The past ten years have seen Germany es-tablish itself in the international education market as an attractive place to study and research. Besides the United States and Brit-ain, Germany is one of those countries that are in particular demand among foreign students. Nevertheless, the coming years will see the internationalisation process continue to present a central challenge to Germany’s higher education institutions. In this global competition, only those universities will be able to record sustained success that offer an attractive prospect to the world’s best minds.

Although the proportion of international students enrolled in Germany is at a com-paratively high level, it has been stagnating for the past three years. Given the looming lack of professionals, specialists and experts, above all in science and technology subjects, and the emerging demographic develop-

ments, we will have to attract a great deal more international students in the future. International degree programmes provide an outstanding instrument in this respect. International student applicants can cur-rently choose from a broad and diverse range of some 1,000 international degree pro-grammes run by Germany’s higher education institutions.

The “TOP 10 International Master’s Degree Courses Made in Germany” competition that we now held for the second time together with the German Academic Exchange Service provides important orientation aids, not only for prospective students interested in study-ing here, but also for employers and higher education institutions. The goal that we set ourselves was, not least, to create transpar-ency in the diversity of available study op-portunities and to develop quality standards for international Master’s programmes.

All the study programmes that competed for the Quality Label deserve respect and rec-ognition for the contribution they made to the internationalisation process; my sincere congratulations go to the prizewinners. I am convinced that they will provide the interna-tionalisation and the international appeal of studies in Germany with further impetus and will help us establish “Educated in Germany” as a globally acclaimed and appreciated Quality Seal.

This is the second time that the Stifterverband and the German Academic Exchange Service (DAAD) have organised the “Quality Label for the TOP 10 International Master‘s Degree Courses Made in Germany” competition. I would especially like to express my thanks to the Stifterverband, without whose financial support this competition could not have been held. I would also, in particular, like to con-gratulate the 2008 prizewinners whose con-cepts stood out against the tough opposition of almost 80 applicants.

The two rounds of the competition have given me an opportunity to experience at first-hand how the prizewinners are selected – in 2006 in my capacity as the HRK Vice-President for International Relations and Chairman of the Jury, while this year I am here in my capacity as the newly-elected President of the German Academic Exchange Service. So, I know from personal experience that the jury attaches

the greatest of care to picking out those few applications from the large number of good entries that, in respect of their academic ex-cellence and their successful internationalisa-tion concept, can be called outstanding in the truest sense of the word.

In our search for the TOP 10 Master‘s Pro-grammes, we were led by the question of which German degree programmes combine high-class, innovative teaching with a consist-ent commitment to internationality in such a way that they are able to attract the very brightest minds from all around the world. This collection of profiles on the 20 prizewin-ners from both selection rounds will give you an impression of how exceptional the com-petition was in meeting this ambitious goal.

From the DAAD‘s perspective, I can say that it is especially pleasing to see that the majority of prizewinning programmes are „well known“ to us, since they were or still are supported by one of the relevant DAAD funding programmes – International Degree Programmes, Master Plus, Postgraduate Pro-grammes for Professionals, Double Degree Programmes. With respect to the meanwhile discontinued funding programmes, in par-

ticular, this result provides welcome proof of how sustainable the impulses are that the DAAD is able to contribute to raising the in-ternationalisation and the competitiveness of Germany‘s universities.

The diversity of programmes found among the TOP 10 is also worth noting. The broad range of prizewinners extends far beyond the pio-neers who established the first international degree programmes in economics, business administration and engineering. Agricultural sciences, psychology, regional studies and even traditionally somewhat reform adverse subjects, such as law and medicine, are also represented. So, the competition confirms our observations, namely that the 1,000 or so in-ternational degree programmes currently of-fered by Germany‘s universities have long left the realm of a niche market and have firmly established themselves in Germany‘s aca-demic landscape as a particularly innovative and professional market segment. The DAAD is proud to have been able to make its modest contribution to this process.

The Quality Label “TOP 10 International Mas-ter’s Degree Courses Made in Germany” was first awarded in 2006 and again in 2008. The 20 prizewinners from the two competition rounds are presented in this brochure together with their profiles. These programmes stand out through academic excellence, an innovative curricular and didactic concept, a meticulous student selection process coupled with profes-sional support and advice services for students, comprehensive quality assurance measures and a consistent international focus. The diversity of the disciplinary – and frequently cross-discipli-nary – approaches is an impressive feature, as is the programme‘s clear strategic positioning in the ever more competitive race to recruit the world‘s brightest minds.

I have been following this competition very positively and with great interest since 2006, and so was more than pleased to chair the Jury to identify and select this year‘s “TOP 10 Inter-national Master‘s Degree Courses Made in Ger-

many”. Above all, it is the greater international attention and the increased demand generated by the prize that makes this competition so at-tractive for the applicants. Although the prize-money of 20,000.- euros is certainly a welcome element, the TOP 10 Label‘s promotional effect will certainly be at least as valuable to the prizewinners.

In my capacity as Vice-President of the Ger-man Rectors‘ Conference, I am particular en-gaged in and committed to the international interests of Germany‘s universities. In an ever more networked world, academic and scientific excellence needs international dialogue and exchange. International Master‘s programmes represent an important factor in bringing new ideas and impulses to our universities and in securing a permanent place among the lead-ing scientific nations. It is absolutely essential that a country with so few natural resources as we have, but with a high technological level, plays an active role in the innovation processes

of the future. Seen from this perspective, too, the prizewinners of 2006 and 2008 can, regard-less of their respective subject area, stand up and show what they have achieved. Call for Applications – October 2007 Quality Label for International Master‘s Degree Courses

The prizes will be awarded to international Master‘s degree programmes that possess an outstanding and innovative Master Plan, a strong International Profile, and, above all, an Excellent Curriculum.

