• To develop better understanding about Disaster Risk Reduction and Resilience
(DRR&R)
• To learn about the relevant Act, Policy, Plan, Guidelines and SOPs on Disaster
Management in the country
• To know about the important international agreements and declarations on
disaster risk reduction, climate change, urbanization and sustainable development
• To initiate activities on formulation of disaster management plan for their
functional and geographical regimes
• To discuss the collaboration and strengthening mechanisms for effective
implementation of disaster management related activities

7. Participant's profile: The participants had academic background in geology, civil engineering and health sectors. They belonged to Geological Survey of India, National Institute of Rock Mechanics and National Institute of Immunology.

NDMP: Key Issues, Challenges and
Strategies
NDMP 2016
• NDMP provides a framework and direction
to the government agencies for all phases of
disaster management cycle. It covers DDR,
Mitigation, Preparedness, Response,
Recovery and Reconstruction.
• It is a dynamic document in the sense that
it will be periodically improved keeping up
with the best practices and knowledge base
in DM.

Vision in NDMP
• Make India Disaster Resilient, achieve
substantial disaster risk reduction, and
significantly decrease the losses of life,
livelihoods and assets – economic, physical,
social, cultural, and environmental – by
maximizing the ability to cope with
disasters at all levels of administration as
well as among communities
Legal Mandate
• Section 11 of DMA mandates that there shall be
National Disaster Management Plan for whole
of India.
• As per Section 37 of DMA, every ministry and
department of GoI, including the hazard
specific nodal ministries, shall prepare
comprehensive DM plans detailing how each of
them will contribute to the national efforts in
the domains of disaster prevention,
preparedness, response and recovery

Time Frame
• The plan is based on detailed hazard
specific guidelines prepared by NDMA.
• The suggested measures are short term
(within 5 years), medium (within 10 years)
and long term (within 15 years)
• After disaster, 3 recovery period have been
suggested; Early Recovery (3-18 months),
Medium (within 5 years), Long term (within
5 to 10 years)
Objectives of NDMP
• Improve the understanding of disaster risk,
hazards and vulnerabilities
• Strengthen disaster risk governance at all levels
from local to centre
• Invest in DRR for resilience through strl, non-
strl and financial measures as well as
comprehensive capacity devpt
• Enhance disaster preparedness for effective
response
• Promote BBB in recovery, rehab and reconstn

Objectives of NDMP
• Prevent disasters and achieve substantial
reduction of disaster risks and losses in lives,
livelihoods, health and assets (economic,
physical, social, cultural & environmental)
• Increase resilience and prevent emergence of
new risks and reduce the existing risks
• Promote the implementation of integrated and
inclusive approach to prevent / reduce hazard
exposure and vulnerabilities
Objectives• Empower both local authorities and communities
as partners to reduce and manage disaster risks
• Strengthen scientific and technical capabilities in
all aspects of DM
• CD at all levels to effectively respond to multiple
hazards and for CBDM
• Provide clarity on Roles & Responsibilities of
various Ministries & Deptts involved in diff
aspects of DM
• Promote culture of prevention and mitigation
• Mainstream DM Concerns in Devpt

Major departures in SFDRR
• For the first time, the goals are defined in
terms of outcome based targets instead of
activities and actions alone
• It places governments at the centre of DRR
and emphasizes the need to strengthen
disaster risk governance
• Shift from DM to DRM by focusing on
underlying drivers of risk
Major departures in SFDRR
• It places equal importance on all kinds of
disasters and not only on those arising from
natural hazards
• In addition to social vulnerability, it pays
attention to environmental aspects
• DRR is seen as a policy concern that cuts
across many sectors including health and
education
• SFDRR notes that it is urgent and critical to
anticipate , plan for and reduce disaster risk to
cope with disaster

Major departures in SFDRR
• It requires investments in research and useof
technology to enhance the MH-EWS,
Preparedness, Response, Recovery,
Rehabilitation and Reconstruction
• It is necessary to invest in the economic, social,
health, cultural, and educational resilience at all
levels
• It requires strengthening of risk governance
and coordination across various institutions and
sectors
