  • It is strongly recommended that Wg AFSOs initiate a Wg AFSO Working Group whereby the AFSO, D/AFSO and CE Infrastructure Rep meet monthly to discuss the status of Aircraft Fluids Issues that are pressing and currently ongoing at the Wg/Unit level.Passage of InformationThis informal Working Group would help to: address the Wing/Units outstanding issues; review and address any Wg/Unit deficiencies; and to set priorities and devise a plan of action.

    a. Coordinate and monitor aviation fluid and storage activities within the Air Force Wings and advise on the fluids handling and operation of the associated equipment to ensure that the aviation fluids meet the required quality standards when delivered to the aircraft. b. Inspect the condition of all Wing, Sqn, Ship, or Base facilities, and operating and maintenance procedures every two years. c. Advise Wing, Sqn, and Ship AFSOs and monitor their activities.d. Review all semi-annual AFSO reports.e. Review all subordinate/deputy AFSO inspection reports and letters and staff and distribute to all concerned.f. Review all HMC Ship Divisional AFSO inspection reports.g. Report to A4 Maint on matters affecting the quality and handling of aviation fluids used in the operation and maintenance of aircraft.h. Liaise with and take direction from the technical authority, NDHQ AFSO/QETE 3-3, as required. Coordinate and monitor aviation fluid and storage activities within 1 Wing units and advise on the fluids handling and operation of the associated equipment to ensure that the aviation fluids meet the required quality standards when delivered to the aircraft.

    On behalf of the Divisional AFSO, the 1 Wing AFSO will inspect the condition of all 1 Wing Squadrons and Base facilities, and operating and maintenance procedures every two years. Upon completion of the inspection, a formal letter and report shall be written and provided to 1 Cdn Air Div AFSO who in turn will staff and distribute to all concerned.

    Advise 1 Wing Squadron AFSOs and monitor their activities.

    Gather and review all 1 Wing unit semi-annual AFSO reports.

    Report to 1 Cdn Air Div AFSO, on matters affecting the quality and handling of aviation fluids used in the operation and maintenance of aircraft

    Coordinate and monitor aviation fluid and storage activities within 12 Wing and ship facilities and advise on the fluids handling and operation of the associated equipment to ensure that the aviation fluids meet the required quality standards when delivered to the aircraft. Advise Ship AFSOs and monitor their activities through 12 Wing Sea Training.

    Gather and review all ship semi-annual AFSO.

    Report to 1 Cdn Air Div AFSO, on matters affecting the quality and handling of aviation fluids used in the operation and maintenance of aircraft.

    Liaise with 12 Wing Sea Training with regards to ship deployments and refits.

    Coordinate and monitor aviation fluid and storage activities onboard HMC ships and advise on the fluids handling and operation of the associated equipment to ensure that the aviation fluids meet the required quality standards when delivered to the aircraft.

    On behalf of the Divisional AFSO, 12 Wing Sea Training will inspect the condition of all HMC Ship facilities, and operating and maintenance procedures every two years. Upon completion of the inspection, a formal letter and report shall be written and distributed to all concerned, including the Divisional AFSO and the NDHQ AFSO.

    Advise Ship AFSOs and monitor their activities.

    Report to 1 Cdn Air Div AFSO, on matters affecting the quality and handling of aviation fluids used in the operation and maintenance of aircraft.

    Liaise with 12 Wing AFSO with regards to ship deployments and refits

    Maintain overall quality surveillance and liaison with the delegated D/AFSO and section commanders responsible for the procurement, receipt, storage, handling and dispensing of aviation fluids, including lodger units and/or squadron D/AFSOs.

    Monitor the work and safety of the personnel concerned with the operational, maintenance and quality control aspects of handling aviation fluid products and the facilities and equipment used. Ensure that all maintenance activities, including commissioning of fuel infrastructure upgrades, are performed in accordance with the testing requirements stipulated by Type B-2 testing. The purpose of Type B-2 testing is to determine product quality after prescribed periods of storage. More detailed test requirements are outlined in Part 5, paragraph 36.

    Monitor the Unit training of all aviation fluid handlers, to ensure that sufficient personnel are trained in accordance with A-PD-055-003/PQ-001 OSS Code AGQA, AGQB, or AIUI as applicable. Delegated section commanders are responsible for coordinating the training requirements of their staff.

    Carry out a monthly inspection on all aspects of aviation fluid handling, storage and dispensing facilities. Maintain a record of each inspections observations and recommended corrective actions, and take follow-up action as necessary.

    Advise the BTSO/W LOG O or Senior Engineering Officer on matters affecting the proper receipt, storage, handling and dispensing of aviation fluids, and make recommendations on improvements considered necessary to safeguard the quality of aviation fluids.

    Wing AFSOs at land based Units are to prepare semi-annual AFSO report on the aviation fluids facilities based on guidelines found in Part 2 of Annex D. This report is to be submitted twice yearly on 1 April and 1 October through the W LOG O/BTSO to 1 Cdn Air Div A4 Maint, and 1 Wing A4 for 1 Wing units with an info copy to NDHQ AFSO/Quality Engineering Test Establishment 3-3 (QETE 3-3).

    Deployed units shall assign an AFSO who shall comply with this TO such that semi-annual reports are carried out and submitted to their respective chain of command.

    NOTEIt is emphasized that the submission of the above report does not preclude the Unit from reporting immediately any dangerous situations or unsatisfactory conditions.

    Ship AFSOs shall monitor the ship training of all aviation fluid handlers, to ensure that sufficient personnel are trained in accordance with OSS Code AGTN (effective to personnel trained as Marine Engineering Technician, after 13 June 2005). As of July 2007, Qualification Standard and Plan (QSP) Shipboard JP-5 Maintainer MITE (Military Individual Training and Education) ID (Identification) 116053 will be added as an additional qualification, meeting the fuel handling training requirement for Hull Tech on Area of Responsibility (AOR). Delegated section commanders are responsible for coordinating the training requirements of their staff.

    Ship AFSOs shall prepare a semi-annual AFSO report on the ships facilities in accordance with MARCORD MS-03, Annex A and submit to 1 Cdn Air Div A4 Maint as well as 12 Wing Senior Aircraft Maintenance Authority, info. QETE 3 and 1 Cdn Air Div MAC(A) or 1 Cdn Air DivMAC(P) as appropriate. This report is to be submitted twice yearly on 1 April and 1 October. A template for the ship AFSOs report is available in Annex D to Part 3.

    It is very hard to keep an up to date contact list, so AFSOs need to let us know when people are replaced.Although, QAR is responsible to inspect these facilities, you still have POL on site and thus need to submit.

    5.23.2 Inspection intervalsStorage tanks shall be inspected every five years for buildup of sediment and evidence of microbialgrowth. Where inspection reveals microbial growth or buildup of sediment exceeding one-tenth of thearea of the tank bottom surface, the tank shall be cleaned as specified in Clause 5.23.3.

    Pressure Gages Page 5-14 of C-82 - All temperature and pressure gauges, and other adjustable instruments, are tobe examined quarterly and checked for accuracy. Refer to STANAG 3583, Standard of Accuracy for Differential Gauges on Filters and Filter/Water Separators. Note It is recommended that the CF Standard Calibration Seal CF 799, NSN 7690-21-853-8034 be used, they can be completed and attached to the applicable piece of equipment, and next due date entered as a reminder