The goal is to help programmes to become more attrac-tive to German and foreign students and, thus, be able to contest in the international market, thereby compet-ing successfully with the best programmes offered by universities from around the world.

The competition is open to Master‘s programmes in all subjects. At the time of submitting their proposal, appli-cants must demonstrate that at least one intake of stu-dents has graduated from the programme. Programmes are also at least required to have applied for accredita-tion. Consecutive and postgraduate tuition-fee free and tuition-fee charging programmes may enter ap-plications. The curriculum may have a stronger research focus or a more professional focus. Stays abroad and double degrees may be integrated into the programme; teaching may be delivered fully or partly in a foreign

language. Applications are open to state and private universities, to universities of applied sciences, as well as to colleges and universities of art and music.

The prizemoney of 20,000.- euros for each winner may be used to continue the programme‘s conceptual development and internationalisation, in particular measures to improve the selection of international students and the support and advice services that they receive, as well as to extend the international coopera-tion and to carry out marketing activities.

Besides the prize as such, the winning programmes will receive the Quality Label for the „TOP 10 Inter-national Master’s Degree Courses Made in Germany“ from the DAAD and the Stifterverband. Universities are encouraged to use this Quality Label to market these programmes.

In addition, GATE Germany will particularly highlight the prizewinning programmes in its worldwide mar-keting campaigns.

The selection criteria are

Profile

The Stifterverband für die Deutsche Wissenschaft has been operating as business and industry‘s joint campaign for higher education and research since 1920.

The Stifterverband develops funding programmes and supports initiatives that contribute to solving structural problems that arise in higher education and science.

The Stifterverband sees its role as a think tank and motor of reform for the German science and research system.

The graduate programme has been running since 2002 and is located at the interface between basic research and clinical application. Together with the university’s Cluster of Excellence – “NeuroCure” – the programme is able to draw on a prizewinning research environment. Hence, the academic support and advice services for students are exceptional, es-pecially with the excellent student-teacher ratio. In fact, more than 60 neuroscientists are contributing to the training of 30 Master’s students.

The goal is to train students from the natural sci-ences and medicine in a structured programme and so to give them the qualifications needed for doing advanced research in the doctoral phase. Particularly qualified candidates will be fast-tracked directly into the second doctoral year to reduce the time from graduating with a BSc degree to gaining a doctorate from five to four years. The doctoral programme that builds on the Master’s programme was funded by the DAAD up to 2006 with its “Doctorates at Universities in Germany” (PHD) instrument.

Interdisciplinarity lies at the heart of the training, with great importance also attached to delivering a knowledge of the key qualifications. The gradua-tion rate shows that the programme has achieved its goal of training young scientists. Of the 38 students who have graduated, eleven are working on doctoral projects under the Charité’s PhD programme, while

nine others are doing their doctorates at other in-stitutions in Germany or abroad. The 80 and more applications received for 15 study places each year clearly highlight the programme’s appeal for German and above all for foreign students from all around the world. In addition, the programme is taught exclusively in English. Participants are se-lected in a three-stage process – a key quality assurance element.

The wide-ranging net-works and cooperation agreements underline the programme’s in-ternational focus. The Network of European Neuroscience Schools (NENS) established in the win-ter of 2003 collects information on the various neu-rosciences programmes in Europe. Project CORTEX (Cooperation in Research and Training for European Excellence in the Neurosciences) provides a platform for close collaboration with neurosciences pro-grammes in Bochum, Helsinki, London, Oslo, Prague, Stockholm und Zurich.

This non-consecutive, English-instructed Master’s programme builds on more than 40 years of teach-ing and research experience in tropical forestry and wood management at the TU Dresden. The programme is funded by the DAAD as a “Postgradu-ate Programme for Professionals” and is part of the SUTROFOR Erasmus Mundus network with partner universities in Denmark, France, United Kingdom, and Italy. Strong networks additionally exist with partner universities in the tropics and subtropics.

The programme was fundamentally revised in 2006 and accredited in 2007 with a development orientation and an international focus. It is open, in particular, for students from the tropics and sub-tropics. The participants to date have come from 13 Asian, ten African, ten Latin American and two Eu-ropean countries, as well as from Canada and Aus-tralia. The programme aims to provide specialists, professionals and executives with the qualifications needed for developing innovative and sustainable cultivation concepts for woods, forest plantations and other tree and shrub formations, agroforestry systems and urban green spaces in the tropics and subtropics and for monitoring the implementation of these concepts in a supervisory capacity. The core topics correspond with the international demand for experts for programmes and projects in reduc-ing deforestation, in revitalising forests, in manag-ing sustainable forest cultivation and in protecting forests at various levels.

The academic programme combines a high sci-entific-methodological level with a pronounced applied focus. Its development orientation and its focus on the co-evolution of society, the forest or landscape define the programme’s Unique Selling Position within Europe. Completion of a three-month primary data survey in a (sub-)tropical country for producing the Master’s thesis is obliga-tory; a one-year stay abroad at one of the European partner universities also opens up opportunities for gaining a double degree.

The graduates are in great demand in the la-bour market and can, generally, substantially improve their career position by completing this programme. Some 10% of the graduates, either directly or later, enter a doctoral programme at universities worldwide.

This one-year postgraduate programme has been running since the winter semester 1999/2000 and primarily addresses German lawyers seeking a professional orientation outside the traditional law professions. The programme leads to a Master of Laws (LL.M.) degree and is also geared to meet the requirements for theoretical qualification as a lawyer specialising in Information Technology Law.

