect the power grid safety operation. To pay attention during
installation quality, technology requirement, strengthen the technicalmanagement. Meanwhile ensure the safety of worker and good equipment
facilities.
4.5.2 Breaker support beam and fixing must be strict according to design requirement.
4.5.3 Inspection on circuit breaker before installationA) Breaker parts must be complete and good condition
B) Ceramic capacitor, closing resistor value must meet design
and manufacture requirement
C) Isolator part surface must be smooth, clean, and no crackdamage sign, good insulation. Connection for parts must be
strong and firm. Casing surface must be smooth shining, nocrack and damage sign. To have further inspection if any
enquiry during checking.
D) Rotating drive mechanism parts must be completed.E) During installation of circuit breaker must be in no
sandstorm, rain or snow weather. Arc chamber parts must be
inspect during installation, air condition and humidity must
meet technical requirement, to use dust proof and moistureproof facilities.
4.5.4 Testing on Circuit Breaker
A) Test insulation resistance of insulating pulling lever / rod.B) Test each circuits resistance
C) Test on withstand voltage
D) Test on shunt capacitor, closing contact timing and speedH) Test on circuit breaker operating mechanism
4.6 Transformer Installation
4.6.1 Installation progress: Basic inspect and acceptance transformer visual inspection transformer steady loading / installation installation on accessories
transformer core inspection and test.
4.6.2 Transformer installationA) Counter check on accessories, inspection, cleaning on piping connection
B) Seal the element, inspection on flange connection
C) Installation on voltage regulator switchD) Cooling equipment installation, fan and motor installation, valve and
mounting installation
E) Current transformer installation, bushing installation
F) Pressure relief valve installation

G) Other accessories installation
H) Oiling
4.6.3 Clean the surrounding before installation, confirm the earthing installation jobcompleted.
4.6.4 Once complete the transformer installation, site inspection will carried out by
owner, manufacture representative, supervisor representative. Visual inspectionmust make sure no any damage and crack sign, accessories correct installation. To
lift into position after confirmation and agree by all the three parties.
4.6.5 The total mass weight will be increase for transformer after setup the installation,more awareness and careful during lifting, wire rope must apply with specified
eye bolt / shackle, to aware on transformer bushing during lifting. To fix the
transformer stationary after lifting job completed.
4.6.6 Test on HV TransformerA) To measure the winding and bushing with insulation resistance of
windings, absorption ratio and polarization index.
B) To measure on winding and bushing with loss tangent, dielectric loss.
C) To measure on winding and bushing any DC leakage current.D) To measure on winding and bushing with AC voltage test
E) To measure on windings and bushing with partial discharge test.F) Measure every fastening piece of iron core insulation, to test insulation
resistance of iron core earthing bushing through shell.
G) Non pure ceramic bushing test.H) Oil insulation test.
I) Check phase sequence.
4.7 High voltage switch cabinet installation
4.7.1 Switch cabinet installation progressA) Once the switch cabinets arrive, to store it at dry and good ventilation
cabin.
B) To inspect the foundation area size before installation of switch cabinet,roughness, straightness, centering error, ground level of channel steel must
meet the requirements.
C) Before switch on the cabinet, must check and inspect the mechanism partmust be firm and moving free. Lock must reliable, electrical equipment
type must meet design requirement.
D) Switch cabinet must fixed firmly, earthing must connect firmly, cabinet
body must align levelness, perpendicularity must meet design requirement.E) After installation of wiring inside cabinet, make sure lay tidily, fixed
properly.
F) After wiring connection, make sure cavity on cabinet must be sealedproperly.
4.8 Bus bar connection
4.8.1 To position the magnalium cast bus bar support according to drawings beforelifting. During installation, make sure active moving support must install correctly
with the stationary support, to follow strictly through the drawing during
launching the jobs.
4.8.2 Lifting on magnilium cast busbar must be start form inner side then outside.

4.8.3 To install aluminum steel lug and aluminum cable steel reinforced after installed
magnilium cast bus bar. To clean up the aluminum steel cable lug before
installation.
4.9 Bridge laying job and cable laying job
4.9.1 Height of horizontal cable tray to install not less than 2.5m from ground, distancebetween the frame normally within 1.5~2 meter distance, and deflection not more
than 1/200. Meantime, guarantee the horizontal rule. Metal structure, corbel and
column selection describe: 100mm, 200mm. Wide bridge height will be 100mm,300mm wide and height of the bridge above will be 150mm, bridge interlayer
spacing will be 200mm generally; corbel
