Manitou Springs Metropolitan District Regular Meeting

June 3, 2015

1. CALL TO ORDER Chairman Randy Hodges called the meeting to order at 4:07 p.m.

2. ROLL CALL Members Present:

3. PUBLIC COMMENT Todd Lining and Steve Carr gave a presentation on their proposal to place two housing units at 119 Lovers Lane. Todd said that they wanted to treat the Metro District as a neighbor in the process and share their plan with the Board. Todd showed the Board a diagram of the projected development and reviewed the general development plan for the lot. He also stated that HPC has approved the design and asked if anyone on the Board had any questions or concerns. Kevin LeGrande asked if there would be a slope risk issue. Steve responded that they will likely need a retaining wall to mitigate the risk. Randy Hodges asked if there will be flooding risk to the property given its location in the floodplain. Steve responded that, given the property’s setback and slope, it is very unlikely the property would be flooded. General discussion regarding the new development followed. The general consensus of the Board was that they generally supported the development. Faruk Sahin, stated that he would appreciate the opportunity for his restaurant to share the dumpster in the Smischny Lot and asked if there was a way to do so, or if he needed to talk to the Heart of Jerusalem first. Randy Hodges asked if another dumpster could be placed near two currently there if a screen was placed across them, hiding them from view. Kevin LeGrande said that the trash removal company needs to have access to all three dumpsters, so each one would need a gate in front of it. Randy Hodges asked Faruk if he would be willing to share in the cost of building a fence around the dumpsters. Faruk Sahin replied that he would be willing to share in the cost. It was the Board’s coconscious that Faruk first talk with the Heart of Jerusalem first to see if they could share the dumpster currently there.

4. APPROVAL OF MINUTES

A. April 01, 2015 Approval of April 01, 2015 was postponed until next meeting.

B. May 06, 2015 Upon a motion by Michael Barsotti and a second by Kevin LeGrande, the May 06, 2015 minutes were approved as presented. Motion carried 4-0.

5. REPORTS A.

Randy Hodges said that Rebecca Davis could not be present at the meeting and that Standard Parking no longer generates the reports the Metro Board normally reviews. He said that Standard Parking is now generating different reports for the Metro Board’s approval.

Finance Report

General discussion regarding the Metro District’s financial reports followed. Upon a motion by Michael Barsotti and a second by Kevin LeGrande, the Finance Report was approved as presented. Motion carried 4-0.

6. Old Business A. Report on Recycle Dumpster and Fence – Kevin LeGrande

Kevin LeGrande stated that nothing too bad has been thrown into the recycling dumpster so far. He also said that ten or eleven businesses have contacted Kevin to gain access to the recycling dumpster and he has given the lock combination to other businesses too. Kevin reported that Heart of Jerusalem is no longer locking their dumpster and someone was illegally dumping in their dumpster. Randy Hodges reported that he contacted the city about getting another city trash can in the parking lot because the city trash cans are filling faster now that the dumpster is locked. Kevin LeGrande reported that the cost of fencing one dumpster is about is about $2,000 and to fence two dumpsters it is about $3,300. Kevin LeGrande said that the bid was on the higher end however.

B. Report on Tree Trimming – Bud Ford Randy Hodges reported that trees were trimmed for $600 and that Bud Ford went over to keep an eye on the trimming. Randy said that the trimming turned out well.

C. Discussion on Obtaining Bids for Bridge Repair Randy Hodges said that the water is still pretty high and he does not believe that people can come out and look at the bridge and bid on its repair until the water recedes more. Randy Hodges also reported that Rene is doing well as the parking ambassador and that Neal Yowell reports that circuit breakers in the parking kiosks are tripping because of the rain and an electrician may be needed.

7. ADJOURN With no further items to discuss, the meeting adjourned at 5:03 p.m.