To qualify for admission to the programme, ap-plicants must hold a first university degree in law with professional qualification and must be suit-ably proficient in English and German. The courses at the University of Hannover are held equally in both languages.

The programme’s internationality is ensured through an obligatory stay abroad at one of ten Eu-ropean partner universities associated within the EULISP network (European Legal Informatics Study Programme). An integrated degree programme has also been established with the University of Oslo that leads to a double degree and that is sup-ported by the DAAD in the form of scholarships. During their stay abroad, the students not only consolidate their academic qualifications, but also get the opportunity to acquire soft skills that are indispensable for IT lawyers, such as language skills and international experience. On the one hand, the degree programme teaches the central aspects of IT law, while, on the other, integrating the funda-

mentals of European law as well. For example, the following courses were held in the winter semester 2007/2008:“EuropeanRegulationandCompara-tive Legal Aspects in the Information Society”, “Security of Information Systems”, “Law of Con-tract in Information Technology” and “Computer-

related Criminal Law”. Distinguished lecturers fromlawofficesandfrombusinessandindustrycontribute to the teaching. This makes it possible to dovetail the academic training with practical elements, and so constantly fine-tune the teach-ing to take account of current developments and topical problem areas.

Of the 200 students who have graduated since the programme began, around 45% found a position as a lawyer within six months, a further 25% as corporate lawyers, while the remaining candidates are currently completing their professional practi-cal training.

The entirely English-instructed programme is modular in structure and has been designed with a standard time to degree of two academic years. Its thematic focus targets applicants holding a BSc degree in the agricultural sciences, natural scienc-es, engineering, or with an economics, business administration or social sciences background.

The programme was developed in cooperation with international research and education insti-tutions in the agricultural sector in order, as far as possible, to meet the requirement profile of spe-cialists and professionals needed in this field.

The Master’s programme has been running since 1999 and aims to give qualified graduates an international level training that prepares them for the dynamically developing career field of agricultural food and natural resources produc-tion as well as resource conservation. Given the rapidly growing knowledge base of agricultural science, the goal is to enable students to con-tinue advancing their competencies through self-directed studies so that even after graduating they can still enhance their knowledge by means of personal studies to keep pace with the latest developments and research findings.

The training is interdisciplinary and aims to deliver an understanding of the complex inter-actions and to promote the student’s ability to

solve problems integratively. Interactive teach-ing methods enhance a capacity to implement the acquired knowledge in a solution-orientated approach, synchronously to the general delivery of knowledge. Besides relevant exercises in the subject-specific modules, these capacities are also

schooled through the strong focus on interdisci-plinary project work. This develops key qualifica-tions like communication, presentation, project management and team skills. These learning scenarios aim to encourage an appropriate pro-fessional attitude in the intercultural context.

The internationality of the University of Hohen- heim and its degree programme stands out through its wide-ranging network of contacts around the world. These include cooperation agreements with more than 90 universities and international research institutions abroad. Foreign visiting lec-turers and numerous projects abroad additionally contribute to the programme’s international focus.

The Master of Business Administration (MBA) programme that has been running at the Leipzig Graduate School of Management since 2000 in-volves 15 months of studies that are divided into a total of five stages. Students follow a highly-professional, purely English-instructed degree programme with content and structures that fit in perfectly with the current requirements for executive professionals in business and industry. The teaching is provided by proven experts from Germany and around the world. A particular qual-ity feature is also to be seen in the programme’s recognition by AACSB, the world’s leading accredi-tation agency for business administration and ac-counting degree programmes.

The Master’s programme delivers a broad and comprehensive range of specialist knowledge in the field of economics and business administra-tion. The courses offered within the various mod-ules have an interdisciplinary design and interlink with each other. The European Master’s programme in “Global Stud-ies - A European Perspective” is the first of its kind in Europe and combines approaches from the field of historical, socio-scientific, cultural and area stud-ies globalisation research. The non-consecutive Master’s programme is funded under the Euro-pean Union’s Erasmus Mundus programme and is runbyaconsortiumoffourEuropeanuniversities:London School of Economics and Political Sciences, University of Vienna, University of Wroclaw and the University of Leipzig, in its role as the coordinating institution. By combining the research capacities of the four participating institutions, the programme offers the mainly non-European participants a unique, pluralistic European perspective of the glo-balisation processes.

The programme stands out with its exceptionally international academic culture. This is also reflect-ed in the composition of the student body; students from 38 countries have taken the programme so far. The integration of foreign visiting lecturers is an integral component of the programme. Courses are taught in English and German. Integrated lan-guage courses and workshops on scientific writing help students to master the programme’s multilin-gual environment.

A one-year stay at a European partner university is obligatory. The European participants addition-ally have the option of completing a three-month study stay at the Macquarie University Sydney, the

Dalhousie University in Halifax, the University of Stellenbosch or the University of California at Santa Barbara. The alternating studies at two or three of the network universities enables the students to gain a double degree. Hence the programme’s cur-riculum also reflects its internationality.

By offering a range of interdisciplinary and interna-tional courses, the Global Studies programme aims to qualify excellent students for executive manage-ment positions in the globally-networked world of business and industry, politics, civil society, culture, and science. The four-semester graduate degree programme is one of the elite programmes funded by the State of Bavaria and is a research-orientated study opportu-nity located at the interface between psychology and the neurosciences. The programme’s Unique Selling Point lies in its experimental-psychological focus in the neurosciences. The wide-ranging and diverse integration into national and international research projects and networks and the structured doctoral programme that builds on the Master’s programme guarantee the participants a professional training at the very highest academic level.

