The Council could waive the requirements in the case of the City Attorney, i was said, until all attorney; who met the residence require- ment have been given an oppor- tunity to take the test, and have failed. Kalbfleisch formally has ap- plied for the job, and it is known to Council members that Isen would accept the position and take the examination If it is offered to him by the Coun- cil. On the City Engineer matter, many details were referred to "the engineer" when no person holds that position at this time. Jdhn Patrick, who has bee n handling the office, is not as yet a registered engineer as required by law, although he will be early next year. The details ot the office will be as- sumed on Jan. 1 by George Ste- vens, newly appointed city ad- ministrator-engineer, but mean- while no qualified engineer oc- cupies the office. Tolson stood ready Tuesday night to recommend Murphey for tho permanent appointment,and Murphey had said that he in- tends to move to Torrance if appointed. However, Mayor J. Hugh Shcrtey Jr. said: "I per- sonally rm not ready for a re- commendation" and looking at other members of the Council suggested that it be referred to the Council as a whole. Mur- phey has reorganized the de- partment, expanded service and again has it in the "black," after a period of many months of effort. Tolson said.
