“Se implementará el despegue de una Plataforma Integrada de Servicios Electrónicos, orientada a la interoperabilidad entre los servicios públicos, con el propósito de hacer factible el cumplimiento de la Ley de Bases de Procedimiento Administrativo.

Mision
• Promoting the transparency, the efficiency and the simplicity of the acts and administrative procedures, facilitating the fulfillment of the Law of Administrative Procedure on the part of the State Agencies, by means of the use of a Technological Integrated Platform of Electronic Services of the State.

Users Objectives
• Facilitate users access to update, opportune and reliable information through the State Agencies.
• Facilitate data to be collected at once excepting in justify cases.
• Facilitate data to be updated when a modifications happens or a citizen requests it.
• Promote private data security and protection.
• Expose to the citizen the information that the State already has about him.

State Agencies Objectives
• Facilitate administrative procedures in order to not request citizens information that already has the Administration in some other State Agency.
• Standardized the information exchange processes among the State Agencies.
• Facilitate the information exchange processes to comply with legal requirements of data privacy and exchange regulations among State Agencies.
• Established the legal and normative terms to allow and regulate the information exchange process among State Agencies.

Information Exchange: Current Situation
• Great variety of interoperability solutions: - Transfer Files (ASCII, XML) - CD or magnetic tape - Web Applications- Host to Host - E-mail - Web Services
• Some State Agencies operate an important number of manual information exchange processes.
• Some State Agencies have established information exchange agreements to allow interoperability among them.