The interdisciplinary Master’s programme aims to train international students in the methods and con-cepts of brain research. The first academic year serves as an introduction to the programme’s thematic content. The second academic year gives students the opportunity to specialise in one of the three core areas: research, clinic and applied science. Besidesteaching the scientific principles, the curriculum does not overlook the applied focus. In the pre-sessional phases (recess), students work on two several-week long research projects within the scope of externally-funded projects.

Internationality is a key feature of the exclusively English-instructed programme, whereby the bal-anced mix of roughly equal proportions of German and foreign students stands out. The wide-ranging origins of the foreign students, extending from Can-ada to China and from South Africa to Norway, the

The four-semester, postgraduate Master’s programme in Communication and Media Engineering (CME) was launched in the win-ter semester 1998/1999 and was, in its initial years, funded by the DAAD as a Master Plus programme, making it one of the first Master’s courses to have been offered in Germany.

The programme’s overriding goal is to deliver a detailed research and application-focused knowledge of the key areas of communication and media engineering. Modern communications technology enables engineers and researchers in India, China and Germany to work together on a project. So, internationality is logically a core factor in the programme’s profile. This interna-tionality is reflected in a high and homogenously distributed proportion of foreign students. 25 of the students who started their studies in the win-ter semester 2007/2008 came from 17 different countries. The acquisition of cultural competence by interacting with various cultures and numer-ous foreign cooperation partners in teaching and research is also one of the CME’s key features. The Graduate School additionally aims to establish double degree programmes with universities in Chile and Mexico.

The curriculum takes the students from purely theory-oriented teaching in the first two semes-ters, via lab work, seminars and project work

in the third semester through to the Master’s thesis in the final semester, thereby introducing the students ever more closely to independent research work. The purposeful transition from theory to application is an outstanding feature of CME programme. As from the second semester,

students contribute to research and develop-ment projects. Around one quarter of the gradu-ates aspire to a doctorate.

The degree programme stands out with its com-prehensive range of marketing measures and a sophisticated selection process. The student sup-port and advice services are exemplary.

Parallel to their English-instructed studies, the international students also acquire an adequate knowledge of the German language so that they can master the requirements of everyday life. Conversely, the German students attend a “Presentation in English” course to improve their language skills for a semester abroad.

This Master’s programme has been funded un-der the European Union’s Erasmus Mundus Pro-gramme since the winter semester 2005/2006 and is an integrated European degree programme of worldwide appeal. It is run by four partner uni-versities in Germany, France, Sweden and Spain, with the Saarland University taking on the role of lead institution. Each university introduces its own core research areas into the consortium. Hence, the programme offers a much greater diversity of specialisation than could be offered by a national programme. The curriculum speci-fies that each student must study at two of the consortium universities and that a double Mas-ter’s degree is conferred by the two participating institutions.

The worldwide commitment of high-ranking scientists who have been appointed as country coordinators by the Alexander von Humboldt Foundation network ensures that students of excellent quality are selected. Hence, close con-tacts have been established in just a few years with many renowned partner universities on all continents that select their best students for the programme.

One of the programme’s key features is that stu-dents not only pursue their academic studies as such, but also become closely acquainted with one or two different European cultures to acquire

the greatest possible intercultural competence. The programme’s special language concept con-tributes to its European added value. Besides the use of English as a lingua franca, all students also study in the respective local language together with the local students. This intensive form of lan-

guage training creates a basis for developing last-ing ties between the programme’s international students and Germany, in its capacity as a science and industry leader.

A meticulous student selection process, good curricular and extracurricular support and advice services, plus numerous quality assurance meas-ures round off the concept of an excellent study programme with a demanding academic and intercultural objective. With practically 20 years of experience as a postgraduate programme and as a Master’s programme since 2000, this study opportu-nity aims to give foreign specialists and profes-sionals an academic training in Germany that delivers the applied qualifications needed for supporting the establishment of correspond-ing study programmes in partner countries, thus contributing to promoting efficient and sustainable production systems in agriculture and to developing rural areas.

In accordance with the programme’s development policy objectives, foreign partner universities are intensively integrated into the student selection process and into the programme’s running. The curriculum is so appropriate that the Master’s programme has developed into a real export hit. Twelve international universities have established the programme, with three universities deliver-ing all of the teaching in German. Agreements are increasingly enabling students to engage in exchange with other universities and thereby to gain double degrees.

The academic programme stands out with its extensive practical focus coupled with its in-tensive personal study load for students. The combination of theory and practice is highly appreciated by the foreign students, especially in view of the rather theoretical training gener-

ally offered in their home countries. The inter-national Master’s programme has met with a high degree of acceptance, and especially so in the countries of Eastern and South Eastern Eu-rope, as well as in Central Asia. Students from around 45 universities in more than 30 coun-

tries have completed the programme so far.A pre-sessional, one-semester internship is a firm part of the applications-focused curricu-lum. It is completed in specially-selected train-ing companies and is complemented by four one-week academic and language courses of-fered at the university as well as by working on study packs. This internship gives the students the opportunity to get to know the agricultural company, while also gaining their first insight into how plant production, livestock farming, environmental aspects, product quality and marketing, as well as corporate success inter-link. Almost half of the students return to their home institutions after completing the intern-ship in order to continue their studies there.

The Master’s programme in International Re-lations was launched in the winter semester 2003/2004 and has taken on around 180 stu-dents since its foundation, of which around one third come from abroad. These graduate from an excellent programme that convincingly com-bines the strengths of the three participating universities – FU Berlin, HU Berlin and University of Potsdam – and is hence an exemplary model for future collaborative degree programmes of-fered by Germany’s universities.

