    AGENCY: Minority BusinessDevelopment Agency, U.S. Departmentof Commerce.

    ACTION: Notice of an Open Meeting.

    SUMMARY: The National AdvisoryCouncil for Minority BusinessEnterprise (NACMBE) will hold its

    fourth meeting to discuss the work ofthe three subcommittees anddeliverables to fulfill the NACMBEscharter mandate. The agenda maychange to accommodate Council

    business.

    DATES: The meeting will be held onMonday, December 12, 2011 from 9 a.m.to 5 p.m. Eastern Time (ET).

    SUPPLEMENTARY INFORMATION:Background: The Secretary of

    Commerce established the NACMBEpursuant to his discretionary authorityand in accordance with the FederalAdvisory Committee Act, as amended (5U.S.C. App. 2) on April 28, 2010. TheNACMBE is to provide the Secretary ofCommerce with recommendations fromthe private sector on a broad range of

    policy issues that affect minoritybusinesses and their ability to accesssuccessfully the domestic and globalmarketplace.

    Topics to be considered: During themeeting the three subcommittees willreport on their work and the Councilwill discuss and deliberate on possiblerecommendations. The Subcommitteetopics include: (1) Definition ofMinority Business Enterprises (MBEs)and MBDAs role, (2) Creation of anMBE Forum, and (3) Strategic Alliances& Exports.

    Public Participation: The meeting isopen to the public. Public seating islimited and available on a first-come,first-served basis. Members of the publicwishing to attend the meeting mustnotify Demetria Gallagher at the contactinformation above by 5 p.m. EST onThursday, December 1, 2011, topreregister. Please specify any requests

    for reasonable accommodation at leastten (10) business days in advance of themeeting. Last minute requests will beaccepted, but may not be possible tofulfill.

    A limited amount of time, in theafternoon, will be available for pertinent

    brief oral comments from members ofthe public attending the meeting. Anymember of the public may submitpertinent written comments concerningaffairs of the NACMBE at http://www.mbda.gov/main/nacmbe-submit-comments. To be considered during themeeting, comments must be received no

    later than 5 p.m. ET on Wednesday,December 7, 2011, to ensuretransmission to the Council prior to themeeting. Comments received after thatdate will be distributed to the members

    but may not be considered at themeeting.

    SUMMARY: The Board of Overseers of theMalcolm Baldrige National QualityAward (Board of Overseers) will meet inopen session on December 13, 2011. Thepurpose of this meeting is to discussand review information received fromthe National Institute of Standards and

    Technology and from the Chair of theJudges Panel of the Malcolm BaldrigeNational Quality Award.
