Definition of MSME• In India, the enterprises have been classified
broadly into two categories
1. Manufacturing ; and
2. Those engaged in providing /rendering of services.
3. Both categories have been further classified into micro, small and medium enterprises based on their investment in plant and machinery or on equipment. The present ceiling of investment to be classified as micro, small or medium enterprises is as under :

CREDIT GUARANTEE SCHEME To ensure better flow of credit to micro and small
enterprises by minimizing the risk perception of banks/financial institutions in lending without collateral security, the Government launched Credit Guarantee Fund Scheme for MSMEs in August 2000. this scheme covers
collateral - free credit facility extended by eligible lending institutions to new and existing MSEs for loan upto Rs. 100 lakh per borrowing unit.
The guarantee cover is upto 75% of the credit sanctioned (85% in respect of loans upto Rs. 5 lakh and 80% for loans provided to MSEs owned /operated by women and all loans in the North East Region )
ISO 9000/14001 CERTIFICATION FEE
REIMBURSEMENT SCHEME
To enhance the competitive strength of the MSEs, the Government introduced a scheme to incentives Technological up gradation , Quality improvement
and better Environment management by the MSEs. The scheme reimburses 75% of the fees, subject to a maximum of Rs. 75,000/- for
acquiring Quality Management System ( QMS)
/ISO 9000 certification and / ISO-14001/HACCP certifications
or Environment Management (EMS)/ ISO 14001 certification by the MSEs.
ISO 9000/14001 CERTIFICATION FEE REIMBURSEMENT SCHEME
• Criteria-* The Permanent Registered Micro Small Enterprises (MSEs) units are eligible to avail the Incentive Scheme.
• * The Scheme is applicable to those MSEs/ancillary/Tiny/SSSBE units who have already acquired ISO-9000/ISO-14001/HACCP certification.
• * It is an all India Scheme administered by Development Commissioner (MSME), Ministry of SSI, Govt. of India. With effect from 30.8.2006 procedure of the Screening Committee to decide the reimbursement has been discontinued and the Screening Committee has been dismantled to reduce delay in the sanctioning of reimbursement to the applicants.

ISO 9000/14001 CERTIFICATION FEE REIMBURSEMENT SCHEME
• Clarification• The Scheme shall provide one time reimbursement only against a Entreperneurship Memorandum
Number. The amount of incentive/subsidy/grant already availed for acquiring ISO 9000 or ISO 14001/HACCP Certification under any Central Govt. (including DC(MSME) Incentive Scheme)/State Govt. /Financial Institution shall be adjusted against the entitlement of reimbursement.
•
It means the total entitlement of reimbursement of acquiring one or more than on certifications shall be up to the maximum limit of Rs. 75,000/- only. In case a unit has received reimbursement/subsidy/grant from Central Govt./State Govt./Financial Institution against any one of the certifications for an amount less than maximum limit of Rs. 75,000/-, the unit shall be eligible to receive the balance amount only.
•
(a) Only one time reimbursement is allowed against a E.M.Number for acquiring ISO-9000/ISO-14001/HACCP certification; irrespective of the fact whether the concerned SSI has one or more than one Unit(s) within the same premises/location or outside .
(b) In case an ISO-9000/ISO-14001/HACCP certificate is obtained jointly by MSEs units (even having a separate Permanent E.M.Number) under the corporate/group of Industries category, the total reimbursement shall be limited to 75% of the total expenditure incurred by the concerned units or Rs. 75,000/- whichever is less; and each SSI unit shall get the amount on pro-rata basis. 21

• Guidelines for filling Application Format• The Formats of the Application & the required documents together with "Check list" are
enclosed. Small & Micro units with EM No. are required to submit their Applicaton duly completed (with enclosures) to their local Director, MSME-DI addresses given in following websites - www.dcmsme.gov.in