The programme’s appeal is additionally in-creased by its outstanding international net-working. For example, the programme main-tains close contacts with renowned universities in Paris, Moscow and Washington D.C. A semes-ter abroad naturally complements the studies; in addition, students also get the option to gain a double degree.

That the advantages of the degree programme are also appreciated by potential students is shown by the impressively high number of ap-plicants for such a new programme. Its well-organised and informative website certainly contributes to raising the students’ awareness of the programme and its popularity. For example, only one-in-ten applicants were accepted in the 2007/2008 selection round.

The demanding curriculum offers an ideal com-bination of research and practical application. Students acquire key competencies and also com-plete a three-month internship. They additionally benefit from Berlin’s role as the German capital,

from the numerous cooperation agreements with non-university institutions and think-tanks, as well as political institutions, like the Federal For-eignOffice.

The programme has set itself the goal of qualify-ing students for a broad range of professional ac-tivities in fields like public administration, political advice and consultancy, as well as academia and research. The destination survey on the graduates of the first two cohorts shows that it has met its objective – former students of the Master’s pro-gramme meanwhile hold positions in all four of the above-mentioned fields.

Online degree programmes are a growth market that Germany’s universities are only gradually discovering. So, it is all the more pleasing that the FU Berlin has been able, with its Master of “East European Studies Online” programme launched in 2003, to establish itself so quickly as a provider of a multidisciplinary, high-quality distance studies programme in this field.

It is the only programme of its kind in the world and from 2002 received three years of start-up funding from the Federal Ministry of Education and Research under its “New Media in Education“ instrument. So far, the degree programme has attracted around 20 participants per year, of whom around one third come from Germany and two thirds from abroad. In accordance with the programme’s multidisciplinary profile, these students graduated with their first degree in a range of different subject areas, such as law, arts and humanities, economics and business administration, natural sciences, and engineering.

The programme delivers a wide range of multidisci-plinary qualifications in respect of the region of East Europe and prepares graduates for positions in busi-ness and industry, in administration and authorities, in non-governmental organisations (NGOs) and in associations, as well as for careers in academia and science. The combination of theory and practice plus the interdisciplinarity are particularly success-ful features. Both aspects were considered in the

design of all modules. Foreign university teachers contribute decisively to producing and teaching the modules. The degree programme is supported in its work by an external Advisory Board, and by other public figures and partners, as well as by business and industry.

The e-learning concept is technically mature and the internet-based student support and advice services are exemplary. The studies are rounded off with two one-week attendance phases of student centred teaching each year. One of the particular plus points of distance studies is the fact that it enables working professionals to take part in the programme in a ca-reer-integrated format, an opportunity that is often taken. The experience gained with the graduate co-horts so far indicates that the degree benefits most participants in their professional development. This assessment has also been confirmed by representa-tives from fields of practice.

The Master of Agricultural Sciences and Resource Management in the Tropics and Subtropics (ARTS) programme funded by the DAAD under its “Postgraduate Programmes for Profession-als” measure has been running since 2002 and is primarily intended for applicants from research institutions, universities, non-governmental or-ganisations (NGOs) and ministries in developing countries.

The ARTS programme aims to provide qualified specialists and executives with a holistic under-standing of structure and usage, of the interac-tions taking place between the resources and the economic, political and social setting, as well as of the risks and the relevant protective measures. Under the heading “From knowledge to action”, the Bonn-based research and development or-ganisations are being strongly integrated into the teaching. Further exceptional criteria of the ARTS programme include its strong research ori-entation and its intensive range of support and advice services.

The field research phase is of a high scientific lev-el and involves an up to six-month stay in a (sub)tropical country, carried out in cooperation with partner universities abroad. The programme’s in-ternational focus is enhanced by professors from distinguished universities holding visiting lec-tureships. The teaching is subjected to thorough

The TU Dortmund’s SPRING programme has been running for almost 20 years and has seen just under 500 students graduate successfully, including one German, making it by far the most experienced prizewinning degree programme in 2006.

The Master’s programme that was funded by the DAAD as a “Postgraduate Programme for Profes-sionals” trains regional planners. The course contents are specifically tailored to meet the needs and requirements of students from Africa, Asia and Latin America. The training prepares students for tasks of planning and implement-ing problem and action-orientated regional development activities.

The first year is completed in Dortmund, the sec-ond, in one of the other SPRING Centres located in Ghana (Kumasi), Chile (Valdivia), the Philip-pines (Manila) and Tanzania (Dar es Salaam). The year in Dortmund has a stronger theoretical and methodological focus. In the second year, for which the respective partner university is completely responsible, the students concen-trate on addressing concrete planning problems in the host country. The final degree certificates are jointly conferred by the two participating universities, which also jointly select and ex-amine the participants. SPRING has used the cooperation with universities in Africa, Asia and

Latin America to conduct collaborative research and to act as an adviser to international organi-sations. Numerous projects involving contract research prove SPRING’s outstanding role as a “Centre of Excellence for Teaching and Research”, as do more than 20 completed doctorates. The

research findings are analysed and edited, and are then distributed through the programme’s own publication series of meanwhile more than 70 titles.

A strong feeling of belonging and togetherness has developed among the alumni and has de-veloped into active cooperation. Conferences, continuing and postgraduate training courses, lobbying, and joint consultancy projects testify to the extensive dynamics of the SPRING Com-munity. The Master of Arts in Social Sciences is jointly offered in the Global Studies Programme by the University of Freiburg, the University of KwaZulu-Natal (Durban) and the Jawaharlal Nehru Uni-versity (Delhi). FLACSO Argentina (Buenos Aires) joined as a new partner in 2008, and the Chu-lalongkorn University (Bangkok) will take part as from 2009.

