The Council recently amended :he residence requirements of the Civil Service ordinance to waive the one-year minimum in cases where no qualified appli cants are available. However, this was to secure a bus de partment manager where exam inations revealed that none of the local resident candidates passed. The Council could waive the requirements in the case of the City Attorney, i was said, until all attorney; who met the residence require ment have been given an oppor tunity to take the test, and have failed.
Kalbfleisch formally has ap plied for the job, and it is known to Council members that Isen would accept the position and take the examination If it is offered to him by the Coun cil.
On the City Engineer matter, many details were referred to "the engineer" when no person holds that position at this time. Jdhn Patrick, who has bee n handling the office, is not as yet a registered engineer as required by law, although he will be early next year. The details ot the office will be as sumed on Jan. 1 by George Ste- vens, newly appointed city ad ministrator-engineer, but mean while no qualified engineer oc cupies the office.

stood ready Tuesday night to recommend Murphey for tho permanent appointment,and Murphey had said that he in tends to move to Torrance if appointed. However, Mayor J. Hugh Shcrtey Jr. said: "I per sonally rm not ready for a re commendation" and looking at other members of the Council suggested that it be referred to the Council as a whole. Mur phey has reorganized the de partment, expanded service and again has it in the "black," after a period of many months of effort. Tolson said.
The Council Tuesday night d. layed action on a request of the Civil Service board that e> aminations be called for Cit; Engineer, at $435 a month; Cit; Attorney, at $265 a month; building inspector, at $280 a month and school crossing guards at 85 cents an hour.
Sherfey said that "I very de finitely do not see the need for ailing an" examination for on- gincor," indicating that Slovens' position will be covered in sub iequont action of the Council md the electorate on the
amendments to the City Charter which will go before the people in April providing for appoint ment of tho manager.
Councilman C. M. Gilbert said that he is not In favor of hav ing the crossing guards take examinations. "Chief Stroh ha.3

Among matters involving the non-existent City Engineer and City Attorney coming up Tues day night, was a complaint of O. R. Hill that he was not permitted to build a two-story house on his lot on. lower An- dreo avenue, but another per son was allowed to move a two- story house to a lot in the same area, on Cabrlllo avenue: Mayor Sherfey said: "That IE a matter for the attorney or engineer to answer."
Another was that of Bernard, who owns property at- 17123 Arlington avenue, who complained about water drain ing to his land from Torrance Manor tract, 174th at. and Crenshaw blvd. .Again, the per son complaining was referred to the "City Attorney" or to the "assistant City Engineer."
