Definition: Program Assists
• Umbrella title to include: – Program Startup Workshops– Expert Advisory Teams– Executive Coaching for PEO/Program Office
• Program Assist Definition: An event to proactively prepare a program for successful program execution– Programs are always preparing for next key event; very
few are in steady state– An assist must be tailored to a perceived weakness or
best practice template– Is not an audit or report outside program office– May includes Expert Advisory Team or Executive

• DAU (DSMC-SPM) working with Army Biometric PM to aid in:– Enlarging ACAT III program office to
include two new ACAT I programs; and, assist in
• Program Strategy and Preparation for DAB• Defining program office skill sets for early
program
• Would define as typical early program assist– Assist team as a “Thinking Partner”

Assist Policy
• Establish by policy memorandum – Address as process establishment or
improvement and early strategy development– Include recommended PSW clause– Service concurrence
• Continue to include industry• Identify potential inclusion in DoD 5000.2
– Obtain buy-in of SSE and DPAP
• Add to DAG as preferred practice– New sub paragraph—11.15?

Resourcing
• Requires Experienced SMEs-small teams– From DAU/System Commands/PEOs +
Experienced support personnel– DAU Sec. 852 personnel augmentation– Skill sets tailored to situation
• Early assists for newly formed programs need to be encouraged and supported by senior leadership
• Recommend Assist Team leadership be available long term for short assists– Thinking partner– Modest numbers/high valued assets commitment