Since the programme’s launch in 2002 over 200 students from more than 60 countries have enrolled. The Global Studies Programme was funded by the DAAD as an “International Degree Programme” between 2001 and 2004 and aims to qualify the participants as social sciences experts for the globalised world of the 21st century, espe-cially in respect of the rise of the Global South. The intercultural experience gained within the group is complemented by intercontinental perspectives of the phenomena of globalisation.

The programme subjects globalisation to an interdisciplinary examination. Sociology, po-litical science, ethnology and geography work together on designing the curriculum. The four course modules “globalisation”, “global govern-ance”, “cultural change” and “methodology” are studied at the participating universities over the whole length of the programme from the respective regional perspective and in the re-spective academic culture. The first and last se-

mesters are held in Freiburg, while the students spend the second semester in Buenos Aires or Durban, and the third in Delhi (or Bangkok in the future). So far, Freiburg and Durban jointly confer the final degree.

An advisory board of representatives of academia and research, politics, business and industry advise the programme academically and the students in respect of the choice of career. Career entry is facilitated by a ten-week international in-ternship completed during the studies and by the extensive alumni network. In addition, graduates have also had the opportunity to gain a PhD in the programme since 2008. In 2004, the “Global Studies Programme” received the “BMW Group Award” for intercultural learning in recognition of its commitment and dedication.

Students with above-average achieve-ments in the Master of Science section are exempt-ed from the requirement to produce a Master’s thesis and are fast-tracked into the doctoral pro-gramme. This profi le of a pre-doctoral “Turbo Mas-ter’s” corresponds with the fact that the good 130 students who have graduated in molecular biology have, almost without exception, been admitted to the doctoral programme. The particular interdis-ciplinarity of the molecular biology programme is expressed in the participation of four faculties:biology, medicine, chemistry, agricultural sciences. Biology and medicine each account for around 30% of the teaching, while a further 30% is provided by the two Max Planck Institutes and the German Pri-mate Centre. The international Master’s programme in Ger-man as a Foreign Language (Deutsch als Fremd-sprache) was launched in 2002 and is the first accredited degree programme in this subject in Germany. Around 155 students, mostly from abroad, are currently enrolled in it, and more than 75 students have graduated successfully.

The programme provides a broad introduction to teaching and learning German as a foreign language. The curriculum covers areas like the theory and empirical knowledge of foreign lan-guage acquisition research, language teaching and learning research, as well as language in-struction in combination with the methodologi-cal and didactic practice of teaching languages. The basic knowledge acquired during the first degree course in the reference subjects of German linguistics and literary studies are consolidated and consequently complemented by a theory of foreign languages perspective. In addition, the programme delivers knowledge related to the foreign language teaching-learning process, such as in psychology, media and cultural studies, and sociology. The acquisition of career-relevant skills as well as research competence lies at the heart of the programme. For example, students learn how to use and work with the new media, not only in theory but also in respect of how these are later put to use in the foreign language classroom. Media are also applied actively in all courses

and seminars. Another key aspect involves the prepared and scientifically monitored participa-tion by students at scientific conferences. The programme’s thoroughly consistent focus on the acquisition of core competencies and skills lead-ing to a German as a foreign language teaching

qualification and equally promoting the students’ research competence also stands out as an in-novative and exemplary model for comparable programmes.

The programme’s international orientation is expressed by its networking with the Master’s programmes at the Aristotle University of Thes-saloniki and the Eötvös Loránd University in Bu-dapest. Students can choose to complete part of their studies at one of the partner universities and so gain a joint degree awarded by both universi-ties. The extensive support and advice services, along with intercultural learning, are significant and are, not least, guaranteed by having students from more than 30 countries on the course.

This degree programme has been running since 2000 and is taught in German – a somewhat un-usual choice of language for an internationally-orientated engineering programme. This may be one of the reasons why the 350 or so participants to date are more or less equally divided between German and foreign students.

A particular feature of this Master’s programme lies in its clear orientation towards the key skills and competencies needed in the career field cov-ered by electronics, communications and telecom-munications engineering. To give the students the best possible preparation for the diversity of professional demands that they will meet in their career, the courses focus particular attention on teaching “soft skills”. Parallel to their academic studies, students who do not speak German will be offered German-language courses throughout the programme; students have to prove that they have acquired the necessary language skills by passing the DSH language exam or by presenting another relevant language certificate.

The programme delivers a profound theoreti-cal knowledge and, through relevant labora-tory activities, introduces students to the field of research. 40% of the participants write their Master’s thesis within the scope of R&D projects based at the university, while 10% follow up the programme with a doctorate.

The German participants use a worldwide net-work of international cooperation agreements, with a focus primarily on the Spanish-Portuguese speaking areas to complete stays abroad . In turn, this network provides the Master’s programme with a large number of quality applications from the partner universities. Students from these countries account for around 70% of the foreign students on the programme.

The extensive range of support and advice services include assistance in the search for contacts with business and industry for students seeking an in-ternship, a Master’s thesis topic, or a career entry path. 75% of all the graduates work in German companies, of which most are in research and de-velopment. Foreign graduates have also been able to position themselves very successfully in the Ger-man employment market. A destination survey of graduates shows that the German language skills acquired during their studies helped them greatly in their search for a job.

The MBA programme has been running since 1995 with more than 250 participants so far, of which two thirds come from abroad, and stands out with its rounded, balanced concept. The pro-gramme builds on 30 years of experience in offer-ing postgraduate economics and business admin-istration coursesandwas thefirsteverofficiallyrecognized MBA degree programme to be offered by a German university.