MSE CLUSTER DEVELOPMENT PROGRAMME The Micro and Small Enterprises Cluster development
Programme ( MSE CDP) is implemented for holistic development of clusters of MSEs. The programme envisages measures for
* Capacity building, * Skill development, * Technology up gradation of the enterprises, * Improved credit delivery, * Marketing support, * Setting up of common facility centers etc, based on diagnostic studies carried out in consultation
with cluster units and their collectives and management of cluster-wide facilities by the cluster collectives.
MSE CLUSTER DEVELOPMENT PROGRAMME
• Diagnostic Study Reports: • To map the business processes in the cluster and propose
remedial measures, with a validated action plan.
• (ii) Soft Interventions: • Technical assistance, capacity building, exposure visits, market
development, trust building, etc for the cluster units.
• (iii) Detailed Project Report• To prepare a technical feasible and financially viable project
report for setting up of a common facility center for cluster of MSE units and/or infrastructure development project for new industrial estate/ area or for upgradation of infra structure in existing industrial estate/ area/ cluster.

MSE CLUSTER DEVELOPMENT PROGRAMME • (iv) Hard Intervention/Common Facility Centers (CFCs)• Creation of tangible “assets” like Testing Facility, Design Centre, Production
Centre, Effluent Treatment Plant, Training Centre, R&D Centre, Raw Material Bank/Sales Depot, Product Display Centre, Information Centre, any other need based facility.
• (v)Infrastructure Development• Development of land, provision of water supply,
drainage, Power distribution, non- conventional sources of Energy for common captive use, construction of roads, common facilities such as First Aid Centre, Canteen, other need based infrastructural facilities in new industrial (multi- product) areas/estates or existing industrial areas/estates/clusters

CREDIT LINKED CAPITAL SUBSIDY SCHEME
The Credit Linked Capital Subsidy Scheme ( CLCSS) aims at facilitating
Technology up- gradation by providing 15% upfront capital subsidy
w.e.f. 29th September , 2005 to manufacturing MSEs, on institutional finance upto Rs. 1 crore availed of by them for induction of well established and improved technologies in the specified sub sectors/products approved under the scheme.
INTELLECTUAL PROPERTY RIGHTS FOR MSEs. This Scheme has been launched to enable Indian MSMEs to attain global
leadership position and to empower them in using effectively the tools of Intellectual Property Rights ( IPR) of innovative projects. The main features of the scheme are
i. Awareness/Sensitization Programme on IPRii. Pilot Studies for Selected Clusters/Groups of Industriesiii. Interactive seminars/Workshopsiv. Specialized Trainingv. Assistance for Grant of Patent/GI Registrationvi. Setting up of IP Facilitation Centre ( IPFC)vii. Interaction with International Agencies.
These initiatives are being developed through Public-Private Partnership (PP) Mode.
Entrepreneurial and Managerial Development of
SMEs through Incubators. The Scheme aims at nurturing innovative business ideas ( new/ingenious technology, processes, products, procedures etc.)
which could be commercialized in a year. Under the scheme, various institutions like Engineering Colleges, Research Labs etc
will be provided funds upto Rs. 6.25 lakh for handholding each new idea/entrepreneur.
The incubator will provide- - Technology guidance,- Workshop and- Lab support and- linkage to other agencies for successful launching of the
Business and- Guide the entrepreneur in establishing the enterprise.
QUALITY MANAGEMENT STANDARDS & QUALITY TECNOLOLGY TOOLS
Government of India launched a scheme, ‘Enabling Manufacturing Sector be Competitive through
Quality Management Standards ( QMS) and Quality Technology Tools ( QTT) I’ in order to improve quality and productivity in the MSE sector, The
scheme is aimed at improving the quality of the products in the MSE sector and inculcate the Quality consciousness in this sector. The major activities under the scheme are
i. Introduction of Appropriate Modules for Technical Institutionsii. Organizing Awareness Campaigns for MSEsiii. Organizing Competition-Watch ( C-Watch)iv. Implementation of Quality Management Standards and Quality
Technology Tools in selected MSEsv. Monitoring International Study Missions vi. Impact studies of the initiatives.
MINI TOOL ROOM Under the scheme.
‘Mini Tool Rooms under PPP mod’, competitive bidding from entrepreneurs and Associations will be
invited to set up Tool Rooms with Government support upto Rs. 9 crore.
They will be more competitive and user friendly as they will be bound by the Government procedure and competitiveness will be the only criteria for selection of promoters of these Tool Rooms. The approved Plan expenditure under the Scheme is Rs. 135 crore.

