3. INTERNAL FOCUS (Continue)
- On 31 March 2005, Blacks in management positions constitutes 81.1% of the total staff complement, and this has improved to 84.4%. This represents a 9.4% above the Public Service target of 75% and a 3.3% improvement from 31 March 2005.
- Women in Senior Management Service constitute 36.4% of the total sms complement. There has been an improvement of 1.3% in the representivity of women at management level compared with the quarter ending on 31 March 2005. It should be noted that the dplg is 6.4% above the Public Service target of 30%.

7. IMPLEMENTATION OF LOCAL GOVERNMENT MUNICIPAL SYSTEMS ACT AND LOCAL
GOVERNMENT MUNICIPAL STRUCTURES ACT
The Local Government Municipal Systems Act requires municipalities to adopt a culture that promotes participatory governance and create enabling conditions
- The Structures Act stipulates that all political parties should ensure that 50% of party candidates are women, and also recommend equal representation in the establishment of Ward Committees.