The programme is open to applicants of all sub-ject areas who hold a first degree and have at least two years of career experience.

The students are systematically prepared for tak-ing on executive management positions in inter-national sectors. The programme not only deliv-ers competencies in management know-how and methodology, but also team skills and leadership qualities. The second semester offers specific electives in European integration and corporate social responsibility (CSR).

Courses are taught in small groups; interactive courses, work on case studies, and a sense of responsibility are all key elements of the pro-gramme. The assignment of contract lecturers from companies strengthens the programme’s practical focus and creates contacts with poten-tial employers. 100% of the programme’s gradu-ates have been taken on by companies.

The programme’s internationality is strengthened by a worldwide network of cooperation agree-ments. A semester abroad at one of the partner universities is obligatory for students who gained their first degree in Germany. Half the interna-tional students also decide to take this oppor-

tunity. Double degrees can be gained at several partner universities, largely in Europe, but also in Singapore and the United States.

This Master of Fine Arts programme was estab-lished in 2001 and is unique in Germany with its thematic combination of Art in Public Spaces and New Artistic Strategies, along with its inter-national orientation. Hence, it was also funded from 2001 to 2004 as a pilot project under the DAAD’s “International Degree Programmes” scheme.

The 85 or so students, of which two thirds come from abroad, experience an academically de-manding, practice orientated training combined with a multilingual environment and the en-hancement of their intercultural competencies. The German students extend these by spending a semester abroad. The international networks that then develop between the participants have an impact all around the world and over many years. The programme’s internationality is enhanced by the “Ré Soupault” international visiting professorship that will be funded by the DAAD up to 2010.

The core study areas that prepare students for the particular situation of practising art in pub-lic spaces include: the integration of art andarchitecture; art and remembrance; temporary interventions in public spaces; new artistic strategies. Following the Weimar Model, each semester sees an exemplary real art project

carried out within a thematic context, while parallel to this, interdisciplinary discussions are held on the theoretical topic. The projects are re-alised with regional and international partners.

The students acquire technical skills and organi-sational and management competencies that prepare them for a career as practising artists.

Hence, the participation in real-life competitive calls for entries helps students learn how to de-velop contentually demanding artistic concepts in respect of architecture. The collaborative con-ception and realisation of projects and exhibitions enables students to gain experience in dealing with clients and contractors, with cultural and political institutions, with curators, as well as with other representatives of the art world and industry. They learn to conceive and realise their own projects in the public space.

Stifterverband and DAAD to present prizes to innovative international de-gree programmes for the second time. Bonn, 24 April 2008. The Stifterverband and the German Academic Exchange Service (DAAD) will present prizes to the “TOP 10 International Master‘s Degree Courses Made in Germany” for the second time in 2008, after holding the first round in 2006. The prizewinning programmes include the Charité-Berlin, the TU Dresden, the Universities of Han-nover, Hohenheim, Leipzig, and Munich and the Saarland University, as well as the University of Applied Sciences Of-fenburg, the Leipzig Graduate School of Management and the University of Applied Sciences Weihenstephan. Each of the TOP 10 programmes receives a prize of 20,000.- euros and the „Quality Label for the TOP 10 International Mas-ter’s Degree Courses Made in Germany“.

The prizewinning programmes all share the following features: a particularly innovative master plan, highquality teaching, and an outstanding international pro-file. The prizewinners were selected from a total of 76 ap-plications from 63 higher education institutions located in 13 federal states. The award ceremony will be held at the Seminaris Kongresspark in Bad Honnef on 12 June 2008, where the project directors of the DAAD-funded International Study and Training Partnerships (ISAP) are holding a conference.

„It has become clear that a broad range of international degree programmes has developed in Germany in recent years,“ re-marked Dr. Andreas Schlüter, Secretary General of the Stifterver-band. „Economics, business and engineering disciplines no longer lead the way. Rather, programmes from other subject ar-eas have been able to compete successfully in the international race to recruit the best minds.“ The 13 Jury Members who repre-sent universities of applied sciences, traditional universities and foreign higher education institutions as well as business and industry convened for a meeting that was chaired by Prof. Dr. Dieter Lenzen, HRK Vice-President for International Relations and President of the FU Berlin. The DAAD and the Stifterverband have awarded prizes for the “TOP 10 International Master‘s Degree Courses Made in Germany” twice, once in 2006 and again this year. A glance at the prizewinning programmes clearly shows that Germany‘s science and research landscape is making ground in the race to attract and recruit the world‘s best young researchers with its innovative and creative strategies.

„All the participants are very proud to be among Ger-many‘s best international Master‘s students and lectur-ers,“ says Ulrich Dirnagl with pleasure. Commenting on the award for the „Medical Neurosciences“ programme, the professor from the Institute of Experimental Neu-rology at the Charité-Berlin says:„We‘re getting con-gratulations from colleagues throughout Germany.“

This year, the Stifterverband and the DAAD presented prizes to 10 International Master‘s Degree Courses Made in Germany. They all share an innovative master plan, high-quality teaching, and a high degree of inter-nationalisation.

Building bridges between lab and sickbed

„Medical Neurosciences“ provides a good example. Researchers have made major advances with great success in the field of neuroscientific basic research in recent years. However, the picture is not quite so pleasing when the goal is to transfer the knowledge and findings to effective therapies for neurodegenera-tive diseases. „In apoplectic strokes, for example, we

know a great deal about the mechanisms that lead to this disease,“ says Dirnagl. „But we only have relatively little to offer our patients in terms of therapy or treat-ment.“

The Master‘s programme covers the whole spectrum of the neurosciences, while it also attaches great impor-tance to the disease‘s mechanisms. In the early stages of new research projects, students already learn to consider the clinical relevance and vice versa. Hence, the programme bridges the gap between lab bench and treatment.