• Training Programmes on Packaging for Exports
• Marketing Development Assistance Scheme for MSME exporters (MSME-MDA)

Participation in the International Exhibitions/ Fairs • Office of the Development Commissioner (MSME) is participating in some of the
selected International Exhibitions/ Fairs since 1985.
• It is purely promotional scheme to give exposure to the products of micro, small enterprises which otherwise are not in a position to participate in the exhibitions/ fairs at their own cost.
• Under the scheme, exhibits of the selected export-worthy units are displayed in the exhibition that provides an opportunity to MSEs in demonstrating their capabilities before the international community. On an average, this Office has been participating in 8-10 number of International Exhibitions/ Fairs abroad every year and 200 MSEs have been benefited.
• (i) the Govt. of India will reimburse the 75% of air fare by economy class and 50% subsidy on space rent. to general category of Micro manufacturing enterprises.
• (ii)100% to SC/ST/ Women entrepreneur and entrepreneur of NE region
• (iii) The total subsidy on air fare, space rent & shipping cost of exhibits will be restricted to Rs.1.25 lakhs per unit for manufacturing enterprises or actual, whichever is less.
• (iv) Any unit can avail of this facility only once a year and
• (v) Only one person of the participating unit would be eligible for subsidy on air fare. (vi) The booking of minimum 6 Sq. Mtrs. is allowed.

Participation in the International Exhibitions/ Fairs • For confirm participation, The amount of 50% of space hiring charges shall be sent by
a DD favouring PAO (MSME), New Delhi through MSME-Dis (Formerly SISIs)along with passport particulars plus first and last two pages of valid passport of their visiting representatives. Ensure it is done at least 45 days advance of the commencement of the event or till space is available.
• 100% subsidy on space rent is available to sc/st women
entrepreneur and entrepreneur of NE region. • The participating units will also carry/ manage their exhibits (to and fro)
including custom clearance etc. If any body wants more space, they can book in multiple of 1x3 sq.mtr. on pro-rata base and would be required to pay on
pro-rata basis. 75% Subsidy on air fair of economy class to general category of entrepreneur(100% to sc/st women entrepreneur and entrepreneur of NE region)
• The circulars are issued to Director, all MSME-DIs (formerly SISIs) for selection of Small/ Micro manufacturing enterprises whose products conforming to the International Standards & Quality.
• One SIDO officer will be deputed to each fair for coordination of MSME-India stall.

