The liberalization has already existed since the beginning in other transportation modes (air-planes, ships, buses,…) but in railways, this con-cept has begun to be applied only few years ago
Today different rail companies can finally offer, in competition among them, different services, dif-ferent prices, different quality, ...)

•the infrastructure manager: one public Company in charge to manage the whole rail network, its assets, systems, rules,…
•the rail undertakings: some public and private Companies supplying passengers and freight ser-vices by using (and paying...) the infrastructure facilities

The interoperability is the capability of the railway system to allow the safe and uninterrupted trains circulation on the lines of different Countries ensu-ring the requested performances
This capability is based on a “set” of conditions able to satisfy the essential requirements: technical compatibility, safety, reliability and availability, envi-ronmental protection, health)

To reach these targets, the European Commission has defined:
•common norms, rules and standards for high speed and conventional lines
•a new “scheme”, indicating the different actors invol-ved in the process (infrastructure managers, rail ope-rators, national safety agencies, suppliers and reco-gnized bodies) and their specific commitments, roles and responsibilities
•a new traffic management system (ERTMS/ETCS) to be used all over Europe
•evaluation procedures homogeneous and common

The ERTMS/ETCS is the new trains management sys-tem whose target is to allow the uninterrupted travel of passengers and goods through national boundaries, becoming the standard for the European railways
Added benefits:
•it can open the European market for railway products
•It increases the capacity of existing lines
•It improves the railway global safety

All the “objects” (components, subsystems, sys-tems) must be submitted to a well defined eva-luation procedure in order to assess its compliance with all applicable norms & standards:
•analysis of the documents of design, construction, installation,…)
•execution of performance, quality & safety tests
•audit at manufactures and suppliers site

The procedure can be performed only by the “Noti-fied Bodies” (No.Bo.), organisms authorized to ope-rate by the Ministry of Transport of a member State and included in the official list managed by EC
A NoBo should be present since the first (design) to the last (put in service) phase of the “project” (component, system, line, train-set, vehicle, ….)
The certifications issued by a NoBo are valid all over the Europe

While in Europe no “object” can be used in the rail environment without the described procedure, in the rest of the world the rules are not (or not yet…) so stringent
Anyway, many extra-European railways are going in the same direction or have planned to do so
Also most of the rail suppliers are already following this “process” practically everywhere, to avoid that their products are refused in Europe
