Minutes of 30th meeting of Steering Committee of MSE-CDP heldon held on 19.6.2012 and on 20.6.2012 at New Delhi.

Subject :-

A copy of minutes of 30th meeting of Steering Committee of Micro and SmallEnterprises- Cluster Development Programme (MSE-CDP) is enclosed forinformation and necessary action as per decisions taken in the meeting at theearliest.

2. Concerned Implementing Agencies of the proposals are requested to submitrequest for release of funds for Soft Intervention! Diagnostic Study etc. with a firmaction plan to organize the programmes in targeted time to enable this office torelease of funds. They are also requested to comply with the requirements forsetting up of CFCs and ID Projects approved in-principle so that final approval maybe accorded within stipulated time.

30th Meeting of Steering Committee of MSE-CDP was held in two sessions on 19.06.12 at 3:30 PMand on 20.06.12 at 10:30 a.m. in Committee Room No. 47 & 152 respectively, Udyog Bhawan, New Delhi.List of participants is at Annexure -I.

2 Secretary(MSME) welcomed all the members. Regarding implementation of MSE-CDP, followingdecisions were taken by the Steering Committee:-

'In-principle' approval for CFC and ID projects will be valid for 6 months i.e. upto 20.12.2012. Theproposals will be considered for final approval subject to fulfillment of all the required conditions asper guidelines of MSE-CDP, failing which the proposals shall be dropped.Joint Adviser, Planning Commission observed that SIDBI should recommend only support worthy

proposals.The Chairman observed that facilities/machinery proposed in CFC should match with the current

emerging requirements of the clusters.Comments from Technical Division of DC(MSME) should be a pre-requisite before appraisal ofSIDBI to avoid objections after the appraisal as also to avoid delay.Outcomes of soft interventions should be clearly mentioned. IAs will ensure regular submission of.progress reports and closing reports for soft interventions.State Govt. should come with a representative from SPV in CFC proposals to facilitate meaningfuldiscussions.

8. Agenda No. 30.67: CFC in Engineering Cluster, Ambattur: The proposal for setting up of CFC inEngineering Cluster, Dindigul was discussed in the meeting. AS&DC, MSME desired the MSME-DI,Chennai to modify the proposal as per requirement of micro units and suggest appropriate machinery.

DecisionThe proposal was not approved. The Committee desired that the proposal may be recast as per

requirements of micro units and re-submitted.

9. Agenda No. 30.68: Proposal to set up Common Facility Centre (CFC) for Plastic Cluster, DistrictMadurai

Joint Adviser, Planning Commission raised the issue of apparently disjoint figures of employment andnumber of units in the cluster and desired that implementing agency (IA) to examine to this. AS & DC(MSME) desired the implementing agency to contact MSME- Tool Room, Hyderabad and CIPET for finalizingthe facilities for the CFC including design aspects and necessary tie-ups may be set up with theseinstitutions for proving appropriate services. Also NSIC may be requested to set up raw material bank forPlastic Cluster, Madurai

DecisionThe proposal was not approved. The Committee desired that the proposal may be recast as perrequirements of micro units and re-submitted.

10. Agenda No.30.71: CFC in Lorry Body Building Cluster, Namakkal, Tamilnadu

CMD, TANSIDCO and Director, MSME-DI, Chennai mentioned that the Common facility is required toaddress the new AIS norms. However, in view of production nature of the proposal, it was observed that theproposed facility does not fit into MSE-CDP guidelines. Keeping in view the emerging requirement of thecluster, AS & DC (MSME) desired MSME-DI, Chennai to identify designer for supporting individual units ofthe cluster under NMCP -Design Clinic Scheme.

DecisionThe proposal was not approved.

11. Agenda No.30.72: CFC in Engineering Cluster, Perungudi, Tamilnadu

CMD, T ANSIDO informed that earlier Spy was constituted before MSE-CDP and the Spy has partially paidits loan to CBI. Director, MSME-DI, Chennai mentioned that this is a potential cluster with'a lot of micro unitsand very badly need support of MSE-CDP scheme. AS & DC (MSME) desired that IA should examine foradditional inputs like design, machinery etc.

Decision

The proposal was not approved. The Committee desired that the proposal may be recast as perrequirements of micro units and re-submitted.

Agenda No.3D.?3: CFC in Pharma (MICAL) Cluster, Chennai, Tamilnadu12.

Director, MSME-DI, Chennai informed that NABL lab is 20 Kms away from cluster. The Chairman desiredknow the frequency of testing in pharma manufacturing. AS & DC (MSME) suggested the implementingagency to examine the possibility of the setting up of testing facility for upcoming off patent drugs which is ahuge market and also to have a good IPR centre.