Unconventional reception for engineers

The Master‘s programme in Communication and Me-dia Engineering at the University of Applied Sciences Offenburg bridges another gap. One example involves the Mobile Learning research project that deals trans-mitting course contents to mobile devices. The work calls for a knowledge of communication engineering and creative design methods in order to prepare and edit the multimedia contents. This programme deliv-ers know-how in both fields.

Offenburg is particularly proud that it has been able to create lasting bonds between its international stu-dents – currently 25 from 17 countries – and Germany. „Many of our graduates have remained in Germany, and some represent German companies abroad,“ says Lothar Schüssele, the degree programme‘s director. Perhaps this is due to the fact that the young engi-

neers begin the first semester together in a cosy hut in the Black Forest, where they can discard any inter-cultural difficulties and get together in a relaxed and friendly atmosphere.

Europe investigates globalisation

The „Global Studies – A European Perspective“ pro-gramme at the University of Leipzig can point to similar successes. The graduates – largely from Africa and Asia – are in great demand among companies, government organisations and NGOs. „There is meanwhile substantial demand for globalisation specialists,“ says Matthias Mid-dell, professor at the Centre for Advanced Study, Univer-sity of Leipzig.

This programme is unique in Europe. It builds on the idea that globalisation not only needs to be understood in economic and political terms, but also covers a whole range of other topic areas, such as historical, socio-sci-entific, and regional studies fields. „We‘ve joined forces with the London School of Economics and Political Sci-ences and with the Universities of Vienna and Wroclaw, and have combined our competencies in these areas,“ say Matthias Middell. The four institutions additionally represent different generations of EU Member States, each with its own cultural experience. With its European perspective, the „Global Studies“ programme also serves to strengthen the development of a European identity in a globalised world.

The prizewinners saw the 2006 competition as an absolute success. They were able to finance a whole range of measures. The TOP 10 Label additionally enabled them to recruit many new potential students, above all from abroad, and so intensify their contacts with international cooperation partners by visiting them on-site and by jointly organising workshops. The award additionally raised awareness for these international programmes. This year‘s prizewinners are also delighted to have received this distinction from the DAAD and the Stifterverband. In fact, some already have concrete plans on how they would like to use the 20,000.- euros of prizemoney.

The „Quality Label for the TOP 10 International Master’s Degree Courses Made in Germany“ that the DAAD and the Stifterverband award to the prizewinners from the two selection rounds held in 2006 and 2008 also provides these prizewinning universities with an opportunity to market their programmes on the internet and in the print media. In addition, these outstanding programmes will be particularly highlighted by GATE Germany in its worldwide marketing campaigns.

The „International Programmes in Germany 2007/2008“ database located on the DAAD website provides an overview of the international Bachelor‘s, Master‘s and structured doctoral programmes offered in Germany. An infobox on the database‘s start page refers users to the Call for Applications on the „TOP 10 International Master‘s Degree Courses Made in Germany“ competition and to the prizewinning programmes in 2006 and 2008. Programme profiles additionally serve to promote the award-winning Master‘s programmes with the TOP 10 Label. Since its launch in October 2007, the database has recorded an av-erage of around 10,000 hits per day. Besides the „Scholar-ship Database“, this means that the „International Degree Programmes“ are currently the most popular information

service under the DAAD heading „Information for Foreign-ers“. The high hit rate on the database clearly shows how attractive international degree programmes in Germany are for students from home and abroad.

International Students in Germany

The number of foreign students has risen by two thirds over the course of 10 years (1997 - 2007). Just under 250,000 international students are currently studying at German higher education institutions. On the one hand, the rapid growth in students from abroad can be explained by the in-ternational marketing activities undertaken by Germany‘s higher education institutions and by the DAAD within the GATE Germany scheme. On the other hand, recent years have seen many mostly English-instructed degree pro-grammes developed in Germany that have explicitly been designed for foreign students, and especially those from less-developed parts of the world. Germany currently of-fers more than 400 English-taught degree programmes. The Netherlands is the only European country to offer more exclusively English-taught degree programmes. The number of international programmes actually lies much higher at around 1,000 programmes, of which more than half are Master‘s programmes.

Around 70% of the just under 250,000 foreign students who are currently enrolled in Germany are Bildungsausländer, i.e. students who gained their higher education entrance qualification outside Germany. The preferred subject groups

for foreign students are Law, Economics and Business Ad-ministration, and Social Sciences, as well as Languages and Cultural Studies. Of all subject areas, it is Economics and Busi-

ness Administration that attract the greatest interest. How-ever, Computer Science, Electrical Engineering and Mechani-cal Engineering have also increased in importance recently.

International Students in Germany

The past five years have seen a particularly strong increase in student numbers from Asia, particularly China, and Eastern Europe. While the academic year 1997 still saw Turkey, Iran and France account for the largest groups of students, China has topped the league table by quite a margin for several years now, followed by the Eastern European countries of Bulgaria, Poland and Russia.

The great majority of Bildungsausländer (71%) are enrolled in first-degree programmes. Diplom, Magister and Staatsexamen are still the prevailing degrees here, although the trend towards the Bachelor‘s degree is clearly recognisable (4% of graduates in 2004 versus 9% in 2007). The Master‘s is meanwhile the predomi-nant degree in (post)graduate studies. At universities of applied sciences, nine out of ten graduates gained a Master‘s degree through (post)graduate studies, while at universities only one in two do so. The interest in doctoral studies has increased significantly, not least as a result of the creation of meanwhile some 400 struc-tured doctoral programmes at German universities.