Training Programmes on Packaging for Exports• India faces formidable hurdle in meeting and matching the packaging
requirements of her exportable products in the markets abroad. The main objective of scheme is to generate much needed consciousness in the industry about the packaging problems of MSME exporters and to educate the entrepreneurs about the latest packaging techniques and designs of the packaging.
• These programmes on Packaging for Exports are conducted since 1979 by all the field institutes in collaboration with
• Indian Institute of Packaging and• GS1 India (formerely EAN India) ( A Bar Code solution provider ). • The programme is of One, Two & Three days duration and
• 20 to 35 existing and potential entrepreneurs have been participating in each of the
programmes.• As per instruction of IF Wing, only 50-60 percent (20 percent in NE region
and J&K) of the total cost of the programme are recovered from the participants as participation fee.
• 20-25 programmes are being conducted every year throughout the country. 34
MARKETING ASSISTANCE/SUPPORT TO MSEs (BAR CODE)
• Bar codes are the series of black lines and white spaces printed on product packages or attached as tags which you would have noticed on consumer products. Information on a product or a consignment like its item code or serial number, expiry date, consignor/ consignee etc., can be represented through such bar codes. When these bar codes are scanned using a scanner, it enables instantaneous data capture with 100% accuracy and at great speeds.
Bar Coding can have a significant impact on the success of any enterprise/ company and organisation. Timely and accurate capture of product information and its communication electronically across the Supply Chain ahead of physical product flow is critical to lowering inventory costs, in accurate sales forecasting & dynamic production scheduling and in product track and trace.
MARKETING ASSISTANCE/SUPPORT TO MSEs (BAR CODE)• Bar Coding not only facilitates the exchange of information between buyers
and sellers, but also provides the potential for better visibility and sharing of information across an entire Supply Chain. Other benefits are-
• (i) Automated data capture with 100% accuracy,
• (ii) Real time stock management of raw materials and finished goods
• (iii) Fast and error free data recording on product/ consignment movement
• (iv) Easy integration with existing software, if any
• (v) In compliance with growing requirements of leading national markets
• (vi) In line with requirements of international retailers &
• (vii) Also gives international look and feel.
• GS1 India, an autonomous body under Ministry of Commerce & Industry, Government of India is a solution provider for registration for use of Bar Coding. To become a subscriber of GS1 India, all one has to do is fill up the subscription enquiry or registration form and make the necessary payments as registration fee. MARKETING ASSISTANCE/SUPPORT TO MSEs (BAR CODE)The objective of this scheme is to
* popularize the Bar code registration and motivate the small and micro manufacturing enterprises to adopt the Bar Code Certification on large scale and to sell their value added products worldwide and enable higher export price realization
* It also helps in domestic marketing ( wholesale & retail). 75% of annual fee ( recurring) of Bar Code Certification for the first three years are reimbursed to MSEs under the scheme.
* The work of reimbursement has been decentralised and transferred to field offices i.e. MSME-DIs w.e.f. 1st April,2009 with a view to ensure speedy & timely and extensive implementation of the scheme

National Award for Quality Products • With a view to encourage the small scale units for producing Quality goods,
National Awards for Quality Products are given to the outstanding small scale units, who have made significant contribution for improving quality of their products. The scheme is being operated since 1986. Winners of National Awards get a Trophy, a Certificate and a Cash Prize of Rs.25,000/-($559.6) National Awards encourage Small Scale Industries units to produce quality goods which further enables them to enter into export market.
• The objectives of the scheme are as follows :-
• To encourage small scale industries to produce quality products conforming to national and international standards.
• To propagate a culture of quality consciousness amongst a vast section of Small Scale manufacturing units.
• To instill a sense of confidence of small industry products in the minds of the domestic consumers and to enhance the image of Indian products in export market.
• These awards are given on the basis of recommendation by the State/ UT Level Selection Committee and the final selection by the National level Selection Committee for every calendar year.

Technical & Managerial Consultancy Services
• Technical & Managerial Consultancy Services to the MSME manufacturers/exporters is provided through a network of field offices of this office so as to ensure higher level of production and generation of higher exports.

LEAN MANUFATURING COMPETITIVENESS
PROGRAMME FOR MSEs Improvement in the quality of products and lowers costs are
essential for competing in national and international markets. Under LMP scheme MSMEs will be assisted in- reducing their manufacturing costs, through proper personnel management, improved process flows, reduce engineering time and so on.
The total GOI contribution is stipulated as Rs. 28.6o crore ( approx) for this scheme,
LEAN MANUFATURING COMPETITIVENESS PROGRAMME FOR MSEs
The broad activities planned under the scheme include –*Total Productive Maintenance ( TPM), • *5S,
• *Visual Control, *Standard Operation Procedures, * Just in Time, *Kanban System, * Cellular Layout, * Poka Yoke, etc.
The scheme has been approved as a pilot project for Lean Techniques interventions in 100 Mini Clusters.

