Panel 1: Summary Standardization: Fora are still seen as quick & dirty – traditional

standards bodies are seen as slow but reliable - successful Innovation will involve both models.

"Lite" standards: find a "fast-track" path for research projects to push "lite" standards through ETSI and then perform a clean-up at the end of the line = action needed (ETSI ISGs ?).

SMEs: standards are a necessary evil for small companies but they have limited resources – finding ways to support their participation is key to inject innovation into standardization pipes.

Interop: Service industries don't need standards; they need interoperability – an increasing need for Interop activities?

Users: SDOs like ETSI provide opportunities for user involvement. Users concerned over spam and personal data security. Interoperability of new technologies will be a problem for users (e.g. PLT).

ETPs: a potential place to build alliances and to "network" within a particular technology + co-ordination role.

IPRs: consensus on FRAND not Royalty-Free but confusion over the term "open standards" in the software area.

Panel 2: Summary (1)

Spectrum availability: lack of new spectrum - unused spectrum owned by military & government but they won't give it up - potential for dynamic spectrum management (agile radio).

Spectrum problems: sharing existing bands has political problems even when practical - growing "pollution" below 1GHz; UWB may raise noise floor.

WAPECS: may mean the need to make generic spectrum mask harmonised standards not individual system standards.

Electro-Magnetic Compatibility (EMC): is a major horizontal issue, transverse across many ETPs - co-ordination activities are desperately needed in order to avoid EMC problems.

Mobile radio: evolving very fast - increased complexity - global activities beyond 3G is going towards fragmentation - spectrum for beyond 3G may require infrastructure sharing.

New networks: Fixed/Mobile convergence - value constellation is blurring - content, service & access may be in different hands - we need proxies services that allows different routing protocols to talk to each other - need for standards to achieve convergence and interoperability.

Business model: high quality standards + spectrum at reasonable cost (regulators) + cheap terminals (mass market) – but to make money it needs to be used. Need for International consensus building at an early stage.

Panel 3: Summary Standards: are a must in order to get - team-building between partners

- reliable return on investment - future-proof solutions. ETPs: don't write standards but need to help identify what should

be standardized; not everything will need to be standardized. ETPs can build interest communities/co-ord groups (e.g. NESSI).

IPRs: ETPs are co-ord/programme level - its the downstream projects that do the actual work and whose participants own any IPRs - action for ETPs to try and enforce, a FRAND IPR Policy on their related projects/consortiums.

Synergy ETPs/SDOs: exchange of knowledge & expertise - early detection of standardization issues - early availability of draft specifications in the development phase = action needed.

Interoperability: means proven Interworking. ETPs: should interop testing be done under ETPs or left to

implementers ? ETPs only need be involved if existing organizations do not cover it adequately.

Synergy ETPs/SDOs: linkage to testing and testbeds (e.g., ETSI PTCC, SINTESIO, etc.) and interoperability events (e.g., PLUGTESTsTM, etc.) - white-papers (EICTA & ETSI) – can provide feedback on validation/use of standards.

Panel 4: Summary (1)

ETSI Interoperability: is the ability of equipment from different manufacturers (or different systems) to communicate together on the same infrastructure, or another while roaming (TISPAN)

ETSI: addresses Technical interoperability and where appropriate Syntactical interoperability. Can offer many services at standards-level (via Competence Centres) and interop-level (via Workshops & PlugtestsTM events).

Middleware: seems to be a common theme across many ETPs – an enabler for content delivery and services.

Profiles: means different things to different people - maintenance of technical profiling is important; complex when profiling across multiple standards sources.

Panel 4: Summary (2)

Some people want "open everything" (open architectures, ...interfaces, ...standards, ...source code, ...market..)!

ETSI IPR Policy: no change to FRAND basis – encouragement of generic declaration & early disclosure – encouragement of voluntary ex ante disclosure of licensing terms & conditions. ETPs: should use the standards bodies to promote their output, there is no competition only the need to co-operate and build the future together.

Standards: as a way to bridge gap between R&D and deployment.

Panel 6: Summary

Need more certainty as to licensing of IPR in R&D projects – FRAND versus Royalty-Free, "open source"; but there's no single answer !

More money for European R&D and less "red-tape". Support growth of existing SMEs by educating entrepreneurs and

facilitating access to R&D projects and venture capital. Need to help structure the academic research and education

community. Increase contact between EU R&D platforms and national

implementation programmes but keep standards activity at EU-level.

As soon as the activities have got a real chance to go to the market, the case is ripe for standardisation activity; maybe "Lite" standardization, maybe "normal standardisation as appropriate!

Use ETPs to improve linkage to standardization – include standardization in ETP "Roadmaps".

please don't forget the Human Factor in the final product!
