- low growth - dwindling social support - high (youth) unemployment- 7.5 million young Europeans between 15 and 24 are not employed, not in education and not in training (NEETs).- cost €153bn a year - low mobility. The workforce in employment in the EU is around 216.1 million persons of which only 7.5 million (3.1%) are working in another Member State. - influx of refugees.

BUT, western European cities took seven places in the top 10 on Mercer’s Quality of Living Index for 2014 also EU is a highly educated society: by 2020 the proportion of 30- to 34-year-olds with tertiary educational attainment should be at least 40 % (Europe 2020 strategy)

3. Solutions (existing) - a top-down structures of social welfare (UK’s National Insurance Act of 1911), a dole system of payments for

unemployed workers. Arbeitslosenhilfe (Hartz IV). etc…

- European Youth Guarantee Programme YG. Costs €21bn a year, implemented through public employment services (PES). In essence: promotion of policy initiatives, training, information.

- Youth Employment Initiative. apprenticeships,traineeships, job placements and further education leading to a qualification. In essence: assistance to YG, promotion of policy initiatives, training, information.

4. Proposal 0. a.HAB: socio-economic habitat

1. Target Group: overqualified un/under-employed (young), socially isolated, lacking motivation.

2. Goals: alleviate economic and social limitations of young, educated yet latently, under- or un-employed.

support group-building dynamic.

foster entrepreneurial initiatives. (Business planning, financial planning, risk assessment, target identification, etc.)

develop social encouragement mechanisms for transition from economically passive, and individualistic, to socially and economically active citizens. Self-fulfilment, self-reliance and also comradeship and communal spirit.

offer if necessary new forms of communal ownership and new types of group-guided training.

3. Measures/Structure:

- meet-up place with an extended residency. Chance for young and educated meet others, Develop/test/promote their ideas and pick up relevant social/economic format and dedicated team members.

- continuous training/education through the series of invited workshops/lectures, and encouragement of self-instruction and group learning—specialists will be encouraged to share their knowledge with other members of community.

- group-building and self-governance. Democracy and social awareness in elective processes. - mobility. a.HAB participation is EU-wide. - dynamic economic output will range from a start-up company to an artist collective, musical band, theatre/ballet

troupe, media units such as radio or tv station, gastronomic stand to fashion, design and high tech startup and etc. - involvement of local communities. Condiment supply provided by local farmers. Training open to local

communities.