• The objectives of the Scheme is to enhance the manufacturing competitiveness of MSMEs through the application of various Lean Manufacturing (LM) techniques by;
• * Reducing waste;
• * Increasing productivity;• * Introducing innovative practices for improving overall competitiveness;
• * Inculcating good management systems; and
• * Imbibing a culture of continuous improvement.

• The 5S systems is a workplace management which helps in getting the “junk” out of the work area and set of procedures to keep it that way. 5S stands for
• - (i) Sort,
• (ii) Set in order,
• (iii) Shine,
• (iv) Standardize &
• (iv) Sustain.

• Visual Control: Visual controls such as cartoons, charts, light signals, Lane marking on floor,Safety instructions, Warning signs, Poka-Yoke instructions etc., can be displayed all over the work place.
• . Standard Operating Procedures (SOPs):
• All verbal instructions should be converted to SOPs to remove dependency on skilled personnel in chieving required product quality level,consistency, effectiveness and efficiency.

• Just in Time (JIT):• It‟s a Japanese manufacturing philosophy to make the right
product in right quantity at the right time. This almost results in zero inventory and shortest possible cycle time.
• . KANBAN System: • In this, components are pulled by assembly or subsequent work
centers and the containers are replenished with the right quantities by the previous work center, which reduces the inventory of unwanted components.
• Cellular Layout:• In this improved manufacturing system, family wise component
completion is aimed at within the smaller self contained cell, which is a part of a big factory, as compared to operation wise completion in traditional functional layout.

• Value Stream Mapping: • It covers all activities, both value added and non-value added, and
• helps in arriving at best layout of all resources required for making the product.
• Poka Yoke or Mistake Proofing:• It is again a Japanese technique used to prevent errors
occurring at their source of origin, and it finally leads to a „Zero Defect‟ situation.
• Single Minutes Exchange of Dies or Quick Changeover (SMED): Applying ingenious
• methods, set up time is minimized and brought to less than ten minutes; thereby smaller batches as required by the customer can be taken up for manufacturing. 46
LEAN MANUFATURING COMPETITIVENESS PROGRAMME FOR MSEs
• TPM (Total Productive Maintenance): • TPM involves operators, maintenance staff and management working
together to improve overall operation of any equipment. Operators, who first identify noisy or vibrating motors, oil or air leaks, can be trained to make simple repairs to prevent major and costly break downs.
• Kaizen Blitz or Rapid Improvement Process:• It is an intense management programme, which
results in immediate change and bottom line improvement. Both management staff and workers are involved in this.