After discussion, the Committee approved the proposal for extension of time limit for upgradation of 10centre at Kakkalur, District Thiruvallur, Tamilnadu upto 31.10.2012.

Karnataka

As no communication was received State Govt since a very long time, the proposal has been

cancelled.

5. Agenda No. 30.80 (b) and (c): CFC in Pulses Cluster, Gulbarga and Weaving Cluster,

Doddaballapur:

MO, KCTU informed that revised proposals will be submitted as per guidelines of MSE-COP within

two months i.e. 20th August, 2012.

Decision: .The proposals will be canceled if suitable revised proposal are not received before 20th August, 2012.

1. Agenda No.30.81: Proposal for Infrastructure Development (I D) at Pathshala, Barpeta

The Commissioner of Industries, Govt. of Assam and MD, AIDC presented the proposal mentioning that .theplots will be allotted to potential food processing and other units. The land is in possession and other StateGovt. bear its share for the proposal. The project cost and means of finance are given below:Project Cost:

2. Agenda No. 30.82 Soft Interventions in Bell Metal Cluster, Sarthebari Barpeta District, Assam.The Chairman desired that CDA and Cluster actors should visit other similar cluster outside Assam

also and to tie-up with best concerned institutions for technology tie-up. The Chairman also requestedCommissioner of Industries, Govt. of Assam to look into' other developmental aspect like design for thecluster.

Decision: The Committee approved the project for taking up of soft interventions in Bell Metal Cluster,Sarthebari Barpeta District by MSME-DI at a total cost of Rs. 16.55 lakh for duration of 18 months with Golcontribution of Rs. 14.61 lakh and the remaining Rs. 1.94 lakh to be contributed by cluster units Iassociation.

1. Agenda No. 30.86 Soft Interventions in Artificial Jewellery Cluster, Meerut

The Committee observed the no. of units in the cluster and its turnover. The cluster is dominated byMinorities and needs support in term of upgradation of technology and soft interventions in the cluster willcreate avenues to develop quality and product specialization. Advisor,' Planning Commission desired toknow whether it is a polluting industry. Representative from cluster units informed that now days no pollutionis there in this industry.Decision:

The Committee approved the project at a total cost of Rs. 13.69 lakh with Gol contribution of Rs.11.95 lakh and remaining Rs. 1.74 lakh to be contributed by cluster units/association.

The Committee examined the proposal but did not find any justification in the proposal for setting upof CFC in the cluster. MSME-DI, Allahabad officer informed that there may be less number of units thanmentioned in the proposal .

DecisionThe Committee rejected the proposal for setting up of Common Facility Centre in the cluster.

11. Agenda No. 30.100 (Supplementary Agenda): Soft Interventions in Foundry Cluster, Agra (UP).

There was no representative from PPDC, Agra to explain about the proposal. The proposal wastherefore not considered by the Committee.

12. Agenda No. 30.102 Supplementary Agenda): Soft Interventions in Gaura Stone Cluster, Mahoba

(UP).

The Committee examined in detail the proposed activities in the cluster and deliberations approvedsoft interventions in Gaura Stone Cluster, Mahoba (UP) at a total cost of Rs. 13.651akh with Gol contributionof Rs. 10.53 lakh and remaining Rs. 3.12 lakh to be contributed by cluster units/association. Interventions in

the cluster will be taken with the' help of DIC, Mahoba.

TRIPURA

Decision

Steering Committee accorded in-principle approval for the project of upgradation of the Industrial Estate at

Badharghat Industrial Estate Agartala.

2. Agenda No. 30.34: Proposal for in-principle approval for setting up of Infrastructure Development (10)centre at 13 LNP, Industrial Area, Sri Ganganagar, Rajasthan.

Planning Commission enquired about the status of allotment of plots in other industrial estate in thesame district. In this regard, Sh. Gurmeet Singh, ARM, RIICO, Jaipur explained that all plots have beenallotted to entrepreneurs, only 01 plot vacant in the existing industrial estate and 432 units are in production.

Decision:

The Committee approved the proposal in-principle subject to demand survey is required.

3. Agenda No. 30.35:

ProDosal for settina UD of CFC in Cast Iron Foundry Cluster. Jaipur

Decision:The State Govt. resolved the issue of two Spy in the cluster and has supported only one of the Spy i.e.Jaipur Casting and Research Development Pvt. Ltd., Jaipur. The proposal from this Spy was considered in

Agenda Item no. 30.97.