DESIGN CLINIC SCHEME FOR MSMEs
The main objective of the scheme is to bring the MSME sector and design expertise into a common platform and to provide expert advice and solutions on real time design problems, resulting in continuous improvement and value-addition for existing products. It also aims at value added costs planned under the scheme include creation of Design Clinics Secretariat along with regional centers for intervention on the design needs of the MSME sector.
MARKETING ASSISTANCE AND TECHNOLOGY UPGRADATION SCHEME FOR MSMEs
The objective of this scheme is to identify and encourage those clusters of MSMEs which have
quality production and export potential and assist them to achieve competitiveness in the national and
international markets. * The scheme aims at improving the marketing
competitiveness of MSME sector by improving their techniques and technology for promotion of exports.
* The GoI contribution is stipulated as Rs. 19 crore for this scheme. The broad activities planed under the scheme include technology up gradation in packaging , development of modern marketing techniques, competition studies, etc.
Technology and Quality Upgradation Support to MSMEs
• The objective of this scheme is to sensitize the manufacturing sector in India to-
• upgrade their technologies, • usage of energy efficient technologies to reduce emissions of
Green House Gasses, • Adoption of other technologies mandated as per the global
standards, • Improve their quality and reduce cost of production etc, towards
becoming globally competitive. • The major activities planed under the scheme include Capacity
Building of MSMEs Cluster for Energy Efficiency/Clean Development Interventions, Implementation of Energy Efficient Technologies in MSME sector, setting up of Carbon credit aggregation centers and encouraging MSMEs to acquire product certification licences from National/ International bodies.
SKILL DEVELOPMENT• With an objective to create • self employment, • the entrepreneurship and skill development scheme is
implemented by Office of the DC(MSME) through its network of 59 MSME _ DIS and their branches,. The programmes are conducted include
• Entrepreneurship Development,• Entrepreneurship and Skill Development, • Management Development and• Business Skill Development. • These programmes are conducted for unemployed youth against a nominal
fee and in some cases stipend is also provided.
MARKETING AND PROCUREMENT • Under Government Stores Purchase Programme, various
facilities are provided to enterprises registered with• National Small Industries Corporation ( NSIC) in order to
assist them for marketing their products in competitive environment. These facilities are
i. Issue of tender sets free of costii. Exemption from payment of Earnest money depositiii. Waiver of Security Deposit upto the Monetary Limit for
which the unit is registerediv. Price preference upto 15% over the quotation of large scale
units, In addition to this some items have been reserved for exclusive
purchase from MSE sector.
EXPORT PROMOTION Export promotion form the MSE sector has been accorded a high priority. To
help MSEs in exporting their products, the following facilities/incentives are provided
i. Products of MSE exporters are displayed in international exhibition and the expenditure incurred is reimbursed by the Government
ii. To acquaint MSE exporters with latest packaging standards, techniques etc training programme on packaging for exporters are organized in various parts of the country in association with the Indian Institute of Packaging
iii. Under the MSE Marketing Development Assistance ( MDA) Scheme, assistance is provided to individuals for participation in overseas fairs/exhibitions, o overseas study tours.
The scheme also offer assistance for a. Sector specific market study by MSE Associating /Export Promotion
Councils/Federation of Indian Export Organization b. Initiating/contesting anti dumping cases by MSE Associations and c. Reimbursement of 75% of the one time registration fee and annual fee
charged by GSI India for adoption of Bar Coding.
INFRASTRUCTURE DEVELOPMENTFor setting up of industrial estates and to develop infrastructure facilities
* like Power distribution network, * Water telecommunication, *Drainage and pollution control facilities, * Roads, * Banks, * Raw material, * Storage and marketing outlets, * Common services facilities and * Technological back up services etc for MSMEs,
The integrated Infrastructural Development (IID) Scheme was launched in 1994. the scheme covers rural as well as urban areas with a provision of
50% reservation for rural areas and 50% industrial plots are to be reserved for the micro enterprises. The scheme
also provides upgradation/strengthening of the infrastructural facilities in the existing industrial estates. The estimated cost to set up an IID Centre is Rs. 5 Crore. Central Government provided 40% in case of general states and upto 80% for North East Region, J&K, H.P. and Uttrakhand as grant and remaining amount could be loan fro SIDBI/Bank/Financial Institutions or the state Funds.

• Rajiv Gandhi Udyami Mitra Yojna ( RGUMY)Rajiv Gandhi Udhyami Mitra Yojna (RGUMY) is to provide handholding support and assistance to the potential first generation entrepreneurs who have already successfully completed EDP/SDP/ESDP/VT programmes, through the selected lead agencies i.e. ‘Udyami Mitras” in the establishment and management of the new enterprises in dealing with various procedural and legal hurdles and in completion of various formalities required fo setting up and running of the enterprise
• Udyami Mitras : Under RGUMY, financial assistance would be provided to the selected
lead agencies i.e. Udyami Mitras for rendering assistance and handholding support to the potential first generation entrepreneurs.
